San Mateo Medical Center (SMMC) is seeking an experienced Patient Services Specialist (PSS) - Extra-Help.
 
The successful hire will support the clinical team with all registration, eligibility, enrollment, authorization, other administrative tasks, and Admission, Discharge, and Transfer (ADT) activities for SMMC. The PSS serves as the ambassador for SMMC to validate information and educate our patients and guests with the financial process upon arrival to the facility. The PSS verifies all demographic information, validates eligibility, obtain authorizations, collects co-payments, assist with all payor notifications and communication, and enroll patients if needed. The hire will be expected to work holidays and rotating weekends, if needed, to support department needs.
 
The ideal candidate for this position will possess excellent communication skills, including the ability to explain complex medical terminology and medical insurance requirements to individuals with varying levels of medical knowledge. Additionally, they should have strong skills in conflict resolution and problem-solving.

The ideal candidate will also be able to collaborate effectively with the clinical team, work with challenging patients, and assist those who may have language or communication barriers. This position requires keen attention to detail, strong organizational skills, and the ability to multi-task. Furthermore, the ideal candidate must be flexible and available for various shifts throughout the week.

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

 

Examples Of Duties

 

• Perform difficult, complex, technical, and/or specialized patient services office support and business office support work, which may require the exercise of independent judgment, the application of technical skills, and/or a knowledge of detailed or specialized activities related to the area to which assigned.
• Research and assemble information from a variety of sources for the completion of forms or the preparation of reports; make arithmetic or statistical calculations related to the billing for patient medical services.
• Provide information to the public or to County staff regarding fees, insurance coverages, etc., that requires the use of judgment and the application and interpretation of policies, rules or procedures.
• Interview patients to provide information and obtain necessary financial responsibility and personal data.
• Collect co-payments, assist with payor and recodes accounts if needed.
• Type varied materials/processes using a computer; proofread and check such materials for accuracy, completeness, and compliance with departmental policies and regulations.
• Enter and retrieve data and prepare reports using an on-line or personal computer system; review such reports for accuracy and make corrections as required.
• Oversee and personally perform a variety of office administrative details such as ordering supplies, arranging for the repair of equipment, transmitting information, and keeping reference material up to date.
• May train others in work procedures or direct the work of others on a project or relief basis.
• Check the Patient Access work queues daily to identify accounts that may need immediate attention and resolve them appropriately. 
• To be willing and able to work holidays, if needed, to support the department needs.
• Perform related duties as assigned.

 

Qualifications

Knowledge of:

• Medical terminology as related to patient services support work.
• Policies and procedures related to patient services office support and hospital or clinic business office activities.
• Office administrative practices and procedures, including filing and the operation of standard office equipment.
• Basic business data processing principles and the use of word processing or computing equipment.
• Proper form for typed materials.
• Business arithmetic, including percentages and decimals.
• Correct English usage, including spelling, grammar and punctuation.
• Record keeping principles and procedures.

Skill/Ability to:

• Perform technical, specialized, complex or difficult patient services office support work.
• Organize, prioritize and coordinate work activities.
• Read, interpret and apply rules, policies and procedures.
• Organize, research and maintain patient and general office files.
• Establish and maintain effective working relationships with those contacted in the course of the work.
• Compose routine correspondence from brief instructions.
• Make arithmetic calculations with speed and accuracy.

Note: Specific positions may require the ability to type at a rate of 40 net words per minute from printed copy.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• One year of journey level office support experience in a patient-services setting.

Minimum Qualifications

• Bachelor’s Degree

• Experience performing duties in support of Boards of Directors, Councils, or Commissions that operate under the Brown Act.

Summary
Under general supervision, performs a variety of complex skilled irrigation, grounds mainten­ance and landscape tasks in accordance with District policies and procedures; works indepen­dently and exercises judgment; ensures daily workload is carried out through individual and cooperative efforts; performs preventive maintenance of District-owned properties; and performs related duties as assigned.

Essential Duties and Responsibilities

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal
• Develops and implements plans for daily/regularly-scheduled park irrigation maintenance; installs, repairs and maintains irrigation equipment, as necessary.
• Establishes water budgets for each park facility; audits and calculates park/facility water usage, analyzes and interprets data and provides monthly reports.
• Investigates and develops new methods and/or improvements to existing methods that result in effective management and conservation strategies of limited water resources.
• Evaluates and makes recommendations, provides technical expertise to District staff, and provides reports to supervisor regarding water conservation objectives.
• Provides irrigation/water management training to staff.
• Assists in the design and makes water usage/conservation recommendations for new parks/ rehabilitation projects.
• Assists in seeking grants for water efficiency devices.

