The County Executive’s Office is seeking a Management Analyst to join the Office of Budget, Policy & Performance (BP&P) — a team at the core of the County’s budgetary operations and strategic planning.

This is more than a budget job — it's an opportunity to build technical expertise, lead high-impact projects, and work closely with County leadership. The position is open to both external candidates as a Limited Term position and current County employees through a Work-Out-of-Class assignment (up to 18 months).

This is a Limited Term position.  Limited term positions are full-time, fully benefited, temporary positions.  The current position is funded for up to 18 months and could extend longer depending on the department’s needs.  Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).

ABOUT THE UNIT

The BP&P unit manages the County’s $5 billion budget, oversees performance reporting, coordinates fiscal policy, and leads strategic initiatives across departments. Analysts are deeply involved in building the County’s operating and capital budgets from the ground up — gathering data, consulting with departments, evaluating requests, and helping shape budget strategy.

KEY RESPONSIBILITIES

Budget Development and Creation

• Collaborate with assigned departments to build detailed annual and mid-cycle operating and capital budgets.
• Provide departments with guidance on budget assumptions, salary and benefits projections, and cost containment strategies.
• Analyze revenue forecasts, expenditure plans, and fund balances to ensure accurate, balanced budgets.
• Draft budget documents, schedules, narrative justifications, and presentations for leadership and the Board of Supervisors.
• Monitor departmental compliance with budget policy, timelines, and reporting standards.
• Support the County’s transition to enhanced or new budget platforms and tools.

Fiscal Policy and System Support

• Lead or contribute to major budget system administration efforts, including testing, implementation, training, and troubleshooting.
• Maintain accuracy and consistency of budget data across departments using a variety of systems and Excel-based tools.
• Use financial models and data visualization to highlight trends, risks, and opportunities.

Strategic and Analytical Work

• Evaluate fiscal implications of department proposals and develop funding recommendations.
• Produce reports, dashboards, and decision packages that support executive decision-making.
• Support capital planning, resource allocation, and long-term financial forecasting.
• Conceive of and execute analytical projects for County Executives and the Board of Supervisors.

Performance and Project Management

• Track program and policy performance across departments to ensure alignment with fiscal priorities.
• Coordinate and manage special projects, including the Children, Youth & Family Budget, Youth Commission, Lean improvement initiatives, and Measure K funding allocations.
• Engage with stakeholders at all levels to implement policy and funding strategies.

IDEAL CANDIDATE

• Has direct experience in public budget development and preparation, including salary projections, multi-year forecasting, and funding analysis, finance, and/or accounting or an interest in and aptitude for these types of work.
• Understands financial systems and tools and can apply them to drive clarity and efficiency.
• Is a strong communicator who can translate technical findings into actionable recommendations.
• Seeks to grow into leadership roles in finance, operations, or public administration.

QUALIFICATIONS

Education and Experience

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying, unless otherwise specified. A typical way to qualify is: 

• A bachelor’s degree in public administration, business, finance, political science, or related field plus three years of analyst experience; OR
• A master’s degree in the same fields plus one year of analyst experience; OR
• Five years of progressively responsible analyst experience in a public or nonprofit agency.

Knowledge of

• Public budgeting and financial management processes in government.
• Financial reporting, cost accounting, and multi-year forecasting.
• ERP or similar systems, Excel modeling, and data presentation tools.
• Local government operations and interdepartmental coordination.

Skill/Ability to

• Independently manage the full lifecycle of departmental budget development.
• Interpret and explain complex financial information to both technical and non-technical audiences.
• Work collaboratively with department fiscal officers, executives, and elected officials.
• Prepare clear, concise, and comprehensive budget documents and reports.
• Adapt to evolving budget systems and processes.

The City of Dixon is recruiting Senior Lifeguard/ Swim Instructor applicants for the 2025 Aquatic Season.

The Senior Lifeguard/Swim Instructor performs a variety of duties to ensure the City of Dixon swimming pool is a safe and enjoyable aquatic facility. What You’ll Do

The Assistant Planner/Associate Planner performs professional level work in the field of current planning and/or advance planning to promote the City’s Mission and Values. The current vacancy may be filled at either level based on experience.

Assistant Planner - is the entry level class in the professional planning series and is distinguished from the Associate Planner by the performance of less complex tasks and duties in the fields of current or advance planning, which require the application of fundamental planning principles. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience.

Associate Planner - is the journey level class in the professional planning series and employees within this class are distinguished from the Assistant Planner by the performance of the full range of duties as assigned, which require the application of professional knowledge and skills to various municipal planning, zoning, and environmental problems and the preparation of specific reports and plans. The position provides opportunity for independent judgment in planning work details and making technical determinations. Work in this class is distinguished from that of Assistant Planner by the greater complexity of assignments including preparing zoning code and general plan amendment studies, and by the greater independence with which the incumbent is expected to operate. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Planner or, when filled from the outside, require prior professional planning work experience.

The Assistant Planner receives general supervision from a Senior Planner or higher level department personnel. The Associate Planner receives direction from a Senior Planner or higher level department personnel and may exercise technical and functional supervision over lower level staff as assigned.

General

The Engineering Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for the engineering functions of the infrastructure and capital project development department for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities.

• Oversee the development of standard plans and specifications that can be used for future SamTrans infrastructure projects.

