The Civil Rights Analyst reports to the Manager, Civil Rights Programs and is responsible for supporting the Disadvantaged Business Enterprise (DBE) and labor compliance programs with data entry, contract compliance, outreach, monitoring, and reporting. The Engineering Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for the engineering functions of the infrastructure and capital project development department for the San Mateo County Transit District (SamTrans). 

 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities.

• Experience in management and delivery of complex engineering design projects for public transit agencies.

Position Duties  

The Department of Public Works (DPW) is currently seeking to fill one (1) Principal Engineer/Architect position in the City Facilities and Architectural Services (CFAS) Division. Salary range(s) for this classification is $179,076.82 - $218,123.62 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.  

The Principal Engineer/Architect will support the Library Department (LD) in leading the coordination for the Library Facilities and Customer Experience Planning. This individual will play a key leadership role in driving critical infrastructure initiatives, including supporting the implementation of the California State Library Building Forward Infrastructure Grant projects and managing capital and facilities planning processes in collaboration with the LD and consultants. This individual will act as a leader, ensuring timely and effective project execution, and delivering results that meet organizational and state funding objectives.  

Reporting to the Deputy Director, the Principal Engineer/Architect will require the ability to extensively collaborate across the LD, the DPW, Planning, Building and Code Enforcement (PBCE) and other contractors/vendors, while maintaining adherence to budgets, timelines, and plans. Outstanding leadership, a high degree of accountability, and the ability to establish an excellent working relationship with all stakeholders are required to be successful in this position.  

Key Responsibilities 

• Lead the design and construction of major public works projects, in partnership with the Library Department.  

• Lead a multi-disciplinary team of engineers, architects, technicians, and inspectors to deliver high-quality, cost-effective, and consistent services. 

• Oversee engineering/architectural or other technical research; review, analyze, and prepare recommendations to Senior and Executive staff regarding project and/or program scope or objectives. 

• Direct and coordinate the preparation of cost estimates and project and/or program budgets; monitor budgets and schedules for performance. 

• Consult with Senior and Executive staff, contractors, other departments, and consultants to plan, design, and construct major engineering/architectural and/or other technical projects. 

• Direct and coordinate the creation, planning, and management of capital budgets and staffing plans to successfully deliver capital projects. 

• Oversee the planning and execution of the procurements of design consultants and construction contracts. 

• Partner with the department’s other executive staff to lead transformation, training, and other process improvement efforts in the City’s capital improvement program.

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to - view the full job spec HERE)

• Plans, organizes, directs and controls all parts of projects from concept through design, permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.
• Coordinates work of a multi-disciplinary development team across organizational boundaries, including design architects and construction professionals.  
• Develops and maintains detailed project schedules and budgets, tracks expenditures, and recommends cost control strategies.
• Reviews and processes change orders, ensures quality control, and oversees contractor compliance with plans, specifications, and safety standards.
• Prepares reports, presentations, and communications to inform internal and external stakeholders, including City Council.
• Ensures that contractors are maintaining safe work sites and that the needs of the staff at each project are being protected.
• Coordinates final project closeout including punch list items, documentation, and transfer to operations.
• Manages consultant contracts and coordinates with engineers, architects, construction managers, and inspectors.
• Facilitates cross-departmental coordination and public outreach related to project scope, impacts, and progress. 
• Supports grant application processes and ensures compliance with local, state, and federal funding requirements.

EDUCATION and/or EXPERIENCE

Any combination of education and experience that provides the knowledge and abilities listed. 

• Equivalent to a bachelor's degree from an accredited college or university with major coursework in construction management, project management, civil, structural or mechanical engineering, facilities planning, design management, architecture, business, economics, planning or a related field

AND

• Five years of progressively responsible experience in project management related to the area of assignment.

The required education is interchangeable with project management experience related to the area of assignment on a year-for-year basis up to a maximum of two years.

