San Mateo County Behavioral Health and Recovery Services (BHRS), Child and Youth Services https://www.smchealth.org/bhrs, provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, and families focusing on prevention, early intervention, and treatment of youth diagnosed as Severely Emotionally Disturbed (SED) and/or substance use disorders. We provide services through specialty teams, outpatient clinics, in schools, and field-based teams in Daly City, San Mateo, Half Moon Bay, Redwood City and East Palo Alto.

BHRS also provides services through a network of community agencies and independent providers who offer outpatient and wraparound services. BHRS supports treatment of the whole person to achieve wellness and recovery and to promote the health and well-being of the people, families, and communities we serve.

Additionally for Residential Youth Treatment at Canyon Oaks Youth Center, Community Care Licensing requires providers working in this facility to maintain 40 hours of annual training related to the field, most of which are provided by the facility. Clinicians will also need to be trained in Professional Assault Crisis Training model (Pro-Act) upon hire.

DISTINGUISHING CHARACTERISTICS

Administers the documentation requirements of the 1986 Immigration and Control Act. Prepares and processes required Human Resources’ forms, such as new employee forms and employee Action Forms. MINIMUM REQUIREMENTS

DEFINITION
Under general supervision, performs a variety of semi-skilled and skilled gardening and turf maintenance duties in the development, maintenance and repair of landscaped areas; and related work as required.

Groundskeeper Gardener I is the entry-level class and Groundskeeper Gardener II is the journey-level class in the series. Incumbents in the Groundskeeper Gardener I class will progressively perform most of the duties required in the Groundskeeper Gardener series but are not expected to function at the same skill level and will usually exercise less independent direction and judgement on matters related to work procedures and
methods. Work is usually supervised while in progress and fits an established pattern that has been explained before the work is started. Generally, changes in procedures or exceptions are explained in detail as they arise. Under the flexible staffing concept, Groundskeeper Gardener II positions that may become vacant may reasonably be filled at the Groundskeeper Gardener I or Utility Maintenance Worker level for training purposes.

Positions in the Groundskeeper Gardener II class are flexibly staffed and normally filled by advancement from the Groundskeeper Gardener I class, or when filled from the outside, require prior specific experience in gardening and general grounds maintenance. Appointment to this class requires the employee to be performing substantially the full range of gardening and general grounds maintenance duties and to meet the qualification standards for the class. This class requires the ability to work independently exercising
judgement and initiative. Duties will normally require the ability to operate the full range of mechanical equipment related to gardening and general grounds maintenance.

EXAMPLES OF DUTIES
Plant, cultivate, water, spray, and propagate plants, hedges, trees, flowers, and lawns and perform grounds maintenance work; operate hand and power machines; aids in keeping greenhouses and other structures in repair and free from plant diseases and pests; maintain equipment, tools, and supplies in proper condition and repair; do general laboring tasks related to grounds and garden maintenance work. Install, maintain, and

Knowledge of: Approved methods of planting, propagating and caring for hedges, ornamental trees, shrubs, lawns, and flowers; gardening materials, tools and equipment, and their use and care; the common plant diseases and insect pests and the approved methods and materials used in controlling and destroying them.

Ability to: Safely use hand and power gardening tools and perform heavy physical labor; follow oral and written directions; follow and abide by the City's Rules and Regulations of the Classified Service. Learn to use the computer system. Maintain an appropriate public service demeanor and positive customer service interactions. DEFINITION

Under general supervision of the Code Enforcement Officer, the Code Enforcement Inspector facilitates compliance with City Municipal codes, ordinances, California Codes, conditions of approval and resolutions relating to public nuisances, planning, zoning, construction, business licensing, animal control and other associated disciplines. Works collaboratively with other City Divisions and Agencies and actively participates as a member of the Code Enforcement Task Force. Tracks, updates and maintains investigations, complaint information and official records. Attends training to maintain or achieve Code Enforcement Officer Certification. Performs related work as required.

