THE POSITION 

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. This position is shared between the Library Department and Parks and Recreation Department and works under the direction of the Community Resource Analyst. The Community Resource Clerk will typically be stationed at the lobby desks on the first and second floors of the new Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco, however, may temporarily be assigned to other sites, or to represent the departments at special events. This position will provide a welcoming presence by greeting members of the public and responding to visitor inquiries to assist with wayfinding in the facility and sharing information about activities in the building as well as city and other local community resources.

• Assists in implementing the day-to-day operations at the Library | Parks and Recreation Center.

About the Department

The Management Analyst will play a key role in helping the department deliver efficient, high-quality services through strong project coordination, data-driven analysis, and effective communication with residents, consultants, and other agencies.

Typical Duties

Under direction of the Public Works Director or designee, the Management Analyst performs a variety of professional-level administrative, analytical, and technical duties, including:

• Prepares RFPs and coordinates consultant selection; administers consultant and construction contracts, including bidding, invoicing, and compliance tracking.

• Conducts research, analysis, and prepares reports on departmental projects, programs, and compliance activities such as the Clean Water/NPDES Program.

• Supports geographic data analysis and mapping using GIS to track infrastructure assets, stormwater facilities, and project locations.

• Assists with operating and capital improvement budgets, including analysis of revenues, expenditures, and performance measures.

• Coordinates and supports Capital Improvement Projects (CIPs) through planning, design, and construction phases.

• Manages grant applications, tracking, and reporting; assists in identifying and securing funding opportunities.

• Provides information to the public and represents the department in meetings; responds to inquiries and complaints regarding City projects and programs.

• Researches records, maps, and other sources to obtain engineering data and respond to Public Records Act requests.

• Prepares staff reports, correspondence, and presentations for the City Council, commissions, and committees.

• Assists in the development and implementation of departmental procedures and policies.

Education and Experience

Education:

Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, civil engineering, environmental studies, or a related field.  A master's degree is desirable.

Experience:

• Management Analyst I:  Some professional-level administrative, analytical, or budgetary experience, preferably in a public works, engineering, or local government setting.
• Management Analyst II:  At least three (3) years of progressively responsible experience performing duties at the Management Analyst I level.

Licenses:

Possession of, or ability to obtain, a valid California Class C driver’s license.

Special Requirements:

• Ability to work in an office environment with occasional travel to field locations and meetings, including occasional evening or weekend commitments.

THE POSITION:

This is a division head management position at the Hayward Executive Airport, reporting to the Airport Manager. The incumbent is responsible for the management of the business and accounting functions at the airport and provides second-line supervision and direction of staff within the Airport Division. This position is distinguished from the Airport Operations Supervisor classification which is responsible for the direct supervision of staff performance of Airside and Landside operations and maintenance tasks at the airport. Under general direction, the Airport Business Supervisor, oversees the airport business function including budget preparation, the real property program, tenant compliance with contract provisions, collections, preparation of grant applications, and other administrative duties.

Monitor and submit required FAA reports for the DBE program.

Licenses and Certificates:  Possession of either an FAA Private Pilot Certificate or standing as a Certified Member (CM) of the American Association of Airport Executives is desirable.

The Department

Position Summary

Under general direction of the Director of Engineering Contracts, performs technical work related to preparation of contract documents, requests for proposals and formal bids, and administration of professional services agreements and construction contracts. May act as a liaison between District staff and professional consulting engineering firms or construction contractors. May serve as a contract administrative assistant to project engineers on design and construction projects. Maintains detailed and accurate records of contract compensation invoices, progress payments, status and schedules. Communicates with other District departments regarding engineering contracts. • Assists in preparation of requests for proposals and formal bids, professional services agreements, and construction contract documents
• Assists with the preparation of contract amendments and contract change orders
• Performs invoice reviews and confirms invoices comply with contract requirements
• Reviews contractors' certified payrolls for compliance with contract requirements; performs labor and Small Business Enterprise / Disadvantaged Business Enterprise (SBE/DBE) compliance duties, such as, but not limited to, verifying certified payrolls with inspection daily diaries, performing contractor and sub-contractor employee interviews, verifying on-site postings of Federal and State required notices, keeping current records of Federal and State Wage Determination changes
• Assists with the review of extra work bills from contractors
• Assists with maintaining Engineering Department budgeting and accounting records
• Types correspondence, reports, forms and specialized documents related to the engineering contracts
• Researches information on the Internet and in the electronic and hard copy files for government rules, regulations and codes, historical information and certified documents
