Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. Key responsibilities include leading utility rate setting, guiding long-range capital and infrastructure planning, and supporting major initiatives such as homelessness response and environmental restoration. The Assistant Director also plays a critical role in supporting the Director by overseeing the preparation of City Council presentations and tracking high-impact departmental initiatives. This position requires a leader with strong emotional intelligence, sound judgment, and the ability to navigate both day-to-day operations and long-term strategic goals. They will foster a culture of ethical leadership, continuous improvement, and inclusion—strengthening collaboration, building trust, and driving accountability throughout the department. Minimum Qualifications:

• Education: A bachelor’s degree from an accredited college or university in business administration, public administration, engineering, environmental sciences, or related field.

• Experience: Seven (7) years of increasingly responsible experience in business management and/or administration, operations, or maintenance is required.

• Experience managing a work unit equivalent to a major division within a public agency is preferred.

• Seven (7) years of exemplary supervisory experience is desired.

• Licenses: Possession and maintenance of a valid license authorizing operation of a motor vehicle in California.

About The Position

We are seeking highly motivated, highly skilled, innovative and enthusiastic individuals to join the Recreation and Human Services Division with the City of Half Moon Bay.  As a critical member of this team you’ll be responsible for assisting in organizing and conducting a variety of recreation programs and activities.

You will report to the Recreation Supervisor and work alongside the Recreation Leader and other Building Attendants.  You will have the opportunity to work in a beautiful community and a tremendous opportunity to build and expand on the organizational and community success that has transformed the City over the past several years.   

What You Will Do

• Open, secure and close City facilities.
• Arrange chairs, tables and other equipment for events held at City facilities.
• Arrange audio system and room set-up for City Council, Planning Commission and Recreation Committee meetings.
• Monitor activities during the facility rentals and other facility usage including monitoring the time of access and departure of the group, monitoring set up and clean up quality provided by the group to ensure that department standards are met. Inspect facilities after usage ends. 
• Accept and file facility rental paperwork and drop in fees. 
• Provide customer service in person or by phone by orienting users, answering questions and resolving problems.
• Enforce department rules including facility rental policies.
• Communicate with the community in both English and Spanish (preferred).
• Work evenings and weekends as needed. 
• Perform related duties as assigned.

What You Bring

Sufficient education and experience to satisfactorily perform the duties of this classification. Knowing that any combination of experience and training that would likely provide the required knowledge and abilities would be qualifying. Such as:

Building Attendant I: Possession of a High School Diploma, or equivalent, and no experience working in a recreation setting.  Experience working in a recreation setting can substitute for the diploma or equivalent.

Building Attendant II: Possession of a High School Diploma, or equivalent; and two (2) year’s paid or unpaid work experience, or two (2) years of experience equivalent to the level of Building Attendant I.

Building Attendant III:  Possession of a High School Diploma, or equivalent; and four (4) year’s paid or unpaid work experience, or four (4) years of recreation leadership experience equivalent to the level of Building Attendant I.

Knowledge of:

• Basic mathematical functions.
• Equipment, facilities, operations and techniques used in a comprehensive community recreation program.
• Modern computer equipment and Microsoft Office suite programs and browsers.

Skill to:

• Set up audio and video systems and other devices as needed.

This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard.  Additionally, the position requires near vision in reading correspondence, statistical data and using a computer, and acute hearing is required when providing phone service and communicating in person.

The Bolinas Fire Protection District is a combination paid/volunteer fire department providing services in emergency medical care, fire protection, disaster response, fire prevention and community education. Bolinas is a unique coastal community with approximately 1,500 year-round residents. Thousands of visitors are also attracted to our beaches and surrounding National Parks year-round. The District employs a full-time Chief, full-time Administrative Manager, and three full-time Firefighters. We also rely on the support of a dedicated group of approximately 20 volunteer firefighters and EMT’s. The department responds to approximately 300 emergency and public assistance calls annually, with approximately 80% medical aid calls.

