POSITION OVERVIEW 

We have an exciting opportunity for a full-time Assistant Planner to join our team in Millbrae, San Mateo County.  

 

The Community Development Department is comprised of five divisions and functional areas: Planning, Building, Code Enforcement, Housing, and Economic Development. This position will be the primary planner assigned to staff the public service counter, and would be assigned to process planning applications, zoning clearances, business license applications, and building, sign, and wireless permits. There would be a focus on processing design review planning applications and conditional use permits for single family dwelling units and other smaller scale residential and commercial projects.  This position may also work on other duties as needed by the Planning Division.

DEFINITION
Under general supervision, performs a variety of professional planning work related to municipal planning, zoning, housing, economic development, and environmental analysis; researches and analyzes a variety of planning-related data and information; prepares various studies and recommendations; prepares and reviews environmental documents; reviews development and subdivision proposals, building plans, permits, and parcel maps; works with developers, architects, attorneys, and the public regarding City standards and policies; may serve as staff to various Commissions and/or committees; and does related work as assigned.

 

DISTINGUISHING CHARACTERISTICS
Assistant Planner is the entry and first working level in the Planner class series. Incumbents learn and perform a wide range of the planning functions. This classification is distinguished from the Associate Planner because the Associate Planner performs more complex work more independently.
 

SUPERVISION EXERCISED AND RECEIVED
Receives general supervision from supervisory or management staff in Community Development Department.
 

DUTIES AND RESPONSIBILITIES

• Analyzes data with respect to relevant laws, ordinances, regulations, and policies; determines methods to reconcile project conflicts with local and State law;
• Prepares professional staff reports of summarized data, conclusions, and recommendations; prepares staff analysis and reports regarding land use applications;
• Attends and makes presentations to the Planning Commission, City Council, other commissions, and the public;
• Receives and reviews planning applications; coordinates review with various City and outside agencies; assists with the creation and revision of plans and related documents; may lead a team on complex applications and long-range planning projects; responds to inquiries both orally and in writing; interprets planning policies, State laws, and local ordinances, within established parameters; explains City procedures in person, over the phone, and in writing;
• Drafts resolutions, findings, ordinances, and amendments to plans and related documents; prepares and oversees the preparation of graphs, charts, and other displays;
• Ensures that all public and private development proposals have been properly reviewed and noticed under California Environmental Quality Act (CEQA) and State Law;
• Provides information on City, regional, and State environmental, zoning, land use, development standards, and subdivision requirements to consultants, developers, property owners, and the
general public;
• Works extensively on the computer to manage current planning caseloads, produce written documents, prepare maps, analyze data, create graphics, research on the internet, and communicate with others through e-mail;
• May administer contracts and oversee the work of consultants; may serve as a liaison with other City departments on large development projects;
• May provide a variety of support to the department, other city agencies, commissions, or ad-hoc advisory groups; and
• Performs related duties as assigned.

 

JOB-RELATED QUALIFICATIONS
 

Knowledge of: Mapping and drafting techniques involved in planning; design and plan review techniques; principles, practices, and purpose of municipal planning; laws and regulations related to City planning, including CEQA, State planning law, and subdivision map act; site and project design review techniques and requirements; nomenclature, symbols, methods, practices, techniques, and instruments used in planning, drafting, and mapping; statistics and statistical analysis as applied to land use, transportation, zoning, and master plan studies; principles and techniques of developing and maintaining a master plan; site planning and architectural design; laws and other regulations relating to municipal planning; basic knowledge of Geographic Information System (GIS) software, database software, word processing software, spreadsheets, and graphics software.

EDUCATION AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: Graduation from a four-year college or university with major course work in city or regional planning, urban planning, public policy, or a closely related field. Master’s degree in a related field is highly desirable.

Experience: One (1) years of experience as a current planner.

Licenses: Possession of a valid California Driver’s License and a satisfactory driving record, as determined by the City.

