Summary: 
 Under supervision, performs duties in accordance with District policies and procedures.

Essential Duties and Responsibilities:

• Instruct official certification courses using guidelines established by the Southern California. Municipal Athletic Federation (SCMAF) and the CRPD Sports Office
•  Submit a list of individuals successfully completing official's course to SCMAF for certification.
•  Confirm certified officials have complied with SCMAF requirements
• Participate in league manager meetings
• Communicate with league managers, answer inquiries from players and managers
• Observe and evaluate officials at league games; compile written evaluations of all officials
• Review league rules and make recommendations for rule changes; provide rule interpretations
•  Organize athletic facility so programing may be conducted in a safe and fair manner
• Officiate with professionalism and fairness using approved officiating mechanics
• Enforce and administer decisions of the game in accordance with SCMAF and CRPD League Rules

Other Duties and Responsibilities:

• Perform other related duties as assigned

Qualifications:

Education/Experience: Minimum age of 18 years old with a High School Diploma (or GED). At least 1,000 hours of experience in officiating.

THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 188 FTE) with a proposed FY 2023/24 general fund budget of $40.1M. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Planning; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). THE PUBLIC WORKS DEPARTMENT
The Public Works Department is organized into two Divisions: Field Services/Engineering and Wastewater.  The City has two Deputy Director positions, one that is responsible for Field Services/Engineering and the other that is responsible for Wastewater.  This position would be responsible for the Field Services/Engineering Division of Public Works, with a key emphasis on delivery of the Capital Improvement Program (CIP).  The Field Services section maintains parks, buildings, playing field and medians and keeps streets and trails clean and well-maintained.  Additionally, Field Services coordinates the tree program, cleans beaches and maintains the city’s storm drain system. The Engineering section implements the city’s CIP related to streets, roads, storm drains, facilities and coastal projects.  Additionally, the Engineering section pursues grants, manages consultants, reviews development projects and oversees the construction of the CIP and development within the City’s right of way. 

The Principal Civil Engineer will work under general direction, to direct, manage, supervise the Engineering Division; to perform highly complex professional engineering work; to plan, director, and supervise a variety of engineering projects and programs; and to conceptualize, develop, design, and implement all phases of difficult design and engineering research projects, to supervise and review the work professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects; coordinate the work of Engineering Division with the rest of Public Works.  

The Public Works Department is supported by 56 Full-Time staff and an operating budget of $21 million, along with FY2023-24 CIP appropriation of $26 million. The Engineering Division has an annual operating budget of $5 million, along with a FY2023-24 CIP appropriation of $18.5 million and is supported by 28 full-time staff. The Principal Civil Engineer reports to the Deputy Director of Public Works.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
• Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.
• Participate in the development and administration of the Capital Improvement Program projects. Forecast annual funding needed for construction, staffing, equipment, materials, and supplies to complete the Capital Improvement Program. Monitor and approve capital improvement expenditures and implement mid-year budget adjustments.
• Determine scope of engineering projects, review plans of private developers and contractors, make technical engineering decisions and establish technical criteria and standards.
• Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.
• Prepare a variety of budgets, reports, correspondence, and special studies.

The Department

The mission of the Maintenance Operations Department is to enhance the community by providing high quality maintenance services through the maintenance of safe and effective transportation systems and public infrastructure that support a desirable quality of life for residents, businesses, and visitors, and to support the City organization with efficient and effective services for City buildings and fleet vehicles.

The Positions
The Building Maintenance Division of the Maintenance Operations Department is seeking experienced Building Maintenance Workers to provide HVAC maintenance support for all public facilities, such as City Hall, Historic Buildings, Fire Stations, Police Department, Recreation facilities, and Rental Housing. Building Maintenance Workers (HVAC) design, fabricate, inspect, install, troubleshoot and evaluate problems with HVAC equipment.  They also repair heating, ventilation and air conditioning systems and related apparatus. Additionally, they install, repair and/or replace controls for energy management system as well as perform preventive maintenance and sheet metal work, including design and fabrication.

The Building Maintenance Division of the Maintenance Operations Department is also seeking experienced Building Maintenance Workers to provide general maintenance support for all public facilities, such as City Hall, Historic Buildings, Fire Stations, Police Department, Recreation facilities, and Rental Housing. Maintenance tasks for the general assignment typically include painting, electrical repairs, wall repair, roof repair, carpentry/metal work, and floor repair.

The Opportunity:

To perform technical inspection and investigative work in enforcing compliance with laws, ordinances and regulations pertaining to the prevention and control of fires; and do related work as required. The Fire Prevention Inspector I/II position is flexibly staffed based on experience.

This is the entry level class in the Fire Prevention Inspection series. This class is distinguished from the Fire Prevention Inspector II by the performance of the more routine tasks and duties assigned to positions within the series including weed abatement and smoke detector inspections, which do not require prior specialized experience. Generally, work is observed and reviewed both during performance and upon completion, and changes in procedures and exceptions to rules are explained in detail as they arise. Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

What You’ll Do:

• Interpret and enforce provisions of fire prevention and fire safety laws, ordinances, and other regulations.
• Perform periodic inspections of new and existing buildings, structures and installations requiring fire clearances; identify fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been taken.
• Investigate complaints pertaining to violation of fire prevention laws; issue correction orders as necessary.
• Investigate fires; secure fire scenes; identify types of fires; investigate causes of fire; collect, prepare, and present evidence; interview witnesses and suspects; write fire investigations; testify in court when required.

