The Bus Fleet Facilities Infrastructure Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities. 

The Construction Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for establishing standards, policies, and processes to manage the construction of SamTrans projects. This position oversees both the construction and construction management of projects, working with Project Managers, Construction Management Team, and Contractors to ensure successful project delivery. Responsibilities include providing constructability review of Contract Documents prior to advertisement, providing guidance to engineering and construction management staff in the planning, organizing and directing the work of contractors, negotiating changes to project scope or budget, directing the advertise, award, and administration phases of construction, and ensuring project and contract compliance with public contracting law.

Essential Functions & Duties

• Oversee the development of standard construction management manual that can be used for future SamTrans facilities and infrastructure projects in construction.
• Oversees the development of a Construction Quality Management Plan for construction projects.
• The individual selected for this position must demonstrate strong abilities in leadership, self–motivation, and technical acumen as well as extensive staff management and development experience, strong communication and organizational skills, and sound judgment in their area of expertise.
• Managing general engineering consultants that develop provide construction management services.
• Oversees the constructability review process for construction documents prior to bid issuance.
• Managing coordination and communications with project stakeholders.
• Oversee management of the scope, schedule, budget, and quality of infrastructure projects from construction phase to close out.
• Make presentations at SamTrans Board meetings and other public meetings about the construction projects.
• Manage communication with internal and external stakeholders. Obtain input, collaborate, build consensus, and resolve issues if needed.
• Manage consultant and professional level staff. Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Essential Duties:

• Inspects on-going construction projects to ensure improvement and devise capital improvement plans.
• Manages and participates in the development and implementation of Construction Management Manual, Construction Quality Management Plan and other relevant documents to help improve the workflow and development of the department during construction.
• Plans, directs, coordinates, and reviews the work directives for assigned staff or contractors; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff and/or contract service providers to identify and resolve problems.
• Provide constructability reviews and approve final project plans, specifications, and cost estimates.
• Collaborate with project managers in the preparation of plans, specifications, cost estimates, requests for proposals, and bid documents for SamTrans’ infrastructure projects.
• Coordinate and collaborate closely with SamTrans project stakeholders.
• Brief Executive Management and the Board on the status, progress, and requirements of SamTrans infrastructure projects.
• Provide direction and guidance to consultant staff responsible for managing infrastructure projects.
• Support development of contract solicitations.
• Investigate, evaluate, and resolve project issues.
• Identify root cause of issues. Determine and present appropriate solutions.
• Review cost estimates, monitor construction schedules and budgets, and monitor work in progress.
• Coordinate the provision of capital project development and implementation services with other departments and divisions.  
• Maintain a full understanding of all technical and regulatory matters affecting bus facility and infrastructure maintenance and construction activities.   
• Coordinate with federal, state, and local agencies during project implementation, and ensure compliance with their administrative guidelines.
• Represent SamTrans before the Board of Directors, city councils, and other state, federal, local, and regional agencies, boards, and before local citizens in public meetings and hearings.
• Develop, negotiate, and monitor contracts and cooperative agreements with other governmental agencies, private consultants, and private contractors.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

 

Minimum Qualifications Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Engineering, or a closely related field.
• Five (5) years full-time increasingly responsible management experience in the area of civil, electrical, mechanical, or other related engineering design, construction management, and/or public works project management.
• Three (3) years experience supervising staff on a full-time or project basis.

Preferred Qualifications

• Experienced in the management and delivery of complex engineering design projects for public transit agencies.
• Possess Quality Control/Quality Assurance experience.
• Experienced with Storm Water System Management.
• Registered Professional Engineer in the state of California.
• Able to possess a valid California drivers’ license with a safe driving record.

San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

• In family practice addressing chronic disease management

• In the diagnosis and treatment of sexually transmitted infections

• Collaborating with interdisciplinary teams

• With the underserved population, including those who are homeless

Examples of Duties

• Provide low-threshold, comprehensive care for San Mateo County’s most marginalized and vulnerable populations, including people experiencing homelessness, those in shelters, migrant and immigrant farmworkers, the recently incarcerated, the uninsured, and those with financial challenges.

• Provide comprehensive and urgent care in a variety of non-traditional settings, including homeless encampments, outdoor locations, shelters, and a mobile RV clinic.

• Demonstrate the ability to work closely and collaboratively with a small team in often challenging environments (e.g., homeless encampments, shelters, extreme weather, individuals under the influence, or those with mental health challenges).

• Take stewardship of medical care for assigned geographic populations and/or shelters.

• Outreach to and build long-term, trust-based relationships with vulnerable populations.

• Assess patients’ physical, emotional, and social status through medical history, physical examinations, and diagnostic screenings; evaluate clinical findings and lab results.

• Identify and manage common illnesses and other health problems.

• Refer urgent issues beyond scope to appropriate specialists.

• Deliver longitudinal care in assigned areas.

• Collaborate with other health professionals following protocols for diagnosis and treatment.

• Build relationships with community partners to improve health outcomes and expand services.

• Counsel families regarding health maintenance and care.

• Coordinate referrals to other health or social agencies.

• Maintain accurate records of assessments, follow-ups, and evaluations.

• Supervise subordinate health workers and participate in meetings.