Possession of a master's degree in a field noted above, professional registration or licensure, or Project Management Institute (PMI) / Construction Management Institute (CMI). Either may be substituted for one year of required experience 

• Valid CA driver’s license required.  
• Registration as a licensed architect or engineer in the State of California is desirable.  
• Project Management Institute (PMI) / Construction Management Institute (CMI) certification is desired.

• MEDICAL | City group health coverage, with the City paying a fixed dollar amount toward the cost of the monthly insurance premium. Employee only: $950.00; Employee plus one: $1,900.00; Family: $2,400.00
• DENTAL AND VISION | Premium fully paid for employee plus eligible dependents.
• VACATION LEAVE | 15 days annually, increases after 5 years of service
• SICK LEAVE | 12 days annually
• ADMINISTRATIVE LEAVE | 10 days each calendar year, prorated if hired after the first of the year

THE DEPARTMENT

The City Clerk’s Office in San Rafael is led by a full-time, elected City Clerk who also serves as Department Head, supported by two Deputy City Clerks. As the official custodian of records, the Office is committed to preserving the integrity of the public record and ensuring open access to information -empowering residents to engage fully in civic life.

IDEAL CANDIDATE AND CORE COMPETENCIES

The City Clerk’s Office is seeking a full-time Deputy City Clerk to join a dedicated team committed to transparency, civic engagement, and exceptional public service. This position provides professional-level support to the City Clerk and other City departments, with responsibilities spanning public records management, legislative support, and compliance with open government laws. The ideal candidate will bring a blend of the following skills and experience:

• Strong knowledge of the California Public Records Act (CPRA), including experience reviewing, redacting, and releasing public records in compliance with legal requirements.
• Familiarity with the Brown Act, Political Reform Act, and other regulations governing local government transparency and ethics
• Proficiency in records and agenda management systems, document imaging software, and digital workflow tools.
• Excellent written and verbal communication skills, with the ability to prepare clear, accurate meeting agendas, minutes, and official records.
• A high degree of organization, attention to detail, and the ability to manage competing deadlines in a fast-paced environment.
• A collaborative, service-oriented approach to working with the public, elected officials, and staff across departments.
• Discretion, sound judgment, and a strong sense of professional ethics.

• In the absence of the City Clerk, functions as the City Clerk, attends City Council meetings and perform all of the duties of holding a public meeting, including facilitating public comment, calling roll for Council votes, etc.
• Ensures adherence to established Council meeting procedures and rules; processes Council actions in the form of resolutions and ordinances; performs research, data gathering and analysis for written reports to the City Clerk.
• Prepares Council Chambers or other rooms for meetings.
• Generates Action Agendas and finalizes official minutes. • Processes and responds to Public Records Act (PRA) requests.
• Plans, organizes, develops, implements and administers the City-wide records management system.
• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department.
• Participates in the development and administration of the department's budget.
• Maintains current knowledge of new trends and innovations in the field of records management.
• Answers telephone calls, responds to email, researches records and retrieves information for general public, City Council and City staff.
• Prepares agenda packets, hard copy and electronically, for Council meetings.
• Files and indexes official City records as prescribed.
• Maintains other City and departmental records and files.
• In the absence of the City Clerk administers oaths of office, acts as Notary Public and certifies official City records. 
• May be required to work evenings and/or irregular work hours.
• Makes recommendations regarding office procedures and processes, including technology, to improve workflow and implements improvements subsequent to approval.

EDUCATION and/or EXPERIENCE

Deputy City Clerk I: Equivalent to AA degree and three years of progressively responsible experience using state of the art technology in a local government agency, preferably in a City Clerk’s Office.

 

Deputy City Clerk II: in addition to the requirements for the Deputy City Clerk I, this level requires at least 4 years of experience as a Deputy City Clerk I or demonstrated ability to successfully complete the essential duties and responsibilities at the full journey level with a high degree of autonomy. Bachelor’s Degree preferred. Certified Municipal Clerk designation preferred. 

 

Both levels: Commission as a Notary Public in the State of California within six months of appointment