• Manage coordination, communications and expectations with project stakeholders, and internal cross-functional teams responsible for different aspects of planning, design, and engineering
• Provide direction and guidance to consultant staff responsible for managing infrastructure projects.
• Provide support for federal and state grant applications for funding of SamTrans infrastructure projects.
• Support development of contract solicitations.
• Investigate, evaluate, and resolve project issues.
• Identify root cause of issues. Determine and present appropriate solutions.
• Review cost estimates, monitor project schedules and budgets, and monitor work in progress.
• Coordinate the provision of capital project development and implementation services with other departments and divisions.  
• Act as subject matter expert of all technical and regulatory matters affecting bus facility and infrastructure projects.
• Coordinate with federal, state, and local agencies during project implementation, and ensure compliance with their administrative guidelines.
• Represent SamTrans before the Board of Directors, city councils, and other state, federal, local, and regional agencies, boards, and before local citizens in public meetings and hearings as needed.
• Develop, negotiate, and monitor contracts and cooperative agreements with other governmental agencies, private consultants, and private contractors.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm.  Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Supervision: Works under the general supervision of the Director, Infrastructure who establishes goals and objectives and evaluates performance.   

The County of Yuba is currently recruiting for the position of Social Worker Supervisor III in the Child and Adult Protective Services division of the Health and Human Services Department. Under general supervision this position plans, assigns, supervises, trains, reviews and evaluates the work of Social Workers assigned to adult and child protective services; oversees and performs social services case work of a complex and difficult nature in providing a variety of social services to County residents; performs case work of varying scope and complexity and may provide program leadership and consultative services; responsible for program planning and implementation as well as performance of the most complex work and the full range of work supervised on a relief or overflow basis and performs other duties as assigned. This position is the specialized supervisory professional level in the social worker series and reports directly to a Health and Human Services Program Manager.

The Position: 

Silicon Valley Power (SVP), the Electric Department of the City of Santa Clara, is seeking an experienced Senior Instrument and Controls Technician.  

The Senior Instrument and Control Technician is a senior level technical classification. The Position has a key role in the optimization of the Preventative Maintenance program and the development of SVP’s Maintenance philosophy. This classification performs maintenance and repair on all instruments, control systems, and electrical equipment in the City's power generation facilities.  The incumbent inspects, repairs, tests, adjusts, installs, and removes all power plant electrical, DCS/control, and instrumentation systems and equipment including:

• Monitors, maintain, and repairs gas turbine, steam turbine control systems, generators, transformers, and switchgear.
• Maintains, calibrates and repairs plant electrical, instrumentation, and control systems.
• Performs routine and advanced trouble shooting activities
• Maintains logs, manuals, records, drawings, schematics and operating procedures in a neat and professional manner.
• Provides written reports on control system conditions when required.

 

The Sr. I&C Tech. is a leadership position and is expected to incorporate safe behavior into all activities.  The Position consistently complies with all established safety and health policies and procedures, and helps to identify and eliminate or actively manage risks in all work activities.

• Two (2) additional years of electric generation operation and maintenance experience with an electric generation power plant or the equivalent is highly desirable. 
• Three (3) years of operations and maintenance level experience above the entry level with work assignments in the City of Santa Clara combined cycle generation facilities may substitute for the above experience requirements.

License/Certifications:

Possession of a valid California driver's license is required.
 Possession of the following certificates are required within one year of appointment for the duration of the appointment:

• Department of Transportation (DOT) Qualified Operator for Natural Gas Pipeline;
• Department of Transportation (DOT) Qualified Operator for Natural Gas Compressor Station;
• Department of Transportation (DOT) Drug Testing Program for Natural Gas Pipeline and Compression Station Operator;
• Qualified to wear a respirator;

• Incumbents shall be required to obtain and maintain any other licenses(s) and or certification(s) that may be required by future regulation by Federal, State and/or industry requirements.

Physical Requirements:

• Incumbents may be assigned to work on a rotating shift schedule.  Incumbents must have the ability to work, as assigned, to schedules that may include Saturdays, Sundays, holidays, and non-traditional work hours; and a willingness to work overtime as required.
• Employees are required to pass initial and periodic comprehensive background checks, which may include fingerprinting, to meet Federal, State and/or industry security requirements. Incumbents hired before 6/16/04 are grandfathered from the initial background requirement.
• Must be able to identify color and materials normally used in the electric trade.
• Must be able to lift twenty (20) pounds in awkward positions and fifty (50) pounds from the floor to the waist.
• Must be able to bend, stoop, crawl, lift, reach, walk up and down stairs, and climb ladders at elevations of eighty (80) feet or more as necessary to perform assigned duties.
• Must be able to wear respirator and any other appropriate safety equipment.

The County of Yuba is currently recruiting for the classification of Social Worker II. Under general supervision, incumbents perform moderately complex social services case work by providing a variety of services to County residents; conducting field visits; identifying, assessing and arranging alternative solutions to clients’ needs and obstacles; carry a moderately complex caseload; prepare and monitor plans; prepare court reports, depending on area of assignment; and perform related work as assigned. The work may be related to a specific program area or to more general social service benefit provision.

Example of Duties:

• Interview and counsel a diverse population of clients; isolate barriers to self-sufficiency; and evaluate need for services and/or make appropriate referrals to training, public assistance and social services programs.
• Perform case management of moderately complex cases.
• Conduct field/home visits, assessments, and reassessments as required to monitor and investigate progress and compliance
• Prepare and review court pleadings, depending on area of assignment.
