The Position

The City of San Mateo is seeking a qualified and experienced Deputy City Librarian to serve in a key leadership role within the Library Department. Reporting to the City Librarian, the Deputy City Librarian acts as the Library’s chief operating officer and directly supervises division managers overseeing Children’s/Literacy Services, Information Services, and Circulation/Technical Services. The Deputy City Librarian also plays a lead role in cross-divisional project management, operational oversight, strategic plan implementation, and in representing the Library at meetings and public events.

Examples of Duties - Duties may include but are not limited to, the following:

• Prioritizes work of staff; develops and trains staff; conducts performance evaluations; approves actions regarding hiring, promoting, and disciplining; and approves recommendations on all employee actions.
• Reviews changes in laws, regulations, and guidelines for their effect upon Library activities; evaluates the effect of such changes, and recommends and implements changes to policies and procedures as required for compliance.
• Assumes management responsibility for all daily operations, departments, programs, and services of the Library.
• Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned services including human resources administration, library development, library service plan, outreach and marketing and is involved in the planning, implementing, and managing of new technologies.
• Monitors and evaluates the efficiency, effectiveness and quality of service delivery methods and procedures for the department.
• Reviews the work plan for the Supervising Librarians and Supervising Library Assistant; meets with each to identify and resolve problems.
• Negotiates and resolves significant and controversial issues.
• Conducts meetings and makes presentations; functions as the Library’s project manager for special projects as assigned;
• Assists in the coordination of library activities with other City departments and outside agencies.
• May participate in the delivery of library services.
• Be a community liaison and lead in fundraising relating to service outreach and marketing.
• Assists in the preparation of the annual budget for the library; estimates staffing, equipment, and supply needs based upon recent trends and planned activities; monitors monthly expenditures after budget adoption; oversees disposition of surplus materials; and approves purchase requisitions.
• Prepares a variety of reports and correspondence; reviews internal policies and procedures; develops content for press releases and other material for dissemination to the public.
• Represents the City and Library in the community, within the Peninsula Library System, and at professional meetings and committees, as necessary.
• Responds to citizen inquiries; investigates and resolves patron complaints and concerns; applies the principles of good customers service and instills it in staff members.

Environmental Compliance Inspector

The Environmental Services Department is currently looking to hire ONE regular full-time Environmental Compliance Inspector. The list established from this recruitment may be used to fill future Environmental Compliance Inspector vacancies as a regular or term-limited position.

The Environmental Services Department provides comprehensive and innovative environmental utility services for Sunnyvale's residents and businesses, and facilitates initiatives to achieve the City's sustainability objectives. The department brings together technical, operational, and administrative professional disciplines to form its dedicated and dynamic team.

These programs help protect our waterways and the San Francisco Bay by ensuring that businesses and residents are implementing best management practices to prevent water pollution and are in compliance with Federal and local water quality regulations. Environmental Compliance Inspectors work closely with a wide variety of businesses to ensure that the composition of their wastewater is in compliance with City requirements and does not compromise the integrity of the City's Water Pollution Control Plant or the sewer collection system. Such businesses range from aerospace and semiconductor manufacturers to dental offices and restaurants. The inspection team is also advancing multiple stormwater initiatives such as trash reduction and controls for pollutants of concern such as mercury and PCBs.

Under general direction, performs journey level inspection and enforcement activities on industrial, commercial, and residential discharges to the sewage and storm drain system for compliance with codes and laws regulating waste processes; and does other related work, as required.

Minimum Qualifications

Education/Experience

The minimum qualifications for education and experience can be met in the following way:

A Bachelor's degree from an accredited college or university in chemistry, biology, microbiology, environmental science, environmental or chemical engineering,  AND
 
One year of increasingly responsible experience in the collection and analysis of industrial or other wastewater/water samples, or one year of increasingly responsible experience in conducting environmental or regulatory inspections.

Licenses/Certificates

Possession at time of hire and continued maintenance of a valid Class C California driver's license and a safe driving record.

Salary:  $46.48 - $59.32 Hourly

What's the Role and What You'll Do
We’re looking for a highly motivated, reliable and skilled individual to join the Public Works Department as a Public Works Inspector I/II. Working with the City’s Engineering and Public Services teams, you will inspect work quality and materials used in a variety of streets and utilities infrastructure, public works construction projects, and development projects to ensure conformance with approved plans, specifications, and departmental regulations. What You'll Do
Review plans and specifications of assigned project; attend preconstruction conferences as assigned.

Inspect a variety of public works improvements such as utilities, streets, sidewalks, gutters, and other off-site construction; check line, grade, size, elevation, and location of structures for conformance with specifications and regulations.

Inspect a variety of public works construction projects such as City parks, traffic signals, roadway improvements, utilities, and building renovations. Verify conformance with project plans / specifications, and measure field quantities for payment.

