Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in personnel, business administration, public administration, or a closely related field, and four (4) years of increasingly responsible professional human resources experience, including at least two (2) years in a supervisory or lead capacity, are required. Any combination of education and experience that provides the required knowledge, skills, and abilities may be considered. Ability to obtain and maintain a valid California driver’s license is also required. Experience in public sector HR or labor relations is highly desirable. Compensation

The annual salary range for this position is $132,749 to $162,905. Remote work is not available for this position. The City is proud to offer a competitive total compensation package with the following highlights:

What You’ll Do

The Wastewater Treatment Plant (WWTP) Mechanic I/II performs semi‑skilled and skilled work in the installation and repair of pumps, motors, chain drives, valves and related equipment and to do related work as required.  The WWTP Mechanic I is the entry level class in the Plant Mechanic series.  Positions in this class normally perform beginning level mechanical repair and maintenance work on a wide variety of wastewater quality control plant systems and equipment. Under this class series concept, positions assigned to the class of Plant Mechanic II may reasonably be filled at the Plant Mechanic I level.  The WWTP Mechanic II is the journey level class in the Plant Mechanic series. Positions assigned to this class are flexibly staffed and are expected to perform the most skilled repair and maintenance work and have a thorough knowledge of the operational characteristics, maintenance and repair methods and techniques and most typical system difficulties for the full range of equipment and operational systems in the plant. All positions assigned to this class require the ability to work independently, exercising judgment and initiative. Plant Mechanics II may also be expected to assist in the supervision of less experienced personnel.

 

Depending upon assignment, duties may include, but are not limited to the following:

• Operate machines and tools in repairing defective parts of pumps, compressors, generators, motors, lift stations, boilers and related mechanical equipment.

• Maintain accurate mechanical maintenance records.

• Install, repair, replace, and modify pumps, controllers, bearings, seals, hydraulic pipes, timing devices and assist in installing telemetering electrical equipment.

• Use a variety of power hand tools, cutting and welding equipment and electrical test equipment. Fully utilize the computerized work systems in accordance with work flow processes.

• Perform preventive maintenance on wastewater treatment plant mechanical and electrical equipment. Evaluate equipment performance and identify problem areas.

• Maintain stock inventory and adequate supply of replacement parts.

• Plant mechanics may be required to respond to emergency situations after normal working hours and be subject to serve on emergency stand-by alert and call out status on a rotational basis, including participation in rotating stand-by duties.

• Analyze or create documents, such as blueprints, markings, surveys, etc. to problem solve the most effective approach to a task.

• Verify the work of others for accuracy, proper work methods, techniques, and compliance.

• Formulate solutions to problems with equipment or operations, including logistics, operations, and processes.

• Draft operating procedures.

The Wastewater Treatment Plant Mechanic I/II receives supervision from the Wastewater Treatment Plant Maintenance Superintendent or Wastewater Treatment Plant Mechanic III as directed technical or functional supervision may be provided by higher level treatment plant maintenance personnel.  Assignments may require indirect supervision of less experienced plant maintenance personnel.

Position Summary

Under general direction of the Director of Transportation for the Bus Transit division, contributes to the mission of Golden Gate Transit by ensuring that Golden Gate Transit has the best possible trained Bus Operators. Instruct Bus Operators for safe operations of vehicles, uniform compliance, and enforcement of District rules, regulations, policies, and procedures. Document Bus Operator Students’ performance. Must be willing to work shift assignments from Santa Rosa, Novato, San Rafael, or San Francisco Division locations. May be assigned to perform other duties.
 

Essential Responsibilities

• Conducts training class for newly hired bus operators, including obstacle course, classroom and “over the road” instruction by delivering standardized curriculum.
• Develops classroom curriculum, including itinerary, lesson plans, training and testing materials and implement training for newly hired and existing bus operators.
• Acts as designated D.M.V. examiner in the testing and certification of bus operators; or coordinates with D.M.V. to get student operators V.T.T. cards and license conversations.
• Maintains complete and accurate documentation on every facet of training and testing for each student as required and mandated by state and federal governments.
• Performs individual evaluations of student operators progress in the training program.
• Conducts ongoing Verification of Transit Training Classes for existing bus operators and other commercially licensed employees who need to maintain a V.T.T.
• Supervises Bus Operators fitness -for -duty as they report to work, including observing for divergencies from normal behavior patterns, uniform appearance, grooming and possessions of driving credentials and medical card.

