The City of Lincoln is creating an applicant pool for the position of Public Safety Dispatcher I/II within the Police Department.  Interested applicants may submit their application to be part of the applicant pool.  As new vacancies occur, the recruitment team will review applications for consideration.

The Lincoln Police Department is authorized for 23 sworn officers, six dispatchers, and various other civilian and volunteer positions. The dispatch center provides public safety dispatch services for the Lincoln Police Department and three Lincoln Fire stations. The communications center is staffed 24/7 and dispatchers work in pairs or solo. Public safety dispatchers answer emergency and non-emergency calls for police, fire and other city services. Dispatchers prioritize calls and dispatch public safety units as needed. Heavy phone and radio use is a primary duty of the position. Other duties include clerical and specialized record keeping functions.

Under immediate supervision, performs a wide variety of technical and clerical law enforcement support duties related to taking police, fire and medical emergency requests for service from the public and tracks and dispatches field units as appropriate; gathers, records, maintains, retrieves and distributes law enforcement data and information; enters reports and data into a variety of automated law enforcement records systems; ensures that records and information are accurate, clear and comprehensive for law enforcement personnel and the general public; learns applicable policies, procedures and work methods associated with assigned duties; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS

Public Safety Dispatcher I

The Public Safety Dispatcher I is the entry level class in which incumbents learn to perform and perform Police Dispatcher duties under immediate supervision. This classification is alternatively staffed with Public Safety Officer II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher class.

Public Safety Dispatcher II

The Public Safety Dispatcher II is the working level class in which incumbents are expected to perform the full range of Police Dispatcher duties with minimum supervision and apply sound judgment regarding their scope of authority in dispatching personnel. This classification is distinguished from the Community Service Officer series in that the latter performs duties involving work in taking reports in the field and performing face-to-face public service activities.

SUPERVISION RECEIVED/EXERCISED

Public Safety Dispatcher I
Receives immediate supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision.

Public Safety Dispatcher II
Receives supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision.
 

ESSENTIAL FUNCTIONS
Include but are not limited to the following:

• Receives and enters calls for police, fire and medical service in CAD; dispatches and tracks field units; interprets level of service needed through information obtained from field officers or citizens; coordinates multi-agency responses when necessary; transfers calls to appropriate agencies if warranted.
• Responds to questions and concerns from the general public, department staff and other agencies; takes and records telephone and counter reports; provides information as appropriate and resolves service issues and complaints.
• Enters and maintains accurate data and information into the California Law Enforcement Telecommunications System (CLETS) including stolen vehicles and missing and unidentified persons; enters and retrieves information from a variety of state and local automated systems; validates selected records from the Department of Justice files including vehicles, boats and missing persons; releases impounded vehicles; processes reports and citations; collects and maintains statistical information.
• Learns and develops an understanding of applicable policies, procedures, and work methods associated with assigned duties.
• Photocopies and distributes crime, incident, arrest and accident reports to the general public and various agencies such as the Department of Justice (DOJ), California Highway Patrol, District Attorney, Department of Motor Vehicles (DMV) and insurance companies; prepares reports for court; applies federal, state and local laws when releasing information.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports and retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone, dispatch and face to face service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

The Swim Lesson Instructor is responsible for instructing, supervising, and testing all swim lesson participants to the best of his/her ability. The Swim Lesson Instructor is expected to work mornings, evenings and weekends on a regular basis. Instructors are not required to have any teaching certifications, but are expected to teach the standard set in place by the City of Fremont.

• Instruct, test, and evaluate students participating in City of Fremont swim program
• Provide outstanding customer service while performing assigned duties, including interpreting and conveying information throughout the Waterpark

POLICE OFFICER

DEFINITION

- Age, not less than 21 years at time of appointment.

Energetic and responsible leaders are needed to work with youth ages 4-17 (primarily 5-12) in a variety of camp and community service programs. The Camp Specialist is required to plan and implement sports, games, arts-n-crafts, dance and outdoor work projects.

General supervision is provided by the Camp Director and the Recreation Supervisor

MINIMUM QUALIFICATIONS (This is a general description of duties and is not all-inclusive)

• Must be at least 18 years of age
• Must enjoy working with youth between the ages of 4 and 17 years old

  • Must be able to work in changing climates (indoors and outdoors)
  • Ability to lift and carry 25 lbs

  • Ability to do physical labor for three to four hours per day
• Must have basic knowledge of sports, games and crafts, etc.
• Must have ability to establish and maintain positive and productive working relationships

Instruct children and adults (primarily 5-12 years of age) in beginning to intermediate sports camps or programs, such as Badminton, Basketball, Baseball, Cricket, Football, Softball, Soccer, Tennis, etc. Class content should provide basic and/or more advanced game mechanics, strategies, and the rules of sports, depending on the student level of skill. Class must emphasize the importance of good sportsmanship and team play. The goal is to have fun and develop a skill.

