Administers the City’s affordable housing programs including homebuyer loans, project funding assistance, housing monitoring, housing portfolio, and inclusionary housing; implements the City’s CDBG and Continuum of Care programs and other federal and state grants; serves as the City’s representative for the Yolo County Homeless and Poverty Action and represents the City at other homeless-related meetings; serves as staff to the City’s Manufactured Home Fair Practices Commission; and performs a variety of highly specialized administrative work. Working closely with Community Development Department staff on the development and implementation of the City’s Housing Element, including annual reporting and related policies, as well as implementation of State housing laws at the local level.  The purpose of this recruitment is to fill a current vacancy in the Community Development Department, as well as establish an eligibility list for vacancies.

ESSENTIAL JOB FUNCTIONS

Explains, interprets and analyzes affordable housing policies and regulations for the public. Implements and interprets the local, state and federal legislation on inclusionary housing policies. Provides information to housing developers regarding compliance with regulatory agreements for residential projects.   Negotiates complex agreements and policies related to affordable housing, effectively soliciting the input of developers, affordable housing advocates, and other stakeholders. Manage housing consultant contracts. Reviews proformas and financial assistance options. Evaluates requests for loans and grant financing and bond issuances for projects leading to funding recommendations. Coordinates and facilitates the development of affordable subsidized and inclusionary housing in the Spring Lake Specific Plan area, as well as infill sites throughout the City. Manages and monitors affordable housing program (all inclusionary units) for rental and for sale properties. Administers the City’s Community Development Block Grant and Continuum of Care programs including funded activities. Prepares state and federal grant applications and assists in locating alternative funding sources for community development activities and completes all related reporting. Administers projects and programs funded by the State HOME Program and other federal and state funding sources, including contract management and long-term compliance monitoring.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present to work to complete assigned tasks. 

OTHER JOB FUNCTIONS

Researches and analyzes technical and statistical data to implement goals, objectives and policies of the Housing Element and makes recommendations to improve program activities. Prepares and presents staff reports to a variety of audiences. Coordinates with the Finance Department in preparation and administration of the Housing Program budget and maintenance of affordable housing program portfolio. Performs related duties as assigned.

QUALIFICATIONS

Education:
Housing Analyst I and II

Bachelor’s degree from an accredited college or university with major coursework in community development, planning, public administration, business administration, economics or related field. 

Experience:
Housing Analyst I

One (1) year of responsible work experience in housing, community development, public administration, or a related field is preferred.

Housing Analyst II

Two (2) years of professional work experience in housing, community development, public administration, or a related field.

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under the direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in personnel, business administration, public administration, or a closely related field, and four (4) years of increasingly responsible professional human resources experience, including at least two (2) years in a supervisory or lead capacity, are required. Compensation

The annual salary range for this position is $132,749 to $162,905. Remote work is not available for this position. The City is proud to offer a competitive total compensation package with the following highlights:

Join the City of San Bruno Community Services Department, Parks Division as a Parks Maintenance Technician I/II (Tree Maintenance Technician I/II)

The Community Services Department is committed to providing quality programs, services, and spaces to benefit the health and well-being of the community. Within Community Services, the Parks Maintenance Division is responsible for the maintenance of all City’s outdoor recreation sites, including 20 parks covering 68 acres, 6 baseball fields, 128 acres of open space, all City owned facilities, over 7 miles of medians, and one dog park.   

Under the supervision of the Parks Field Supervisor, the Parks Maintenance Technician
performs semi-skilled, skilled and administrative work within Parks Division in areas such as general carpentry, electrical or plumbing repair, irrigation system installation, tree trimming, tree removal, root removal, the planting and care of new trees, and the care and maintenance of all related equipment. 

CORE DUTIES 

Examples of duties may include, but are not limited to: 

• Plans, carries out and evaluates preventive maintenance schedules for all designated mechanical equipment, either personally, or through outside vendors.  

• Inspects, diagnoses, and performs major and minor repair work on motors, hydraulic equipment, compressors, controls, valves and related equipment.  

• Operates a variety of diagnostic instruments and a variety of hand, electric, and air- driven tools. Tests, troubleshoots, services and repairs mechanical equipment.  

• Inspects, adjusts and replaces necessary units and related parts in the performance of repair and maintenance work.  

• Fabricates and modifies parts and equipment as necessary. 

• Evaluates status of mechanical equipment, and performs or schedules needed repairs. Provides emergency field assistance to disabled equipment as needed and appropriate.  

• Assists in the preparation of bid specifications for equipment.  

• Maintains records, prepares reports and other specialized maintenance records of equipment. 

• Operates aerial lift truck, brush chippers, stump grinders and chainsaws and related hydraulic pruning equipment.  

• Identifies tree pests, disease and structural weakness, removes diseased, dead or excess limbs, branches or trees.  

• As required, trims trees from the ground and with the use of aerial lift devices, picks up trimmings or wood and loads into truck, debris box or brush chipper for disposal.  

• Climbs and trims trees using ropes and saddle or other equipment.  

• Sets up rigging, slings and lines for lowering cut limbs and branches. Plants, stakes and installs new trees. 

• Performs lamp replacement on sports field lighting fixtures. 

• Performs other duties as assigned.  