EXAMPLE OF DUTIES

Investigate reported or suspected violations of City or California codes, and implement enforcement activities to gain compliance. Issue written notices and warnings, and criminal citations. Educate the public regarding code requirements. Conduct field inspections, gather-supporting evidence, maintain case files (both computer and hard files) and, as necessary, prepare investigation reports regarding violations. May assist in preparing and presenting information to the Planning Commission, City Council, Administrative Hearing Board and courts of law. Ability to: Read, understand, interpret and apply laws, regulations, ordinances, resolutions, policies and other documents associated with enforcement duties. Education: Possession of an AA degree in a related field. Additional education and training in writing, public speaking and areas related to code enforcement are desirable.

Experience: A minimum of one year of full-time, relevant public contact experience, with occasional public speaking, requiring problem solving and/or field investigation in code enforcement, law enforcement, investigations, or a comparable field that would provide the requisite knowledge needed to succeed in this position. Experience in the enforcement of municipal, planning and zoning codes and working with building or planning permits at a public or private agency is desirable.

Certifications: Possess, or obtain within 12 months from hire date, current certification as a Code Enforcement Officer from the California Association of Code Enforcement Officers (CACEO); or certification as a Housing Inspector from the International Conference of Building Officials (ICBO- through the American Association of Code Enforcement). Certification under Penal Code 832 Module A (California Commission on Peace Officer Standards and Training) or similar police training is desirable.

THE POSITION

Library Aides provide customer service to library visitors. Duties include checking items in and out at the Checkout Desk, opening new library accounts, collecting fines and fees, shelving materials, and assisting library visitors in finding materials and using the computers. Other tasks may include processing materials, providing storytimes for children, and assisting with other public programs for children, teens and adults. This is an ideal job for someone who is friendly, computer savvy, enjoys working with the public, putting things in order, and is detail-oriented. Bilingual skills are desirable.

DEFINITION

Under supervision, to do library clerical, technical and customer service work, and related assignments as required.

EXAMPLES OF DUTIES

Check materials in and out, sort materials, open new library accounts, explain library policies and resolve disputes, collect fines and fees, assist library patrons with self-checkout and public-use computers, printers, photocopiers, and scanners, answer routine information questions, complete opening and closing procedures, and perform related duties as assigned.

CLASSIFICATION CHARACTERISTICS

Utility Maintenance Worker is the entry level to the following classification series: Building Maintenance Worker I/II, Collection System Maintenance Worker I/II, Groundskeeper/Gardener I/II, Street Maintenance Worker I/II, and Water Maintenance Worker I/II. Candidates from the Utility Maintenance Worker Employment List may be appointed in any one of several City departments. They will initially be under close supervision, performing the least skilled and most repetitive tasks while learning to use and apply the methods, materials, tools and equipment involved. Incumbents normally advance to Level II after at least two years of successful experience and demonstrating proficiency for the Level II work. 

EXAMPLES OF DUTIES

Work assignments may be in any one of the maintenance area programs: building/facility operation and maintenance, water/wastewater system delivery and maintenance, parks, median and grounds maintenance, and streets and sewer maintenance. Sweeps rubbish and leaves from gutters; loads and unloads trucks in a variety of situations; excavates and fills trenches and ditches; does manual work in preparing surfaces for paving, mixing cement, and breaking up paved surfaces using such tools as shovel, rake, jackhammer, tampers, and tar kettle; does manual or the more routine work of laying pipe, backfilling, and installing water meters; acts as a helper to skilled craftsworkers assisting in the more routine aspects of carpentry, plumbing, heating, minor electrical and mechanical repair, and painting including street painting; does manual park work not requiring prior knowledge or skill in gardening.

MINIMUM QUALIFICATIONS

Knowledge of: The purpose, safe use and maintenance of hand tools and small power equipment. General construction and maintenance methods, materials, and terminology. Safe working techniques and requirements.

