The Department: 

Silicon Valley Power, Asset Management Group has an excellent opportunity for the position of Engineering Technician (Electric). Job responsibilities include, prepares scaled and dimensioned plans based on sketches prepared by engineering and/or estimating personnel, maintains records of as-builts and updates existing SVP maps and records utilizing ESRI-based GIS applications, maintains master map files, including such records of block maps, street light maps, fiber communication, electric utility single line and operating diagrams and other maps, performs computing and drafting operations in AutoCAD, involved in checking drawings of electric utility facilities, perform other duties as assigned.

The Position: 

The Engineering Technician (Electric) is an entry-level classification in the paraprofessional Engineering Technician series. An incumbent in this classification performs routine technical office and field work in support of various engineering projects in the Electric Utility Department. Specific responsibilities will vary according to assignment. Performs related duties as assigned.

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Minimum Experience Requirements: 

One (1) year working with geographic information system (GIS) tools and systems OR one (1) year working with computer-aided drafting (CAD).

Acceptable Substitution: 

Post-secondary education equivalent to thirty (30) semester units or forty-five (45) quarter units including satisfactory completion of courses in mathematics, engineering, CAD, GIS, or related subjects may be substituted for the experience requirement.

License/Certifications: 

Possession of a valid California Class C driver's license is required at the time of appointment and for the duration of employment.

Desirable Qualifications:

About the Department
The Department of Public Works plans, designs, constructs, operates, and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. Facilities Maintenance & Operations
FM&O, short for Facilities Maintenance & Operations, ensures County facilities are safe, comfortable, and clean. From historic landmarks to modern offices, we keep things running smoothly.

The FM&O Stationary Engineers perform maintenance and repairs to the various plumbing, mechanical, and lighting systems throughout County facilities. These include boilers, chillers, pumps, motors, lamps, ballasts, drivers, toilets, sinks, and faucets as well as utilizing the lighting and building control systems to schedule and adjust run times of the various pieces of equipment. There are multiple Stationary Engineer I/II vacancies in FM&O.

The Position
Under the direction of a Supervising Stationary Engineer, Stationary Engineers are responsible for a wide variety of repair and maintenance work in the areas of HVAC, electrical, plumbing, refrigeration, emergency power systems, water treatment systems, boiler equipment, and piping repair, building automation systems, and miscellaneous equipment repair. Stationary Engineer II is a journey-level classification, and incumbents are expected to have proficiency, perform independently, and solve complex problems in all of the areas listed above.

There are multiple vacancies to be filled throughout the Department. Work locations will include Redwood City Government Center, San Mateo Medical Center, Youth Services Center, and Maple Street Correctional Facility.
Candidates hired as Stationary Engineers must be willing to work evenings, weekends, and alternate shifts. They must also successfully obtain and maintain a Sheriff's Office security clearance as a condition of employment. 

The ideal candidates for these positions will have:

• At least three years of journey-level experience as a Stationary Engineer.
• A minimum of three years of journey-level experience in mechanical, electrical, and plumbing systems.
• Extensive knowledge and experience working with boiler and HVAC systems.
• Proficiency in a wide variety of installations and repairs on plumbing, gas system piping, chiller/boiler piping, and wastewater systems, including the ability to operate a large sewer snake.
• Certification as a Backflow Prevention Tester.
• Experience in energy management and computer-controlled systems.
• The ability to troubleshoot, repair, and maintain a variety of equipment, including air conditioning, electric motors, heating units, heat pumps, light commercial furnaces, burners, fresh air and exhaust fans, economizers, and humidifiers.
• Experience with Fire Alarm testing, troubleshooting, and NFPA codes.
• Experience in a hospital or healthcare setting.

Examples Of Duties:

Duties may include, but are not limited to, the following:

• Operate, maintain, install, and repair electrical, refrigeration, plumbing, heating, air conditioning, and ventilating systems.
• Operate, maintain, and repair boiler equipment.
• Repair and replace pipes, fittings, and other equipment used in plumbing, gas, and steam systems.
• Repair electrical equipment, including lamps, fixtures, and switches; adjust electrical controls, motors, and auxiliary equipment up to 480 volts.
• Test, operate, maintain, and repair emergency power systems, including UPS, emergency generators, and associated equipment.

• Adjust and calibrate chiller controls.
• Test, calibrate, and repair backflow devices.
• Calibrate HVAC controls and associated equipment.
• Monitor building management systems.
• Replace pumps and pump seals, and repair and replace motor valves.
• Repair and replace air conditioning units.
• Troubleshoot HVAC, plumbing, electrical, and energy power systems.
• Conduct preventative maintenance.
• Understand fire alarm systems.
• Repair and install chemical monitoring stations.

If designated as the certified water treatment operator:

• Operate water treatment facility, including wastewater and potable water, consistent with performance standards, federal and state regulations, and variable operating conditions and emergencies.
• Make periodic inspections and reports of facility conditions to ensure adherence to maintenance procedures.
• Perform water sampling in coordination with the health laboratory.
• Maintain logs of facility operations, test results, scheduled maintenance, and other operating conditions.
• Control filter operations.
• Coordinate special projects related to water treatment and distribution, in close coordination with supervisor/manager.
• Troubleshoot complex technical problems related to water treatment and develop recommendations to improve water quality standards, facility effectiveness, and efficiency.
• Perform quality analysis of raw and treated water.
• Compile data concerning flows, chemical dosages, levels, pressure, volume, water quality, and other operational information.
• Prepare reports.

Qualifications:

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  
 

• Completion of courses related to maintenance, installation, and repair of electrical, HVAC, plumbing, refrigeration, and power equipment.
• Two years of journey-level experience as a stationary engineer or equivalent, AND demonstrated experience in maintaining, installing, and repairing electrical, HVAC, plumbing, refrigeration, and power equipment in a large building, plant, or vessel.
• Two years of experience can be substituted with the completion of an apprenticeship program.