San Juan Water District Seeks an Electrical Instrumentation Technician

The Electrical Instrumentation Technician is part of the Operations team, performing specialized and technical duties associated with the troubleshooting, maintenance, installation and repair of electrical gear, breakers, electronic equipment, and instrumentation controls associated with surface water treatment plant, pump stations, distributions system facilities, wholesale meters, and medium voltage solar site component. 

Duties Include: 

• Performing corrective and preventative maintenance on electrical switchgear, breakers, transformers, process control systems, flowmeters, transmitters, gauges and other instrumentation and control equipment.
• Performing skilled duties related to the troubleshooting, maintenance, repair, installation, and testing of instrumentation, Programmable Logic Controller’s (PLC’s), telemetry, electrical and electronic components and instruments used in treatment plants, distribution systems and solar fields. 
• Recognizing, identifying and correcting problems with control and instrumentation equipment.
• Planning, installing and maintaining sophisticated electrical, instrumentation, and control systems; developing and using diagnostic problem solving techniques.
• Inspecting, adjusting, installing, calibrating, and repairing electrical and electronic equipment such as Variable Frequency Drives (VFD’s), breakers, transformers, motors, transducers, motor control centers, switches, wiring, electronic circuits, meter transmitters, (Cl2) sensors, and related devices.
• Installing, maintaining, calibrating, and troubleshooting control systems and water quality instruments, analyzers and electrical systems as they relate to water treatment, distribution, and solar systems.
• Working collaboratively with engineering to maintain and modify drawings of District’s Electrical Systems, PLC’s and SCADA systems.
• Assisting in new project design, inspection, installation, and troubleshooting of electrical 
• Systems, including but not limited to, submittals, RFIs, change orders, site layout and planning of specific drawings.

To be considered, candidates should be knowledgeable of principles and practices of electrical theory and electrical circuits, practices and techniques used in the design, installation, testing, calibration, maintenance and repair of radio telemetry, cellular communication, 4160V solar field, electrical and electronic equipment, instrumentation and controls as they relate to water treatment and distribution systems. 

The qualifications include:

• Graduation from high school or equivalent with additional supplementary course work in electrical, electronics, instrumentation, control systems, or equivalent material pertaining to the field of electronics AND
• Three years of journey level experience in the design, construction, installation, modification, maintenance, and repair of electrical/electronic equipment, instrument systems, and control devices common to an industrial facility, water treatment plant, and distribution systems. 
• Possession of a valid California motor vehicle operator's class C license.

The salary range is $55.81 - $66.97, depending on qualifications. In addition, the District offers competitive benefits which include District contribution to CalPERS retirement, medical (100% of premium for most offered plans), dental and vision for employee and dependents; District paid life insurance; 12 paid days of sick leave; 12 paid holidays; and paid vacation depending on length of service. In addition, the District provides retiree health benefits with 50% of the premium paid with 10 years of service and an additional 5% with each year of service up to 100% with 20 years of service in CalPERS participating agencies.

In this role, you will:

• Lead the planning and facilitation of diverse, enriching youth activities
• Inspire student engagement through health, recreation, and service projects
• Develop activity calendars and lesson plans that foster growth, learning, and leadership

This position will report directly to the Recreation and Community Service Program Coordinator.  position, gaining hands-on experience in youth development. This part-time position offers

20–28 hours per week, Monday through Friday, during the 2025–2026 school year (August to June, depending on site assignment).

San Juan Water District Seeks a Customer Service Technician

The Customer Service Technician is responsible to provide customer service and support to the public, responding to inquiries and complaints, receiving and processing payments and fees, and assisting with new connection and permit applications.  The District can hire at the I or II level, depending on experience. 

Duties Include:

• Providing customer service in person, by phone, and electronically; responding to inquiries and complaints regarding utility services, rate structures, billing, payments, hydrant permits, and service orders.
• Receiving, processing, and documenting customer utility payments, fees, and reimbursements; processing payments received by mail, phone, in person, and electronically.
• Assisting in resolving water-related service complaints.
• Maintaining customer accounts by monitoring and ensuring the accuracy of account information.
• Providing estimates to title companies when properties are being sold.
• Preparing, tracking, and assigning work orders related to leaks, service line breaks, water quality concerns, pressure issues, meter replacements, and time-and-material tracked services.
• Notifying customers regarding delinquent accounts, non-payments, and returned checks; applying late fees and penalties; following up on payment arrangements.
• Researching and investigating billing and payment inquiries; applying adjustments as appropriate.
• Preparing Will Serve letters, assigning meters, and assisting applicants with the application process.

To be considered, candidates should be knowledgeable of principles and practices of customer service, methods for cash handling and reconciliation, and billing and account management procedures. 

The qualifications include:

I level:

• Graduation from high school or equivalent 

II level:

• Two semesters of college level coursework or two years of experience related to business or accounting 

AND

• One year of responsible experience equivalent to a Customer Service Technician I. 

Both levels:

• Possession of a valid California motor vehicle operator's class C license.

The salary range for the I level is $30.42 - $36.50 and for the II level $33.60 - $40.32, depending on qualifications. In addition, the District offers competitive benefits which include District contribution to CalPERS retirement, medical (100% of premium for most offered plans), dental and vision for employee and dependents; District paid life insurance; 12 paid days of sick leave; 12 paid holidays; and paid vacation depending on length of service. In addition, the District provides retiree health benefits with 50% of the premium paid with 10 years of service and an additional 5% with each year of service up to 100% with 20 years of service in CalPERS participating agencies.