Ability to: Safely and skillfully use hand tools, operate light mechanical equipment, and perform heavy manual labor. Comprehend and follow oral and written instructions and safety warnings and information. Learn to perform more skilled tasks, such as producing manual and computer-generated reports and schedules and installation and maintenance of current job-related equipment or devices. Work independently. Maintain an appropriate public service demeanor and positive customer service interactions. I: Perform sustained, strenuous manual labor; climb, lift, crawl, stoop and bend to reach work; and work outdoors in temperature extremes and inclement weather

Experience: One year, full-time, paid experience in construction, maintenance or other semi-skilled, physical work.

Education: Completion of the tenth grade. Graduation from high school or the equivalent is desirable and required to advance to Level II in the flexible classification series.

License: Possession of a valid Class C California Driver's License.

DEFINITION
Crisis Response Clinician I: Under direct supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned.

Crisis Response Clinician II: Under general supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned. This is a full journey level position within the Crisis Response Clinician series and is distinguished from the Crisis Response Clinician I by the performance of the full range of duties with only occasional instruction or assistance.

Under the flexible staffing concept, Crisis Response Clinician II positions that become vacant may reasonably be filled at the Crisis Response Clinician I level for training purposes.

EXAMPLES OF DUTIES
Perform initial diagnostic evaluation during a crisis noting behavioral symptoms which may indicate mental health disorders in children, youth, or adults; determine whether individuals meet the criteria for a W&I 5150 and follow appropriate procedure; determine other resources to connect individuals to who do not meet criteria for 5150; work closely with different law enforcement communities; participate in monthly San Mateo County Field Crisis Consultation Committee (FCCC) as needed; establish and maintain effective relationships with contractors and community organizations and other governmental agencies regarding programs and services; participate in committees, meetings and conferences; provide guidance regarding appropriate social-psychological practices and services. perform suicidal/homicidal/Grave Disability risk assessments; conduct home visits and/or field-based services; provide crisis Intervention as needed; provide outreach counseling and refer clients to appropriate behavioral health resources; collect and evaluate medical or psychosocial data such as case histories, behavior patterns and family relationships of patients/clients; follow up with individuals where appropriate who are reluctant to engage with resources; work as a psychiatric team member with other treatment disciplines; utilize Trauma Informed Care and other evidence-based practices; provide consultation and education services; compile and prepare reports and documentation on clinical activities; maintain records; prepares periodic reports; ability to work weekends and perform related duties as assigned.

MINIMUM QUALIFICATIONS
Knowledge of: Office machines and specialized software applications; current philosophy, principles, and practices for services to clients with serious mental illness; individual, group and family psychodynamics as they relate to adults or children in crisis; psychological diagnostic methods and terminology; personality development from infancy through adulthood; human and health services systems in the County including private agencies and other community resources; applicable local, State and Federal laws, ordinances and rules.

Ability to: Provide crisis intervention treatment to adults, children or adolescents with various mental disabilities ranging from serious mental illness to dysfunctional behavior patterns, including victims of sexual or physical abuse; set realistic treatment goals and facilitate their attainment; evaluate the degree of mental disability or emotional distress of patients/clients; communicate effectively orally and in writing; provide consultation and technical assistance to agencies, schools and other organizations; operate modern office equipment including specialized software applications programs; interacts positively and cooperate with co-workers, responds politely to customers, works as a team member, functions under demanding time pressure, responds in a positive manner to supervision, attends work and perform duties on a regular and consistent basis.

Education: Master's degree from accredited college or university in Social Work, Social Welfare, Psychology, or a closely related field.

Experience:
Crisis Response Clinician I: One (1) year of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.
Crisis Response Clinician II: Two (2) years of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.

License:
Possession of a valid Class C California Driver's License.
Crisis Response Clinician I: Registered with the State of California Board of Behavioral Sciences as an APCC, AMFT or ACSW. A current license with the State of California Board of Behavioral Sciences, as either a LCSW, LMFT, LPCC or licensed Clinical Psychologist desirable.

Crisis Response Clinician II: A current license with the State of California Board of Behavioral Sciences as either a LCSW, LMFT, LPCC or licensed Clinical Psychologist required.
