SENIOR PLANNER

SUMMARY DESCRIPTION

Under general supervision, performs a variety of professional planning responsibilities and tasks associated with the coordination and implementation of complex planning projects; performs a variety of duties relating to the collection, analysis, interpretation, and presentation of technical land use, environmental, zoning, and other City planning data.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level in the professional planning class series. The position is characterized by the level of technical expertise and skill and independent oversight of out of the ordinary, high profile, complex and atypical projects, while functioning as the project coordinator, working with and leading interdisciplinary teams. The Senior Planner is distinguished from the Associate Planner by the complexity and technical expertise required to work on assigned projects.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Coordinate, lead, and perform professional level work in the fields of current and advanced planning, zoning administration, design review, and economic development activities.
2. Prepare, edit, and review complex reports on a wide range of planning issues; make presentations to the City Council, Planning Commission, standing and ad hoc committees, developers, community groups, and outside agencies.
3. Review and approve or deny plan checks for building projects.
4. Supervise and participate in the review of complex development proposals for conformance to City standards; resolve disputes between the City and developers or property owners.
5. Review and edit letters sent by the Planning Division regarding various City actions.
6. Review and respond to referrals from other agencies regarding outside projects that may affect the City.
7. Conduct field visits and site assessments.
8. Take phone calls and inquiries from the public and other agencies; provide assistance to walk in customers at the counter.
9. Participate in the development and implementation of the City’s planning policies.
10. Assist in the training of assigned staff.
11. Undertake special projects as assigned.
12. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of municipal planning; incorporate new developments as appropriate into programs.
13. Attend a variety of meetings, including Planning Commission meetings and predevelopment meetings; provide support to advisory bodies.

POSITION DESCRIPTION, DISTINGUISHING CHARACTERISTICS, AND QUALIFICATIONS:
Water Distribution Operators are directly involved in the installation, maintenance, and repair of valves, mains, services, and related potable water distribution system facilities and equipment. Performs related work as required.

Water Distribution Operator II - This is the journey-level class in the Water Distribution Operator series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level once the incumbent meets the qualification standards of the II level, demonstrates an ability to perform the full scope of the work, and meets performance standards.

• Experience:
  • One year of responsible experience similar to a Water Distribution Operator I with the District
• License and Certificate:
  • California Class C Driver’s License
  • Possession of, or ability to obtain, a Grade D2 Water Distribution Operator certificate from the State of California Water Resources Control Board within one year of hire.

ABOUT THE POSITION:

The Seasonal Maintenance Worker position performs a variety of entry-level and unskilled labor, maintenance and repair tasks in various public works operations, such as park maintenance, landscape maintenance, creek and catch basin maintenance, street maintenance, and janitorial and facility maintenance.  Weekend availability is at times required for picnic area prep, general park clean-up, etc.

The General Maintenance Worker plays a vital role in keeping our communities and centers clean, safe, and visually appealing. This position focuses on a specific set of tasks tailored to meet the needs of the Recreation & Community Services Department, differing from the broader responsibilities of a full General Maintenance Worker under the Public Works Department. The Recreation Coordinator or Recreation and Community Services Supervisor is the key point of contact for this position, providing general direction and/or supervision.

1. Field Preparation: Assist t with basic field preparation for baseball and softball, including tasks like dragging the infield play area, marking chalk lines, and other essential setup activities.
    
2. Groundskeeping: Support keeping the exterior areas of community centers clean and presentable by removing trash and maintaining general tidiness. Assist with watering and care of indoor plants within recreation centers as needed.

THE DEPARTMENT

The City Attorney's Office provides the City with the highest caliber legal services and advice, and protects and advances the interests of the City by all legal and ethical means. THE OPPORTUNITY

Although the City Attorney’s Office collectively serves as the City’s Risk Manager, this is the first time the role has been established as a stand-alone position. As the inaugural Risk Manager, the incumbent will have the unique opportunity to shape and develop the program. Under the general direction of the City Attorney, the Risk Manager administers the general liability claims program, provides advice and education to City officials and employees on risk avoidance, retention, and transfer, and serves as the City’s liaison to the Bay Cities Joint Powers Insurance Authority. 