MINIMUM QUALIFICATIONS 

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Parks Maintenance Technician I Graduation from high school or GED equivalent with possession of technical training in a specialized field of maintenance. Two (2) years of increasingly responsible repair and maintenance experience. Parks Maintenance Technician II Graduation from high school or GED equivalent with possession of technical training in a specialized field of maintenance. Four (4) years of increasingly responsible repair and maintenance experience. 

SPECIAL REQUIREMENTS  

Possession of a valid Class "B" Commercial Driver's License, or ability to successfully obtain prior to completion of probationary period; and Specialized certifications for functional work areas required:  

When assigned as a Tree Maintenance Technician I/II:  

Utility Line Clearance Certification, or ability to successfully obtain prior to completion of probationary period.  

Tree Worker Certification from the International Society of Arboriculture, or ability to successfully obtain prior to completion of probationary period (Tree Technician II only).  

TOOLS AND EQUIPMENT USED  

Motorized vehicles such as pick-up, utility van, aerial and/or dump trucks; traffic control devices; mobile or portable radio; telephone; personal computer; hand tools; power tools; ropes, pulleys, winches; safety apparatus.

About the Department

The Community Development Department is responsible for planning the physical development of the community and ensuring that new development and modifications to existing development are completed in compliance with City and State laws. The Department provides technical information to residents, business owners, developers, and commissions regarding local codes, ordinances, and other related issues. The Planning Division reviews development plans, use permits, and other planning entitlements, and prepares land use plans focusing on the long-term growth and future development of the City.

Senior Planner

Definition

Performs complex professional planning work and provides direction, coordination and supervision of planning studies in the areas of both current and long-range planning; assists in the administration of zoning regulations and the planning and land use activities of San Bruno; and to do related work as required. This is a Fair Labor Standards Act (FLSA) exempt position.

Supervision Received

Works under general direction of the Planning Manager or designee.

Supervision Exercised

None generally, but may supervise other support staff, part-time or temporary employees or volunteers, as assigned.

Examples of Duties and Responsibilities

• Performs duties and responsibilities of the Assistant/Associate Planner and:
• Manages complex land use applications, analyzing for compliance with Federal, State and local regulations, policies and guidelines.
• Prepares agreements and manage consultant work as needed for planning tasks.
• Implements Housing Element programs and policies.
• Assists in the administration, review and revising of the zoning ordinance, general plan, and subdivision ordinance.
• Plans, organizes, and implements activities related to land use and planning for the future development of the City, including population estimates and demographics, economic growth, land use, zoning, and social statistics.
• Coordinates planning activities with other City departments and other planning agencies.
• Serves as technical advisor, including both verbal and written presentations, to the Planning Commission.
• Represents the City concerning planning matters at neighborhood, community and regional organizations.

Qualifications

Knowledge of:

Theory, principles and practices of governmental planning and zoning; State and County laws and regulations relating to municipal planning, zoning and development; statistics and statistical analysis as applied to land use, transportation, zoning and master plan studies; principles and techniques involved in the development, implementation, and maintenance of the City’s long range plans; and current trends in federal, state and local planning.

Ability to:

Collect and analyze complex data and formulate well-developed recommendations and alternative courses of action for difficult planning and land-use problems, including revisions in a General Plan consistent with State Law and local needs; review and evaluate architectural plans for compliance with zoning regulations and other local, State, and Federal requirements; demonstrate sound professional judgment and logical reasoning using both creativity and pragmatism; establish and maintain cooperative and effective relationships with public and private officials and with members of the public; and speak clearly, forcefully, and effectively before professional, governmental, civic and business groups.

EDUCATION AND EXPERIENCE

• Any combination of education and experience that provides the knowledge and ability to perform the essential duties and responsibilities of the position, with a typical path as follows:

• Graduation from an accredited college or university with a major in planning or related field. At least four (4) years of increasingly responsible experience in public planning work. A Master's degree may substitute for one year of the required experience.

This position is based at the Columbia Neighborhood Center; remote work is not available. As the main point of contact to the public, this position requires the ability to communicate fluently in Spanish and/or Mandarin to effectively serve the City’s diverse community. The bilingual Senior Office Assistant works closely with Recreation Services Division staff and other City departments. About the Position

Positions in this advanced-level classification perform a variety of clerical work including: complex multiple financial transactions and record keeping; extensive interaction with the public and other interested parties; and other responsible and complex support functions where there is minimal supervision of work that involves standard operating procedures.

Positions in this classification are distinguished from those in the lower class of Administrative Clerk through the complexity of the work performed, the job knowledge required and the independence with which duties are performed.  Senior Administrative Clerks independently compose written documents.

Positions in this classification are distinguished from those in the higher class of Administrative Assistant in that the latter perform technical and administrative work in support of a department head and principal staff.

Essential Duties

• Processes transactions in support of department programs which entail substantial interaction with interested parties; knowledge of procedures and policies; and the accounting for payables and monies received.

• Processes forms, invoices and other documents in accordance with established procedures; and checks for accuracy and completeness of entries, and for compliance with applicable City, statutory and other requirements; may transcribe documents
• Computes and receives fees in accordance with department schedules and procedures, records revenue received and provides for the deposit of monies.
• May provide limited supervision to part-time or temporary personnel.
