Located in many remote areas of the Santa Cruz and Diablo Mountain ranges in the beautiful Santa Clara Valley, this unique opportunity as a new Valley Water Hydrographer I employee offers work assignment variability non-typical of other standard Hydrographer positions and long-term job fulfillment in a fun, relaxed atmosphere while offering a competitive salary/benefit package. This entry level Hydrographer I position is required to support continuing expansion of the current 210 location surface water monitoring network including new gages for SB88 water rights reporting, and Water Supply Operations requirements.

Key Responsibilities include, but are not limited to:

• Operating and maintaining stream/reservoir/precipitation/water temperature stations including installation, calibrating, operating, troubleshooting, and repairing electronic dataloggers/sensors and radio telemetry.
• Performing stream flow measurements in all ranges of flow to create, update, and maintain stream flow rating curves.
• Obtain, process, compute, analyze, interpret, and evaluate hydrologic data while operating and maintaining a specialized hydrologic database and completing an annual station record.
• Respond to requests for information from internal/external customers including engineers, consultants, other public agencies, and the general public.
• Performing surveying at stream gaging stations utilizing differential leveling.
• Provide support in emergency preparedness functions; participate in emergency drills, earthquake response testing and other emergency operations.  Attend and participate in professional group meetings; stay abreast of new trends and innovations in the hydrologic data field.

Ideal Experience:

• One (1) year of experience in gathering and analyzing hydrologic data.
• Hydrographer experience utilizing USGS policy/procedures.
• Learning in operation/maintenance of stream gages, stream gaging in all flow ranges, and compiling an annual stream gage record.  
• Proven track record of working independently and in a team environment.

Ideal Skills and Abilities:

• Learn to operate and maintain field equipment for gathering and analyzing hydrologic data.
• Learn methods and techniques involved in gathering and analyzing data related to surface water use.
• Learn to operate and maintain a specialized application interfacing a hydrologic database. for inputting and analyzing hydrologic data.
• Aware of applicable federal, state, and local policies, laws, and regulations.
• Read and interpret maps, charts, graphs, plans, drawings, schematics, and diagrams.
• Respond to information from Valley Water employees and outside customers.
• Communicate clearly and concisely, both orally and in writing.

Ideal Knowledge:

• Some knowledge of basic principles and theories of hydrology, geology, and meteorology
• Some knowledge of scientific data collection and proper field notes .
• An introduction to operational characteristics of mechanical current meters and/or acoustic flow measurement devices, telemetering equipment, and other mechanical and electronic devices.
• Principles of sciences/mathematics including algebra and trigonometry.
• Principles of analytical report preparation.
• State Senate Bill 88 (measuring and reporting the diversion of water).

Training and Education:

Equivalent to a bachelor’s degree from an accredited college or university with major course work in engineering, geology, hydrology, hydraulics, sciences, or a related field.

Hydrology, Hydraulics and Geomorphology Unit (Position Code 281)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite. 

Under the general direction of the Town Manager, plans, schedules, and directs the work of the Public Works Department, which includes providing supervision of street improvements, permits, traffic control, pavement markings, parks and public landscaping, storm drains, street sweeping, building maintenance, and general engineering functions; performs related work as required.

EXAMPLES  OF DUTIES

Prepares and presents public works related items and issues to the Town Council. Plans and supervises the capital improvement program, street maintenance program, storm drain and disaster related repairs and all aspects and equipment related thereto; periodically inspects streets and all public facilities for deficiencies and recommends corrective actions and priority of work; estimates labor, materials, and oversees initiation of projects including street openings, retaining walls, flood control and drainage facilities; manages the Town’s participation in the Marin County storm water pollution prevention program; manages the Town’s GIS program; prepares plans and specifications for bidding procedures; interacts with the Consulting Town Engineer and/or supervises engineering functions; provides complex and responsible administrative support to the Town Manager; prepares departmental budget and controls expenditures; personnel administration within the department; participates in code enforcement and in other activities, as required.

