This key leadership role plays a vital part in shaping the heart of our community.  This position will be responsible for planning, organizing, implementing, and supervising a wide range of Public Works Operations — including maintenance and operations of parks, landscaped areas, recreation facilities, streetscapes, streets, municipal buildings and facilities, and fleet.

This is a mid-management classification with broad responsibility for overseeing Public Works Operations. The Superintendent is entrusted with a variety of complex, high-level managerial and supervisory duties and receives administrative direction from the Public Works Director. The role also involves both direct and indirect supervision of Public Works Operations personnel.

The Program Coordinator helps coordinate facilities, fleet, and project-related workflows, maintains tracking systems and documentation, supports vendor and County partner coordination, and prepares summaries and reports that inform planning and decision-making.

 

Depending on assignment level, responsibilities may include coordinating service requests and projects, maintaining records and dashboards, supporting facilities, fleet, and furniture assessment processes, managing inventory and fleet-related documentation, and helping refine administrative workflows that improve efficiency and consistency across the system.

Position Summary

This position operates, services and performs minor to major repairs on construction, bridge maintenance and other equipment used by the District to maintain the Bridge and other District properties.  Performs record keeping and written verification of work accomplished as directed.
 

Essential Responsibilities

•    Operates front end loaders, drawbar graders, asphalt rollers, water pumps, travelling scaffolds, air compressors, backhoes, and other machinery and equipment that the District owns or rents
•    Lubricates, services, and performs minor repairs to a wide variety of machinery and equipment, including portable and stationary air compressors, front end loaders, tractors, standby generators, travelling scaffolds, high pressure pumps, sandblasting equipment, fog horns, air powered lifts, air receiver tanks, air tools, air and electric winches, paint spray equipment, permanent bridge air lines, and other machinery and equipment as required
•    Performs major rebuilding, repair, manufacturing and/or removal replacement of mechanical components on machinery and equipment, including engines, transmissions, gear boxes, planetary drives, clutches, differentials, torque converters, pumps, hydraulic systems, valves, electrical systems and associated parts
•    Operates and refuels portable air compressors, front end loaders, travelling scaffolds, air compressors and equipment and other machinery and equipment that the District owns or rents
•    Responsible for normal and reasonable care of all District owned property, equipment and tools provided.  Adheres to shop and equipment safety and housekeeping practices as required by District policy and agencies such as Cal OSHA and Industrial Safety
•    Assists in training apprentices
•    Knows and follows the safety and health rules and safe working practices applicable to his or her job.
•    Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service
•    Performs additional related duties as assigned

DEFINITION

Under the direction of the Transit Manager, the Transit Analyst II is responsible for carrying out a variety of analytical and technical assignments; and working on administrative and operational activities, analysis and special projects in support of Union City’s transit programs and services.

CLASS CHARACTERISTICS

This is the experienced-level class in the Transit Division. Work given to an incumbent in this class involves various tasks including, but not limited to, scenario planning, performance-based planning, financial forecasting, regional policy research and analysis, transportation demand management, general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. Incumbents in this class perform advanced analytical work while following City and departmental policies while exercising the performance of more complex duties. The Transit Analyst II has general knowledge of the operating procedures and policies of transit and/or transportation planning. The Transit Analyst II is distinguished from the Transit Analyst I in that it is the full journey-level, professional class in the division and works more independently.

• Lead budget development and administration, and grant reporting for complex projects; analyzing proposed capital, operating, and maintenance of expenditures based on services to be rendered.
• Coordinates the preparation of the scope of work (RFP’s, IFB’s, etc.) and other contract management related tasks such as monitoring and closeout of service and maintenance contracts, professional services, vehicle procurements, etc.
• Work with other City departments, other transit agencies and other public agencies to provide adequate transit amenities, service levels, service coordination and transit or transportation mitigation measures.
• Use, review, and recommend web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region’s 511 system, provide service planning, and can generate the required versions of the general transit feed services by the region and state.
• Researching and responding to public complaints and inquiries; participating in the design and implementation of administrative procedures.

DISTINGUISHING CHARACTERISTICS
An incumbent in this position is a Human Resources generalist performing a wide range of personnel assignments in administering and processing health and welfare benefits; managing the administrative duties associated with the Personnel Board and overseeing the preparation and management of all employee requisition and action forms; managing the office and providing administrative support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, the Human Resources Analyst(s) and Human Resources Specialist(s).

Administers Department of Motor Vehicles (DMV) Pull Program, tracks employee driving records and issues quarterly department list of commercial drivers’ medical expirations. Administers the documentation requirements of the 1986 Immigration and Control Act. Prepares and processes required Human Resources’ forms, such as new employee forms and employee Action Forms. MINIMUM REQUIREMENTS

Under general supervision, performs a variety of complex technical duties in support of the development review process, including planning, zoning, plan review, building inspection, plan intake and screening, permit issuance, and code enforcement; provides information to the public at a counter or over the telephone; supports regulation and control of design, construction, and quality of materials, use and occupancy, location, and maintenance of all buildings and structures within the Town’s jurisdiction; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned supervisory or management personnel.  Exercises no direct supervision over staff.   

