The County Executive's Office is seeking an experienced and highly skilled professional to fill the position of Contract Administrator I/II. 

 

The Contract Administrator I/II will support the County Executive, Assistant County Executive, and Deputy County Executives in the development of well-negotiated contracts that align with County goals and will monitor the subsequent expenditures and progress toward those goals.  In addition, the Contract Administrator will work closely with the Chief Legislate Aides of the Board of Supervisors and will support the Project Development Unit of the County Executive’s Office.  The Contract Administrator will also work closely with the County Attorney’s Office for legal guidance and support.

 

The Contract Administrator will play a key role in drafting agreements for a variety of essential services that have a countywide impact, including the discretionary expenditure of Measure K funds by the Board of Supervisors. Toward that end, the Contract Administrator will work closely with the Chief Legislative Aides of the Board of Supervisors.  The Contract Administrator will also support the Project Development Unit by developing contracts for their construction projects.  The Contractor Administrator will also create contracts for legislative and lobbying expenditures, community impact projects, and partnerships with nonprofit organizations. Critical to success will be the ability to foster effective communication with department heads, community leaders, and other stakeholders.  Also critical will be the ability to work collaboratively with the County Attorney’s Office and the ability to ensure all contract work is complete, consistent, and error-free.  Important in the position will be the ability to draft, review, and analyze Board Memos to ensure compliance and accuracy.

This position is a pivotal part of ensuring the County's contracting efforts meet high standards of quality and compliance.

 

This position will be filled at the Contract Administrator I or the Contract Administrator II level depending on the qualifications of the selected candidate.

 

Contract Administrator I is the first working level class in the Contract Administrator series. Initially under close supervision, incumbents perform basic contract administration duties while learning County and programmatic policies, procedures and guidelines. As experience is gained, there is greater independence of action within established guidelines. This class is flexibly staffed with the Contract Administrator II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meet the qualifications of the higher-level class. The annual salary range for Contract Administrator I is $85,488 - $106,870.

 

Contract Administrator II is the fully experienced, journey level class in this series, capable of independently performing the full range of contract administration duties.  Employees are normally given substantial latitude in determining approaches, procedures, systems, and methods in accomplishing the work goals.  They make basic programmatic decisions that require the exercise of independent judgment and are responsible for coordinating multiple functions or processes. Incumbents at this level are typically assigned the more complex contracts.  The annual salary range for Contract Administrator II is $100,381 - $125,403.

 

This position is a full-time, on-site position.  The office is at 500 County Center in Redwood City, CA 94063.

Examples Of Duties:

In addition to the responsibilities described above, additional duties may include, but are not limited to the following:

• Coordinate the contract development and amendment process with the appropriate stakeholders, including securing appropriate signatures, distributing executed copies, and maintaining comprehensive contract files.
• Monitor contract agreements for compliance, report requirements, and possible amendments.
• Maintain the County Executive’s Office contract management system.
• Work closely with the County Procurement division to ensure consistency in business practices.
• Develop request for proposals and contract agreements.
• Assist with the development of policies and procedures and streamline department and program processes.
• Assist with developing performance measures, evaluating performance results, and reporting requirements.
• Collect information from a variety of sources and synthesize the data into a report format with recommendations.
• Provide information to County staff that requires the use of judgement and the interpretation of policies, rules, and/or procedures.
• Conduct research on a wide variety of administrative topics including contract feasibility, cost benefit analysis, budget and staffing proposals, and operational alternatives.
• Develop and maintain weekly, monthly, quarterly, and annual reporting mechanisms.
• Prepare and assist in the preparation of product specifications and contracts.
• Review invoices to ensure conformance to the contracted price schedule.
• Analyze bids for conformance to specifications; make awards on bids.
• Confer with vendors about products and services.
• Perform related duties as assigned.

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.  A typical way to qualify is:

• Four years of professional level administrative or programmatic experience, primarily in contract administration in a government, community service, or related setting.

The Opportunity:

To perform technical inspection and investigative work in enforcing compliance with laws, ordinances and regulations pertaining to the prevention and control of fires; and do related work as required. The Fire Prevention Inspector I/II position is flexibly staffed based on experience.

 

This is the entry level class in the Fire Prevention Inspection series. This class is distinguished from the Fire Prevention Inspector II by the performance of the more routine tasks and duties assigned to positions within the series including weed abatement and smoke detector inspections, which do not require prior specialized experience. Generally, work is observed and reviewed both during performance and upon completion, and changes in procedures and exceptions to rules are explained in detail as they arise. Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. Our facilities include 221 acres of parkland distributed among 13 parks, two libraries, two community centers, two public pools, three childcare centers, two gymnasiums, and one gymnastics center. Included in the parks and recreation areas are tennis and pickleball courts, dog parks, softball diamonds, picnic areas, playgrounds, soccer fields, a skate park, shared use of a performing arts center and open space.  The City of Menlo Park is preparing to open a state-of-the-art new facility that will incorporate a community center, gymnasium, aquatics center, senior center, youth center, and branch library in 2024.

