The Position:
This is complex lead level work involved in a central purchasing department related to the procurement of goods and services, including preparation of formal bid documents, facilitation of the activities of the bid process, selection of vendors, volume buying, inventory, assessing availability and quality of goods and services, and routine to complex procurements for the entire District according to prescribed methods. Public contact is extensive, primarily involving District and college staff at all levels, outside vendors, contractors, outside business representatives, other educational institutions, and external auditors for the purpose of exchanging product, procedural, timeline, and workflow information. A high degree of independent judgment and creativity are required to interpret policies and procedures, and to provide input into the resolution of frequent minor and occasional major problems that occur. Consequences of errors in judgment can be costly in terms of District resources, employee time and in public relations; however, supervisory controls limit the risk of serious errors. The Senior Buyer leads and trains student assistants as assigned.

Duties and Responsibilities:
The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position. 1. Exchanges professional information with District and college staff, vendors, contractors, business representatives, as well as educational and government institutions regarding purchasing policies and procedures, assistance with vendor selections, pricing, shipping, returns, invoicing, bid timelines and item specifications
2. Develops and confirms product specifications and quality expectations and examines total cost of ownership
3. Develops and prepares bid specifications and RFP, RFQ, and RFB documents, analyzes bid results, and prepares reports related to the formal bidding process
4. Attends professional development related meetings, workshops and other events to stay current on public procurement code and District policies and procedures. Occasional mandatory participation in select professional development conferences requiring travel outside the Bay Area. Willingness to pursue professional certifications in the procurement field
5. Attends and conducts meetings and consults with College and District staff, vendors, and others to provide information about the bidding process, development of bid procedures, clarification of product specifications, finalization of contractual agreements, and collaboration on the resolution of problems
6. Administers and oversees administration of the procurement card program, including issuance and cancellation of cards and communications with cardholders and the bank
7. Administers and oversees administration of other District-wide procurement tools, such as reverse auctions, gas cards, or contract management software
8. Participates in and/or provides direction to staff on purchasing transactions requiring specialized technical knowledge or understating of specific commodities, materials, supplies, manufacturers, and District services
9. Analyzes and maintains inventory records and performs fiscal year close activities related to fixed assets and communicates with District external auditors on the fixed asset program
10. Administers surplus and records retention activities throughout the District, arranges for document shredding, and manages disposition of surplus through auctions and private sales
11. Reviews and issues purchase orders for complex procurements and cooperative purchasing agreements and audits and approves routine purchase orders prepared by staff
12. Uses a variety of computer software to research, enter, format, modify, and retrieve data for special and regular reports, documentation, vendor files, trend analysis and presentations, and to perform administrative tasks, such as scheduling meetings and arranging meeting logistics
13. Composes and prepares correspondence and announcements to District staff
14. Analyzes data and systems available to retrieve desired information
15. Maintains online purchasing resource pages, such as forms, purchasing policies, contracts library, training materials library, and other web-based resources
16. Develops training materials on purchasing procedures and delivers one-on-one or group training to District-wide staff
17. Participates in District-wide finance user groups, safety committee, and emergency operations committee
18. Performs other related duties as assigned

Minimum Qualifications:

• Bachelor’s degree in business administration or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility in purchasing and volume buying, specification development, securing and evaluation of bids, commodity pricing methods, discounts and selection of various supply sources
• Possession of working knowledge of bidding, public contract code, and purchasing policies and procedures

Physical Requirements:

Qualifications:

The ideal candidate will possess a valid State of California driver’s license, and Early Childhood Education units are preferred. Candidates should have at least one year of paid experience in a classroom, after-school program, or camp environment, along with a minimum of a high school diploma. Applicants must demonstrate leadership experience working with youth and strong verbal and written communication skills. The position requires the ability to work independently while following direction from higher-level Recreation staff, as well as the ability to assist with training and mentoring team members. The City of Woodland has established a paid summer fellow program for individuals early in their career seeking public service experience. PROJECT DESCRIPTION
The City of Woodland is seeking a motivated, resourceful self-starter to join the Community Development Planning team in a dynamic fellowship role that bridges municipal planning and historic preservation. This position offers a unique opportunity to gain hands-on experience in core planning functions while contributing meaningfully to the preservation and celebration of the City’s historic character.