• Works with the Director of Training and Safety on compliance with D.O.E., D.O.T., and D.M.V. training and documentation requirements
• Develops and implement minimum standards for bus operator trainees.
• Monitors progress of trainees and provide periodic counseling and progress evaluation.
• Conducts refresher training for bus operators returning to work after extended absence.
• Testifies on training or related fields at bus operator hearings, arbitrations, or trials.

• Re-trains bus operators as directed by disciplinary hearings on accidents or rule violations.
• Evaluates new equipment and changes in existing equipment and prepare data to be used as instruction criteria. (This material is distributed to bus operators when training on this equipment) outlines and checklists.

• Compiles and maintain "Training Subjects Manuals."
• Obtains and maintain appropriate certifications.
• Works with appropriate staff in the recruiting and selection process for bus operators.
• Works with passenger relations and planning department to provide ADA training for persons with disabilities.
• Represents GGT as necessary and assist in the structure and the presentation of the annual Regional Bus Roadeo.
• Instructs and monitor operation of G.F.I farebox and radio systems.
• Observes and monitor safe operation of vehicles by riding with operators, contact and correct operators on safety procedures.
• Issues infractions and/or discipline for violations of safety policy and procedures.
• Ensures employees under their supervision follow established safe work practices and obey all safety rules.
• Performs driver safety observations by riding on board buses or observing from a moving vehicle or fixed location and provide written reports on these observations; and issues discipline for safety violations observed.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors, and all others contacted during the course of work using principles of excellent customer service.

San Mateo Consolidated Fire Department

The San Mateo Consolidated Fire Department commenced operations on January 13, 2019 and serves the cities of Belmont, Foster City, and San Mateo as a Joint Powers Authority. The Department collectively has ten engines and two trucks operating out of nine fire stations. THE POSITION

ABOUT THE POSITION

The City of Redwood City invites you to apply for the position of Payroll Supervisor -Confidential.  Under general direction of the Financial Services Manager the Payroll Supervisor, plans, organizes, supervises, trains and evaluates the work and activities of assigned staff engaged in payroll operations ensuring accurate, timely, and compliant processing of employee compensation. Primary duties include providing expert level strategic leadership in planning, preparing, processing, and maintaining the City’s payroll and related records and reports, and partnering with Human Resources to recommend and implement payroll policies and procedures to meet City responsibilities with respect to labor agreements, labor laws, payroll tax administration and system updates.

A few typical responsibilities include, but are not limited to:

• Coordinates, oversees, and participates in the full spectrum of payroll activities; ensures timely and accurate posting of payroll to the financial accounting system; ensures accurate deduction and remittance of garnishments, child support, IRS levies and court orders as administered by vendors or internal staff; and ensures accurate reporting of changes in pay, payroll status, taxes, benefits, deductions, and retroactive pay adjustments.
• Assists in the development, implementation, administration, and prioritization of goals, objectives, policies, and procedures for assigned Payroll programs.
• Plans, organizes, schedules, assigns, directs, coordinates, and reviews work activities and projects; monitors workflow; reviews and evaluates work products, methods, and procedures; and works with staff to identify and resolve problems. 
• Participates in coordinating and maintaining payroll system data and is responsible for the execution of internal controls to ensure accuracy of data.

• Participates in the development, implementation, and enhancement of the Enterprise Resource planning (ERP) system including configuration, testing, and validation to ensure payroll accuracy and compliance; subject matter expertise on payroll processes to support ERP system design and enhancement; data migration, system integration, and reconciliation; coordinates needs and customizations to meet the needs of departments and/or sound financial practices; and monitors ERP system performance, recommends enhancements, and supports continuous improvement initiatives.

• Ensures CalPERS pension plan extracts are accurate and filed timely; responds to CalPERS payroll reporting inquiries, discrepancies, audit responses, and action plans.
• Develops, maintains, updates, and communicates organization wide payroll policies and processes regarding earnings, deductions, and timekeeping.
• Compiles, analyzes, and reconciles a variety of records in the preparation of documents and reports; conducts complex analysis and prepares reports as required. Coordinates payroll activities with other departments, divisions, and outside agencies and organizations; assists with training and responding to questions from department timekeepers on timekeeping and payroll systems, payroll legislation, and City policy related to payroll.

Job Description

Under general supervision, the 8562 Counselor, Juvenile Hall, is responsible for the care, custody, safety and welfare of juveniles detained at Juvenile Hall.

Essential duties include, but are not limited to: 

1. Observes behavior of detainees in an assigned living unit; directs detainees in the upkeep of personal hygiene, during mealtimes, and while cleaning the unit; maintains appropriate close supervision over detainees to prevent negative incidents; provides appropriate discipline; consults with supervisors regarding disciplinary problems; conducts regular state mandated security checks of rooms; monitors visiting sessions to ensure the safety and security of detainees and counselors.

