The City of Newark Recreation & Community Services Department is seeking a highly motivated Intern for a 10-week, 400-hour internship designed to provide hands-on experience across multiple recreation divisions. Interns will work under the supervision of recreation professionals and gain exposure to Youth & Adult Sports, Aquatics, Customer Relations, Special Events, Contract Classes, Social Media, and Camp programming.

Interns will assist with program planning, administrative processes, event support, community engagement, research projects, and facility operations. The internship includes the development of a capstone project demonstrating applied skills and professional growth.

RESPONSIBILITIES

• Support Recreation Program Operations: Assist with the planning, coordination, and evaluation of youth and adult sports, aquatics, camp activities, contract classes, and community programs.
• Conduct Program & Industry Research: Research recreation trends, program models, facility usage practices, and potential new class or event opportunities that support department growth.
• Assist With Administrative & Record-Keeping Tasks: Help maintain and organize employee records, certifications, program logs, manuals, and digital files to ensure accuracy and compliance.
• Contribute to Training & Resource Development: Assist in updating manuals, creating training materials, preparing visual content, and helping standardize department documents and forms.
• Support Customer Service & Facility Operations: Provide general support to facility staff, assist with rental processes, enhance customer experiences, and help assess facility improvement needs.
• Participate in Events & Community Engagement: Support event planning and execution, collect community feedback through surveys, and assist in preparing summaries or recap materials.
• Assist With Camp Planning Projects: Help research, compare, and recommend field trip options and program enhancements for Camp Newark and other seasonal programs.
• Collaborate on Department Projects: Work with supervisors and staff on various assignments, contribute creative ideas, and help complete a capstone project demonstrating skills learned.

QUALIFICATIONS

Requirements

• Current enrollment in a college or university program related to Recreation, Hospitality, Tourism, Kinesiology, Education, or a related field.
• Ability to work a varied schedule, including weekends and some holidays.
• Strong written and verbal communication skills.
• Ability to work independently and collaboratively.
• Basic competency with Microsoft Office or Google Workspace.

Preferred

• Prior experience in recreation, customer service, childcare, aquatics, special events, or hospitality.
• Interest in research, program development, or public engagement.

THE POSITION:

Essential Duties

What you will do: 
Duties may include but are not limited to the following:

• Manages the City's Traffic Management Center and makes recommendations on signal timing and other operational improvements, for the city's 135 signalized intersections.
• Troubleshoots overall traffic operations and traffic safety concerns reported by the community both in the office and in the field.
• Manages and/or prepares various transportation studies or programs.
• Plans, prioritizes, assigns, supervises and reviews the activities and staff in the traffic operations unit of the Transportation section.
• Participates in the preparation of plans and specifications for new and modified traffic signals, street lighting systems and related traffic control devices.
• Prepares grant applications for federal, state, regional or other funding.
• Recommends and assists in the implementation of the Transportation section's goals and objectives; establishes schedules and methods for transportation engineering activities and projects.
• Assists with and conducts the more complex transportation engineering projects and activities; prepares recommendations for traffic signal timing and coordination improvements; prepares traffic signal timing plans; and supervises and participates in collecting, tabulating and analyzing traffic information.
• Acts as City Traffic Engineer.
• Provides professional and technical staff assistance.
• Supervises the City's speed lump program and makes recommendations for alternative traffic calming measures as appropriate.
• Supervises and participates in preparation of work orders for installation, removal or replacement of traffic control devices.
• Confers with neighborhood groups, property owners and others relative to information on traffic operations activities; coordinates responses to inquiries from the public, City Council, City Manager and City staff relative to traffic operations issues;
• Coordinates traffic operations unit activities with other City departments; serves as liaison between  the City and  boards, councils, outside organizations, and commissions as directed; prepares and presents staff reports and presentations at various City Council, commissions, boards, and other governmental meetings; prepares  City Council agenda reports; serves on and attends various committees and task forces, attends  Planning Commission, City Council  and neighborhood meetings as necessary.
• Makes presentations on traffic and transportation issues to citizen and neighborhood groups, City Council, and Planning Commission as appropriate.
• Periodically attends and represents the City at the Alameda County Transportation Commission, Metropolitan Transportation Commission and other regional agencies meetings as appropriate.
• Prepares and reviews agreements for traffic signal maintenance and streetlight maintenance support as needed.
• Participates in budget and Capital Improvement Program (CIP) preparation and administration; prepares cost estimates for budget recommendations; monitors and controls expenditures; recommends funding needs for traffic operations unit functions and capital projects; monitors CIP project expenditures related to traffic operations, and identifies funding sources to supplement the budget for the traffic operations unit.
• Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Participates in the selection of transportation engineering staff; provides and coordinates staff training; works with employees to correct deficiencies; and implements discipline procedures.

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Two (2) years of responsible professional transportation engineering work similar to that of an Associate Transportation Engineer with the City of Hayward.

Education: Equivalent to a Bachelor's degree from an accredited college or university with major course work in Traffic/Transportation Engineering or a closely related field.

License: Registration as a Professional Civil or Traffic Engineer in the State of California.  An out-of-state P.E. or T.E. will be accepted, but will require the candidate to obtain a State of California registration within a one-year period of being hired.  Possession and maintenance of a valid Class C California Driver's License.

