VTA’s Engineering and Program Delivery (EPD) Division is seeking a Senior Transportation Engineer for the Quality Assurance (QA) Group under the Technical Services Department.  

Quality Assurance Group: 
The QA Group supports all capital improvement programs for the Division during planning, design, procurement, construction and closeout phases of highway, rail, transit and facilities projects.  As a Senior Transportation Engineer, you will play an important role in ensuring delivery of quality products and services for the Division. It is the responsibility of the QA Group to ensure the development of each project’s Contract-specific Quality Management Plan (CQMP) and to conduct audits and surveillances, based on the approved CQMPs, to monitor and assure effective implementation. Strong interpersonal and communication skills to work with VTA staff, consultants and contractors, attention to detail and ability to lead the QA team with day-to-day activities are desirable skill sets.

Under direction, to have charge of varied and difficult engineering work involving the supervision of a professional transportation engineering staff engaged in a variety of activities, such as the planning and design of transportation systems and facilities, the operation of transit systems, special studies or services, and other transportation projects.

Typical Tasks

• Supervises and directs projects in connection with the planning, design, construction, maintenance and operation of transportation systems including fixed guideways, highway transit, bicycle, airport, and other facilities;
• Supervises the design function, structural analyses and field surveys;
• Makes traffic engineering studies;
• Conducts transit planning and supervises the scheduling of transit operations;
• Supervises the preparation specifications and related documents used in advertising transportation projects for bids;
• Coordinates technical information exchanges with officials of other governmental jurisdictions, other transportation specialists and the public;

Minimum Qualifications:

Employment Standards
Training and experience equivalent to graduation from college with major work in engineering and five years professional engineering experience on transportation systems or projects, including assignments which provided the opportunity to demonstrate supervisory abilities.

Registration as a professional engineer in the State of California in a field related to transportation engineering at the time of appointment.

Essential Responsibilities

Overview:

Do you want to be part of a dynamic team that helps ensure sustainable groundwater supplies? Valley Water is seeking qualified candidates to join the Groundwater Management Unit. This position uses and maintains groundwater models to simulate current and future groundwater conditions, supporting groundwater supply and planning programs and contributing to sustainable water management. Two (2) years of professional level experience with responsibility for compliance with environmental permitting, water supply planning or distribution, groundwater management, mitigation of natural resource impacts, or hydrogeology or engineering civil.

• Proficiency using and maintaining groundwater flow models. 
• Project based work experience in groundwater management and hydrogeology including issues like groundwater overdraft, managed aquifer recharge, groundwater/surface water interaction, and/or seawater intrusion. 
• Proficiency in Microsoft Excel, including experience with functions, graphs, and pivot tables in Excel. 
• Experience using GIS and performing statistical analysis (e.g., trend test), and use of computer programming language.

Groundwater Management Unit (Position Code 76) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. As part of an interdisciplinary team and under general supervision, this role involves managing and executing high-level, specialized projects. Primary responsibilities and duties of the Senior C/CAG Transportation Program Specialist may include, but are not limited to, the following:

• Assist with the development and implementation of transportation plans, policies, programs, and projects, and the linkage of transportation, land use, and environmental goals.
• Coordinate with C/CAG partner agencies on reports, joint studies, and projects.
