To assist in Wastewater Plant operations and maintenance involving plant process and control, preventative maintenance to include equipment repairs, laboratory procedures.  The purpose of this recruitment is to fill a current vacancy at the Water Pollution Control Facility, as well as establish an eligibility list for future vacancies.

The Ideal Candidate will have an interest in wastewater treatment operations and mechanical systems, with the ability and willingness to learn the principles and practices involved in operating and maintaining a water pollution control facility. A strong commitment to ongoing training, professional development, and obtaining required certifications through the California State Water Resources Control Board is essential. Candidates with experience working around mechanical equipment, performing routine maintenance, monitoring treatment processes, or supporting wastewater treatment operations are highly desirable.

ESSENTIAL JOB FUNCTIONS

Assist in the operation of the Water Pollution Control Facility to ensure compliance with State regulations. Interpret alarms, meters, gauges, SCADA system and test results to determine process and control criteria.  Perform routine maintenance and repair work on pumps, valves, Ultraviolet Disinfection equipment and filtration equipment.  Participate in ongoing preventative maintenance program and accurately maintain and compile records and reports.  Work weekends and holidays as assigned.  Regular and consistent attendance required. 

OTHER JOB FUNCTIONS 

Follow all safety precautions and regulations.  Serve in a stand-by status after regular working hours and respond to emergency callouts.  Perform related duties as assigned.

QUALIFICATIONS

Water Pollution Control Operator-in-Training

Education: High School diploma or equivalent, supplemented by training or coursework in the areas of chemistry, biology or related wastewater operations.

Experience: One (1) year of experience in handling mechanical equipment and tools.

License or Certificate: Required upon hire, possession of a valid California Driver's license.  Must obtain an Operator-in-Training certificate, issued by the California State Water Resources Control Board within two (2) months of appointment to this classification.
 

Possession of a Grade I Wastewater Treatment Plant Operators certificate, issued by the California State Water Resources Control Board is required within two (2) years of employment.

Water Pollution Control Operator I

Education: High School diploma or equivalent, supplemented by training or coursework in the areas of chemistry, biology or related wastewater operations.

Experience: One (1) year of experience in the operation and maintenance of wastewater treatment plant and/or related facilities or programs.

License or Certificate: Required upon hire, possession of a valid California Driver's license.  Possession of a current Grade I Wastewater Treatment Plant Operators certificate, issued by the California State Water Resources Control Board.

DEFINITION Under general supervision or direction of the Director of Water and Wastewater Resources or the Director’s authorized personnel, develops, monitors, conducts, and administers the Department’s occupational health and safety and environmental programs and Water/Wastewater industrial training program in compliance with federal, state, and local safety, health, and environmental regulations, as well as industry standards; develops, implements and administers  safety and training policies, procedures and directives; evaluates effectiveness of safety and training programs, implements new programs and procedures as needed; assists in the administration of the risk management program; acts as the Department’s Safety Officer; and performs other duties as assigned.

Conducts thorough audits, investigations and analysis of accidents, incidents and injuries; develops findings, prepares reports, and makes recommendations to assigned supervisor of corrective actions and preventative measures; assesses incident statistics to determine requirements for new or modified training. Maintains a library of reference materials on training records and coordinates the acquisition of training materials, including manuals, technical resources, videos, recordings, and self-instruction workbooks. Coordinates necessary safety certification and license obtainment and renewal for Department employees. Develops and administers contractor safety program, including reviewing contractor health and safety work plans for Department projects, serving as the Department’s subject matter expert, and working with vendors and consultants for matters related to safety compliance, and providing contractors with appropriate hazardous materials communication in compliance with applicable regulations. MINIMUM QUALIFICATIONS Knowledge of: The basic principles of training policies, regulations, specifications, and requirements governing industrial safety, environmental compliance, and accident prevention for industrial and office environments; principles and practices of assessments, inspections, and investigations as related to job responsibilities; principles and practices of employee training and instructional methods and techniques; practices of water system operations, wastewater treatment plant operations, and general office activities; rules and regulations pertaining to the handling, storage, and disposal of hazardous and toxic materials; practices, methods, materials, and equipment used in air and noise exposure monitoring; occupational hazards and standard safety procedures; modern office practices, methods, and computer equipment; applicable Federal and State laws; City, District, Department, and Division regulations, codes, policies, and procedures; recordkeeping principles and procedures; principles and practices of program development, implementation, review, and evaluation; computer applications related to the work, including asset management, word processing, spreadsheet and database applications; techniques for effectively representing the Department in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations; techniques for providing a high level of customer service to public and Department staff, in person and over the telephone.

Education: Graduation from High School or equivalent. Bachelor’s or Master’s degree majoring in industrial engineering, safety engineering, occupational health, or closely related field desirable.

Experience: Three (3) years of experience in the areas of workplace safety and employee training, including at least one (1) year of which involved administration of a comprehensive safety and accident prevention program. Five (5) years of experience in the areas of workplace safety and employee training, including at least three (3) years of which have involved administration of a comprehensive safety and accident prevention program desirable.

License/Certification: Possession of a valid Class C California Driver's License; possession of a Cardiopulmonary Resuscitation and Emergency Cardiac Care Provider certificate and First Aid certificate or the ability to obtain one within 12 months of appointment.

