Are you an experienced emergency management professional ready to lead critical preparedness initiatives for one of California’s largest water agencies? Valley Water is seeking a dynamic and strategic Supervising Program Administrator (SPA) to lead our Office of Emergency Services (OES).

This position plays a key leadership role in overseeing the day-to-day operations of the OES unit and advancing Valley Water’s readiness, response, and recovery capabilities. Reporting to the Assistant Officer of Emergency, Safety & Security, the SPA will supervise two Senior Management Analysts and contracted staff while managing a wide range of emergency management programs and projects.

The SPA is responsible for developing, maintaining, and implementing essential planning documents—including the Emergency Operations Plan, Business Continuity Plan, and the Hazard Mitigation Plan—as well as overseeing the agency-wide Emergency Steering Committee. Key Responsibilities include, but are not limited to:

• Emergency Planning & Coordination:
  1. Lead development and maintenance of key planning documents including the Emergency Operations Plan (EOP), Hazard Mitigation Plan (in collaboration with Santa Clara County/FEMA), and Business Continuity Plans.
  2. Oversee and support emergency action planning, training, and exercise programs.
• Leadership & Supervision:
  1. Supervise OES team members, including two Senior Management Analysts and contracted staff.
  2. Develop and implement work plans, conduct performance reviews, and ensure accountability in alignment with Valley Water’s strategic goals.
• EOC Readiness & Operations:
  1. Serve in a key leadership role during emergency operations, including EOC Coordinator and Planning & Intelligence (P&I) Chief functions.
  2. Ensure ongoing preparedness and operational capability of the Emergency Operations Center.
• Strategic and External Engagement:
  1. Deploy the OES Strategic Plan and support continuous improvement of emergency management programs.
  2. Act as a liaison between Valley Water and internal/external emergency response partners, including local, state, and federal agencies.

Ideal Training and Education:

Office of Emergency Services Unit (Position Code 771) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period  (one year).

THE DEPARTMENT:

The core mission of the Utilities & Environmental Services Department is to provide water, wastewater, and solid waste/recycling services  to Hayward residents and businesses and to implement the City’s Climate Action Plan. The Department plays a central role in meeting the City’s goal of becoming a more environmentally sustainable community through water and energy use efficiency, renewable energy sources, and reducing greenhouse gas emissions.

What you will do: 

Duties may include but are not limited to the following:

Directs and participates in the work of shop and field crews involved in the installation and maintenance of water mains; installation maintenance and removal of water meters.

Trains subordinates in the operation of a wide variety of light and moderately heavy automotive construction and maintenance equipment and related hand and power tools.

Performs or directs the performance of the more complex and skilled aspects of water system installation, maintenance, inspection and repair.

Exercises a relatively high degree of independent judgment in calculating materials, supplies and equipment needed for specific projects and activities to be accomplished by subordinate crews.

Assures that daily work assignments are completed; maintains records of work activity and job costs; generates daily reports and communicates with regulatory committees; enforces safety regulations; performs heavy physical labor; and may be required to act for the Utilities Field Services Supervisor in the latter's absence.

Verifies that all information on work orders and improvement drawings correspond.

Marks and telephones Underground Service Alert for location of all utilities within work area (installations, fire hydrants, main breaks, etc.).

Makes appointments with customers in response to complaints or inquires.

Participates in the short and long range planning and scheduling of specific activities to be accomplished by crews under his or her supervision and sees to the prompt and efficient completion  of the work.

Supervises valve crews, hydrant crew, marking and location of mains. 

Works with Construction Inspectors and other public agencies.

Provides field checks for all new water related installations, and evaluate leaks in water system.

Locates and coordinates with contractors and customers on all new water service installations; adjust service installations and locations when conflicts occur with other utilities.

Makes recommendations for installation changes at the work site.

Coordinates site finals with Construction Inspectors.

May be required to assist with utilities system and sewer main repairs.

CORE COMPETENCIES

EXPERIENCE AND EDUCATION

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience:  Two (2) years of experience performing journey level duties in construction or maintenance work involving water systems.  One (1) year of supervisory experience as a lead person or above is desirable.

Education: Equivalent to completion of the twelfth (12th) grade.

License and Certificates:  Possess upon appointment and on a continual basis, a valid Class B California Driver's License with a Tanker Endorsement or a Class A Driver License may be required. Possess upon appointment, a D-3 certification from the California State Water Resources Control Board.

