The County of San Mateo Family Health Services Division is seeking an experienced and qualified Senior Community Worker to join the Healthy Families San Mateo County Program. Healthy Families San Mateo County is an evidence-based home visiting program that supports pregnant people and new parents to have the healthiest start for their babies. The Senior Community Worker will work to promote the health of pregnant people and their babies, improve birth outcomes, strengthen parent-child bonding, and create a healthy environment for the entire family by providing intensive home visiting services to families in San Mateo County. The Senior Community Worker will make referrals to community and other agencies, coordinate care with hospitals and medical providers, educate and counsel new parents, act as a resource for staff on medical and nursing issues, interpret medical records and make recommendations.

The ideal candidate will possess the following:

Examples Of Duties

Duties may include, but are not limited to, the following:

• Assess and monitor client needs and develop individual care/recovery/support plan based on the needs of the client.
• Prepare and/or coordinate the preparation of informational and outreach materials, basic correspondence and reports, and other documents regarding program activities.
• Assist staff in developing strategy for conducting and maintaining effective relationships with the community; interpret community needs and cultural patterns to professional staff members.
• Performs crisis intervention by arranging for special services to assist clients in addressing serious personal, financial, employment, and/or family issues; performs crisis intervention.
• Establish and maintain collaborative relationships with community resources.
• Conduct home and field visits to assess and monitor client needs and ensure adherence to individual care plans.
• Provide information and refer clients to appropriate social services agencies; research community resources for clients; work closely with other County staff to coordinate various functions of outreach and referrals.
• Provide educational services to the clientele served; schedule, arrange, and assist in the facilitation of educational programs and activities to support client health/wellness, recovery, self-sufficiency, or employment goals.
• Perform outreach to provide education and information to individuals who may be at risk and unaware of services and/or prevention methods; inform clients and community members of programs and services and promote participation of groups and individuals in program activities.
• Conduct outreach activities to community organizations to provide information about the program and resources and to secure health, welfare, educational, and other social service supportive programs on behalf of clients; promote participation of groups, businesses, and individuals in program activities; and coordinate the delivery of support services to clients.
• Identify home, family, or community conditions needing improvement and develop, recommend, and implement measures to correct these conditions.
• Assist in the follow up and monitoring of cases for assigned client groups; work with client and case management team to develop and maintain individual development plans.
• Monitor action plans and periodically make contact with clients to assess progress and identify support needed to aid clients in pursuing interim goals as planned.
• Advocate with external agencies, employers, and other organizations, to help ensure that the client is represented and informed of processes and procedures, to resolve issues and disputes with third parties, as well as engage in communications on behalf of the client.
• Assist clients in a wide variety of daily living activities, such as completing applications and forms, providing transportation, budgeting, and navigating support service systems.
• Represent the division or section on internal and community committees and task forces as assigned representing the needs of the community or of individual clients; attend and participate in community events.
• Act as an interpreter in contacts involving non-English speaking residents.
• Attend staff and in-service meetings.
• Develop immediate solutions to emergency problems and expedite delivery of needed services.
• Perform special assignments, projects, or other related duties as required.

Qualifications

Note: The level and scope of the knowledge and skills listed below are related to job duties as defined under Distinguishing Characteristics.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way of gaining the knowledge and skills is;

• Two years of experience providing community services of a remedial and educational nature which includes experience counseling and conducting outreach to the client population served.

Licensure/Certification:

• This position requires possession of a class C California driver license or equivalent.

Physical Demands:
Must possess mobility to work in the field as well as an office environment; to operate a motor vehicle for home visits, jail visits, to attend meetings, and visit various County sites; to inspect sites including client homes; vision and smell to assess environmental situations, identify conditions, and to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. The job involves fieldwork requiring frequent walking on uneven terrain, and climbing and descending structures to access client homes and interact with members of the community. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work. Employees must possess the ability to lift and carry materials, objects, and children weighing up to 60 pounds, with the use of proper equipment.

Environmental Elements:
Employees frequently work outdoors and are exposed to varying weather conditions, loud or excessive noise levels, unpleasant odors, dust, fumes, allergens, vermin, parasites, or insects, toxic substances; infectious agents, and cold and/or hot temperatures. Incumbents may be exposed to blood and body fluids performing duties. Protective clothing such as gloves, masks, or gown may be necessary when performing client assessments or when supporting client job training. Employees may interact with members of the public or with staff in a highly emotional setting while interpreting and enforcing departmental policies and procedures.

