The Community Development Department’s Planning Division provides a broad range of services, including review of applications for current ­­­development and long-range planning.

The intern must have an interest in pursuing planning as a career and will gain practical experience to be competitive in the job market. Enthusiasm, respect, accountability, collaboration, critical thinking, willingness to learn are attributes we are seeking in the candidates.

This paid internship will involve supporting research regarding a variety of activities, and assignments performing duties and responsibilities related to the daily functions of Planning Division as required.

The Position

The Planning Intern will support the Community Development Department - Planning Division with research-based projects and assist staff with minor permit review. This internship is designed to provide hands-on experience in municipal planning, exposure to development review processes, and an understanding of how planning policies are implemented at the local level. The intern will work closely with planning staff and gain practical insight into zoning, land use regulations, and public-sector planning operations.

Duties: The primary projects will most likely include the following:

•    Conduct research related to land use planning, zoning regulations, and special planning initiatives
•    Assist planning staff with minor permit review
•    Help organize and analyze planning data, maps, and project materials
•    Prepare summaries and other written materials to support planning projects
•    Assist with updating planning documents, handouts, and internal resources
•    Participate in staff meetings and observe planning processes, as appropriate
•    Provide general administrative support to planning staff as needed

Minimum Qualifications

•    BA/BS Candidate in City Planning, Architecture, Public Policy or a similar discipline
•    Strong analytical, writing and verbal skills; effective written and oral communication
•    Interest in municipal planning and public-sector work
•    Familiarity with land use planning concepts or zoning regulations
•    Strong attention to detail and willingness to learn
 

Time Commitment

Flexible Schedule, up to 40 hours a week. Each intern is able to work a maximum of 1,000 hours per fiscal year.

$25.08 – 30.02 per hour

PARKS, RECREATION AND ARTS COMMISSION

A Parks, Recreation and Arts Commission of the Town of Danville is hereby established.  The Commission shall consist of eight (8) regular members, one (1) of which shall be a Youth Commissioner as defined in Section 2-10.12 of this chapter, and one (1) alternate member, all of whom shall be appointed by the Town Council.

Qualifications

All members shall by experience, training, education, occupation or avocation, have demonstrated knowledge of and interest in park, recreation, cultural, or arts facilities, or leisure and human services.

Term of Office

With the exception of the Youth Commissioner, the term of office of each member of the Commission shall be four (4) years unless otherwise determined by the Town Council. The term of each Youth Commissioner shall be two (2) years. Each member shall serve until their successor is appointed and qualified.

Removal or Vacancy

A member of the Commission may be removed by a majority vote of the Council. A vacancy is filled in the same manner as the original appointment. A person appointed to fill a vacancy serves for the remainder of the unexpired term.

Time and Place of Regular Meeting

The Commission shall hold at least one (1) regular monthly meeting. The Commission shall fix the time and place of its regular meetings by resolution or by-law. Special meetings may be called as necessary. All meetings of the Commission are open to the public and the Commission shall give notice of its meetings as required by law.

No Compensation for Members; Reimbursement of Expenses

Members of the Commission shall not receive compensation for attendance at Commission meetings, but are entitled to reimbursement for expenses incurred in the course of their duties upon approval by the Town Council.

Chair and Vice-Chair

The Commission shall elect a Chair and Vice-Chair from among its members. The Chair and Vice-Chair serve for a term of one (1) year and until the successor of each is elected and qualified.

Adoption of Rules

The Commission shall adopt rules for the transaction of its business and shall keep a public record of its resolutions, transactions, findings and determinations.

Quorum. Four (4) members of the Commission constitute a quorum for the transaction of business.

Duties of Officers of the Commission

 a.   Chair. The Chair shall preside at all meetings of the Commission. The Chair shall appoint all committees and shall perform all the duties necessary or incidental to the office.

b.   Vice-Chair.  The Vice-Chair is Chair in the absence or inability of the Chair to act.