This is the advanced-level classification in the Building and Planning Technician series responsible for performing the most complex work assigned to the series.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties in accordance with federal, state, and local laws, rules, and regulations.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.

The Department: 

As a community-owned, not-for-profit municipal electric utility, Silicon Valley Power (SVP)has been providing dependable electric service to residents and businesses in the City of Santa Clara since 1896. SVP is the only full-service, vertically integrated, publicly owned utility in Silicon Valley owning generation, transmission, and distribution assets. Silicon Valley Power is not driven by profits, as reflected in its significantly lower utility rates when compared to other private sector utilities. Silicon Valley Power is dedicated to our community, customers, and employees. SVP provides safe, reliable, affordable, and sustainable energy services with an exceptional focus on customer care.

Today, SVP owns, operates, and participates in more than 2,000 MW of electric generating resources delivering 4,800 GWh of electricity. SVP is growing due to data center expansion, high-density developments, and electrification initiatives. SVP’s peak load will be increasing from 700 MW to 1300 MW in the next 5-10 years. To accommodate future growth, SVP is implementing a $400 million system expansion and infrastructure replacement plan.

The Position:

This is a temporary, as-needed position assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). The position is part of the Systems Support Group (SSG), which functions as the technology backbone of SVP and is responsible for critical technology modernization, cybersecurity, and operational support in response to rapid utility growth and evolving regulatory requirements.

We are seeking a highly skilled and experienced Network Engineer to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including the SVP’s utility communication and control systems.
 
In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including, but not limited to, Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex multi-protocol infrastructure components, including enterprise-grade Cisco firewalls, routers, switches, and wireless controllers. Additionally, it consists of managing secure VPN access, routing protocols, and future zero-trust network access initiatives.

As an as-needed employee, this is an "at-will" position, and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Typical Duties:

Network: Design, configure, deploy, and maintain secure enterprise-grade network infrastructure, including routers, switches, wireless controllers, and access points within a large and complex high-availability multi-protocol environment.

Network Performance: Proactively monitor network utilization and capacity, and troubleshoot issues related to connectivity, degradation, or failure.

Network Security: Design, configure, deploy, and maintain, including but not limited to firewalls, VPNs, IPS systems, and zero-trust platforms, in a highly segmented environment.

VOIP: Support VoIP infrastructure to ensure QoS, call quality, and reliability.

Cybersecurity: Investigate and produce comprehensive reports on all cybersecurity incidents and threats.

Access Control: Maintain a zero-trust security model, implementing strict access controls, multi-factor authentication, and least-privilege principles.

Process and Documentation: Maintain accurate documentation of network configurations, diagrams, and change control records to ensure consistency and compliance.

Operational Support: Participate in the ticketing queue for service requests and after-hours maintenance windows as needed.

Communication: Communicate effectively on technical issues and solutions to both technical and non-technical stakeholders.

Minimum Qualifications:

Minimum Education Requirements: 

Associate degree from an accredited University.

Minimum Experience Requirements: 

Three (3) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, or Network Architect.

Desirable Qualifications: 

• Bachelor’s degree in computer science, Information Technology, Engineering, or a related technical field from an accredited University.
• Five (5) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, Network Architect, or equivalent, preferably within a NERC-CIP regulated public utility.
• Experience administering Cisco ASA & FTD Firewalls, Core Switches, and Edge Routers
• Experience administering HP Aruba Switches and Wireless Controllers
• Certifications: Active (non-expired) professional certifications such as Cisco (CCNA, CCNP, CCIE), Palo Alto (PCNSE), HP Aruba, Azure Cloud, and/or industry-recognized cybersecurity certifications (CISSP, CompTIA Security+, GIAC, etc.).  Proof of active certifications must be uploaded with your application submission.

Knowledge, Skills, and Abilities:  

• Expert knowledge of Cisco IOS, NX-OS, and Cisco firewall administration.
• Expert knowledge of STP, VTP, DTP, HSRP, and GLBP
• Proficient at Layer 3 routing protocols such as BGP, OSPF, and EIGRP.
• Knowledgeable of Industrial communication protocols (DNP3, Modbus, serial comms).

• Ability to clearly explain technical concepts to both technical and non-technical audiences.

Other Requirements:  

• Incumbents will have to pass initial and periodic comprehensive background checks, which may include fingerprinting, to meet Federal, State, and/or industry security requirements.
• Incumbents will be required to obtain and maintain any license or certification mandated by Federal or State requirements. They must be able to perform all the essential functions of the job assignment.
• Provide certification achievement date and expiration date, as well as verification (preferred through a digital badge source) within the resume.