2. Inspects windows, locks doors when not in use, and keeps count of all detainees assigned to the unit; administers emergency first aid pending the arrival of medical staff; responds to emergency conditions which may require physically subduing and restraining hostile detainees to ensure the safety and security of the unit and the facilities.

3. Completes incident reports, behavior reports, individual case reports, and other departmental forms and reports; maintains the unit log book to ensure adherence to legal requirements. Maintains and updates electronic databases and case management systems.

4. Conducts ongoing individual and group counseling sessions with detainees by communicating rules, policies, expectations, and consequences; listens and responds to questions, concerns, complaints, and requests; provides assistance in working out problems to assist detainees.

5. Directs leisure time activities; teaches and encourages good sportsmanship.

6. Transports residents to and from various locations; directs and controls residents’ movement to ensure the safety and security of the residents.

7. Facilitates the admittance and release process of residents.

8. Confers with departmental personnel and representatives of outside agencies.

Qualifications

Education:
Possession of a baccalaureate degree from an accredited college or university.

License and Certification:
Possession of a valid California driver license.
Possession of a valid Cardiopulmonary Resuscitation (CPR) certificate.

Substitution:
Experience as a counselor in a juvenile detention facility or experience involving the organization, detention, or suspension of youth groups in a recreational or correctional program may substitute for up to two (2) years of the education requirement on a year-for-year basis. One (1) year equals thirty (30) semester units or forty-five (45) quarter units.

The City of Hayward is seeking a Senior Utilities Engineer with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Utilities Engineer is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. The ideal candidate will possess in-depth knowledge of wastewater treatment and related water/wastewater infrastructure projects. This position will serve as a key member of the team that will manage and deliver a $100 million treatment system upgrade for the City’s Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.  
 
DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, storm water management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.
 
 

ESSENTIAL DUTIES:Duties may include but are not limited to the following:

Assists in the development and implementation of the Engineering Section's goals, objectives, policies and priorities.
 
Plans, organizes, controls and evaluates the assigned functions and activities of the Engineering Section of the Utilities Division.
 
Provides direct and close supervision in the preparation of assigned master plans and studies that outline future water, wastewater and drainage requirements.
 
Prepares drawings, models, and displays for special studies and reports completed by the Utilities Division, and explores and studies the preparation of area wide master plans guiding future installations of major water and sewer facilities.
 
Directs the work and provides general supervision in the preparation of plans, specifications, cost estimates and the administration of contracts for small construction projects in utilities (e.g., small water main, sewer main and storm drainage projects).

Revises and updates standard specifications and details related to water and wastewater utilities.
 
Checks plans prepared by other agencies for conflict with the City's existing and proposed utilities systems.
 
Consults with and advises other City employees on utilities engineering matters.
 
Participates in the selection and supervision of private professional engineers for the development of plans and specifications, studies and reports.
 
Coordinates utilities engineering related activities with Engineering & Transportation Division, other City departments, divisions, and sections and with outside agencies.
 
Prepares reports and makes recommendations on the Utilities Division's portion of the City's capital improvement program.
 
Develops and recommends an annual budget and priority for assigned utilities projects.
 
Consults with contractors, builders, and engineers on problems relating to the design, construction, and maintenance of assigned utilities facilities.
 
Coordinates construction management of the Utilities Division's projects with the Engineering and Transportation Division staff.
 
Consults with and advises the Deputy Director on issues relating to the Utilities Engineer's particular function.
 
Advises other sections and program staff within the Utilities Division on engineering and technical matters.
 
Prepares project statements outlining scope of projects, design criteria, available data, background, scheduling coordination, and financing for utilities projects.
 
Participates in interviews and selection of new employees under the position responsibilities as directed, and trains employees in work procedures, standards and safety practices.  
 
Prepares and provides input into employee performance evaluations, including setting and assessing goals, conducts counseling on work-related issues, and makes recommendations regarding discipline. 
 
Performs related duties as assigned.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

Knowledge of:

MINIMUM QUALIFICATIONS:

EXPERIENCE AND EDUCATION

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain knowledge and abilities would be:
 
Experience:  Four (4) years of progressively responsible experience in professional engineering work in the design and construction of water and wastewater projects including one (1) year of supervisory or lead experience.
 
Education:   Bachelor's degree or equivalent from an accredited college or university in civil engineering, or a closely related field with major work in civil engineering.  A master's degree is desirable.
 
Licenses and Certificates: Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.
 
Possession and maintenance of a valid Class C California driver's license.