Duties and Powers of the Commission

The Park and Leisure Services Commission shall:

  a.   Be the primary advisory body to the Town Council on acquiring and developing park, recreation, cultural, and arts facilities and providing recreation and arts programs for Town residents;

   b.   Review the Town’s Parks, Recreation and Arts Strategic Plan and recommend steps to implement or revise the Plan as needed;

   c.   Hold public meetings, conduct surveys, and use other reasonable methods to determine community park, recreation, and arts needs and recommend actions to meet those needs to the Town Council;

   d.   Review site plans for public parks, recreation, art, or cultural facilities and recommend plans and specifications to the Town Council for additions and improvements;

   e.   Review and comment on all subdivisions and other development proposals in which land is proposed for dedication, credit for private open space is requested, projects on school lands or other significant park, creek, trail, or open space concerns exist;

   f.   Review and comment on the annual implementation of the Capital Improvement Program;

   g.   Recommend to the Town Council for adoption facility use policies including fees, restrictions, priorities and other concerns and review the adopted policies and fees annually recommending changes as needed.

    h.   Consider improvements to the condition of Town recreation facilities annually; and

    i.   Perform other duties prescribed by the Town Council.

Qualifications and Role of Youth Commissioner

The Town Council shall appoint a Youth Commissioner to serve on the Commission to represent the interests of Danville youth. The Youth Commissioner shall be a Danville resident of high school age. The Youth Commissioner shall have the same obligations and authority of all other commissioners.

Residency Requirements

All members of the Commission shall be residents of the Town of Danville.

Commission Alternate

The Town Council may, at its discretion, appoint one alternate to the Commission. The alternate member of the Commission shall attend all meetings of the Commission. If a regular member of the Commission is absent or required to abstain from all or any part of a Commission meeting, the alternate member shall participate in place of the absent member, with all rights and privileges of a regular member, including the authority to vote on matters before the Commission.

AC Transit is seeking a Market Research Project Manager II. Under general direction serves as the project manager leading a variety of complex market research projects, functions, and activities. Incumbents in this position provide actionable data-driven insight informing and aligning strategic business decisions with customer sentiment.

This classification is distinguished from other marketing and communications classifications by the assigned project management responsibilities leading District-wide, market research projects and studies of considerable size and complexity. Incumbents at this level are expected to operate with a high degree of professional judgment and independence, providing technical and functional direction to vendors, professional, technical, and contract staff.

REPRESENTATIVE FUNCTIONS:
Leads the District’s primary and secondary market and research projects and studies, including customer opinion surveys, focus groups, personal interviews, field research, and quantitative and qualitative market research studies conducted across a variety of surveying channels, including in-person and on-line; identifies trends and responds with appropriate strategies to achieve the departmental and the District’s strategic goals and objectives.

Conducts a variety of market research projects; collects and analyzes data concerning customer sentiment; collaborates and coordinates efforts District-wide to design and implement communication and outreach campaigns to measure and drive improvement in service delivery, key performance metrics, and customer experiences; aligns customer experience strategies with departmental and the District’s strategic initiatives.
Performs project management functions and activities and is responsible for the full lifecycle of the assigned market research projects overseeing scope, timeline, budget, and quality standards from the project’s inception to completion; manages the activities of outside vendors and contractors. Provides consultation and professional, technical advice to executive staff, management teams, and other District departments; represents the Department on various external committees and projects.

Prepares and presents a variety of reports on operations, activities, and special projects; presents findings to the Board of Directors, executive management, other District staff, and various public and private entities.
Evaluates and recommends professional consulting services for assigned projects; develops and disseminates Requests for Proposals (RFPs), Request for Qualifications (RFQs), and Invitation For Bids (IFBs) and develops proposal evaluation criteria; assists in the negotiation, preparation, and administration of professional services and contracts; recommends and prepares amendments to professional services contracts.

Prepares, reviews, and maintains a variety of project-related information and documentation, including project schedules, Statements of Work (SOWs), status reports, detailing issues, risks, and deliverables; monitors agreements and projects for compliance with relevant codes, ordinances, rules, and regulations.
Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of project management and market research. Provides technical and functional direction to professional, technical, and contract staff and participates in the formation, planning, review, and management of assigned projects. Performs related duties as required.

MINIMUM QUALIFICATIONS:
Education: Equivalent to a Bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned. For the Market Research Project Manager position the following are applicable fields of study: business administration, sociology, statistics, market research, communications, public administration, marketing, or a related field. Additional experience may be substituted for education on a year-for-year basis.