 

SPECIAL REQUIREMENTS
Speak clearly and understandably; operate standard computer programs. Ability to travel to various locations within and outside the City of Millbrae to meet program needs and fulfill the job responsibilities. When driving on City business, maintenance of a California driver’s license and satisfactory driver’s record is required. Must be able to actively participate in evening meetings.

THE POSITION:

This is a division head management position at the Hayward Executive Airport, reporting to the Airport Manager. The incumbent is responsible for the management of the business and accounting functions at the airport and provides second-line supervision and direction of staff within the Airport Division. This position is distinguished from the Airport Operations Supervisor classification which is responsible for the direct supervision of staff performance of Airside and Landside operations and maintenance tasks at the airport. Under general direction, the Airport Business Supervisor, oversees the airport business function including budget preparation, the real property program, tenant compliance with contract provisions, collections, preparation of grant applications, and other administrative duties.

The Airport Business Supervisor is a key administrative position in the Airport division of Hayward Public Works Department. The ideal candidate is detail oriented, discrete and a multitasker able to meet tight deadlines when required. They are a networker, able to build bridges with internal and external customers. Essential Duties

What you will do: 
Duties may include but are not limited to the following:

Assist the Airport Manager with the negotiation of commercial lease agreements.

Prepare draft leases at the request of the Airport Manager.
 
Oversee preparation of the annual airport budget.
 
Maintain a detailed database of all commercial and individual airport tenants.
 
Monitor tenant compliance with contract provisions.
 
Monitor account receivables and collect past due amounts.
 
Prepare annual business permits and monitor tenant compliance.

Perform appraisals and provide estimated current values on real property.
 
Administer the City hangar waiting list.
 
Prepare Federal Aviation Administration (FAA) and Caltrans grant applications and related documents.
 
Monitor and submit required FAA reports for the DBE program.
 
Performs related work as necessary.

Education:  Equivalent to a Bachelor's Degree from an accredited college or university with major work in Public or Business Administration, or a closely related field.
 
Licenses and Certificates:  Possession of either an FAA Private Pilot Certificate or standing as a Certified Member (CM) of the American Association of Airport Executives is desirable.

The Source Test Section performs source emission tests at regulated facilities for compliance determination, emission factor development, and information gathering. THE POSITION

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

The City of Thousand Oaks is seeking a responsible and motivated Environmental Compliance Aide (Hourly City Worker) who will provide assistance for the following programs: Drinking Water Quality, Pretreatment (Industrial Waste), and Stormwater Quality.

The Environmental Compliance Aide will report to the Hill Canyon Treatment Plant (9600 Santa Rosa Rd, Camarillo, CA 93012) and conduct work in the field throughout the City of Thousand Oaks.

This is a part-time, hourly, at-will position that involves working approximately 15-25 hours per week between Monday – Thursday with flexible scheduling options.

 

Primary Responsibilities:

• Tracking, researching, and following regulations regarding drinking water, wastewater, and stormwater

  • Sampling/ performing routine tests of the City’s drinking water distribution system

The Water Supply Planning team is responsible for Valley Water’s long-range water supply planning to ensure water supply reliability for Santa Clara County, as well as comply with federal and state water supply reporting requirements. The Assistant Water Resources Specialist will perform various technical and administrative assignments to support the analysis, policy development, implementation, and administration of water supply planning efforts and associated plans.

• Support the development of Valley Water's long-range water supply plans and regulatory compliance reports, including Water Supply Master Plan (WSMP) and annual reporting; Urban Water Management Plan, and Central Valley Project Improvement Act Report.
• Lead annual updates and reporting to meet federal and state regulatory requirements. 
• Collect and compile retailer water use data and handle data entry and retrieval from Water Supply Planning Database. 
• Research and review relevant studies, policies, and peer agencies’ practices pertaining to water supply planning and present summary and finding to support management needs and planning efforts.
• Respond to information and data requests from stakeholders and public.  
• Support the preparation of meeting materials (agendas, presentations, notes) for Board and Committee meetings and follow up on action items, as well as outreach efforts.

• Analyze data and information to support project evaluation and develop recommendations.

Water Supply Planning and Conservation Unit (Position Code 1086) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
