The City of Belmont is currently recruiting for the position of Administrative Assistant. We have 2 current vacancies: One (1) in the Human Resources Department and One (1) in the Public Works Department (Engineering Division). The Administrative Assistant performs a variety of confidential, responsible, and complex administrative, secretarial, and clerical duties for an assigned department and department head, coordinates and participates in office functions in support of the department's goals and objectives, provides information and assistance to employees and the public regarding departmental policies and procedures, provides work direction, review and training to office support staff as assigned, and performs a variety of duties relative to assigned area of responsibility. The Administrative Assistant receives direction from higher level management staff and may exercise technical and functional supervision over lower-level clerical staff.   

 

Examples of Essential Functions:

• Provide responsible and highly complex administrative support to an assigned department and department head; recommend improvements in workflow, procedures and use of equipment and forms.
• Screen office and telephone callers; provide front counter assistance including information to the general public regarding assigned area of responsibility; respond to and resolve complaints and requests for information on regulations, procedures, systems and precedents.
• Research, compile, analyze and summarize a variety of informational materials; assist in the design and production of technical information, facilitates processing of contracts and develops handouts.
• Assists in the maintenance of website content and links for department website pages.
• Type, word process and proofread a wide variety of reports, letters, memoranda and statistical charts; type from notes and media recording, verbal instruction or prior materials; independently compose correspondence, letters, memoranda, resolutions and staff reports as assigned.
• Provide support in the preparation and administration of the assigned department budget; monitor expenditures including reviewing and processing purchase requisitions and purchase orders; recommend modifications or adjustments as appropriate.
• Attend a variety of meetings; prepare and compile agenda packets; take and prepare minutes; disseminate information as appropriate.
• Maintain a calendar of activities, meetings and various events for the assigned department; coordinate activities with other City departments, the public and outside agencies.
• Organize meetings by notifying participants, making room arrangements and preparing required information and materials.
• Respond to requests and inquiries from the general public and other departments; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
• As assigned, receive applications, facility reservations, registrations and fees for assigned department functions.
• As assigned, serve as administrative recorder to various committees, commissions and boards; take and transcribe minutes and record information.
• As assigned, coordinate all phases of the pre-employment hiring process for applicants.

POLICE RECORDS TECHNICIAN I

$4,962.25 - $6,982.33 MONTHLY BASE SALARY PLUS EXCELLENT BENEFITS! In addition to the above:

• 6.6% Holiday Pay in lieu of holidays off.
• 5% Bilingual Pay for verbal fluency in Spanish/English
• $41.67 per month uniform allowance

PRT’s typically work a 4-10 or 5-8 work schedule. Must be available to work varied shifts as well as weekends and holidays as scheduled.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the City’s parks, playgrounds, sports fields, and other landscaping and performs a wide range of tasks in order to care for City parks and open spaces. Position Duties  

The Department of Public Works is recruiting to fill two (2) Building Inspector-Electrical Specialty, Combination/Certified I/II/III/Senior positions within the Engineering Services Division, Code Inspection Section.   

The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.   

• Investigate building, construction, and land use changes in the field by gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and preparing reports to use as evidence.   

• Provide technical assistance for development of codes and policies.   

• Generate written reports and enforcement orders which includes noting deficiencies in standards and submitting final documentation.   

• Review plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.   

• Provide technical support for agencies and the public which includes inputting data into system for general public access.   

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.   

• Perform other duties of a similar nature or level.

THE DEPARTMENT

A new state-of-the-art Police Department building and 9-1-1 Communications Center was built at 1 Chestnut Avenue, across the road from the former police building. The new Police Building includes a large training room for defensive tactics, a dedicated indoor firearms range, and progressive construction incorporating the latest in Police Station design concepts.  The 9-1-1 Communications center has the latest communications and dispatching technologies to provide improved service and response to South San Francisco residents.

THE POSITION

Under general supervision within the Police Department, responds to active crisis calls in collaboration with law enforcement and provides field and office based crisis intervention, behavioral health assessments and counseling, psychoeducation, outreach and engagement, transitional case management, consultation, and quality assurance review of assigned cases; works collaboratively with community service providers, behavioral health agencies, and law enforcement to connect individuals to appropriate resources; and performs related work as required or assigned.

This classification is uniquely distinguished by its principal responsibility to co-respond with law enforcement to emergency calls within the City that involve suspected mental health or behavioral health concerns. This integrated response model ensures a coordinated approach to crisis situations designed to improve outcomes for individuals experiencing psychological distress.

Employees in this position operate with a high degree of independence, judgment and initiative within established departmental policies and procedures. While this position does not include direct supervisory responsibilities, the clinician may provide guidance and training to other personnel, community partners or service providers. Incumbents receive general supervision from a Police Lieutenant and administrative direction from a Police Captain within the Police Department’s Services Division.

A Crisis Response Clinician I is in a pre-licensed status, has completed some of the requirements and must practice under supervision while working towards full licensure. A Crisis Response Clinician II is a licensed clinician who has completed all requirements for professional practice, including education, supervised hours, and exams and can practice independently. A Clinician I shall, upon receipt of the requisite licensure with the California Board of Behavioral Sciences or California Board of Psychology, be advanced to a Clinician II.

                          MINIMUM QUALIFICATIONS:

Education/Training:

• Equivalent to a Bachelor’s degree from an accredited college or university with major course work in engineering, architecture, or a related field.

Experience:

• Three years of increasingly responsible engineering experience

License or Certificate:

• Possession of, or ability to obtain, an appropriate, valid driver’s license.
• Possession of an Engineer in Training (EIT) certificate

                                  IDEAL CANDIDATE:

The ideal candidate will possess the following skills:

• Proven experience performing professional and technical civil engineering tasks, including design, plan preparation, and construction oversight.

• Strong leadership skills with the ability to supervise, assign, and review the work of engineering staff.

• Proficiency in AutoCAD and other engineering software for preparing detailed plans, specifications, and cost estimates.

• Familiarity with GIS tools and their application in infrastructure planning and analysis.

• Ability to exercise sound engineering judgment in accordance with current codes, laws, and best practices.

• Experience administering construction and professional services contracts, ensuring compliance and budget control.

The Policy Advisor for Public Safety is responsible for tracking and shaping policies related to law enforcement, emergency response services, probation, juvenile justice, and criminal justice reform. The Advisor works to ensure that public safety systems in District 1 are rehabilitative, transparent, equitable, and aligned with community needs. This position reports to the Director of Policy. 

Key Responsibilities:

• Monitor board items and legislative actions related to the Sheriff’s Department, Probation, District Attorney, and emergency response.
• Draft board letters, amendments, talking points, and constituent updates.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders
• Serve as liaison with community safety coalitions, violence prevention groups, and first responders.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Develop strategies that promote rehabilitation, accountability, de-escalation, diversion programs and reduce recidivism. 
• Track jail conditions, behavioral health service integration, and reentry programs.