Experience: Six (6) years of experience in the professional field required by the assigned special projects. The Market Research Project Manager position requires experience in developing and implementing market research, marketing, public information, or communications programs with an emphasis on data collection, market analysis, and detailing the customer journey or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Manager I. Years of experience may be substituted for the educational requirement on a two for one basis; two (2) years of experience may be submitted for one (1) year of education).

DISTINGUISHING CHARACTERISTICS

The Refuse Truck Driver II is the journey-level class responsible for a wide variety of maintenance and refuse collection tasks. This classification is distinguished from the next higher classification of Senior Refuse Truck Driver in that the latter performs the more complex assignments and lead responsibilities. 

SUPERVISION RECEIVED/EXERCISED

This position receives general supervision from the Solid Waste division’s Public Services Supervisor. May exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs general maintenance, repair, construction, equipment operation and installation work in refuse collection.
• Operates a variety of collection vehicles and equipment including front, rear and side loaders in the collection and transportation of residential and commercial refuse; drives to landfill site when vehicle is full and unloads material; evaluates and updates assigned routes; cleans, maintains and inspects assigned vehicles; maintains daily logs.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may provide training to lower level staff; responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE/ABILITIES/SKILLS

Position Summary

Under general direction from the Director of Planning, manages projects, leads and supervises staff and performs difficult and complex transit planning studies, investigations and analyses. Supports the three elements of the department work program: Short-Range and Service Planning, Long-Range Strategic Planning, and Facilities Planning. Develops various transit and traffic analyses, plans, and projects which include complying with requirements of CEQA, NEPA, Title VI and ADA. Develops, executes, analyzes and summarizes complex planning projects or manages consultant efforts to accomplish such projects. Coordinates the District’s data using sources from, Golden Gate Bridge Traffic and Toll Revenue Collection System and data from outside the District, and will plan for new data resources to be integrated into the District’s systems as they become available on-line. Provides District data regarding bridge, road and transit facilities, traffic data and performance, transit ridership and performance, and toll and parking policies to outside and partner agencies. 

Makes regular personal contact with District staff to interpret planning policy and interacts with outside public works and transit partner agency representatives to exchange planning and conceptual design information.  Regularly works with the public and other agencies to develop and implement District programs. Receives general assignments or objectives from the Director of Planning, and performs related duties as required or assigned.

Essential Responsibilities

• Researches, compiles, analyzes and interprets complex technical, demographic, economic, financial and other statistical data for the development of various roadway and transit facility plans and projects such as the District's transit service plan, transit capital improvement program, proposed bridge tolls  or parking facilities.
• Monitors and evaluates transit service performance, bridge traffic patterns, parking occupancy and trends, and transit service patronage, including the use of computer techniques or models where appropriate
• Prepares, or supervises preparation of, routine evaluations of the efficiency and effectiveness of bus on-street operations, major transit facilities and bus stops.  Recommends specific improvements based on these evaluations
• Assists in the preparation of the District's Short-Range Transit Plan and other federal and state required reports, including the organization of meetings between various staff providing input to these reports on an as-needed basis
• Leads teams of planning and other staff working on planning projects.  Develops project staffing requirements and timelines
• Prepares official recommendations and informational reports for consideration by the general public, the District's Board of Directors, technical staff of the District or other agencies and other groups on technical and planning subjects. Prepares or assists with verbal presentations to staff groups, public groups, and the boards of local municipalities and advises District personnel on matters related to interactions with these groups
• Supports and coordinates staff responsibilities with regard to monthly meetings of the District’s Service Review Committee and other internal and external coordination meetings as directed
• Acts, when directed, as liaison between the District and other agencies on planning matters by reviewing outside reports, attending meetings, drafting correspondence and providing technical information to public agencies and other transit groups.  Communicates with the general public on technical matters related to facility planning and District data
• Supervises or provides staff support and coordination to certain advisory groups to the District, including the District’s three Passenger Advisory Committees (Bus Passengers Advisory Committee, Ferry Passengers Advisory Committee, and Advisory Committee on Accessibility), as appropriate when specific questions related to bus, ferry, or bridge traffic operations or facilities need a response.
• Prepares scopes of work for planning projects to be undertaken by consultants; coordinates the process of consultant selection; provides technical liaison with consultants and coordinates contract administration
• May assist District Engineering Department with development of capital projects related to transportation and traffic support facilities
• Represents Director of Planning in their absence at various District meetings, meetings with other public agencies, and with the Planning Department  
• May assign and supervise work of Senior Planner and Associate Planners
• Performs related duties as assigned
• Ensures that employees under his or her supervision follow established safe work practices and obey all safety rules
• Regular and reliable attendance and performance is required

The City of Patterson is currently recruiting to fill several part-time vacancies for Lifeguard with the Recreation & Community Services Department for their Summer program and to establish an Eligibility List.