The City of Millbrae has an exciting opportunity for one (1) full-time Plant Senior Treatment Operator (Operator III) to join our team. This critical role is responsible for operating, maintaining, and monitoring the City’s water pollution control plant to ensure the efficient and effective treatment of wastewater. DEFINITION 

Under general supervision, performs a variety of work related to the operation, maintenance, and monitoring of the water pollution control plant; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Treatment Plant Operator III is the advanced journey-level position in the Treatment Plant Operator class series.  This classification is distinguished from the Treatment Plant Operator II in that the Treatment Plant Operator III requires a higher level of licensure.

SUPERVISION EXERCISED AND RECEIVED

Receives general supervision from the Chief Treatment Plant Operator.

DUTIES AND RESPONSIBILITIES

• Operates wastewater treatment machinery and equipment; reads, records and interprets meters and gauges; adjusts controls to properly regulate flow and process of wastewater; adjusts and monitors the operations of valves, pups, motors, chlorinator, disinfection equipment, filters, digesters, and clarifiers; inspects equipment, tools, pumps, and machinery;
• Collects and maintains accurate records and prepares summary reports of plant operations; collects samples; runs a variety of tests on tanks, equipment, and materials, and records results;
• Performs standard laboratory test of materials in process; adjusts plant processes as needed; takes grab and composite samples; performs other laboratory routines as required; maintains accurate records of laboratory test conducted;
• Disassembles electrical, plumbing, and other mechanical or constructed plant systems and structures; makes repairs to existing equipment; fabricates parts when feasible; reassembles and tests repairs; operates tools in the repair and maintenance of electrical systems, plumbing, and mechanical systems; performs sandblasting, welding, concrete and cement work, metal work, general construction, and related work; assists in plant construction projects as appropriate;
• Conducts preventative maintenance, including oiling, greasing, cleaning, and maintaining treatment plant machinery and equipment; cleans, adjusts, and repacks valves and pumps; inspects plant electrical, plumbing, and mechanical equipment for needed repair;
• Operates and records data from the Supervisory Control and Data Acquisition (SCADA) equipment;
• Reads and applies Operations and Maintenance (O&M) manual(s); reads and applies equipment manuals as needed;
• Cleans tanks and containers, sweeps, sands, and paints plant equipment and facilities; performs general groundskeeping such as litter pickup and weed abatement tasks, including trimming weeds and spraying herbicides; performs building custodial and maintenance work, such as sweeping, mopping, dusting, disinfecting, and replacing waste bin liners as needed to maintain orderly plant and facilities operations;
• Serves as Operator of the Day, as assigned;
• Trains and instructs others in plant operations and maintenance processes; and   
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Design, operation, and maintenance principles of valves, pumps, motors, plumbing, and electrical systems; sewage treatment processes and general treatment plant operations; basic equipment maintenance and specialized tool operation used in maintenance and repairs; chemicals used in treatment plant operations; applicable State Water Resources Control Board (SWRCB) rules & regulations;  safe work practices and use of safety equipment in relation to the job duties and operational functioning of wastewater processes; basic laboratory practices and procedures; SCADA supervisory control and acquisition control systems.

Ability to: Operate wastewater treatment plant machinery and equipment; read, record, and interpret meters and gauges; use and maintain manual and automated electronic record-keeping systems; perform basic wastewater mathematics; properly adjust operational equipment and process controls; perform standard wastewater laboratory tests; perform preventive maintenance of treatment plant machinery and equipment; perform minor repair of electrical and mechanical systems;  perform operation or maintenance work involving heavy physical labor; communicate effectively orally and in writing; safely operate a variety of hand and power tools; read plant drawings to confirm location of underground piping.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be: 

Education: High school diploma or equivalent (GED).  Technical training in treatment plant operations and maintenance, environmental science, or a related field is desirable.

Experience: Two (2) year of experience in a position equivalent to a Treatment Plant Operator II with the City of Millbrae,

Licenses: Possession and maintenance of a valid Class C California Driver's License with a satisfactory driving. Possession and maintenance of a Grade III Operator Certificate issued by State of California Water Resources Control Board. 

SPECIAL REQUIREMENTS

The ability to sit, stand, walk, kneel, crouch, stoop, squat, twist upper body, climb, lift 60 pounds, and drive a standard motor vehicle.  Work weekends and holidays. Ability to maintain records; learn and see operation of plant equipment, ability to access remote areas of the Treatment Plant using ladders, walk ways, and stairs.

GENERAL INFO

Under general supervision, the Recreation Leader I/II provides essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties at various facilities, including parks and community centers. This temporary, parttime position requires working up to 20 hours per week.