Licensure/Certification:

• Must obtain and maintain Sheriff's Office security clearance.
• Universal Certification in Freon recovery upon hire.
• Obtain Backflow Certification within six months of hire and maintain certification.
• If designated as the water treatment operator, possession of or ability to obtain a valid Grade II Water Treatment Operator Certification issued by the State of California within six months of employment is required.

The Public Works Director will play a critical leadership role during a period of elevated development activity and organizational transition. Under the supervision of the Fire Marshal, is responsible for performing plan review, construction inspections, and other duties as required.   The position will also be involved to varying degrees with public education, public relations, exterior hazard abatement, engine company pre-fire planning, record keeping, and report writing.

Provides supervision, work direction and technical assistance as directed. Utilizes tools and technology identified by the District related to performance of tasks. The Public Works Department is responsible for operating, maintaining, and improving the City’s public infrastructure – streets, water, storm, public buildings, the City’s fleet, trees, parks, and traffic signals. The Department also reviews plans and inspects construction of public improvements to serve private residential and commercial development and plans the capital and operating budgets.

The City of Foster City is seeking a qualified Senior Building Inspector who is detail-oriented and has the knowledge and experience in the areas of building inspection and safety and code compliance to join the Building Division of our Community Development Department. The Department consists of Building, Planning, and Code Enforcement Divisions and is headed by Community Development Director. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or equivalent. A desired course of additional education would include two (2) years of college course work in Civil Engineering, Architecture, Building Inspection, or completion of an Apprenticeship Program in a building construction related field.

Experience: Three (3) years of experience to include a minimum of one (1) year full-time plan check experience and one (1) year of progressively responsible experience in a variety of municipal building inspection work.

Licenses, Certificates, Registration

• Possession of the International Code Council (I.C.C.) Plans Examiner Certificate and Full Combination Building Inspector Certificate.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. This position manages major enterprise systems such as Accela Civic Platform, oversees internal process improvement initiatives, leads technology-focused policy initiatives, oversees customer-facing tools and communications in partnership with internal teams, and acts as the primary liaison to IT and other departments for technology implementation. This position receives direction from Assistant Director, and supervises Business Analysts specializing in Accela Operations, and Enterprise Knowledge.

The role requires a unique blend of systems thinking, project management, user-centered design, and policy insight to shape the tools and workflows used by planners, permit technicians, inspectors, plan checkers, and external customers.

Health, Safety and Training Position 

• Development, implementation, and evaluation of health and safety programs across city departments.
• Promote a safe and healthy work environment
• Ensuring departments maintain compliance with occupational safety regulations (Cal/OSHA).
• Promote a proactive safety culture through policy development, employee education, continuous improvement and cross-departmental partnership.
• Analyze injury and illness trends, workers’ compensation data, and safety audit results to identify risk areas and recommend mitigation strategies
• Develop and maintain dashboards and reports to monitor health and safety performance metrics
• Assist in the creation, revision, and implementation of safety policies, procedures, and training programs
• Coordinate and support citywide safety initiatives, including ergonomic assessments, safety orientations, safety committees, safety trainings, wellness campaigns, and emergency preparedness
• Conduct research on regulatory changes (Cal/OSHA, ADA, etc.) and ensure compliance across departments
• Collaborate with department safety coordinators and HR partners to address workplace hazards and implement corrective actions
• Participate in incident investigations and root cause analyses; prepare reports and follow-up documentation
• Support the administration of the City’s Injury and Illness Prevention Program (IIPP)
• Assist with budget development and grant applications related to health and safety programs
• Assist with administering citywide training program
• May lead or supervise support staff 

Labor and Employee Relations Position

• Participate in labor negotiations and meet and confer issues, including but not limited to attending labor negotiation sessions, drafting proposals/correspondence, and conducting cost analysis of proposals
• Research and interpret MOU language, Personnel Rules and Regulations and labor law for departments, employees, employee organizations, job applicants and the general public
• Conduct classification and compensation analysis and studies
• Consult and advise supervisors on employee performance and conduct issues
• Conduct investigations, including writing investigative reports, and assisting departments with the disciplinary process when needed
• Collaborate with a variety of departments to run the full recruitment/selection process for classified and unclassified recruitments
• Policy and procedure development

Recruitment and Classification/Compensation Position

• Lead full-cycle recruitment for classified and unclassified positions, including job analysis, screening, selection, and onboarding
• Develop and implement innovative recruitment campaigns to attract diverse and qualified talent, including digital outreach, job fairs, and community partnerships
• Consult with hiring managers to identify staffing needs
• Create and update class specifications and conduct compensation studies and analysis 
• Ensure compliance with local, state, and federal employment laws and regulations throughout the recruitment and selection process
• Participate in labor negotiations and support recruitment-related cost analysis and proposal development
• Advise departments on performance management and conduct issues, including investigations and disciplinary procedures when needed
• Contribute to policy and procedure development with a recruitment and workforce planning lens
• May supervise or lead HR staff

Silicon Valley Power/Electric Department – 1 position

This position with report to the SVP’s engineering department. 

• support the administrative activities of the Engineering team, including but not limited to drafting proposals/correspondence, and conducting cost analysis of proposals. 
• Participate in Request for proposal(RFP) preparation and management
• Assist in processing contracts and management of existing contracts. Assist in invoice processing through Project management software (eBuilder) and other project related process in eBuilder. 
• Assist in performing analytical study related to engineering data.  
• Manage Master service contracts (MSA)’s status, tracking budget and management. 
• Assist in policy and procedure development and maintenance
• lead administrative projects and help drive SVP’s processes in engineering, Planning and CIP teams.