 

San Mateo County Health is seeking experienced individuals for the position of Medical Records Coder II for Correctional Health to provide coding for CalAIM billable services including, ancillary services and clinic visits.

 

Medical Records Coder II is the journey level class of this series, fully competent to independently code ICD10 and CPT Procedural coding or perform coding audits, provide physician education on coding issues or EM levels, and analyze and resolve billing edits.

 

The successful candidate will be responsible for performing billing functions related to the Department of Health Care Services (DHCS) justice-involved CalAIM initiative. This initiative allows eligible incarcerated individuals to enroll in Medi-Cal and receive reimbursement for health care services provided within the 90 days prior to their release, supporting their successful reentry into the community.

 

The vacant position for coding will be focused on professional fee (profee) coding. Majority of work for these positions will be coding of clinic visits with possible profee coding of other chart types. Understanding of code combinations and coding guidelines is crucial for candidates to be successful in this position. Some initial training will be onsite in the Health Information Management Department in San Mateo after which the assignment will be in the adult correctional facilities in Redwood City and/or the youth detention facility in San Mateo with remote options.

The ideal candidate for the position will be familiar with most or all of the following: 

• ICD-10 diagnosis and procedures, CPT procedures, HCPCS procedures, CCI edits, APC, HCC coding, and modifiers.
• Has at least one year experience in facility and/or physician coding.
• Ability to work independently with minimal supervision using sound independent judgement within established guidelines.
• Embraces change.
• Able to organize work, set priorities and meet critical deadlines.
• Can communicate effectively (both verbal and written) and establish and maintain effective working relationships with those contacted in the course of work.
• CalAIM and Medi-Cal policy frameworks, especially as they relate to the Justice-Involved Reentry Initiative is highly preferred. 
• Electronic Health Records (EHR) and data systems used for tracking and submitting claims related to substance use treatment, mental health services, and care management is also highly preferred. 

 

Additionally the ideal candidate is detail-oriented, enjoys working in a fast-paced environment, proven problem solver and is a team player.

 

IMPORTANT: Candidates for position(s) in Correctional Health will be required to complete an extensive security clearance conducted by the San Mateo County Sheriff’s Office and undergo a thorough background check prior to being offered a position.

 

 

Examples Of Duties

 

Duties may include, but are not limited to, the following:

• Assign or verify correct International Classification of Diseases Clinical Modification System and Current Procedural Terminology (ICD10/CPT) codes to outpatient or inpatient medical records.
• Utilize technical coding principles and APC reimbursement expertise to assign appropriate ICD-10-CM diagnoses and ICD-10-CM/CPT procedures.
• Review narrative records of patient treatments and surgical procedures to determine what information is appropriate for coding purposes and prepare case abstracts.
• Enter coded medical records data on computer terminal; select diagnosis and operations codes from computer designated abstracting system.
• Assist in implementing solutions to reduce back-end billing errors.
• Track weekly and follow up on all accounts that cannot be coded.
• Contact doctors, nurses, laboratory and other auxiliary personnel for information needed to complete, correct or clarify medical records and to resolve discrepancies.
• Perform related duties as assigned.

 

Qualifications

Licensure/Certification:

All Levels

Possession of at least one of the following certifications:

• Certified Coding Specialist (CCS) issued by the American Health Information Management Association (AHIMA). 
• Registered Health Information Technician (RHIT) issued by the American Health Information Management Association (AHIMA).
• Registered Health Information Administrator (RHIA) issued by the American Health Information Management Association (AHIMA).
• Certified Professional Coder-Hospital (CPC-H) issued by the American Academy of Professional Coders (AAPC).
• Certified Professional Coder (CPC) issued by the American Academy of Professional Coders (AAPC).

 

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

 

I Level: Completion of the RHIT/RHIA program or 6 months experience in coding hospital related services.

 

II level: Three years of experience in coding hospital related services.

The Positions
The Building Maintenance Division of the Maintenance Operations Department is seeking experienced Building Maintenance Workers to provide HVAC maintenance support for all public facilities, such as City Hall, Historic Buildings, Fire Stations, Police Department, Recreation facilities, and Rental Housing. Building Maintenance Workers (HVAC) design, fabricate, inspect, install, troubleshoot and evaluate problems with HVAC equipment.  They also repair heating, ventilation and air conditioning systems and related apparatus. Additionally, they install, repair and/or replace controls for energy management system as well as perform preventive maintenance and sheet metal work, including design and fabrication.

The Building Maintenance Division of the Maintenance Operations Department is also seeking experienced Building Maintenance Workers to provide general maintenance support for all public facilities, such as City Hall, Historic Buildings, Fire Stations, Police Department, Recreation facilities, and Rental Housing. Maintenance tasks for the general assignment typically include painting, electrical repairs, wall repair, roof repair, carpentry/metal work, and floor repair.
