Village Park Preschool is a play-based preschool program offered by the City of Burlingame Parks and Recreation Department at Village Park. We offer 3 programs: Lil’ Sprouts (2 year olds), Cottage Kids (3 year olds), and Afternoon Owls (3 year olds).  The emphasis of the program is physical, social, and emotional growth in a child-centered environment. Activities are designed to foster a healthy child that develops an early love of learning. Village Park Preschool programs strive to create an environment inspiring each child’s individual creativity and self-expression. Children participate in arts/crafts, music, body movement, basic science, cognitive games, creative/dramatic play, cooking, circle and story time, fine and gross motor skill building, and phonics awareness.

Preschool Teacher

The City of Burlingame is looking for an energetic, caring, creative, and responsible Preschool Teacher. Under direction of a Recreation Supervisor, the Preschool Teacher plans, schedules, and organizes preschool classes for the City’s Village Park Preschool program, assures policies and procedures are maintained, and performs related work as required.

Essential Duties

• Plan, organize, and implement activities that support early childhood education and socialization
• Lead a variety of activities including, but not limited to, arts and crafts, organized games, story time, music/singing activities, science, cooking, early writing skills, and interactive circle time
• Ensure proper safety precautions are observed
• Maintain and care for supplies, equipment, and the facility
• Report any supply requests and facility maintenance needs
• Set up daily snack, change diapers and support toilet training
• Help with preparation of monthly newsletter
• Complete assigned paperwork, including timecards and incident and accident reports
• Communicate regularly with parents and staff to disseminate information and build positive relationships
• Perform related duties and responsibilities as assigned

Qualifications

• Knowledge of early childhood education principles, curriculum development, and best practices.
• Completion of 24 units of Early Childhood Education.
• Strong communication and interpersonal skills.
• Previous experience in a preschool or childcare setting is preferred.

PROJECT DESCRIPTION
The City of Woodland Public Library is seeking a motivated and creative Library Fellow to lead a hands-on, project-based program for children in our makerspace, Square One. The Fellow will be responsible for designing, implementing, and managing a part-time day camp program for elementary-aged students that encourages creativity, problem-solving, and hands-on learning. About the Department
The Department of Public Works plans, designs, constructs, operates, and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues, including rates and charges for services that are fair to both the users and service providers.

Public Works has a budget of approximately $200 million and is comprised of over 300 employees in four divisions: Administrative Services and Airports, Engineering and Resource Protection, Facility and Capital Projects, and Road Services.

Facilities Maintenance & Operations
FM&O, short for Facilities Maintenance & Operations, ensures County facilities are safe, comfortable, and clean. From historic landmarks to modern offices, we keep things running smoothly.

The FM&O Stationary Engineers perform maintenance and repairs to the various plumbing, mechanical, and lighting systems throughout County facilities. These include boilers, chillers, pumps, motors, lamps, ballasts, drivers, toilets, sinks, and faucets as well as utilizing the lighting and building control systems to schedule and adjust run times of the various pieces of equipment. There are multiple Stationary Engineer I/II vacancies in FM&O.

Our team turns the screws, tightens the bolts, hammers the nails, paints the walls, and types in the codes to keep all the buildings and their systems working. If it's loose, stuck, hot, cold, light, or dark FM&O gets the call. Whatever it takes, our team does it with professionalism, care, and heart!

The Position
Under the direction of a Supervising Stationary Engineer, Stationary Engineers are responsible for a wide variety of repair and maintenance work in the areas of HVAC, electrical, plumbing, refrigeration, emergency power systems, water treatment systems, boiler equipment, and piping repair, building automation systems, and miscellaneous equipment repair. Stationary Engineer II is a journey-level classification, and incumbents are expected to have proficiency, perform independently, and solve complex problems in all of the areas listed above.

There are multiple vacancies to be filled throughout the Department. Work locations will include Redwood City Government Center, San Mateo Medical Center, Youth Services Center, and Maple Street Correctional Facility.
Candidates hired as Stationary Engineers must be willing to work evenings, weekends, and alternate shifts. They must also successfully obtain and maintain a Sheriff's Office security clearance as a condition of employment. 