Other Duties and Responsibilities

• May be required to drive District or personal vehicle.
• May provide technical work guidance to Groundskeepers, contractors or temporary staff; participates in prioritizing irrigation/maintenance/water conservation workload and monitoring work of other employees for completeness, accuracy and conformance with departmental standards; provides information, instruction and training on work processes, proper uses of equipment, and safe work practices.
• Participates during disasters or when emergency response is needed

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the required knowledge and abilities would be: graduation from high school or GED equivalent and two years of pertinent experience in installing and maintaining landscape irrigation systems; or an equiva­lent combination of education and experience.

Language Ability: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to effectively present information in one-on-one and small-group situations to other employees and visitors.

Math Ability: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rates, ratios and percent, and to draw and interpret bar graphs.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions provided in written, oral, diagram or schedule form.

Certificates and Licenses:  

• Valid California driver’s license with a good driving record and current automobile insurance.
• Certified Water Auditor.
• All full-time employees require satisfactory completion of a pre-employment functional capacity examination.
• Department of Justice fingerprint clearance.

Other Required Skills: Use of word processing and spreadsheet programs.

Supervisory Responsibilities: This job has no significant supervisory responsibilities but may direct contractors or temporary staff and provide technical direction to Groundskeeper classifications.

General

The Operations Contract Administrator reports to the Manager, Bus Contracts, and is responsible for the development and compliance of multiple third-party contracts of the San Mateo County Transit District.

• Manage fixed route, paratransit, shuttles, microtransit, and other third-party contracts. 
• Answer inquiries regarding operation from both internal and external customers.

• Develop operational and technical provisions for each service agreement.
• Work with assigned department staff to monitor contract compliance such as monitoring field inspection activity and review reports or writ- ups.
• Design campaigns to encourage superior performance, and providing feedback to contractors for continual improvement, especially in safety-related areas.
• Work directly with private and public entities on route development, scheduling, and reporting on service quality.
• Track budgetary expenditures throughout the year. Prepare monthly reports for assigning performance bonuses or liquidated damages based on contractor performance criteria established in contractual agreements.
• Represent the Bus Contracts Department at consumer advocacy forums, various committee meetings, city council meetings, and SamTrans Board of Directors meetings. Attend meetings with various agencies, both private and public, and city council in development of routes and schedules, coordinates schedule changes with SamTrans and SMCTA planning teams, third-party contractors, other transit providers.
• Collect, organize, and complete monthly, quarterly and annual reports.

• Provide effective team leadership to department staff that incorporates the District’s core values. Provide on-going staff mentoring in application and practice of business ethics while fostering personal growth.
• Review and retrieve information in the Vector EHS Management, Business Intelligence and other District-related databases.

• Capable of conducting inspections of property and equipment at sites in and around District service area (San Mateo County, Santa Clara County & San Francisco County) in all types of weather and road conditions.

Preferred Qualifications: 

• Bus transportation operations (ideally public transit) experience. 
• Proficiency in Microsoft Word and Excel.
• Excellent oral and written communication skills.
• Possess the ability to perform detailed work with a high degree of accuracy, thoroughness and independence.
• Able to represent the District in contract compliance issues.
• Valid California driver's license with a safe driving record preferred.

What You’ll Do

The City of San Mateo is a very progressive city that encourages staff and resident engagement to develop positive solutions that meet the demands of the community and regulatory landscape. 

The successful candidate will coordinate, promote, expand, and implement best practices of the City’s Solid Waste and Recycling Programs within the Public Works Department; such as promoting and monitoring proper sorting by employees at all City facilities to  reduce contamination in the waste stream, reducing instances of illegal dumping, and  monitoring  the hazardous waste created by the City as a small quantity generator. You will monitor contractor compliance and resolve performance issues; will be a liaison between the public and the waste hauler to ensure service levels and the requirements of the exclusive franchise agreement are being met; and will perform a variety of professional and technical level tasks relative to assigned area of responsibility. You will plan, execute, and coordinate many special events with the public and other City departments as well as the City’s “Team Up to Clean Up” anti-litter and waste sorting education and outreach program.

SUMMARY DESCRIPTION

Performs technical and paraprofessional work supporting both the department and City planning operations including current and long-range planning,  environmental compliance review, processing development proposals, interacting with applicants, developers, consultants, the public, and external agencies, organizations and community groups, and other technical-level functions.