Under the supervision of the Recreation Supervisor and the Pool Managers, the Lifeguard will be responsible for the safety of the patrons at the Patterson Aquatics Center.  The Lifeguard must remain alert and knowledgeable as well as physically fit.  Duties include, but are not limited to: maintain the office, answer phones, maintain correspondence with the public and respond to all inquiries, be generally available to answer and refer patrons to resources within the community; teach swim lessons; enforce all aquatic facility policies, rules, and regulations; recognize and respond effectively in emergencies; complete additional duties as assigned by supervisor.  All Lifeguards are responsible for keeping the facilities clean and safe for all patrons.

This position is established for 19 hours a week, but will vary depending on programming needs, and will be working weekdays, evenings, weekends and holidays.

The Recreation Specialist is a unique position that is primarily responsible for specific projects or long term projects requiring relevant knowledge and expertise.

EXAMPLES OF DUTIES (This is a general description of duties and is not all-inclusive)

• Coordinate all aspects of a project
• Set up and maintain project files or computer databases as required
• Provide regular project updates including written reports to project leader in a timely manner
• May work independently or in a team environment depending on project requirements
• Provide expertise and support to project leader
• Enforce City policies and procedures
• May be required variable hours including evenings and weekends
• Perform other duties as assigned

SUPERVISION EXERCISED AND RECEIVED

General supervision is provided by the Recreation Supervisor.

MINIMUM QUALIFICATIONS

• Must be at least 18 years of age
• Relevant technical skill, education, experience or expertise
• Ability to establish and maintain productive relations and positive attitude toward others
• Excellent written and verbal skills
• Excellent organizational and supervisory skills, be resourceful, flexible and able to work both alone or as a team member
• Must be reliable and be able to provide transportation

REQUIREMENTS FOR EMPLOYMENT

• Must be able to handle sensitive and/or stressful situations or information with tact, discretion and significant awareness of confidentiality
• Must effectively communicate with adults and children from a variety of cultural backgrounds
• Willingness to comply with suspected child abuse reporting (11166.5 PC)
• Employees are required to be certified in Adult/Child CPR, First Aid, & AED from American Red Cross, American Heart Association or supervisor approved equivalent. Employees must be certified within 30 days of hire date or prior to the first day of work, whichever occurs earlier.
• Fingerprinting and TB test are required
• Must submit verification of legal right to work in the United States as a condition of employment

SELECTION PROCESS

The most highly qualified applicants will be invited to an oral interview. Applicant evaluations may include a written and physical test. Satisfactory candidates will be placed on an eligibility list. Placements are anticipated immediately after the list is established. Some placements may be assigned to emphasize public education as the City's needs require.

Some positions may require a health evaluation.

DEFINITION

Under general supervision, provides recreational instruction and activities, social development, guidance, direction and care for preschool and elementary school-age children by coordinating and directing the daily operations of a childcare site.

DISTINGUISHING CHARACTERISTICS

The Childcare Site Coordinator is the position responsible for the daily operations of a childcare site.

Supervision Received and Exercised

General supervision is provided by the Recreation Supervisor Childcare Services. Responsibilities include the direct supervision of site subordinate personnel.