The ideal candidates for these positions will have:

• At least three years of journey-level experience as a Stationary Engineer.
• A minimum of three years of journey-level experience in mechanical, electrical, and plumbing systems.
• Extensive knowledge and experience working with boiler and HVAC systems.
• Proficiency in a wide variety of installations and repairs on plumbing, gas system piping, chiller/boiler piping, and wastewater systems, including the ability to operate a large sewer snake.
• Certification as a Backflow Prevention Tester.
• Experience in energy management and computer-controlled systems.
• The ability to troubleshoot, repair, and maintain a variety of equipment, including air conditioning, electric motors, heating units, heat pumps, light commercial furnaces, burners, fresh air and exhaust fans, economizers, and humidifiers.
• Experience with Fire Alarm testing, troubleshooting, and NFPA codes.
• Experience in a hospital or healthcare setting.

Examples Of Duties:

Duties may include, but are not limited to, the following:

• Operate, maintain, install, and repair electrical, refrigeration, plumbing, heating, air conditioning, and ventilating systems.
• Operate, maintain, and repair boiler equipment.
• Repair and replace pipes, fittings, and other equipment used in plumbing, gas, and steam systems.
• Repair electrical equipment, including lamps, fixtures, and switches; adjust electrical controls, motors, and auxiliary equipment up to 480 volts.
• Test, operate, maintain, and repair emergency power systems, including UPS, emergency generators, and associated equipment.
• Use hand and power tools, including cutting and threading tools, grinders, reamers, wrenches, welders, saws, and other special tools.

• Reclaim or recycle refrigerant using Freon recovery systems.
• Operate water treatment facility, including wastewater and potable water.
• Adjust and calibrate boiler burners and controls.
• Adjust and calibrate chiller controls.
• Test, calibrate, and repair backflow devices.
• Calibrate HVAC controls and associated equipment.
• Monitor building management systems.
• Replace pumps and pump seals, and repair and replace motor valves.
• Repair and replace air conditioning units.
• Troubleshoot HVAC, plumbing, electrical, and energy power systems.
• Conduct preventative maintenance.
• Understand fire alarm systems.
• Repair and install chemical monitoring stations.
• Repair, test, and record data on generators.

If designated as the certified water treatment operator:

• Operate water treatment facility, including wastewater and potable water, consistent with performance standards, federal and state regulations, and variable operating conditions and emergencies.
• Make periodic inspections and reports of facility conditions to ensure adherence to maintenance procedures.
• Perform water sampling in coordination with the health laboratory.
• Maintain logs of facility operations, test results, scheduled maintenance, and other operating conditions.
• Control filter operations.
• Coordinate special projects related to water treatment and distribution, in close coordination with supervisor/manager.
• Troubleshoot complex technical problems related to water treatment and develop recommendations to improve water quality standards, facility effectiveness, and efficiency.
• Perform quality analysis of raw and treated water.
• Compile data concerning flows, chemical dosages, levels, pressure, volume, water quality, and other operational information.
• Prepare reports.

Qualifications:

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  
 

• Completion of courses related to maintenance, installation, and repair of electrical, HVAC, plumbing, refrigeration, and power equipment.
• Two years of journey-level experience as a stationary engineer or equivalent, AND demonstrated experience in maintaining, installing, and repairing electrical, HVAC, plumbing, refrigeration, and power equipment in a large building, plant, or vessel.
• Two years of experience can be substituted with the completion of an apprenticeship program.

Licensure/Certification:

• Must obtain and maintain Sheriff's Office security clearance.
• Universal Certification in Freon recovery upon hire.
• Obtain Backflow Certification within six months of hire and maintain certification.
• If designated as the water treatment operator, possession of or ability to obtain a valid Grade II Water Treatment Operator Certification issued by the State of California within six months of employment is required.

The Department

The mission of the Maintenance Operations Department is to enhance the community by providing high quality maintenance services through the maintenance of safe and effective transportation systems and public infrastructure that support a desirable quality of life for residents, businesses, and visitors, and to support the City organization with efficient and effective services for City buildings and fleet vehicles.