DISTINGUISHING CHARACTERISTICS

A paraprofessional classification requiring administrative, analytical, and specialized technical skills to perform semi-complex municipal planning duties. The role is distinguished from lower classifications by its scope of work and requirements for specialized training and technical proficiency in planning. This classification performs recurring tasks and solves problems independently under general supervision from the department director or assigned supervisor, and does not exercise supervision over staff.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Perform a wide range of administrative, operational, and technical tasks supporting planning programs and functions.
• Process, review, and evaluate plans, required planning documents and construction plans for completeness, consistency, and regulatory compliance.
• Administer zoning, land use, subdivision, and environmental regulations; provide recommendations on project issues, and assist applicants to ensure all requirements are met within established time frames.
• Interact with the public, and internal and external stakeholders;  serve as liaison to City staff, applicants, developers, consultants, and external organizations and agencies regarding City codes, policies, processes, and requirements.
• Conduct site visits; investigate zoning issues and complaints; advise property owners, developers, and the public on relevant City ordinances and regulations.
• Prepare reports and make public presentations to the Planning Commission, City Council, and other public groups.
• Conduct specialized planning studies, research, and analysis for current and long-range planning issues, including environmental evaluations and General Plan updates.
• Develop ordinances, resolutions, and regulations related to planning matters.
• Oversee and coordinate the current planning process including project scheduling for Historic Design Review Committee and Planning Commission, and project review with other staff.
• Maintain accurate and up-to-date planning records and data.

The City of Belmont Public Works Department is recruiting for the position of Mechanic.

 

 

The City’s Mechanic position is responsible for maintaining, servicing, and repairing all City-owned vehicles and light and heavy equipment; troubleshooting and diagnosing vehicle malfunctions; performing preventive maintenance on vehicles and equipment; and performing a variety of tasks relative to assigned area of responsibility.  The Mechanic receives general supervision from the Senior Mechanic.

The responsibilities and duties of the Mechanic may include, but are not limited to, the following:

• Inspect, diagnose, maintain and repair mechanical defects in vehicles, light and heavy equipment, trucks, tractors, rollers and related City equipment.
• Troubleshoot and repair problems in vehicle electrical, cooling, brake and steering systems; change and repair tires as needed.
• Inspect, diagnose and maintain batteries, alternators, voltage regulators and electrical engine controls; install new lights, wires, alternators, distributors, relay lights and switches.
• Disassemble engines, transmissions, clutches and other driveline components; perform general overhauling.
• Tune, repair and adjust engines, transmissions, drive shafts, rear-ends and smog components on City vehicles and power driven equipment; lubricate and change oil and filters.
• Replace and/or repair any worn parts in vehicles, trucks, tractors, sweepers, rollers and other mechanical equipment including but not limited to spark plugs, brakes, master cylinders, wheel cylinders, wheel bearings, clutches and exhaust systems.
• Perform welding as required to repair equipment.
• Maintain accurate and up-to-date records of time, work, parts, materials and outside service costs.
• Perform duties while utilizing a variety of hand tools and other equipment including brake tools, drill presses, grinding equipment, welders, cutting torches, lifts and related equipment; operate all tools and equipment in a safe manner.
• Estimate cost and time of procedures; prepare invoices.

The Civil Rights Analyst reports to the Manager, Civil Rights Programs and is responsible for supporting the Disadvantaged Business Enterprise (DBE) and labor compliance programs with data entry, contract compliance, outreach, monitoring, and reporting. The position will primarily work for Peninsula Corridor Joint Powers Board (Caltrain) and the San Mateo County Transit District (SamTrans).

Essential Functions & Duties:

• Create and prepare compliance reports for submission to Federal Transit Administration, project teams, Board of Directors, and other stakeholders.
• Manage the District’s prompt payment database (B2Gnow).
• Provide analysis for metrics, budgeting, and contract compliance.
• Assist OCR program staff with outreach, events and regulatory compliance.
• Coordinate communications, community involvement, and vendor outreach events. Attend project meetings and outreach events as the District’s representative.

 

Examples of Essential Duties:

• Communicate with Agency staff, primes, subcontractors, and other stakeholders regarding contract compliance requirements. Develop training materials as needed.
• Maintain prompt payment and utilization data in B2Gnow through:
  • Acting as the District’s contact person for B2Gnow related inquiries. 
  • Data entry and maintenance of contract and payment information gathered from multiple sources.
  • Tracking payments, resolving payment discrepancies, and assisting contractors with payment-related questions.
  • Closing contracts and ensuring timely audits. 
  • Create and prepare reports that include both narrative and data analyses.
• Assist OCR staff with research, data entry, and ad-hoc projects to ensure compliance with state and federal regulations.
• Assist contractors with the certification or recertification process by working with the DBE Administrator to gather and review required information and documentation.
• Visit active jobsites to interview construction workers and perform commercially useful function verifications.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.

Minimum Qualifications:

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in business administration, social work, human services, data analytics, economics, political science, or other closely related field. 
• Two (2) years of professional experience with federal and state civil rights laws, programs, and reporting requirements.

 

Preferred Qualifications:

• Experience working in a public or transit agency.
• Intermediate to advanced experience using Excel (pivot tables). 
• Professional experience using statistical databases or other data reporting tools. 
• Experience with minority, government, or small business programs (SBE, DBE, MBE, etc).
• Professional experience with B2Gnow, Peoplesoft, and LCPtracker.