EXAMPLES OF DUTIES (This is a general description of duties and is not all-inclusive)

• Prepare area for specific sport (i.e. setup gym or sports field, assure all equipment is available, etc.)
• Teach all necessary aspects of sports
• Keep score of games, if applicable
• Maintain rosters and City forms
• Implement lesson plans to be provided by the City
• Enforce City policies and procedures
• Provide encouragement to participants and provide a positive atmosphere for play
• Participate in promotional opportunities, staff training and meetings when required
• Perform other duties as assigned

SUPERVISION EXERCISED AND RECEIVED

The Assistant Recreation Supervisor or Recreation Supervisor provides general supervision

MINIMUM QUALIFICATIONS

• Must be at least 15 years of age
• Must have basic knowledge or background in basketball
• Must have experience dealing with children
• Must be able to work independently and reliably complete tasks
• Must be able to tactfully communicate with children and deliver feedback to parents
• Must be able to establish and maintain productive working relationships with staff, management, and clients
• Must have strong oral and written communications skills
• Must maintain a positive attitude with and towards others
• Must be able to work in changing indoor and outdoor environments
• Must be available to work evenings, weekends, and holidays as required

REQUIREMENTS FOR EMPLOYMENT

• Must be able to handle sensitive and/or stressful situations or information with tact, discretion and significant awareness of confidentiality
• Must effectively communicate with adults and children from a variety of cultural backgrounds
• Willingness to comply with suspected child abuse reporting (11166.5 PC)
• Employees are required to be certified in Adult/Child CPR, First Aid, & AED from American Red Cross, American Heart Association or supervisor approved equivalent. Employees must be certified within 30 days of hire date or prior to the first day of work, whichever occurs earlier.
• Fingerprinting and TB test are required
• Must submit verification of legal right to work in the United States as a condition of employment

SELECTION PROCESS

Qualified application will be evaluated on the basis of related experience and quality of presentation. The most highly qualified applicants will be invited to an oral interview. Applicant evaluations may include a written and physical test. Satisfactory candidates will be placed on an eligibility list. Placements are anticipated immediately after the list is established. Some placements may be assigned to emphasize public education as the City's needs require.

Some positions may require a health evaluation.

The Program Coordinator for is a unique position that is primarily responsible for planning and coordination of all aspects of the ASES funded After School Academy (ASA) program. ASA provides students in grades 1st through 6th a safe space for expanded learning. Every day students have the opportunity to make social connections, experience enriching activities, and receive academic assistance. Students socialize and connect with our team and their peers daily. ASA supports students every school day immediately after school until 6pm. Our goal is to improve student's social, emotional, and academic potential through community, education, recreation, and enrichment.

EXAMPLES OF DUTIES (This is a general description of duties and is not all-inclusive)

• Coordinate all aspects of a After School Academy program
• Establish and maintain program records and computer databases
• Supervise and assign programming tasks to instructors and volunteers
• Maintain regular communication with school principals, teachers, and parents regarding student needs
• Provide regular program updates including written reports to Supervisor in a timely manner
• May work independently or in a team environment depending on program requirements
• Provide expertise and support to Supervisor
• Enforce City policies and procedures
• May be required variable hours including evenings and weekends
• Perform other duties as assigned

SUPERVISION EXERCISED AND RECEIVED

General supervision is provided by the Recreation Supervisor. Program Coordinator will provide general supervision of Lead Instructors, instructors and volunteers.

MINIMUM QUALIFICATIONS

• Must be at least 18 years of age.
• Must possess one of the following: forty-eight (48) college semester units, AA Degree or higher
• Relevant technical skill, education, experience or expertise
• Experience assisting with implementation of children and/or youth programs and activities.
• Ability to establish and maintain productive relations and positive attitude toward others
• Excellent written and verbal skills
• Excellent organizational and supervisory skills, be resourceful, flexible and able to work both alone or as a team member
• Must be reliable and be able to provide transportation
• Available to work Monday through Friday, 12:00pm-6:00pm schedule.

DESIRABLE QUALIFICATIONS

• Bachelor's degree with teaching experience preferred
• Experience in implementation and programming of ASES grant funded programs
• Ability to frequently interpret and translate a language other than the English language among students, parents and school-based staff members