The Bay Area Air Quality Management District (Air District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. The District accomplishes this goal through regulation of industrial facilities and various outreach and incentive programs designed to encourage clean air choices.
 
The Air District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.
 
The Air District is currently accepting applications for the position of Senior Air Quality Engineer in the Engineering Division. This is an open recruitment for four (4) full-time, represented positions.

Staff may be assigned to sections that are focused on specific industries, such as petroleum refineries, organics recovery facilities (e.g., landfills, wastewater treatment) or inorganic material handling facilities (e.g., asphalt plants, concrete batch plants, quarries) OR lead specific programs such as Title V permitting for the division.

EXAMPLES OF DUTIES (Illustrative Only)


Performs the more difficult and complex air quality engineering work such as, but not limited to, permit processing for petroleum refineries, power plants and semiconductor manufacturing facilities, air pollution dispersion modeling, providing detailed source inventories and providing project leadership.

Upon assignment, provides lead direction training and work review to Air Quality Engineers on routine, continuing or well-defined tasks, priorities and follows up on work to ensure timely completion. Coordinates and reviews the work of engineering and support staff involved in complex, sensitive and controversial engineering projects, studies and audits.

Provide engineering expertise in preparing and updating the emission inventory and other aspects of State and Federal air quality plans, including developing required programs, structuring data and preparing long-range emission forecasts for major industrial classifications.

Represent the District as technical expert in meetings with outside agencies, environmental groups and industry personnel regarding air quality control regulations, and source inventory procedures and results; act as an expert witness before the Hearing Board.

Upon request, provides input into selection decisions and performances. Coordinates technical data gathering and compilation, including coordination with other District sections and divisions.

Reviews permit and enforcement files to prepare materials and responses for variance requests, violation notices and case summaries and hearing board referrals; recommends appropriate actions; may testify of behalf of the District.

Coordinates on-site compliance inspections of sources and abatement devices; evaluates compliance and recommends enforcement actions.

Responds to industry, public and District inquiries regarding regulation interpretation, permit preparation, various compliance measures and emission calculation methods in person, by telephone and in writing.

Reviews and evaluates new developments in motor vehicle technology, fuels, and test procedures, as they affect air pollutant emissions.

Develops and recommends revisions to District procedures and regulations.

Uses a computer terminal and a variety of software and programs to make engineering calculations, enter and retrieve data and to monitor and correct data entry; writes and revises computer programs; investigates and corrects errors in the data bank.

Acquires, evaluates, and applies computer models to simulate motor vehicle use and calculate vehicle emissions.

Coordinates toxic risk screening and risk assessment analysis; calculates toxic emissions, determines and applies appropriate air dispersion models, calculates maximum concentrations and calculates risk; recommends approval or denial of permit applications.

Performs, reviews, and directs the preparation of air quality impact analyses for permits, risk assessments and environmental impact documents.

Uses emissions models, geographic information systems, and relational data base to prepare and modify large data files on inventory input to air quality models.

May manage contracts with vendors and consultants.

Develops procedures to calculate and forecast pollutant emissions from natural and man-made sources of air pollution.

Conducts environmental audits, compliance inspections and source tests; evaluates results and recommends appropriate actions, including violation notices.

Participate in calculating, reviewing, correcting and documenting the emissions inventory; evaluates accuracy of source emission calculations and methodologies.

Conduct special studies and write technical reports related to research and planning functions, and coordinate activities with District Staff, outside agencies and organizations.

Prepare new regulations and evaluated revisions to existing District procedures and regulations based upon changes in State and Federal programs.

Minimum Qualifications

A typical way to obtain the knowledge and skills is:
 
Equivalent to graduation from a four-year college or university with major coursework in environmental, chemical, mechanical or petroleum engineering or a closely related field and two years of air quality environmental engineering experience at a level equivalent to the Air District's class of Air Quality Engineer II.

A directly related graduate degree may be desirable for some assignments and may be substituted for one year of experience.