In this role, the Fellow will serve as a key point of contact for residents, property owners, and community stakeholders seeking information on general planning inquiries, zoning standards, and land use regulations. The position provides practical exposure to municipal planning processes, including development review, interpretation of zoning codes, and customer service within a public-sector framework.

A central component of the fellowship will be leading a comprehensive revamp of the City’s historic preservation education and outreach efforts. This includes researching and developing accessible educational materials, enhancing digital resources, and expanding community awareness of preservation programs and incentives. The Fellow will gain experience working with state and federal historic preservation documentation requirements and processes, strengthening their understanding of regulatory compliance and cultural resource management.

Additional responsibilities will include supporting GIS-based storytelling initiatives through interactive story mapping, assisting with webpage design and content updates to improve public access to preservation resources, and contributing to the coordination of the City’s Heritage Home Awards program.

Applicants should be a current student or recent graduate in Urban Planning, History, Public Administration, Architecture, or a closely related field. THE POSITION OBJECTIVES/GOALS

1. Public Engagement: Serve as a front-line resource at the Planning Counter, providing clear, professional guidance to residents, property owners, and developers on zoning, land use, and permit inquiries.
    
2. Inquiry Management: Respond to phone and email inquiries regarding City codes, permitting processes, and planning regulations, ensuring accurate and timely information.
    
3. Technical Research: Conduct site-specific research, data collection, and documentation to support historic preservation projects and planning initiatives.
    
4. Heritage Home Awards: Assist with the planning, nomination review, coordination, and promotion of the City’s annual Heritage Home Awards program.
    
5. Website Revamp: Audit, update, and redesign the Historic Preservation section of the City’s website to create a comprehensive, user-friendly educational hub for homeowners and the community.

GENERAL INFO

Under general supervision, the Service Desk staff provides essential support to the San Bruno RAC by performing front desk operations, assisting members and visitors, and supporting daily facility functions. GENERAL INFO 

Under general supervision, the Recreation Leader I/II provides essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties at various facilities, including parks and community centers. Job Description

Under general medical direction of the site medical director and/or Primary Care Chief Medical Officer, the 2230 Physician Specialist functions within an organized system for the delivery of health care in association with other members of the health care team and performs specialized duties in clinical settings. Ash Street Summer Program: Monday-Friday: June 22-July 24, 10:30am – 3:30pm, no camp on July 3 

Camp Newark: Monday-Friday: June 8– July 31, 7:30 am – 4:15 pm, morning and midday shifts available. 

REQUIREMENTS: 

• City application (Only accepted via Calopps) 

• Must be at least 15 years of age  

• Prior experience working with school-age children is preferred but not required. 

• Must successfully pass a TB test before an appointment, which is at your own cost.  

• Required to submit to a City Fingerprint Background Investigation if over the age of 18. 

• Work Permit Documentation may be required

Hourly rate: starting at $17.50
 

• Assist in conducing classes and participate in group activities
• Facilitate organized games and sport activities
• Assist in the encouragement of participation, developmental learning, and good sportsmanship
• Assist as a chaperone at dances, parties, and on field trips
• Assist in facility set-up and break-down for group activities
• Issue and collect recreation equipment and supplies
• Direct the proper use and care of assigned facilities and equipment
• Assist in the maintenance of records and the preparation of activity reports on assigned activities
• Act as a role model to program participants
• Supervise permit groups’ use of facility
• May be assigned to Camp programs
• Perform other related duties as assigned
   

• Minimum age of 16 years old with a valid work permit. Two letters of recommendation from non-family members.
• Adult and Pediatric First Aid and CPR/AED Certification within 90 days of hire

Successful candidates must pass Department of Justice fingerprint and
Tuberculosis (TB) screening clearances prior to the start of employment.