The San Ramon Valley Fire Protection District and the San Ramon Police Department jointly invite qualified applicants to submit an application for the position of Lateral Public Safety Dispatcher. We encourage highly qualified applicants to consider supporting our newly formed 9-1-1 Emergency Communications Center. Under direction and management of the San Ramon Valley Fire Protection District, the 9-1-1 Center provides the full array of public safety communication services for Police/Fire and EMS.
 

THE POSITION
Under the supervision of a shift supervisor, the Public Safety Dispatcher processes emergency and non-emergency calls for service; dispatches police, fire, medical, and other emergency equipment, by telephone or radio, utilizing complex technical aids, such as Computer Aided Dispatch systems (CAD); and performs other related duties as assigned.
 
The ideal candidate will possess a POST Basic Certificate, EMD Certificate, and knowledge in all disciplines of Police/Fire and EMS dispatching and one year as a Public Safety Dispatcher with a demonstrated background in the operation of modern Computer Aided Dispatch (CAD) systems.  Note:  The POST Basic Certificate is required at time of application. Without the POST Basic Certificate at time of application the candidate will not be considered.  
 
Work Schedule:  Public Safety Dispatchers work a 48x96 schedule.
 
Compensation: Base Salary includes holiday, EMD, and FLSA pay. To qualify for holiday pay, you must be on a 56-hour schedule and to qualify for EMD pay, you must have passed the EMD course. 

DUTIES
Receives and processes 9-1-1, emergency and non-emergency requests for assistance, evaluates the information provided and creates CAD system events; provides pre-arrival and post-dispatch instructions to the caller or relays information to other jurisdictions; processes and prioritizes incoming calls.

Dispatches Police/Fire and EMS personnel and equipment on both routine and emergency calls utilizing a CAD system, multiple video display terminals, radio dispatching consoles, and related equipment.

Monitors and maintains status of public safety personnel and equipment; analyzes situations accurately and takes effective action to help ensure officer and firefighter safety; handle the reassignment of fire equipment to ensure adequate district-wide fire protection.

Provides operational support for police, fire, and medical operations; facilitates outside agency assistance and mutual aid requests; as requested, enters, updates, and retrieves information from teletype networks relating to wanted persons, stolen property, vehicle registration, stolen vehicles; handles tow requests and other information.

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after six months of employment.

The Air District is currently accepting applications for the position of Air Quality Specialist I/II in the Source Test Section. This is an open recruitment for one (1) full-time, represented position.

The Source Test Section performs source emission tests at regulated facilities for compliance determination, emission factor development, and information gathering. Facilities that are commonly tested include petroleum refineries, power plants, manufacturing facilities, wastewater treatment plants, landfills, and gasoline dispensing facilities. The section also provides regulatory oversight for facility continuous emission monitoring system (CEMS) operation, facility contracted source testing, and special testing or measurement projects. 

This role will be tasked with field, shop, and office source test program duties, including, but not limited to, equipment preparation/maintenance/repair, instrument and device calibration, inventory management, special project management, field testing, assembly/fabrication, records management, warehouse equipment operation, data reduction, and report preparation.

he Senior Project Manager is responsible for the developing, managing, and administering capital funded design and construction of projects of the infrastructure and capital project development department for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities.

• Responsible for overall management of scope, schedule, budget, and quality of assigned capital projects from initiation to closeout. 
• Manage projects through design, procurement, and construction.

• Oversee construction contract to ensure compliance with contract requirements.

• Coordinate with federal, state, and local agencies during project implementation, and ensure compliance with their administrative guidelines.
• Develop, negotiate, and monitor contracts and cooperative agreements with other governmental agencies, private consultants, and private contractors.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.

THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 188 FTE) with a proposed FY 2023/24 general fund budget of $40.1M. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Planning; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). The Public Works Department is organized into two Divisions: Field Services/Engineering and Wastewater.  The City has two Deputy Director positions, one that is responsible for Field Services/Engineering and the other that is responsible for Wastewater.  This position would be responsible for the Field Services/Engineering Division of Public Works, with a key emphasis on delivery of the Capital Improvement Program (CIP).  The Field Services section maintains parks, buildings, playing field and medians and keeps streets and trails clean and well-maintained.  Additionally, Field Services coordinates the tree program, cleans beaches and maintains the city’s storm drain system. The Engineering section implements the city’s CIP related to streets, roads, storm drains, facilities and coastal projects.  Additionally, the Engineering section pursues grants, manages consultants, reviews development projects and oversees the construction of the CIP and development within the City’s right of way. 

