Overview:

The Program Administrator (Contracts Supervisor) plans, organizes, supervises, and coordinates the procurement by contract of professional consultant services (architectural engineering "A/E" and non-A/E consultants) and specialized Valley Water activities, and coordinates and oversees contract administration activities.  The Program Administrator works on contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems. This is a management and leadership position with oversight of a team of contract professionals. This position reports to the Manager of the Purchasing and Consultant Contracts Unit, within the General Services Division.

Key Responsibilities include, but are not limited to:

• Review and approve procurement request documents, cost estimates, scope, and other relevant information to initiate and implement a procurement strategy.
• Provides advice to personnel on procurement and contracting issues.
• Oversee the development, preparation and negotiation of complex contract proposals, competitive/non-competitive consultants, and service contracts.
• Assure that Invitations for Bids (IFBs), Requests for Proposals (RFPs), and other processes are conducted consistent with policy, laws, and regulations.
• Evaluates proposals and determines responsiveness and responsibility of proposals.
• Collaborate with management and legal staff on the development of RFP, contract, and addendum boilerplate language.
• Monitors, revises, and enforces District procurement policies and procedures.
• Ensures that the District RFP and contract documents comply with the requirements of funding agencies for usage of grant funds.
• Ensures timely procurement practices and leads contract process improvements.
• Prepares reports, memorandums, and presentations on procurement program or contract issues.
• Oversees contract administration system, manages contracts work project list, and forecasts procurement requirements.
• Implements best practices in contract management practices, procedures, and policies.
• Manage, lead, assign, develop and mentor staff engaged in contract administration activities.

Ideal Experience:

• 6+ years of experience in public procurement and contract management, or a closely related field in the public-sector environment, including high value contract administration activities for professional services including either one year in experience planning, organizing, coordinating, and directing various project or programs, or serving as the Valley Water recognized subject matter expert or advisor in the assigned program area.

• 3+ years of increasingly responsible supervisory experience of staff is preferred.

Ideal Training and Education:

• Bachelor's degree in business or public administration or closely related field

The Clinical Therapist I/II position will report to a Clinical Supervisor I and will work on a multidisciplinary team consisting of other Clinical Therapists and Mental Health Specialists in partnership with the school and families.

For the SVP Fiber Division, this position will be assigned engineering work associated with SVP’s fiber network. This individual will assist with engineering design, engineering pole loading analysis software, site surveys, material selection and estimates.   

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. • An Engineer-in-Training Certification with ten (10) years of experience in electric utility engineering work can be substituted for the degree in engineering and the required experience indicated above

License/Certifications:

Possession of an appropriate, valid Class C California driver's license is required at time of appointment and for the duration of employment.

Desirable Qualifications:

• Registration as an Electrical, Mechanical or Civil Engineer in the State of California
• Experience using ESRI based Geographic Information System (GIS)
• Experience using system modeling and load flow software; Aspen one-liner software, GE PSLF, and DEW ISM

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, and operate a computer and other office productivity machinery. The employee must occasionally move items weighing up to 20 pounds inside the office. MRCA offices are spread among multiple buildings and floors and may require traveling up/down steps.

The position will work out of the Los Angeles River Center and Gardens but may occasionally be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors. Remote working or a hybrid schedule may be allowed, subject to supervisor approval.

MINIMUM QUALIFICATIONS

• High School Diploma or equivalent. 
• One (1) year performing clerical duties.

• Basic First Aid and CPR certification (or ability to complete within 6 months).

• Intermediate proficiency with Office 365 and email, with particular emphasis on word-processing and spreadsheet programs.
• Use of Adobe Sign to gather signatures and compile documentation, or ability to learn immediately. 
• Proficiency in basic mathematics, as applied to expense reports and timesheets .
• Office practices and procedures. 
• Bilingual skills in English and another locally common language, such as Spanish, Korean, Farsi, Chinese, Armenian, Yiddish, or Tagalog is desired.

• Prioritize varying tasks and projects, manage time, and make regular, consistent progress on multiple projects at once.
• Handle confidential information according to procedures. 
• Cooperate with coworkers and revise project approach as needed to accommodate concerns.

Other Requirements

Candidates must have a valid California driver's license in good standing with a satisfactory driving record. Employees must be willing to participate in agency emergency response.

Wages:

The range of hourly rates for an Administrative Assistant I is $19.01-$23.10.