• Actively participate in quality improvement efforts.

• Perform related duties as assigned.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

Licensure

• California Registered Nurse license

• California Board of Registered Nursing (BRN) Nurse Practitioner license

• California BRN Furnishing Number

• DEA Number

The Department: 

 

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services.  The Division also operates a Central Warehouse, with over 3,000 inventory items primarily to support the City's utility departments (Silicon Valley Power and the Water and Sewer Departments). The Division is also responsible for the disposition of surplus property and the City mailroom.

 

The Division will soon expand its warehouse operations with the opening of a second warehouse to support Silicon Valley Power’s infrastructure projects. This recruitment is to fill the Chief Storekeeper position that will manage operations at the current central warehouse, as the incumbent Chief Storekeeper will be transitioning over to the new warehouse.

The Chief Storekeeper is a classified position responsible for overseeing day-to-day warehouse operations, including:

• Oversee a wide variety of materials, supplies, and related equipment 
• Receiving, storing, and issuing supplies, tools, and equipment

• Providing direction to departments for orders of materials

San Mateo County Health is seeking a well-qualified individuals for the position of Environmental Health Specialist IV - Consumer Protection Programs. Environmental Health Specialist will receive general supervision and provide lead direction in performing various countywide environmental health inspection and enforcement activities in one of the several specialized technical areas such as consumer protection, food sanitation, recreational water, water, sewage, land use, and cross connection control; vector control; solid waste; medical waste; and housing and institutions.

There is currently one regular vacancy that will function as a Food Plan Check Specialist within the Environmental Health Division Food and Pool Programs, located in San Mateo, but the position will include travel/driving throughout the county to perform duties of the job.

Environmental Health Services ensures a safe and healthful environment in the County's 20 cities and unincorporated areas through education, monitoring and enforcement of a variety of regulatory programs, as well as ongoing services to the community.

Duties within the Consumer Protection Programs include:

Duties may include, but are not limited to, the following:

• Provide lead direction, training and work review to assigned staff; organize and assign work, coordinate complex projects, and follow up to ensure completion of assigned work.
• Provide input into selection decisions, performance evaluations and disciplinary matters.
• Serve as technical expert and staff consultant in area of specialization.
• Inspect establishments and properties in assigned area for compliance with environmental health laws and regulations.
• Conduct specialized studies, program audits, investigations and inspections and make recommendations; maintain a program of code compliance and implementation in the area of specialization.
• Develop, standardize, and update staff inspection techniques.
• Investigate and resolve citizen complaints, acting as a liaison with community groups, government agencies and private business.
• Compile data, evaluate procedures and draft proposed legislation and guidelines; may review and make recommendations on environmental impact reports.
• Plan and conduct in service and public education training programs.
• Interpret regulations and provide advice relating to area of specialization to city officials, citizen groups, business owners and others.
• Maintain records and prepare reports and correspondence.
• May act as expert witness in court proceedings.
• Perform related duties as assigned.

Qualifications
Knowledge of:

• The area of specialty, including its scientific background, technology, principles, methods, investigative techniques and problems.
• Laws, regulations and codes governing the assigned area of specialization.
• Sanitation provisions in the Health and Safety Code.
• Government agencies, community organizations and business establishments as they relate to environmental health.

Skill/Ability to:

• Plan, direct and coordinate a program of research, study, investigation and enforcement in the specialized area of responsibility.
• Interpret laws, regulations and data.
• Define difficult problem areas, analyze complex data and make valid recommendations.
• Advise and instruct others on compliance requirements in specialized area.
• Enforce local ordinances and state law.
• Work independently.
• Keep complex and accurate records.
• Speak effectively and make public presentations.
• Prepare clear, concise reports and correspondence.
• Establish and maintain cooperative working relationships with others.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• Three years of journey level experience as a Registered Environmental Health Specialist, including one year of experience in a regulatory agency in the designated option: Option 1 - Water, Sewage, Land Use and Cross Connection Control Option 2 - Vector Control and Solid/Infectious Waste Option 3 - Housing and Institutions Option 4 - Food Sanitation and Consumer Protection

Licensure/Certification:

• Possession of a California certificate as Registered Environmental Health Specialist.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the final filing date will receive five points added to their final passing score

A copy of a current California certificate as a Registered Environmental Health Specialist (REHS) is to be submitted with the application.

The examination process will consist of an application screening (weight: Pass/Fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.

After School Program Technician I's work in the formal Suisun City classification of Recreation Specialist II. Starting hourly rate will depend on qualifications. This position works on average 19-29 hours per week.

The Position: Under general supervision, this position involves organizing, leading, and coordinating a variety of indoor and outdoor recreational and educational activities for an Afterschool Program. This role is classified as Temporary Part-Time to support both seasonal and year-round recreational programs.

On April 29, 2025, Suisun City Council approved a new contract between the Suisun City RPM Department and the Fairfield-Suisun Unified School District (FSUSD). This agreement expands after school programming to include to grades TK-5 at Dan O. Root Elementary and Crescent Elementary Schools, making the Suisun City RPM Department the sole provider of after school services at both locations. This is a significant milestone for the RPM department and a reflection of the quality and dedication of our team.  We are excited to continue providing high-quality programs for our community's youth.