Skill in:
Applying sound engineering principles and techniques in difficult and complex air quality engineering matters.
 
Computing complex engineering calculations quickly and accurately.
 
Performing detailed analyses of designs, specifications and plans.
 
Coordinating a variety of air quality engineering studies.
 
Establishing and maintaining effective working relationships with those contacted in the course of the work.
 
 Preparing clear and concise reports, correspondence and other written materials.
 
 Exercising sound independent judgement.

Other Requirements:

About the Department

The Community Development Department is responsible for planning the physical development of the community and ensuring that new development and modifications to existing development are completed in compliance with City and State laws. The Department provides technical information to residents, business owners, developers, and commissions regarding local codes, ordinances, and other related issues. The Planning Division reviews development plans, use permits, and other planning entitlements, and prepares land use plans focusing on the long-term growth and future development of the City.

• Serves as one of the principal instructors.  Oversees and evaluates vendor provided training activities.

• Stays current with new technologies as they pertain to District fleets.
• Collaborates on all maintenance programs regarding quality assurance, makes recommendations where necessary to ensure the quality of the workforce training programs, and works with appropriate maintenance management staff to ascertain requirements and changes within industry best practices.
• Helps plan, organize, and execute the SamTrans Maintenance Rodeo and competition teams.  Mentors and coaches the maintenance team at the regional and international competition.
• Assumes the duties of Chair and/or Secretary of the joint Labor-Management Maintenance Training Committee.
• Ensure core curricula follows all regulatory and safety requirements, and best practices.
• Develops and implements training programs for newly hired employees.
• Performs all job duties and responsibilities in a safe manner to protect self, fellow employees, and the public from injury or harm.  Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• High School Diploma or equivalent
• Six (6) years of related progressive full-time experience as an automotive/truck diagnostic technician, repair technician, or instructor.
• Experience assessing and training others in a classroom or shop environment is required.
• Experience with powertrain electronic controls, on-board Hi-Voltage systems, on-board Hi-pressure systems, ABS, HVAC, and PLC systems is required. 
• Strong oral and written communications skills.  Knowledge of word processing and spreadsheet programs.
• Demonstrated journey level mechanic experience showing knowledge, expertise and ability to troubleshoot advanced systems and make repairs.

Preferred Qualifications

• Zero emission technology including battery electric and hydrogen fuel cell experience highly desired.
• Experience in conducting skills and needs assessment surveys desired.

DEFINITION 

As a Building Attendant, you will be responsible for the daily upkeep and maintenance of the Burlingame Community Center, ensuring a clean, safe, and welcoming environment for all occupants. This role requires a hands-on individual with excellent attention to detail and strong communication skills.

Hours: (Average 10-20 hours per week). 

Shifts include:
Monday-Friday: 7:30am-12:30pm
Monday-Friday: 2:30pm-9:15pm
Saturday/Sunday: 7:30am-1:15pm
Saturday/Sunday: 12:45pm-5:30pm
As needed: Private rentals as late as 2:00am

Shifts depends on special events and rentals.

ESSENTIAL FUNCTIONS:  (include but are not limited to the following)
Opens and closes the building, provides excellent customer service, and maintains a clean, safe, and welcoming environment. Performs regular cleaning tasks such as sweeping, mopping, vacuuming, cleaning windows and mirrors, restocking and sanitizing restrooms, emptying trash and recycling, and wiping down surfaces. Assists with event and class setup and takedown of tables, chairs, and equipment, operates audiovisual equipment, and ensures renters follow facility policies, completing final walk-through reports as needed. Staffs the front desk to greet visitors, answer questions, answer phones, take messages, and process registrations and sales.

KNOWLEDGE/ABILITIES/SKILLS:  
Knowledge of: Operation of a community center; department rules and policies; availability of current classes; basic mathematical functions; janitorial work (including but not limited to: glass and wall cleaning, dusting, trash pickup, restroom clean up, emptying of trash cans, cleaning of kitchen, etc.).

