This is a full-time 2-year opportunity to put your public administration education into action! The City is seeking a qualified individual for the position of Management Fellow*. We are looking for an individual with strong analytical, communication, and interpersonal skills and an interest in a career in public service to join the City Manager's Office. You will join a fast-paced, dynamic team environment, gain exposure to the process of City decision-making and operations and receive mentoring from the Assistant City Manager and other organizational leaders. You will receive guidance and coaching from the Deputy City Manager. You will also receive access to learning and networking opportunities with the NextGen Regional Management Fellows Program of Silicon Valley and other professional development organizations. 

*This is a limited period assignment currently authorized through June 30, 2026, with the potential for renewal on a year-to-year basis with City Council approval.  This is an at-will position and, as such, employment may end at any time without notice and for any reason.

Under the direct supervision of the Aquatic Supervisor and Aquatic Coordinator, the Pool Manager is responsible for overseeing pool activities and staff and managing the American Red Cross Learn-to-Swim Program. This position involves assigning work schedules to the staff. Some evening and weekend hours will be required. Additionally, training, pre-season preparation, and post-season evaluations will require extra time. Mandatory pre-season manager training and all staff in-service training sessions will be conducted before the season begins.

DUTIES AND RESPONSIBILITIES

Supervises activities, including, but not limited to, scheduling staff for all aquatic programming; enforces pool rules and regulations; supervises staff and participants; rescues persons in distress and renders First Aid /CPR when necessary; maintains pool records and reports, including program registration and safety reports; follows City policies and procedures; and performs other assigned duties, as required.

QUALIFICATIONS

Experience:    

• At least three (3) years prior experience as a Lifeguard or Instructor, including experience in supervising and organizing pool operations.

Knowledge of:

• Supervise aquatic staff and oversee daily aquatic activities. 
• Implement aquatic safety techniques and emergency protocols. 
• Manage customer relations, handle money, and enforce pool policies.

Ability to:       

• Demonstrate all skills required for Lifeguard Training.
• Swim proficiently and showcase various swimming techniques.
• Have experience in conflict resolution, particularly in interactions with peers in a work environment.
• Communicate clearly and effectively, both verbally and in writing.
• Collaborate with colleagues and others encountered during work.

Education and Certifications:

• High School Diploma
• American Red Cross Lifeguard Training with CPR and First Aid (or equivalent)
• American Red Cross Water Safety Instructor (or equivalent)
• Ability to obtain training in First Aid for Public Safety Personnel (Title 22 equivalent)
• American Red Cross Lifeguard Instructor Trainer certification is highly desirable

SALARY SCHEDULE

$21.50-$22.50 per hour, based on experience and years of service.

Description

The City of Thousand Oaks is seeking a high-performing Senior Planner to lead complex development and long-range planning initiatives in one of Southern California’s most desirable communities. This position plays a key role in sharing residential, mixed-use, commercial, and downtown revitalization projects while advancing the City’s General Plan and environmental review efforts.   

We are seeking an innovative, collaborative individual to conduct a variety of planning duties with competence and professionalism. The Senior Planner must be an excellent team player with a track record of excellent judgement who has demonstrated initiative and been successful in improving processes.

The Senior Planner will assume a lead role in complex planning and development projects, including residential, mixed-use, commercial, industrial, and institutional proposals, and may assist in the preparation of environmental documents (both internally and through planning consultants).  The Senior Planner may also process legislative applications, such as zone changes and General Plan amendments, and occasionally assist with open space planning/natural resource management projects.

What You’ll Do

The Associate Engineer will perform professional engineering work in the design, investigation, and construction of public works and related projects; to act as project manager in assigned capital projects; and to do related work as required.

This is the journey level class within the professional engineering series and highly encourages professional engineering license registration. Employees within this class are distinguished from the Assistant Engineer by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. Incumbents are expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in the class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Engineer, or when filled from the outside, require prior advanced technical or professional engineering work experience. This position receives direction from higher level engineering staff. It may exercise technical supervision over lower-level staff within the work unit and exercises technical or functional supervision over technical engineering staff.

Depending upon assignment, duties may include, but are not limited to, the following: 

• Design and prepare plans and specifications and cost estimates for public works projects including pumping stations, streets, storm drains, sewer lines, and related projects. 
• Research project design requirements: perform complex calculations and prepare estimates of time and material costs. 
• Design and prepare plans and specifications for the installation of traffic signals, traffic control devices, and street lighting systems. 
• Review field projects being studied, designed, or constructed. 
• Assign routine investigation, design and drafting tasks to technical subordinates, request

• Research publications and industry information sources to remain current with modern developments, principles, and procedures.

EDUCATION AND EXPERIENCE

Minimum Education/Experience Requirements: 

• Graduation from an accredited college or university with: 
  • A Bachelor's Degree in Electrical, Mechanical or Civil Engineering from a college or university that is accredited by the Accreditation Board of Engineering and Technology (ABET).

• • Possession of a State of California Engineer-In-Training (E.I.T.) Certificate and at least 1 year of experience in electrical or mechanical engineering office and/or field work, and Experience using AutoCAD and Microsoft Office (i.e., Microsoft Word, Excel, PowerPoint, Mathlab).

SALARY

As an Associate Planner, you will play a key role in shaping the community’s future by managing a variety of current and long-range planning projects.  Working under general supervision, you will:   

• Conduct professional Planning work involving land use, zoning, and community development.  

• Review, analyze, and process development applications of moderate to complex scope.  

• Prepare and present staff reports, plans, and recommendations to decision-making bodies. 

• Collaborate with residents, businesses, and stakeholders to promote thoughtful growth. 

• Contribute to long-range plans and projects that align with the City’s General Plan and vision.  

PRIMARY RESPONSIBILITIES 

• Manage and process applications for development projects, including residential, mixed-use, commercial, industrial, and institutional proposals.  

• Facilitate in-person and virtual permit submittals.  

• Respond to phone and email inquiries. 

• Consult and advise property owners, architects, engineers, contractors, and the public regarding applications, City policies, codes, and other plans.   

• Prepare clear and concise technical documents, reports, correspondence and other written materials.  

• Exercise sound independent judgement.  

• Establish and maintain effective working relationships with those encountered in the course of work.   

• Attend and present information to City Council, Planning Commission, Administrative Hearing Officer, and community meetings as assigned.  

• Plans, organizes and conducts research studies and prepares recommendations regarding land use, zoning, urban design, population trends, transportation, housing and environmental needs, updates and analyzes demographic and other data required for the planning function, participates in the review, development or revision of the various of the General Plan, environmental impact reports, plans, ordinance and other policies and procedures.  

• Independently performs responsible and varied professional planning duties.  

• Provide sound recommendations based on detailed analysis and project evaluation.
