Key Responsibilities

• Perform technical and paraprofessional engineering work related to land development review, encroachment permits, capital improvements, infrastructure design, environmental/regulatory compliance, and field inspection services

• Assist in preparing designs, plans, and specifications for public works projects such as streets, storm drains, sanitary sewer lines, and other projects, which may involve data collection and analysis, field surveys, performing related calculations, drafting, and cost estimates.

• Perform limited project and construction management services for various projects.

• Update and maintain Public Works design and construction standards.

• Investigate and resolve work orders, field problems, and complaints from property owners, contractors, and utility providers; and recommend and implement corrective actions.

• Review and process encroachment permits; and provide customer service at the public counter, by phone, email, and virtual platforms.

• Provide courteous and professional assistance at the public counter, by phone, email, and virtual platforms, and answer questions about building permits and the permit process.

• Regularly update the Public Works website as directed.

• Prepare CAD drawings and update GIS mapping databases.

• Prepare technical reports, presentations, and visual materials.

• Inspect public works construction and permit-related activities; prepare field notes; and maintain accurate field inspection reports.

• Conduct plan checks for accuracy, completeness, and compliance with applicable codes, Town standards, and best practices

• Respond to service requests and coordinate with team members to ensure timely and efficient project delivery.

• Record documents with the County and maintain project and permit database.

Administrative Assistant

Under the direction of the Town Clerk, the Administrative Assistant performs a wide variety of administrative and clerical support for multiple Town departments, including Community Development, Public Works, and Engineering. Serving as the primary front-line contact at the Town of Loomis front desk, this position provides professional and courteous customer service to the public, Town staff, and outside agencies. Responsibilities include answering inquiries, processing permits and applications, maintaining records, performing routine office support functions, provide website maintenance and support and assisting with recurring customer service tasks to ensure efficient departmental operations. The role requires sound judgment in selecting appropriate procedures, conducting transactions with customers and the public, and resolving routine, and some non-routine, issues based on experience and established policies.

This is a full-time, non-exempt position.  The Town of Loomis offers an attractive compensation and benefits program. The current salary range for this position is $57,767.00 – $71,432.00 annually; placement within this range is dependent on qualifications and  experience.

Reporting to the Division Manager, the Senior Library Page is responsible for a variety of routine but essential library tasks. 

Key duties include:

• Checking in and shelving library materials,

• Mending and processing new or damaged items,

• Sorting and shifting collections,

• Shelf-reading, and maintaining organized and inviting displays,

• Locating materials for patron holds,

• Duplicating and weeding lists, and 

• Accurately updating item records in the Library’s Integrated Library System (ILS).

In addition to core responsibilities, this position helps train new Library Pages and serves as a mentor to part-time Page staff, fostering a supportive and collaborative work environment. The Senior Library Page also assists library staff with special projects and events, and provides customer service support at the public desk as needed.

This role requires demanding physical activity, including standing, walking, bending, reaching, and repetitive hand movements. Schedule: This is a full-time, 40-hour-per-week position. The regular schedule is Tuesday through Saturday, 9:00 a.m. to 6:00 p.m.  with possible evening hours, as needed. Flexibility and reliability are essential.

San Mateo County Health is seeking a well-qualified individual for the position of Social Work Supervisor - Aging & Disability Services (ADS) – Supportive Services. Social Work Supervisors plan, assign, review, and evaluate the work of a team of Social Workers, a Community Worker and Public Health Nurses. The Social Work Supervisor provides directions to staff on casework concepts, methods and procedures, provisions of services, and departmental policies and procedures under direction of a Health Services Manager.

The Social Work Supervisor position is located within ADS’ Supportive Services unit, which includes the Enhanced Care Management (ECM), Partners for Independence (PFI), and In-Home Supportive Services (IHSS) programs. In addition to overseeing operations and providing supervision to Social Workers in Supportive Services programs, the supervisor will assist with the on-going integration of California Advancing and Innovating Medi-Cal’s (CalAIM) ECM and Community Supports programs, working closely with the Health Plan of San Mateo (HPSM) – a Managed Care Plan for San Mateo County Medi-Cal recipients. In collaboration with key stakeholders, the supervisor will facilitate and refine care management and care coordination services to promote a seamless continuum of care within a whole-person centered care model.

