The Santa Clara County Housing Authority (SCCHA) is seeking a skilled and detail-oriented Accountant II to join our dynamic team. This role involves performing a range of complex and varied technical and professional accounting tasks, including auditing, analyzing, and verifying financial records and reports. The incumbent will play a crucial role in managing the financial activities of an affordable housing portfolio of about 30 properties. This would include the preparation of financial and statistical reports, coordinate annual audits, assist with budget preparation, and ensure the accuracy and compliance of financial statements.

Department of Public Works

The City of Half Moon Bay Department of Public Works seeks a qualified individual to perform a variety of professional level duties and responsibilities in support of the Engineering Division and functions including research and analysis for design, land development and capital improvements; to provide information and assistance to applicants, developers, consultants, the general public, and outside agencies and organizations regarding City codes, policies, standards and processes related to engineering, building and capital projects; and to participate in planning and implementation of projects.  The core services of the Public Works Department are to promote safety, livability, and sustainability through effective management of streets, parks, facilities, and utilities.  The department is also dedicated to excellence, integrity, and environmental stewardship.  For more information about the Department of Public Works please visit the department website.  

The Engineering Division is responsible for review of private development, issuance of applicable permits, assisting with environmental reviews, coordination with other divisions/departments, consultant engineers, and other utility providers in the design and construction of new public and privately funded projects and infrastructure.  The division identifies capital improvement needs in consultation with other divisions and departments, coordinates with non-City utility providers on design and implementation of the CIP, and oversees design, permitting, bidding, and construction of those projects.  The division is also responsible for managing the Traffic Safety Committee, related traffic safety regulations.  

WHAT YOU 'LL DO

This position is responsible for performing entry level professional civil engineering work related to the design, construction, inspection, and coordination of a variety of public works projects as well as review and permitting of private development projects.

COMPENSATION & BENEFITS

Assistant Engineer: $7,950 - $9.663 monthly DOQ

Holidays: 14 paid holidays per year.

Vacation: 12 days (96 hours) annually.

Administrative Leave: 12 days (96 hours) annually.

Sick Leave: 12 days (96 hours) annually.

Retirement: PERS Classic employee receives 2% at 55; single highest year and PEPRA employee receives 2% at 62, with highest 3 years. Classic employees pay 7% employee contribution and PEPRA employees pay half the normal costs (currently 6.5%). The City of Half Moon Bay does not participate in Social Security, except the required Medicare.

Health Insurance: Employee can choose from medical plans provided through CalPERS. The City provides an allowance of $1,900 per month, which can be used for medical premiums.  Any unused portion may be taken as additional compensation. Dental and Vision is fully paid by the City up to family coverage.

MINIMUM QUALIFICATIONS

EDUCATION and EXPERIENCE:

Education

Possess a Bachelor's Degree from an accredited college or university, with major course work in civil engineering or a related field; and

Experience

Assistant Engineer - No experience is required, although some practical technical experience or an internship is desirable.  

Licenses and Certificates

Assistant Engineer - Possession of a valid California Class "C" Driver's License is required at time of appointment and for duration of employment.  Possession of an Engineer Training Certificate is preferred.  Registration as a Civil Engineer in the State of California is strongly encouraged within one year of hire.

Must be able to perform all of the essential functions of the job assignment.

The Combination Building Inspector I/II plays a crucial role in protecting public health, safety, and welfare by reviewing construction projects to ensure compliance with minimum standards. Their inspections cover not only the structural stability of buildings but also key safety aspects such as fire protection, life-safety features, energy efficiency, and the proper functioning of plumbing, mechanical, and electrical systems. 

The Combination Building Inspector must possess excellent customer service and communication skills, be self-motivated, exercise discretion and independent judgment, and project a very professional image through in-person, phone, and e-mail interactions at all times. Additionally, this position will plan check in specialized areas such as plumbing, mechanical and electrical.  

PRIMARY RESPONSIBILITIES 

• Conducts inspection work to enforce building, fire and life safety, mechanical, plumbing, electrical, energy, accessibility, and other related codes and regulations that govern the construction, alteration, repair, and use of buildings and structures.  

• Reads and interprets plans and specifications for inspection on commercial, industrial and residential buildings. Performs pre-construction inspections on complex permits to get familiarized with the project milestones and establish communication channels with the contractor and the design team. 

• Participates in the development of policies and procedures; recommends programs and projects to the inspector supervisor and the inspection team.

About the Position

The City of San Carlos is seeking a full-time Associate Engineer in our Public Works Department. This position performs professional and technical civil engineering work in support of the City’s public works and private development projects. Responsibilities will range from simpler projects and to more complex ones. Employees in this job class provide general engineering support and direction to a variety of public and private projects. Projects worked on may include civil works projects including: roads, drainage, grading, buildings, water and wastewater pipelines and treatment facilities, tanks, generators, parks and landscaping, bike paths, environmental mitigation and other related subjects.

The Associate Engineer is distinguished from the Assistant Engineer by the level of experience in the field of municipal engineering and the level of job knowledge.  This is a more specialized class wherein incumbents are charged with performing a wide variety of complex engineering assignments and having a much broader range of knowledge, skills and abilities.

Employees in this classification work under general supervision of the Principal Engineer. Employees in the Engineer positions are not directly responsible for the supervision and evaluation of other engineering staff; however, they may provide supervision of work product to other engineers, inspectors, technicians or intern staff.

Essential Duties

• Plans, directs, participates and effectively completes moderately complex projects. This technical work involves engineering, surveying, construction or other activities related to the civil engineering profession.
• Manages assigned projects, serving as the project lead and ensuring that all aspects of the project are addressed and completed professionally.
• Supervises the work products of project team members, including technicians or intern staff.

DEFINITION
Crisis Response Clinician I: Under direct supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned.

Crisis Response Clinician II: Under general supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned. This is a full journey level position within the Crisis Response Clinician series and is distinguished from the Crisis Response Clinician I by the performance of the full range of duties with only occasional instruction or assistance.

Under the flexible staffing concept, Crisis Response Clinician II positions that become vacant may reasonably be filled at the Crisis Response Clinician I level for training purposes.

EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS
Knowledge of: Office machines and specialized software applications; current philosophy, principles, and practices for services to clients with serious mental illness; individual, group and family psychodynamics as they relate to adults or children in crisis; psychological diagnostic methods and terminology; personality development from infancy through adulthood; human and health services systems in the County including private agencies and other community resources; applicable local, State and Federal laws, ordinances and rules.

Experience:
Crisis Response Clinician I: One (1) year of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.
Crisis Response Clinician II: Two (2) years of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.

License:
Possession of a valid Class C California Driver's License.

DISTINGUISHING CHARACTERISTICS

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. Minimum Qualifications for consideration: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to graduation from an accredited U.S. high school; passing score on the General Education Development (GED) test; or possession of a two-year, four-year, or advanced degree from an accredited college or university. Experience: Completion of a P.O.S.T.-certified training academy.

DISTINGUISHING CHARACTERISTICS                                                                  

Management Analyst performs a variety of complex analytical duties in support of an assigned department.  Incumbents may be assigned tasks related to budget preparation, monitoring and control, developing policies and procedures, supporting management in personnel matters, surveys, data analysis, special projects, and other administrative and analytical support work.

DUTIES AND RESPONSIBILITIES

Licenses: Possession of a valid Class C California Driver's License with a satisfactory driving record as determined by California Motor Vehicle guidelines.

SPECIAL REQUIREMENTS