DEFINITION

Under general supervision of the Code Enforcement Officer, the Code Enforcement Inspector facilitates compliance with City Municipal codes, ordinances, California Codes, conditions of approval and resolutions relating to public nuisances, planning, zoning, construction, business licensing, animal control and other associated disciplines. Works collaboratively with other City Divisions and Agencies and actively participates as a member of the Code Enforcement Task Force. Tracks, updates and maintains investigations, complaint information and official records. Attends training to maintain or achieve Code Enforcement Officer Certification. Performs related work as required.

EXAMPLE OF DUTIES

Investigate reported or suspected violations of City or California codes, and implement enforcement activities to gain compliance. Issue written notices and warnings, and criminal citations. Educate the public regarding code requirements. Conduct field inspections, gather-supporting evidence, maintain case files (both computer and hard files) and, as necessary, prepare investigation reports regarding violations. May assist in preparing and presenting information to the Planning Commission, City Council, Administrative Hearing Board and courts of law. MINIMUM QUALIFICATIONS

Effective and efficient techniques of public education, field inspections for code compliance, gathering and analyzing evidence and data, and preparing and presenting reports.

Ability to: Read, understand, interpret and apply laws, regulations, ordinances, resolutions, policies and other documents associated with enforcement duties. Maintain a positive attitude and work as a highly effective team member of the Code Enforcement Program, Economic and Community Development Department and the Code Enforcement Task Force. Communicate effectively, both verbally and in writing. Prepare and make verbal presentations to small and large groups, the Administrative Hearing Board and other official bodies. Education: Possession of an AA degree in a related field. Additional education and training in writing, public speaking and areas related to code enforcement are desirable.

Experience: A minimum of one year of full-time, relevant public contact experience, with occasional public speaking, requiring problem solving and/or field investigation in code enforcement, law enforcement, investigations, or a comparable field that would provide the requisite knowledge needed to succeed in this position. Experience in the enforcement of municipal, planning and zoning codes and working with building or planning permits at a public or private agency is desirable.

Certifications: Possess, or obtain within 12 months from hire date, current certification as a Code Enforcement Officer from the California Association of Code Enforcement Officers (CACEO); or certification as a Housing Inspector from the International Conference of Building Officials (ICBO- through the American Association of Code Enforcement). Certification under Penal Code 832 Module A (California Commission on Peace Officer Standards and Training) or similar police training is desirable.

THE POSITION

Tri-City Mental Health Authority is currently hiring to fill one full-time vacancy for the position of Clinical Therapist II within the Mobile Crisis Care Program (MCCP). 

Tri-City’s MCCP operates 24/7 to provide crucial support in mobile crises. As such, the schedule will involve a 3/12 shift pattern, consisting of three twelve-hour days per workweek and one alternating eight-hour day every other week. Shifts may include evenings, weekends, daytime hours, and holidays.

The specific shift and schedule will be determined by the supervisor; however, the first one to two months of training will follow a 5-day-per-week, 40-hour-per-week schedule

Examples of shifts are included below:

• Day Shifts: 7:00 AM - 7:00 PM, 7:00 AM - 3:00 PM, 8:00 AM - 8:00 PM, or 8:00 AM - 4:00 PM
• Night Shifts: 7:00 PM - 7:00 AM, 7:00 PM - 3:00 AM, 8:00 PM - 8:00 AM, or 8:00 PM - 4:00 AM

Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). Holiday shifts will be entitled to Holiday Pay.

Tri-City is looking for individuals to serve as Clinical Therapist II on a full-time basis for the MCCP. The MCCP Clinical Therapist II will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Clinical Therapist II will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Respond to client’s (Full-Service Partnership and Adult and Children’s Outpatient Programs and other specialty mental health services) crisis calls with or without law enforcement;
   

• Perform field-based and telephone emergency mental health evaluations and crisis stabilization in accordance with agency procedure;

• Identify treatment needs and make appropriate referrals for necessary services;

Ability to: Evaluate quality of construction; detect and locate faulty materials and workmanship and determine the stage of construction; read and interpret codes, standards, details, plans, and specifications; make oral and written presentations for meetings with consultants, contractors, property owners, staff, and project teams; communicate effectively and tactfully, both orally and in writing; provide excellent customer service to the public, other agencies, and other City employees;; evaluate CCTV video footage for sewer assessments; estimate and calculate amounts and costs of materials used in construction.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training and/or a degree in building inspection technology, civil engineering, or a related field is desirable.

Experience: Two (2) years of progressively responsible experience as an inspector of construction for public works and engineering projects or a Building Inspector with a Municipal Building Department performing combination inspections.

Licenses: Must possess and maintain a valid Class C California Driver’s License issued by the State Department of Motor Vehicles and a satisfactory driving record. Certifications such as Combination Inspector or related are preferred.

SPECIAL REQUIREMENTS

Physical agility adequate to inspect construction sites. Requires physical flexibility and dexterity, including the ability to continually stand, bend, stoop, reach, and crouch. Must be able to communicate effectively, both orally and in writing, hear voices, and operate telephones. Must have ability to quickly and accurately see, review, and interpret plans and diagrams and make inspections.