 

THE IDEAL CANDIDATE

The ideal candidate is an experienced and forward-thinking risk management professional with a strong foundation in government claims, public liability litigation, and insurance practices within public agencies. They bring experience working with attorneys on liability cases, guiding mediation strategies, and supporting the City’s interests in settlement negotiations. The successful candidate is well-versed in general liability and property insurance, public agency risk pools, and contractual risk transfer, and is able to analyze complex data, assess financial impacts, and make informed recommendations to identify emerging risk issues.

The ideal candidate will provide clear, practical advice to departments citywide, review contracts with a critical eye toward risk exposure, and recommend strategies to avoid, reduce, or transfer risk. The ideal candidate is comfortable meeting with a wide variety of groups, serving as the City’s representative on a risk pool board, actively participating in governance, and presenting information in a clear, concise, and accessible manner to a wide range of audiences.

THE RISK MANAGER

This is a supervisory position in which incumbents direct, coordinate and perform the work related to managing the City’s claims through the Bay Cities Joint Powers Insurance Authority and outside counsel conducting legal work on behalf of the city. Incumbents work collaboratively with attorneys within the City Attorney’s Office and with staff from City Departments related to liability claims made against the City. This classification is distinguished from other classifications responsible for occupational health and safety and workers’ compensation by the absence of those program elements. Areas of responsibility include:

• Plans, organizes, develops, supervises and coordinates the operations of the Risk Management Division within the City Attorney’s Office. 
• Receives claims, determines if claims meet statutory requirements, sets reserves, and determines who will adjust. 
• Performs or facilitates investigations; works with City staff, third-party claims adjusters, attorneys, and subject matter experts to evaluate investigation and determine whether a claim should be accepted or denied.
• Ensures that all statutory time limits and documentation are complied with; represents the City in small claims matters involving tort claims; coordinates with City Attorney's Office staff with regards to claims evolving into litigation.
• Develops and maintains a comprehensive claims management system for making determinations on processing of public liability claims and supervises the processing of City claims, individuals and other agencies.
• Coordinates with attorneys to provide research and recommendations for legal issues concerned with safety and risk management. 
• Maintains a complete record system of all claims and related activities. 
• Coordinates, prepares and presents studies, reports and agenda items to the City Council and other City boards or teams. 
• Studies statutory and regulatory requirements and modifies program components to ensure they meet standards and legislative mandates established by federal and state regulations; analyze the impact of legislative changes. 
• Represents the City on the Bay Cities Joint Powers Insurance Authority for general liability.
• Evaluates insurance risks; monitors the City's insurance program including reviewing and approving contracts to reduce risk exposure and to develop accident insurance and indemnification provisions and contacting vendors and consultants regarding insurance requirements; evaluates costs and benefits of alternative coverage; re-negotiates or makes arrangements for coverage; and develops insurance requirements, reviews bids, and recommends policy purchases. 
• Supervises, evaluates, and trains staff. 
• Performs related duties as assigned.

 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is: 

Education
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public or business administration, human resources, industrial engineering, risk management, or a closely related field.

Experience
Four (4) years of progressively responsible professional experience in risk management, loss prevention or municipal/corporate insurance administration, including supervisory experience.

Licenses, Certifications, and Other Requirements
Designation as Associate in Risk Management for Public Entities (ARM-P) is highly desirable. When driving on City business, must possess a valid California driver’s license.

The Fellow will assess current storage and inventory practices and help implement a more efficient, organized system. Responsibilities may include developing labeling structures, organizing storage areas, establishing inventory tracking procedures, and improving material accessibility for staff. In collaboration with Service Center personnel, the Fellow will identify opportunities to enhance efficiency, organization, and accountability.

This fellowship offers practical experience in warehouse logistics, operational system design, and cross-functional collaboration, while building skills in organization, problem-solving, and process improvement within a public sector setting.

Receives general directions from the designated WCC host-site employee.

 

IDEAL CANDIDATE

The ideal candidate is a detail-oriented, organized, and motivated individual interested in operations, logistics, engineering, business, or public service. The Civic Fellow should be comfortable working independently and as part of a team, and willing to take initiative to improve organization and efficiency.
The successful candidate will demonstrate strong problem-solving skills, a willingness to learn new systems, and the ability to think critically about processes. Interest in organization, data tracking, or hands-on operational work such as inventory or warehouse systems is desirable. Experience with spreadsheets or data entry is helpful but not required.