The Positions
The Building Maintenance Division of the Maintenance Operations Department is seeking experienced Building Maintenance Workers to provide HVAC maintenance support for all public facilities, such as City Hall, Historic Buildings, Fire Stations, Police Department, Recreation facilities, and Rental Housing. Building Maintenance Workers (HVAC) design, fabricate, inspect, install, troubleshoot and evaluate problems with HVAC equipment.  They also repair heating, ventilation and air conditioning systems and related apparatus. Additionally, they install, repair and/or replace controls for energy management system as well as perform preventive maintenance and sheet metal work, including design and fabrication.

The Building Maintenance Division of the Maintenance Operations Department is also seeking experienced Building Maintenance Workers to provide general maintenance support for all public facilities, such as City Hall, Historic Buildings, Fire Stations, Police Department, Recreation facilities, and Rental Housing. Key Strategic Initiatives 

Key Strategic Initiatives: During the next 24 to 36 months, Public Works has several large initiatives underway to improve organizational performance and further advance community goals. The Zero Waste Strategic Plan and accompanying Five Year rate implementation will be key to funding new programs and infrastructure needed to achieve Berkeley’s waste diversion goals. The Bike Plan, Pedestrian Plan, and Vision Zero Plans are scheduled for large scale updates and public processes to define the traffic safety and infrastructure priorities of the future. Finally, an update of the goBerkeley Parking Program is underway to re-evaluate parking demand and transit uses to continue to drive effective curb management of metered parking and reduce emissions through improved programs.

Division Overviews

Refuse & Recycling – Berkeley has a long-standing commitment to reducing and ultimately eliminating landfill waste. The City established one of the nation’s first municipal recycling programs and, in 2019, adopted one of California’s most comprehensive ordinances regulating single-use foodware and litter. Berkeley operates its own transfer station and waste-collection franchise—an uncommon model in the region. Given its commitment to waste diversion, Berkeley is one of the few municipalities in the region that has its own City-owned transfer station and waste collection franchise operations. 

Streets & Utilities – Includes street maintenance, sewer maintenance, the Clean City Program which is responsible for illegal dumping collection, litter collection, encampment support, street sweeping).

Facilities Management – Responsibilities include electrical maintenance and Radio Shop; building maintenance and janitorial services; and property management support. This Division maintains public service facilities, traffic signals and pedestrian control devices, and streetlights. 

Public Works Administration – Leading, integrating and supporting departmental services, the administrative division provides strategic planning and policy formulation, budget administration, human resources management, payroll processing, coordination of legislative issues, and management of information systems.

Engineering & Capital Infrastructure – Under the leadership and technical guidance by the Engineering Manager/City Engineer Sidewalk Program, Sanitary Sewer Program, Pavement Rehabilitation Program, Storm Water, Utilities, Land Use Permitting, and Facilities Capital Renovations. In 2016 Berkeley voters passed the $100 million T1 infrastructure bond. There are more than $40 million in capital projects currently underway. In addition, in 2024, Berkeley voters approved Measure FF, which is a parcel that tax that is estimated to generate $15 million per year for the City to make repairs to streets, sidewalks, and pedestrian paths.

Transportation Division – The Transportation Division oversees citywide transportation planning, traffic engineering, parking, bicycle and pedestrian planning, and alternative transportation programs. In partnership with neighborhood organizations, community groups, and local business associations, the Transportation Division develops short- and long-range policy recommendations and directs program implementation to support a safe, efficient transportation environment in Berkeley.

THE PUBLIC WORKS DIRECTOR

The Director of Public Works is responsible for leading the operations, planning, administration, financial management, and intergovernmental relations associated with all Public Works activities, including:

-Directing the operations of the Department which include streets and sanitation, engineering, traffic engineering, facilities maintenance, equipment maintenance, and solid waste management, collection and disposal; performs related work as required.

-Planning and administering all aspects of the following: streets and sanitation, including construction and maintenance of streets, sidewalks, storm drains, and lateral sewer lines; facilities maintenance for City buildings and grounds, and installation and repair of electrical facilities such as street lighting, police and fire alarm, and communications systems; equipment maintenance for police and fire vehicles, solid waste trucks, construction equipment, fleet vehicles and other motorized equipment.