DUTIES:

• Report to the Bolinas Fire Chief
• Perform scene command and personnel supervision during incidents
• Perform fire apparatus engineer and firefighting duties
• Perform fire prevention activities and public education
• Assist in leading volunteer trainings and support the volunteer firefighting program
• Provide BLS emergency medical care
• Drive and operate fire apparatus and related equipment
• Maintain fire station, grounds and related equipment & apparatus

ABILITY TO:

• Work independently
• Demonstrate effective written and oral communications
• Maintain proficiency in a variety of technical fire and EMS applications
• Maintain effective working relationships with colleagues, volunteers, and the public

• In possession of a high school diploma or a General Equivalency Diploma (GED)

• Possession of Firefighter 1 (FF1) certification from an accredited organization
• Possession of California Emergency Medical Technician (EMT) certification
• Possession of (or ability to obtain within 3 months) a California Driver’s License (Class C w/ FF endorsement or Commercial Class B) with a driving record in good standing
• Possession of a current Candidate Physical Ability Test (CPAT)

THE POSITION:

Hayward is excited to announce an opportunity to join its progressive and dynamic Transportation Division as the Senior Transportation Engineer. Reporting to the Deputy Director of Public Works – Transportation, Principal Transportation Engineer, or assigned supervisor, the Senior Transportation Engineer will manage the development of various transportation plans and projects; provide oversight and management on major strategic initiatives as stipulated by City Council; plan, assign and review the work of transportation engineering staff; perform technical evaluations related to traffic operations in the City, including signal system operations, streetlight system operations, management of neighborhood traffic calming efforts; perform complex and advanced transportation engineering related studies; and provide overall support to the Deputy Director of Public Works – Transportation, Principal Transportation Engineer, or assigned supervisor.

Ideal candidates will be licensed in the State of California as Professional Civil or Traffic Engineers and have a strong technical background founded on advanced education and the hands-on design, review, and management of municipal traffic improvements and transportation planning initiatives.

Essential Duties

What you will do: 
Duties may include but are not limited to the following:

• Manages the City's Traffic Management Center and makes recommendations on signal timing and other operational improvements, for the city's 135 signalized intersections.
• Troubleshoots overall traffic operations and traffic safety concerns reported by the community both in the office and in the field.
• Manages and/or prepares various transportation studies or programs.
• Plans, prioritizes, assigns, supervises and reviews the activities and staff in the traffic operations unit of the Transportation section.
• Participates in the preparation of plans and specifications for new and modified traffic signals, street lighting systems and related traffic control devices.
• Prepares grant applications for federal, state, regional or other funding.
• Recommends and assists in the implementation of the Transportation section's goals and objectives; establishes schedules and methods for transportation engineering activities and projects.
• Assists with and conducts the more complex transportation engineering projects and activities; prepares recommendations for traffic signal timing and coordination improvements; prepares traffic signal timing plans; and supervises and participates in collecting, tabulating and analyzing traffic information.
• Acts as City Traffic Engineer.
• Provides professional and technical staff assistance.
• Supervises the City's speed lump program and makes recommendations for alternative traffic calming measures as appropriate.
• Supervises and participates in preparation of work orders for installation, removal or replacement of traffic control devices.
• Confers with neighborhood groups, property owners and others relative to information on traffic operations activities; coordinates responses to inquiries from the public, City Council, City Manager and City staff relative to traffic operations issues;
• Coordinates traffic operations unit activities with other City departments; serves as liaison between  the City and  boards, councils, outside organizations, and commissions as directed; prepares and presents staff reports and presentations at various City Council, commissions, boards, and other governmental meetings; prepares  City Council agenda reports; serves on and attends various committees and task forces, attends  Planning Commission, City Council  and neighborhood meetings as necessary.
• Makes presentations on traffic and transportation issues to citizen and neighborhood groups, City Council, and Planning Commission as appropriate.
• Periodically attends and represents the City at the Alameda County Transportation Commission, Metropolitan Transportation Commission and other regional agencies meetings as appropriate.
• Prepares and reviews agreements for traffic signal maintenance and streetlight maintenance support as needed.
• Participates in budget and Capital Improvement Program (CIP) preparation and administration; prepares cost estimates for budget recommendations; monitors and controls expenditures; recommends funding needs for traffic operations unit functions and capital projects; monitors CIP project expenditures related to traffic operations, and identifies funding sources to supplement the budget for the traffic operations unit.
• Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Participates in the selection of transportation engineering staff; provides and coordinates staff training; works with employees to correct deficiencies; and implements discipline procedures.
• Performs related duties as assigned.

