Education/Training:

• Equivalent to the completion of the twelfth grade supplemented by college level course work in water science, chemistry, environmental science or a related field.

Experience:

• Four years of wastewater treatment plant operations experience including one year of administrative or lead supervisory responsibility.

License or Certificates:

• Possession of an appropriate, valid State of California Grade IV Wastewater Treatment Operator certificate, and the ability to obtain a Grade V Wastewater Treatment Operator certificate within one year of hire.
• Possession of, or ability to obtain, an appropriate, valid CPR Certificate.

The position, under administrative direction, oversees the activities of the Health and Human Services Health and Wellness Division which includes Behavioral health, Substance Use Disorder and Public Health. Assures compliance of department activities with department goals and objectives, state and federal laws, and county policies and procedures; and performs related duties as assigned.

 

EXAMPLES OF DUTIES

• Monitors operations and procedures; evaluates division and program issues, and recommends and implements solutions; develops and approves recommendations for improving the division’s operations and processes.
• Conducts research and strategic planning functions; analyzes trends and makes recommendations for staffing adjustments and personnel assignments; directs division projects including grants and capitol projects.
• Plans, develops, prepares, and monitors budget and expenditures for programs and services; assures that appropriate services are provided; coordinates information and assures effective communication between programs.

This position will perform a variety of responsible law enforcement and crime prevention work, including patrolling assigned areas, answering calls and complaints, investigating crimes, serving civil papers, and providing court room security; enforce all federal and state laws and local ordinances related to public safety and welfare.

WHAT YOU’LL DO

• Performs routine patrol duties, including but not limited to patrolling assigned areas of the County; responding to emergency calls and/or public calls for assistance; investigating disturbances, prowlers, burglaries, thefts, vehicle accidents and other crimes; checking buildings for physical security, etc.

• Administers first aid in emergency situations.

• Issues traffic citations.

• Serves warrants, subpoenas and civil documents.

• Apprehends and arrests suspects and violent persons; transports prisoners; seizes property and/or criminal evidence; interrogates suspects, witnesses and complainants; gathers and preserves evidence.

• Assists with County search and rescue operations.

AHA is seeking a Facilities and Maintenance Technician I to perform a range maintenance and alterations on Housing Authority buildings and facilities, HVAC, and other electrical and mechanical systems; identifying and evaluating construction-related problems; performing installation and repairs on plumbing systems; conducting property inspections, and coordinating with vendors on maintenance replacement and repair projects. Under direction of the Deputy City Manager, the Recycling and Solid Waste Program Manager plans, organizes, directs and participates in the administration of multiple integrated solid waste management contracts and programs within the City Manager’s Office; represents the City and provides staff support for a variety of intergovernmental committees, subcommittees and authorities.

 

CLASS CHARACTERISITICS:

The Recycling & Solid Waste Manager performs complex and politically sensitive tasks including functioning as the City’s integrated waste program expert.  Appropriate judgment is essential to this position, as incumbents are expected to use professional judgement and skills in establishing relationships working with regulatory agencies, other cities, franchised service providers, local businesses, and community groups.  Strategic thinking is also essential to this position, including the ability to see emerging trends and develop strategies to succeed in a changing environment.  Community sensitivity and awareness are crucial to this position, including gauging community reaction to new fees and programs, and being able to effectively communicate to a very culturally diverse community. Creativity is paramount in developing and implementing effective Recycling & Solid Waste Program marketing and public information programs, preparing grant applications, and developing new programs to increase the level of community recycling and materials re-use.

 

EXAMPLES OF DUTIES (illustrative only):

• Managing the City's exclusive franchise contract(s) for residential garbage, recycling and organic (i.e., yard and food scrap) waste collection/disposal, commercial garbage collection/disposal, and private-sector contracts for materials transfer and recovery, and long-term disposal.
• Administering contracts including developing requests for proposals, overseeing the bidding process, recommending selection of providers, preparing contracts, policy development, negotiation and administration of the contract, reviewing revenue and expenses pertaining to collection and processing agreements, monitoring performance and regulatory conformance, resolving customer service issues, monitoring service providers for compliance with contracted level of service, and other contractual obligations.
• Prepares and administers the Recycling & Solid Waste (RSW) Program budgets; manages budgets to ensure appropriate spending and recording of expenditures, including tracking the status of associated RSW Special Funds and RSW Program grants.
• Managing the RSW Program's recycling programs including planning, organizing, and implementing programs and projects designed to encourage business, citizen, and public participation in waste reduction, recycling, pollution prevention, and composting, and maximizing efficiency and material recovery.
• Managing the RSW Program's public education, marketing and outreach program for RSW Program functions, and preparing, coordinating, implementing, and participating in public events which support RSW Program service objectives.
• Establishing and maintaining relationships with the press and other media, and community groups, organizations, and agencies, for publicizing, sponsoring and promoting RSW Program programs and events.
• Representing the City at the Alameda County Waste Management Authority (ACWMA), including Alameda County Recycling Board and Authority Board meetings and reporting significant issues to the City Manager in a timely manner; participating in County Waste Management Authority Technical Advisory Committee meetings; preparing and making presentations to the ACWMA and Recycling Board as required.
• Conducting resident and business surveys related to the RSW Program.
• Preparing a variety of data analyses on waste stream quantities and overall program elements, including cost analyses of programs, in conjunction with ACWMA and State programs and mandates.
• Providing reports to State and Regional authorities on integrated solid waste program results.
• Participating in the development of solid waste, waste reduction, recycling, and pollution prevention policies, which comply with regulatory mandates.
• Analyzing proposed regional, state and federal legislation affecting solid waste management.
• Recommending revisions of existing programs to meet new/changing needs.
• Preparing reports and documents for City Council study sessions and meetings; making presentations to City Council, other boards and commissions, and public groups.
• Providing staff-support and/or representing the City with a variety of committees, commissions, community groups, and the general public.
• Receiving and responding to customer service requests concerning scope of program, technical information, and service delivery issues.
• Developing proposals to obtain county, state, and federal grants; implementing and administering grant programs.
• Planning, assigning, supervising, and reviewing the work of professional and/or support staff; participating in the recruitment and selection of RSW Program staff.

The City of Simi Valley is seeking a qualified Senior Engineer to join its team. This position offers an excellent opportunity for civil engineers looking for variety, challenge, and meaningful work in public infrastructure.

The Senior Engineer will be responsible for managing complex capital improvement projects, conducting hydraulic studies, and performing advanced technical engineering tasks related to the planning, design, and construction of waterworks facilities. Key responsibilities include preparing plans, specifications, and cost estimates for a range of water infrastructure and public works projects, such as:

• Water main line replacements

• Water tank rehabilitation and replacement

• Pump station upgrades

The Senior Engineer works under the general supervision of a higher-level professional engineer and provides lead supervision to assigned engineering staff, ensuring quality, compliance, and timely delivery of projects.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. As a member of the Human Services Department, this position reports to a Clinical Supervisor in the Aging and Family Services Division.

This is a regular, part-time position (32 hours/week) and will receive pro-rated benefits.

Examples of Job Duties

• Manage a caseload of 28-32 clients comprised of older individuals with complex medical conditions.
• Conduct comprehensive client assessments and develop and monitor service plan.
• Collaborate with team members, Human Services programs, and community agencies.
• Conduct home visits and provide other community interventions.
• Conduct inter-agency and/or family conferences.
• Advocate for clients in accessing services.
• Monitor services provided for each client.
• Maintain timely electronic documentation of services, reporting, and billing.
• Participate in peer chart audits and outside audit preparation.

A 2.5% supervisory differential will apply.

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking.