The Principal Civil Engineer will work under general direction, to direct, manage, supervise the Engineering Division; to perform highly complex professional engineering work; to plan, director, and supervise a variety of engineering projects and programs; and to conceptualize, develop, design, and implement all phases of difficult design and engineering research projects, to supervise and review the work professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects; coordinate the work of Engineering Division with the rest of Public Works.  

The Public Works Department is supported by 56 Full-Time staff and an operating budget of $21 million, along with FY2023-24 CIP appropriation of $26 million. The Engineering Division has an annual operating budget of $5 million, along with a FY2023-24 CIP appropriation of $18.5 million and is supported by 28 full-time staff. The Principal Civil Engineer reports to the Deputy Director of Public Works.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
• Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.
• Participate in the development and administration of the Capital Improvement Program projects. Forecast annual funding needed for construction, staffing, equipment, materials, and supplies to complete the Capital Improvement Program. Monitor and approve capital improvement expenditures and implement mid-year budget adjustments.
• Determine scope of engineering projects, review plans of private developers and contractors, make technical engineering decisions and establish technical criteria and standards.
• Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.
• Prepare a variety of budgets, reports, correspondence, and special studies.

 The Accounting and General Services Specialist III position is in the Public Works Department. This position performs a variety of highly complex technical para-professional administrative duties in support of fiscal and accounting procedures, including budget preparation and auditing a variety of financial records under limited supervision. This position will require thorough knowledge of accounting terminology and procedures. The position is full-time, and scheduled for forty (40) hours per week. 

WHAT YOU’LL DO

• Coordinates services and repairs with maintenance staff and/or vendors; conducts inspections, investigations, or interviews as needed to identify problems.
• Enters data into computer systems and maintains information systems database; enter data, processes transactions, assess and validates data, compiles documentation, examines, reconciles and adjusts financial records and reports.
• Tracks progress of projects, payments, expenditures, and reimbursements.
• Creates, maintains, and monitors facility related agreements and contracts with outside vendors and contractors; monitors vendor/contractor/landlord performance, ensuring discrepancies or problems are resolved and work is done in accordance with contractual requirements.

Essential Duties and Responsibilities:

• Instruct official certification courses using guidelines established by the Southern California. Municipal Athletic Federation (SCMAF) and the CRPD Sports Office
•  Submit a list of individuals successfully completing official's course to SCMAF for certification.
•  Confirm certified officials have complied with SCMAF requirements
• Participate in league manager meetings
• Communicate with league managers, answer inquiries from players and managers
• Observe and evaluate officials at league games; compile written evaluations of all officials
• Review league rules and make recommendations for rule changes; provide rule interpretations
•  Organize athletic facility so programing may be conducted in a safe and fair manner
• Officiate with professionalism and fairness using approved officiating mechanics
• Enforce and administer decisions of the game in accordance with SCMAF and CRPD League Rules

Qualifications:

The Department

The mission of the Maintenance Operations Department is to enhance the community by providing high quality maintenance services through the maintenance of safe and effective transportation systems and public infrastructure that support a desirable quality of life for residents, businesses, and visitors, and to support the City organization with efficient and effective services for City buildings and fleet vehicles.

The Positions
The Building Maintenance Division of the Maintenance Operations Department is seeking experienced Building Maintenance Workers to provide HVAC maintenance support for all public facilities, such as City Hall, Historic Buildings, Fire Stations, Police Department, Recreation facilities, and Rental Housing. Building Maintenance Workers (HVAC) design, fabricate, inspect, install, troubleshoot and evaluate problems with HVAC equipment.  They also repair heating, ventilation and air conditioning systems and related apparatus. Additionally, they install, repair and/or replace controls for energy management system as well as perform preventive maintenance and sheet metal work, including design and fabrication.

The Building Maintenance Division of the Maintenance Operations Department is also seeking experienced Building Maintenance Workers to provide general maintenance support for all public facilities, such as City Hall, Historic Buildings, Fire Stations, Police Department, Recreation facilities, and Rental Housing. Maintenance tasks for the general assignment typically include painting, electrical repairs, wall repair, roof repair, carpentry/metal work, and floor repair.