The following certifications are highly desirable:

• Certification by the Board of Certified Safety Professionals as a Certified Safety Professional (CSP) and an Associate Risk Manager (ARM)

WOODLAND JOINT UNIFIED SCHOOL DISTRICT HOST SITE

Woodland Joint Unified School District (WJUSD) is partnering with the City of Woodland to host two fellows as part of this year’s Civic Fellowship Program. The fellows will work on-site at WJUSD Business Services Office and receive day-to-day guidance and supervision from WJUSD staff while remaining part of the fellowship cohort and participating in program-wide activities.

PROJECT DESCRIPTION

The Woodland Joint Unified School District (WJUSD) Service Center is seeking a motivated Civic Fellow to support inventory organization and management of parts and materials essential to district operations. This role provides hands-on experience in warehouse operations, inventory systems, and process improvement within a public education environment.

The Fellow will assess current storage and inventory practices and help implement a more efficient, organized system. Responsibilities may include developing labeling structures, organizing storage areas, establishing inventory tracking procedures, and improving material accessibility for staff. In collaboration with Service Center personnel, the Fellow will identify opportunities to enhance efficiency, organization, and accountability.

IDEAL CANDIDATE

The ideal candidate is a detail-oriented, organized, and motivated individual interested in operations, logistics, engineering, business, or public service. The Civic Fellow should be comfortable working independently and as part of a team, and willing to take initiative to improve organization and efficiency.
The successful candidate will demonstrate strong problem-solving skills, a willingness to learn new systems, and the ability to think critically about processes. Interest in organization, data tracking, or hands-on operational work such as inventory or warehouse systems is desirable. Experience with spreadsheets or data entry is helpful but not required.
Additionally, the ideal candidate will have strong communication skills, a positive attitude, and reliability. This position is well suited for someone who enjoys solving practical challenges and contributing to systems that help organizations run effectively.

THE POSITION OBJECTIVES/GOALS

The goals of the position are to:

1. Accurately assess and document current inventory of parts and materials within the WJUSD Service Center, including storage locations, item categories, and current organizational practices.

2. Review existing storage systems to identify inefficiencies, inconsistencies, or gaps, and coordinate with Service Center, Maintenance, and Transportation staff to improve organization.

3. Develop and implement a standardized organizational structure for parts and materials, including clear storage locations, labeling practices, and logical grouping of inventory.

4. Improve inventory accessibility and efficiency by helping establish procedures that allow staff to quickly locate, store, and track commonly used materials.

5. Create simple documentation and reference materials to support consistent inventory organization practices, including basic procedures for storing and locating materials.

6. Develop a working understanding of school district operational support systems, including how the Service Center supports Maintenance, Facilities, and Transportation functions.

7. Contribute to continuous process improvement by identifying opportunities to improve inventory organization, storage workflows, and material tracking practices.

• 4+ years of high school
• Local Woodland knowledge preferred
• Strong interpersonal and communication (oral and written) skills
• Excellent organizational skills and attention to detail 
• Strong computer skills
• Ability to build and maintain trust-based relationships with multiple internal and external stakeholders 
• Eligible to work in the United States
• Valid California driver license (if driving is an essential duty)

SALARY RANGE

$20.00 - $25.00 / hour dependent on experience.

The Policy Advisor for Public Safety is responsible for tracking and shaping policies related to law enforcement, emergency response services, probation, juvenile justice, and criminal justice reform. The Advisor works to ensure that public safety systems in District 1 are rehabilitative, transparent, equitable, and aligned with community needs. This position reports to the Director of Policy. 

Key Responsibilities:

• Monitor board items and legislative actions related to the Sheriff’s Department, Probation, District Attorney, and emergency response.
• Draft board letters, amendments, talking points, and constituent updates.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders

Position Duties

The salary range for the Senior Power Resources Specialist Classification is:
$147,005.04 - $180,070.80 Annually
This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Energy Department is seeking to fill one (1) full-time Senior Regulatory Compliance & Policy Manager (Senior Power Resources Specialist) position for the Regulatory Compliance & Policy Division. This position reports directly to the Deputy Director of the Regulatory Compliance & Policy Division and will provide technical analysis, assess the potential business impacts to SJCE from proposed regulatory changes, and provide expert public representation.

Under general direction of the Deputy Director, the Senior Regulatory Compliance & Policy Manager will be responsible for engaging in the increasing number of complex electric regulatory proceedings and effectively advocating for the business interests of SJCE at the  California Public Utilities Commission (“CPUC”), the California Energy Commission (CEC), and California Independent System Operator (“CAISO”) to protect and advance San José business and community interests. Typical duties of this position may include, but are not limited to:

• Monitoring and advising internal staff about the progress of regulatory policy and rate-related proceedings
• Performing independent analysis of the possible operational impacts of rate cases and regulatory proceedings
• Representing SJCE before regulatory bodies and on external working groups
• Keeping abreast of key regulatory issues affecting CCAs, and assisting in prioritizing proceedings
• Developing formal written comments to regulatory agencies and advising on advocacy strategy
• Working with other internal teams to share and learn relevant information
• Other duties as assigned     

Minimum Qualifications

Education 
A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or related field to utility business.

Experience

Three (3) years of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.