The Position: 

The City of Santa Clara is seeking to fill multiple Senior Civil Engineer positions to perform high-level civil engineering tasks to manage and support capital improvement projects. Projects can range across water, sewer, storm systems, public-right-of-way infrastructure, transportation infrastructure planning and implementation, parks and recreation facilities, and other city-owned infrastructure. Under direct supervision of the principal engineer or other manager, the Senior Civil Engineer will work independently as a hands-on contributor to the engineering team’s work and will be in charge of engineering, construction, maintenance, and related activities. The City of Santa Clara's Water and Sewer Utilities Department seeks an experienced Senior Civil Engineer with excellent project management skills; strong oral and written communication skills; and a proven track record of designing and delivering utility projects and administering consultant and construction contracts. The qualified candidate will have experience working in a team environment on major construction projects, including working collaboratively with contractors, technicians, utility operations staff, outside agency staff, and the public. The Senior Civil Engineer delivers projects with widely varied scopes, from small, customer-focused, residential projects, to large, high-profile capital improvements with City and Region-wide implications for the delivery of services well into the future. Department of Public Works

The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative engineer to serve out the Department's mission to provide the highest quality public works services to the residents and businesses of Santa Clara, the development community, and other stakeholders in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Under direct supervision of the Principal Engineer, the Senior Civil Engineer performs the following duties:

• Procurement of consultant support services such as engineers and architects 
• Management of technical programs such as Pavement Management, Sanitary Sewer Master Planning.

FIELD SERVICES DIVISION

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.   The division also provides construction inspection and coordination for developer/utility/private construction of public improvements within the City’s right-of-way.

Under direct supervision of the Principal Engineer, the Senior Civil Engineer performs the following duties:

• Contract Administration
• Preparation of budgets and cost monitoring related to CIP projects
• Construction Management
• Labor Compliance Program Management
• Supervision and training of field construction activities and engineering staff
• Coordination of public works construction projects with residents and businesses

LAND & PROPERTY DEVELOPMENT DIVISION

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public at the City’s permit center.

Under direct supervision of the Principal Engineer, the Senior Civil Engineer performs the following duties:

• Reviewing plans submitted by private engineers and other public agencies for compliance with City standards and the City’s Engineering Design Criteria
• Coordination of engineering activities with other City departments and other public agencies having interest in the proposed work
• Supervision and training of engineering staff
• Preparation of City Council agenda reports and engineering reports
• Review of subdivision maps, easement documents, and other title documents
• Calculation and collection of development fees
• Management of the City’s Encroachment Permit Program
• Preparation and coordination of engineering conditions of approval for proposed development
• Distribution and presentation of technical information to other City departments and to the general public

TRAFFIC DIVISION

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, the division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. 

Under direct supervision of the Transportation Manager, the Senior Civil Engineer performs the following duties:

• Preparation and management of preliminary, final design, and contract documents (plans, specifications, and cost estimates)
• Implementation of transportation plans and programs (i.e. Bicycle Master Plan, Pedestrian Master Plan, Complete Streets Policy, and Vision Zero)
• Completion of studies and analyses of traffic engineering projects or problems, and prepares technical reports
• Coordination of transportation related engineering activities with other City departments and other public agencies
• Preparation of budgets and cost monitoring related to projects
• Operation and management of the City’s traffic signals, intelligent transportation systems, and other traffic control devices.
• Development and implementation of traffic signal timing parameters and coordination timing plans
• Supervision and training of engineering staff
• Review of plans submitted by private engineers and other public agencies for compliance with City standards related to public transportation facilities and infrastructure
• Preparation and administration of grant funding applications and reports
• Conducting field and office work
• Supporting the City’s Bicycle and Pedestrian Advisory Committee
• Working with the public and consultants on various projects and transportation related inquiries.

LICENSES& CERTIFICATION

The City of Sebastopol is now accepting applications for the position of

POLICE OFFICER TRAINEE

PAY: $34.13 Hourly

The City of Sebastopol is looking for a respectful, compassionate, empathetic Police Officer Trainee. The selected candidate must be currently enrolled or enrolled at a future date as a self-sponsored recruit in a certified Peace Officer Standards & Training Council (P.O.S.T.) Police Academy. The Police Officer Trainee is a non-sworn, training-level classification requiring no prior law enforcement experience. The incumbent performs a variety of entry-level police support duties in a learning capacity. The selected candidate will assist and observe Police Officers and civilian police personnel.

The successful candidate will attend the Police Academy to obtain a Basic P.O.S.T. Certificate of Completion, and perform related work which may require public contact but not the enforcement of laws. Police Officer Trainees attend a POST certified Police Academy, which follows a standardized curriculum in order to provide them with basic training in various aspects of policing, many of which are prescribed by law and/or statute.

The Police Academy training is designed to provide the candidate the necessary skillsets to prepare them for consideration for promotion to a probationary Police Officer position within the City and begin the Sebastopol Police Department’s Field Training Officer program. Attendance and successful completion of a Police Academy is a legal requirement to be hired as a Police Officer within the State of California and is a requirement for a City of Sebastopol Police Officer Trainee to be considered for promotion to probationary Police Officer with the City of Sebastopol.

The selected self-sponsored academy candidates will receive a conditional offer upon a qualified application and full hourly pay while attending the police academy.