• Principles, practices, methods and techniques used in traffic engineering and operations.
• Pertinent local, state and federal laws, ordinances and rules including, the California Vehicle Code, the Manual on Uniform Traffic Control Devices (MUTCD), the MUTCD California Supplement and the Highway Capacity Manual.
• Traffic signal system design including communications, timing plans, controller functions and interconnect system design; signal operations, signal optimization software such as SYNCHRO, SIMTRAFFIC, TRANSYT, PASSER, HCS, analysis of traffic operations, development and maintenance of traffic control inventories.
• Traffic management software such as SCATS.
• Various traffic signal controllers such as NAZTEC and Econolite.
• Video detection equipment such as Pentel zoom cameras.
• Techniques for analyzing and developing signal timing and coordination plans and use of traffic signal operational analysis and timing software.
• Techniques for improving traffic operations and mitigating impacts in neighborhoods, the downtown and in other areas of the City, and for improving traffic operations and safety on the City's arterial system.
• Regional transportation planning, funding and oversight agencies including the Alameda County Transportation Commission, Metropolitan Transportation Commission, Air Quality Management District and others as appropriate.
• Street design strategies to address the need to make streets accessible to all users, i.e. Complete Streets.
• Basic telecommunication for traffic signal operations.
• Techniques for improving pedestrian and bicycle circulation.
• Principles and practices of supervision, training, discipline, and performance evaluations.
• Principles and practices of budget monitoring.
• Principles and practices of safety management.

• Prepare accurate, clear, concise and grammatically correct reports and correspondence in a form understandable to the public.
• Effectively communicate traffic operations issues to the residents of the City.
• Work with signal system design including communications, timing plans, controller and interconnect designs.
• Clearly and effectively articulate City positions on regional transportation planning and funding issues.
• Work with signal operations including determination of optimum signal splits, offset and cycle lengths, preemption, controller functions and settings of typical signal communication equipment.
• Analyze traffic operations to detect and recommend solutions to traffic safety and congestion problems.
• Perform the most advanced and complex transportation engineering related duties.
• Review, evaluate and prepare traffic engineering plans.
• Interpret and explain pertinent laws, rules, regulations and policies.
• Assist in the development and monitoring of an assigned program budget.
• Communicate clearly and concisely, both orally and in writing.
• Supervise, organize, direct, train and evaluate staff.
• Work effectively and cooperatively with consultants and contractors.
• Establish and maintain effective working relationships and deal respectfully and tactfully with those encountered in the course of work.

Minimum Qualifications

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Two (2) years of responsible professional transportation engineering work similar to that of an Associate Transportation Engineer with the City of Hayward.

Education: Equivalent to a Bachelor's degree from an accredited college or university with major course work in Traffic/Transportation Engineering or a closely related field.

License: Registration as a Professional Civil or Traffic Engineer in the State of California.  An out-of-state P.E. or T.E. will be accepted, but will require the candidate to obtain a State of California registration within a one-year period of being hired.  Possession and maintenance of a valid Class C California Driver's License.

DEFINITION: 

Under supervision of the Teen Coordinator and Teen Director, provide supervision of teens as
well as be a positive role model and assist with activity planning and implementation. Program hours are Monday, Tuesday, Thursday from 3-6pm, Wednesdays from 2-6pm and Fridays from 3-5pm. Teen Aide is required to work occasional evenings and weekends for special events. Approximately 15 hours per week with the potential for more hours.

QUALIFICATIONS & EXAMPLE OF DUTIES:

• Ability to motivate & interact with teens ages 10-14.
• Possess strong leadership skills in one or more of the following areas: art, crafts, sports,
• special events, multi-media.
• Lead teen activities.
• Create & maintain a positive environment in the Teen Zone Program.
• Maintain structure and discipline within a group setting, while encouraging and promoting student
• participation in a positive manner.
• Take direction from supervisors.
• The ability to speak English clearly and understandably.

TRAINING & EXPERIENCE:

Teen Aide will assist in leading Teen Zone, a daily drop-in program for local middle school students. While on duty, Teen Aide may be responsible for check-in and check-out of participants, oversee an in-house snack bar, and facilitate set-up of the Teen Zone game room (including setting up video games, ping pong table, quiet homework spaces, and more). Light cleaning duties will be expected.

PHYSICAL REQUIREMENTS: Must be able to lift 50 lbs.