ESSENTIAL FUNCTIONS- INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Plans, organizes and coordinates the care of preschool and elementary school-age children by providing various activities and events at a childcare site.
• Prepares daily and monthly program plans and assigns activities and events to subordinate staff members.
• Maintains staff and participant files in accordance with departmental, licensing (Title 22) and funding (Title 5) requirements.
• Creates attendance rosters and checkoff list for all rooms for keeping track of children and ratios.
• Schedules staff to ensure required ratios are met at all times. Coordinates staff with other sites.
• Prepares a monthly site newsletter outlining activities and events,
• Provides families with resources and informational documents pertaining to child development.
• Prepares/coordinates lunch/snack menus for the site (breakfast, lunch, and afternoon snack).
• Plans/coordinates site-based field trips, special events, and guest speakers collaborating with the site staff to plan and implement.
• Drives city vans to/from the field trips.
• Identifies special needs of participants and develops an action plan with the families for maintaining safety. Initiate referrals as necessary.
• Investigates complaints, accidents and injuries and submits necessary reports.
• Inspects the site and equipment to ensure proper maintenance, cleanliness, operation, and safety.
• Observes children on a daily basis to detect health problems and instructs children in proper health and hygiene care.
• Develops discipline techniques and youth program management plan.
• Coordinates and participates in cleaning and maintaining the facility and equipment.
• Plans and conducts quarterly parent-teacher conferences/meetings with parents/guardians.
• Interacts with personnel from the site school in planning and implementing site activities.
• Attends various school functions and meetings, in-service training programs and staff meetings.
• Conducts site staff meetings.
• Monitors and orders site supplies.
• Prepares forms, records, and reports necessary for site management.
• Allocates funds through grant-based site priorities and needs.
• Supervises, trains, and evaluates assigned personnel.
• Changing diapers and other apparel.
• Performs other related duties as assigned.

QUALIFICATIONS:

Knowledge of:

• Childcare issues and regulations.
• Principles of childcare program management and early childhood education, including utilization of DRDPs (Desired Results Developmental Profile).
• How to administer and score the ASQs (Ages and Stages Questionnaires).
• Child development child and family support software, which may include tracking attendance, documenting benchmarks, collecting children's art or classwork, managing child care portfolios, maintaining developmental profiles, and organizing classroom environments.
• Various games, sports, arts, crafts, and other activities appropriate to preschool and elementary school-age children.
• Stages of child development.
• Basic first aid, health/hygiene, and safety procedures and requirements.
• Basic record keeping and budgeting principles.
• Principles of supervision, training goal setting, and performance evaluation.

Skill/Ability to:

• Maintain and prepare city, state, and federal records and reports.
• Evaluate student Assessment Tools and Reporting findings.
• Organize and direct a variety of recreational activities for preschool and elementary school-age children.
• Coordinate a developmentally appropriate preschool and school-age curriculum.
• Communicate clearly both orally and in writing.
• Understand and apply State and departmental regulations and policies.
• Utilize office software including Microsfot Excel Spreadsheets and Microsoft Word
• Maintain and prepare records and reports necessary for site management.
• Establish and maintain effective communications and working relationships with children, parents/guardians, school district personnel, staff and the general public.
• Use various child development child and family support software, which may include tracking attendance, documenting benchmarks, collecting children's art or classwork, managing child care portfolios, maintaining developmental profiles, and organizing classroom environments.
• Supervise, train and evaluate subordinate personnel.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge, and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

One (1) year of experience, defined as three (3) hours or more per day for 350 days in the past four (4) years. This experience must be in a group setting working with children aged 2 ½ - 14.  and 100 hours of supervising adults.

Experience teaching in a Title 5 program is desirable.

Training:

AA degree with 24 units in Child Development units including: All 12 units of the core child development classes, 16 General Education units, 6 Administrative units, and a 2-unit adult supervision class, or

A Teaching or Administrative Credential with 15 units in Child Development units including: All 12 units of the core child development classes, and a 3-unit supervised field experience class.

Licenses/Certifications:

Possession of a valid California driver’s license.

Current Site Supervisor permit from the State of California, or a current Site Supervisor Permit Waiver, or must possess the qualifications to obtain a Site Supervisor Permit with one year of hire.

Red Cross Infant/Child CPR/AED and Red Cross First Aid Certifications must be completed within six months of employment.

All Child care employees must pass the Department of Justice fingerprinting scan in order to work for the City of Pacifica.

All State of California Child Development Permits must be maintained.

While performing the duties of this job, the employee is regularly required to sit, stand, walk, bend, stoop or kneel. Use hands to finger, handle, or feel; reach with hands or arms; talk and hear. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, and depth perception. The employee must regularly lift, move, and/or carry up to 10 pounds, and occasionally lift, move and/or carry up to 30 pounds.

Working environment:

The Recreation Instructor will be responsible for the implementation and planning of water aerobics course to be held at the George M Silliman Community Activity Center.