-Overseeing operations management including solid waste collection and the long-range planning of environmentally sound solid waste collection, recycling, and disposal which meets with community standards; the planning, design, installation and maintenance of traffic signs, signals and markings; and engineering design and inspection.

-Assuming direct responsibility for dealing with complex matters involving policy, administration and operations. This position requires considerable public partnership with citizen groups, boards, commissions, other governmental agencies, and other City departments and officials.

THE IDEAL CANDIDATE

The ideal candidate is a strong leader and an effective communicator with broad public works experience. Because this role interacts with a wide range of internal and external stakeholders - including commissions and community interest groups - exceptional interpersonal skills are essential. The successful candidate will bring strong management, financial, and political acumen to lead a large, complex department with extensive capital projects and contracts. They will have a passion for public service in an engaged and progressive community; a vision for expanded, energy-efficient capital investments; and a commitment to safe, low-stress, multimodal streets. They will also understand the culture of a large municipal public works agency and demonstrate the ability to lead and communicate with diverse professional and skilled-labor teams. 

Equivalent to graduation from an accredited college with a degree in civil engineering, architecture, planning, public administration, or a closely related field. Six years of professional experience in the field of public works, planning, or high-level project management. A minimum of four years of this experience must have involved high-level management of a variety of programs and demonstrated success in supervising a sizable professional and administrative staff involving policy information, program planning, development and implementation. An advanced degree may be substituted for the non-supervisory experience on a year-for-year basis, for up to two years of the required experience.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources.

The Position

The Program Coordinator will provide supervision and oversight of the Fremont Family Resource Center (FRC) Volunteer Income Tax Assistance Program (VITA). In addition, this position will be responsible for overall FRC communications, marketing, and event planning. This position will be required to work a varied work schedule which will include weekdays, evenings, and Saturdays.

Examples of Job Duties

• VITA program design and implementation. Duties include, but not limited to:
  • Ensure VITA site compliance as outlined by the IRS.
  • Manage and update calendaring system.
  • Manage day-to-day operations of VITA site(s) to include set-up (moving furniture, setting up laptops and printers, preparing food, clean-up, and washing dishes). Must have the ability to lift up to 50 pounds with help from other staff.
  • Meet with VITA coaches to develop, coordinate, and deliver training curriculum.
  • Maintain program documentation and write reports.
  • Recruit volunteers and attend county-wide meetings as appropriate.
• Serve as marketing, communication, and service integration lead for the Fremont Family Resource Center. Must be comfortable with public speaking, creating and delivering presentations.
• Plan, coordinate, and implement the Fremont Family Resource Center annual Day Away Conference and other FRC events.

ABOUT THE OPPORTUNITY:
The Business Operations Coordinator (BOC) is responsible for developing, implementing and monitoring efficient systems to manage the District’s business office, properties, entrepreneurial enterprises, service and vendor contracts, media management, and IT support services. This includes ensuring compliance with regulatory mandates, facility requirements, and workplace safety.

The BOC is a full-time exempt position that reports directly to the CEO.

DUTIES AND RESPONSIBILITIES:

1. 1. Provides comprehensive administrative and operational support to ensure effective implementation and community impact.
   1. Coordinates District-sponsored and community outreach events—in both virtual and in-person formats—in collaboration with District leadership.
   2. Provides oversight of the District office operations to identify opportunities to improve efficiencies, inventory and supplies management, document, and key security, tracking annual policy review and report filing requirements, and utilization of classroom facilities.
   3. Maintains a clean, well-organized office environment for team and visitors.
   4. Assists the Strategic Initiatives Director in managing the Community Health Investment portfolio, including utilizing and maintaining the District’s grant management software to track and support the community grants program.
   5. Oversees and manages district office operations and leasing budgets.
   6. Maintains IT services, triaging issues, tracking performance of various pieces of equipment, and helping identify IT issues that may benefit from more user training.
   7. Assists with accounting tasks as directed by CEO, including processing bank deposits and printing checks with Staff Accountant.
   8. Maintains a system for managing and regularly auditing vendor contracts to ensure compliance with performance obligations and identify opportunities for cost and service improvements.
   9. Contributes to the overall success of the District by providing support to programs and initiatives as assigned by the CEO.
2. Serving as primary PHCD contact for tenants, property manager, and vendors serving the eight District-owned properties This includes such activities as:
   1. Tracks lease terms and rent increases and taking timely, appropriate actions via Doorloop.
   2. Maintains effective tenant relationships with professionals and their staff.
   3. Establishes and carrying out a preventative maintenance program for all buildings in collaboration with the CFO and property manager.
   4. Primary liaison for facilities consultants
   5. Makes periodic rounds to ensure tenants are compliant with their property maintenance obligations.
   6. Works with leasing agent when a vacancy occurs.
3. Overseeing and strengthening all District communication channels, ensuring consistency, compliance, and effective public engagement.
   1. Manages all District websites are compliant with regulatory and special district transparency requirements, content is current, and sites are “user-friendly”
   2. Serves as primary liaison with the District’s communications and website professionals
   3. Serves as primary point person for coordinating, producing, and tracking analytics of external communications for websites, e-newsletter, social media, and related materials, in collaboration with the CEO, Directors, and District communications and marketing professionals.
4. In the absence of the Executive Assistant:
   1. Provides administrative support to Board Members, Board Committees, including scheduling meetings, preparing and distributing noticed meeting materials, and coordinating meeting logistics.
   2. Supports the CEO and Board with daily calendar management, communications, event and conference bookings, annual board policy review, staff meetings, and District transparency recertifications.
5. And all other duties as assigned.

REQUIRED SKILLS AND EXPERIENCE

• Experience supporting administrative staff
• Working for or with government/public agencies in California (preferred, not required)
• Experience with a range of standard office equipment
• Experience with technology modalities, including setting up of devices and light technology troubleshooting
• Excellent experience with PC/ including Microsoft Office Suite, Outlook, Google
• Suite, Adobe Pro, WordPress, BoardDocs, Mailchimp, and virtual teleconferencing platforms (Zoom, Teams, Google)

COMPENSATION & BENEFIT S
This is a full-time position. Compensation range based on experience: $55,000 - $85,000.

Definition

Under general supervision of the Economic and Housing Development Manager, assists in organizing and implementing an Economic Development Workplan that promotes the growth and development of the City’s economic base, including the facilitation of housing production and new building permits, the retention and expansion of existing businesses, and, sourcing new businesses for the City. This position will also support the Economic and Housing Development Manager’s staffing of the City’s Economic and Community Development Committee.

Distinguishing Characteristics

This is the journey level class within the Housing and Economic and Housing Development Specialist series. Employees perform the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Because of the cooperative, facilitative and marketing nature of this role, individuals must be able to work well with and have knowledge of other City departments, community stakeholders, small business owners and real estate developers.

The Equity and Belonging Manager will work with the Chief Equity Officer in the development and management of innovative and effective strategies to advance the ORSJ’s vision and day-to-day operations. The work requires considerable initiative and judgment and the ability to make sound recommendations to the Chief Equity Officer and departmental leadership.
 
The Equity and Belonging Manager may provide direct and indirect supervision over lower level supervisory, professional, technical, and clerical employees and contractors.
 
The Equity and Belonging Manager will optimize and support the functions of the ORSJ, which include but are not limited to the following:

• Collaborate with the County’s Chief Equity Officer and other equity-focused staff to normalize and institutionalize the implementation of an equity lens to improve relationships, decision-making, structures, and systems of County operation and delivery of services.
• Consult with and advise management, multi-disciplinary staff, community organizations, providers, external agencies, and other stakeholders on complex matters concerning efforts to advance just and fair governance and improving life outcomes for all populations.
• Sustain and improve the operations of an interdepartmental Core Equity Team and its committees to advance their annual action plans.

QUALIFICATIONS

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: Bachelor’s degree from an accredited college or university with major coursework in public policy, sociology, education, ethnic studies, public relations, social work, public health, public administration, or a related field, includes trainings and education specific to issues related to racial and social equity. 
• Experience: Five years of experience in the administration of community, public policy, educational, or social and racial justice programs, including at least three years in a supervisory level AND life experience related to interacting with inequitable systems that can provide an integral perspective to the position.

Demonstrated track record of success engaging with underserved and marginalized communities, and experience in making transformational changes to advance equity is required.