THE POSITION OBJECTIVES/GOALS

1. Accurately assess and document current inventory of parts and materials within the WJUSD Service Center, including storage locations, item categories, and current organizational practices.

2. Review existing storage systems to identify inefficiencies, inconsistencies, or gaps, and coordinate with Service Center, Maintenance, and Transportation staff to improve organization.

3. Develop and implement a standardized organizational structure for parts and materials, including clear storage locations, labeling practices, and logical grouping of inventory.

4. Improve inventory accessibility and efficiency by helping establish procedures that allow staff to quickly locate, store, and track commonly used materials.

5. Create simple documentation and reference materials to support consistent inventory organization practices, including basic procedures for storing and locating materials.

Per Diem Communications Officer

GENERAL PURPOSE

Under general supervision, receives and transmits routine and emergency telephone and radio traffic;

dispatches and coordinates police, fire, public works and other municipal staff and equipment via multi-frequency two-way radio; maintains and processes a variety of communications reports, records, and radio logs; and does related work as required.

 

CLASS CHARACTERISTICS

Communications Officer II

This classification has primary responsibility for staffing the Town’s public safety dispatch communication center. Under most circumstances, the training and experience for this position would occur by having prior experience working for another police department as a Communications Officer for a period of at least two years.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Communications Officer II typically performs, but is not limited to, the duties noted below on a regular basis:

• Receives and handles incoming telephone and voice radio calls for police, fire, ambulance, and public works

• Secures and records information as to exact locations and circumstances using radio or other equipment to dispatch appropriate units to the emergency scene.

• Maintains radio contact with local units on assignment and directs and coordinates with staff from other agencies on a mutual-aid basis, as needed.

• Operates a multi-channel two-way radio, telephones, teletype, office equipment and software systems.

• Performs numerous duties simultaneously.

• Prioritizes calls for service as well as other work-related tasks such as assisting with schedule, monitoring email account or assisting with social media.

• Maintains radio logs and records other information as required.

• Maintains resource files for computer aided dispatch system.

• Serves as trainer to newly hired dispatchers on as needed basis.

• Assist with providing state-mandated training on relevant matters to other department staff, as directed.

• Oversees and performs work related to the warrant process.

• Maintains dispatch center work area and equipment in clean and working condition

• Performs related duties and responsibilities as assigned.

Ability to:

• Make process improvement changes to streamline procedures.
• Work in a safe manner, following Town safety practices and procedures.
• Maintain confidentiality regarding sensitive information.

Skill in:

• Learning the operation of radio equipment and related information systems.
• Operating the computer aided dispatch system effectively.
• Entering and retrieving data from a computer with sufficient speed and accuracy to perform the assigned work.

• Type at an acceptable level of speed and accuracy to perform the duties satisfactorily,
• Performing numerous tasks properly and simultaneously, with ease.

 

EDUCATION AND EXPERIENCE

Education:
Equivalent to graduation from high school

Graduation from or enrollment in a POST accredited Dispatch Academy.

Experience:
Two or more year(s) of experience as a Public Safety Dispatcher in California in the past five years.

License or Certificate:

Must possess and maintain a valid California Class C driver’s license and have a satisfactory driving record.

SPECIAL REQUIREMENTS

Essential duties require the following physical skills and work environment:

Physical Skills: Able to use standard office equipment, including a computer; mobility to work in a typical office setting to use standard office equipment; sit, stand, walk, kneel, crouch, stoop, squat, twist, and maintain sustained posture in a seated position for prolonged periods of time; vision to read printed materials and a computer screen; hearing and speech to communicate in person, over the telephone, and radio; lift and carry 35 pound boxes, files, and materials.

Work Environment: Work in a standard dispatch center environment.

Ability to: Travel to different sites and locations; locations; drive safely to different sites and locations; maintain a safe driving record; handle public information emergency situations.

WORK SCHEDULE 

This internship can start as early as May 26, 2026, and end as late as September 30, 2026. This paid internship is offered at 15 – 25 hours per week with flexible scheduling. 

The official start and end date of the internship will be determined at the time of hire. Work hours are generally Monday – Friday between 8:00am – 5:00pm.