The Controller's Office is currently seeking well-qualified candidates for the position of Payroll Personnel Coordinator IV.

The mission of the Controller's Office is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.

The Controller's Office maintains the County’s financial systems and records, and prepares independently audited, award-winning annual financial reports that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. The office also calculates annual property tax bill amounts, distributes taxes collected to local government agencies, performs internal audits of the County’s operations, and provides payroll services for the County's workforce.

Under general supervision, provides technical and specialized payroll and/or personnel-related support to a large and complex County department and/or division(s) or perform payroll and/or personnel-related functions at a Countywide level with responsibilities for reviewing, correcting and instructing the work of other Coordinators; coordinate human resources, payroll and/or timekeeping processes; maintain personnel-related records; provide information to management and employees regarding payroll and personnel-related matters; and perform related work as required.

Distinguishing Characteristics

Payroll/Personnel Coordinator IV is the lead or specialist level class in the Payroll/Personnel Coordinator series. This level is distinguished from the Payroll/Personnel Coordinator III in that the former is assigned to larger County departments with 24/7 operations, various locations, programs, and shifts in the Controller's Office. At this level, work requires the analysis of unusual circumstances, understanding and proper application of complex and multiple labor contract provisions and assessing a variety of approaches to finding solutions. Actions to be taken or responses to be made differ in such things as the source of information, the kind of transaction or scenario, the type of employee, and his/her eligibility for labor contract provisions. Positions at the Controller's Office provide lead, guidance, and instructions to other departmental Coordinators.

In addition, the ideal candidate will have experience in Human Resources and the Payroll System (Workday) and the timekeeping system (Infor Workforce Management aka ATKS).

Duties may include, but are not limited to, the following:

• Perform technical and specialized office support work, relating specifically to payroll and personnel, which requires the use of independent judgment and the application of technical skills.
• Generate, review, and interpret a variety of automated reports on a routine basis to identify and resolve payroll and personnel change errors and discrepancies; researches and analyzes discrepancies and processes appropriate corrections. Some positions are assigned to perform audits and corrections of countywide payroll and personnel data.
• Answer inquiries from internal and external clients.
• Under the direction of Human Resources or the Controller's Office, may assist other departmental staff with payroll/personnel processing and procedures.
• Process time reporting forms, verify information and calculations, specific payroll rates related to such items as holiday, overtime, off-shift, and predetermined premium rates, and monitor leave and compensatory time totals.
• Coordinate and execute employee onboarding and off-boarding in conjunction with supervisors and the Human Resources Department; process paperwork required for new employees; provide employees guidance on how to navigate through available onboarding resources.
• Interpret, explain, and comply with negotiated contracts, prescribed laws, rules, regulations, and confer with Human Resources and/or Controller's Office as needed.
• Review and process retroactive pay, pay inputs, etc.; research and assemble information from a variety of sources, and make associated arithmetic and/or statistical calculations.
• Assist with processing SDI and Workers Compensation payroll adjustments and work with HR as needed to ensure accuracy and resolve discrepancies, if any.
• Regularly generate and analyze audit reports related to time entry, job, and compensation changes to ensure accurate entry and completion of tasks by various department staff; identify and correct errors; notify individual employees of corrections or action needed, and elevate communications to a supervisor as appropriate.
• Run reports as requested by management.
• Organize and maintain various files, including those related to personnel matters.
• Enter and retrieve data using the County's HR/Payroll system, Workday, and review reports for accuracy and make corrections as required.
• Assist employees, supervisors, and managers with payroll, timecard, and personnel-related inquiries, and in interpreting and applying payroll, retirement, and benefit laws, rules, regulations, bargaining unit contracts, policies, procedures, resolve problems, and recommend solutions.
• Responds to salary verification requests.
• Research record-keeping issues, including sick leave, vacation, or non-contract balances, and perform appropriate action as needed.
• Interpret, explain, and comply with negotiated contracts, prescribed laws, rules, and regulations.
• Perform related duties as assigned.