The ECM and PFI program serve adult clients who need assistance managing complex medical and psychosocial needs, linking to community resources, and coordinating in-home care to safely remain in the community. The team conducts home and other field visits to assess clients’ psychosocial and safety needs engaging clients in the creation of appropriate case planning, care coordination and management goals.

This full-time position follows a Monday - Friday, 8am-5pm schedule, working in both South San Francisco and San Mateo offices. It is anticipated that the position will primarily work in the office during the probationary period, but include hybrid work accordingly. Office requirements include four on-site workdays to align with operational needs and County requirements.

Education and Experience:

San Mateo County Health is seeking a well-qualified individual for the position of Community Program Analyst II - Aging & Disability Services.

The Community Program Analyst II position within the In-Home Supportive Services (IHSS) Unit, a community-based service for older adults and people living with disabilities, within the Aging and Disability Services (ADS) Division. The position performs a variety of technical tasks related to monitoring, policy interpretation, policy development, and development of training materials for the IHSS program. Much of the work includes compiling and analyzing data, collaborating with staff and clients/families to ensure a service delivery system that is responsive to the needs of older adults and people with disabilities. Individuals should have knowledge of issues regarding aging, disabilities, functional/cognitive/mental limitations and experience in QA within a large, regulation driven service delivery system.

The Community Program Analyst will conduct QA case documentation reviews, home visits, and consultation as detailed by the California Department of Social Services (State). The analyst will provide technical guidance and education on program regulations and county operations and produce monthly, quarterly and year-end reports for Aging and Disability Services management/executives and State QA/Program Integrity. In addition, the analyst will serve as liaison among social workers, Public Authority and IHSS clients/providers to resolve disputes. The role also includes leading investigations and collaboration with the California Department of Health Care Services on suspected program misuse and oversight of all required QA monitoring work of the unit.

Community Program Analysts provide technical assistance and evaluate program functions to support effective community and client service delivery. They serve as County liaisons with contract service providers, and community-based organizations, ensure compliance with program regulations and procedures and monitor contracts related to assigned programs. Analysts may also perform other work-related duties as required.

The current vacancy is in the ADS Division located in San Mateo, CA, but may move to the South San Francisco office if needed. The position will travel throughout the County to perform the duties of this position. Travel to meetings and training courses located in Sacramento and other counties is also required.

The ideal candidate will demonstrate:

• Fluency in Spanish, Russian, Tagalog, Mandarin, or Cantonese (preferred but not required).

• Proficiency with Microsoft applications (Word, Outlook, PowerPoint, Excel, Teams, Power Apps), Adobe, and the ability to quickly learn multiple database systems such as the Case Management, Information, and Payrolling System (CMIPS II).
• Skill in building strong, collaborative working relationships with organizations and individuals from diverse backgrounds.
• Capacity to manage projects while balancing multiple assignments, adjusting priorities, and meeting deadlines.
• Strong knowledge of systems of care for older adults and people with disabilities from diverse backgrounds and cultures, including experience conducting home visits.
• Familiarity with QA desk reviews and home visits, including identifying assessment discrepancies and concerns, and developing solutions to improve compliance with regulations.
• The ability to analyze, interpret, and implement new and existing federal, state, and county regulations and laws related to IHSS and the continuum of care for older adults and people with disabilities

This is a limited term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan. The eligible list generated from this recruitment may be used to fill future extra-help, term, unclassified, and regular classified vacancies.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Providing technical, programmatic, and fiscal assistance to staff and management, including developing program policies and procedures and training staff.
• Compiling and maintaining accurate records and files related to program activities.
• Evaluating program effectiveness against established goals and regulations; identifying problems, presenting findings, and recommending solutions.
• Collaborating with partner agencies to ensure adherence to QA standards.
• Serving as a liaison with staff, IHSS/Public Authority staff, County departments, State agencies, and other partners.
• Preparing statistical and narrative reports using multiple data sources.
• Participating in departmental, countywide, and state-level planning processes.
• Analyzing, monitoring, and incorporating legislative changes and other relevant information into program policies and procedures.
• Performing administrative duties related to QA, program integrity activities, and suspected misuse of program funds.
• Providing consultation and assistance to the community as needed.
• Monitoring and supporting compliance with regulatory changes such as the Fair Labor Standards Act.
• Performing related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• Bachelor's degree in public or business administration, management or a related field and four years of professional level analytical, administrative and programmatic experience in a community-related setting, including some experience in contract monitoring.
