THE DEPARTMENTS & DIVISIONS
 The Utilities Department is a newly formed department focused on delivering exceptional water and wastewater services. The team promotes excellence in operations, integrity in decision-making, and collaborative problem-solving. The Utilities Department manages a combined budget of approximately $30.9 million for FY25, with $16.4 million allocated to sewer services and $14.5 million to water services. The Utilities Department supports regional wastewater treatment through technical and strategic engineering work at the South County Regional Wastewater Authority (SCRWA). Engineers in this department coordinate multi-jurisdictional projects and ensure regulatory compliance while managing impactful capital projects. The SCRWA serves both Gilroy and Morgan Hill, managing a wastewater treatment facility that processes approximately 2,000 acre-feet of recycled water annually. Working alongside the treatment plant contractor, the Utilities Engineering Team plays a crucial role in overseeing capital improvement projects and ensuring the infrastructure meets current and future demands. 

 

THE JOBS & IDEAL CANDIDATES

The Utilities Business Manager is an exciting opportunity for a financially savvy, strategic thinker to make a meaningful impact in one of Gilroy’s most vital service areas. The Utilities Business Manager will be responsible for managing multiple enterprise funds, guiding long-range financial planning, and leading rate studies and forecasting that drive decision-making for water, wastewater collection, and wastewater treatment services. This role will supervise two staff, and may supervise more staff as the department grows. They will serve as a critical advisor to the Utilities Director, helping to shape operational strategy. The ideal candidate will bring extensive knowledge of public finance, budgeting, and rate-setting, combined with demonstrated leadership in team management. Experience working with grants, contracts, and municipal systems is highly valued. The Utilities Operations Manager role is ideal for a mission-driven leader who thrives in fast-paced, hands-on environments and is passionate about delivering top-tier utility services. The Utilities Operations Manager will oversee an Operations Division of 18 staff with two direct reports, and may supervise more staff as the department grows. They will oversee the City’s water distribution and wastewater collection systems, ensuring safe, efficient, and sustainable operations. In addition to supervising day-to-day functions, they will lead the implementation of new technologies, including a Computerized Maintenance Management System (CMMS), while also cultivating a culture of safety and accountability. The ability to navigate regulatory standards, build team capacity, and drive process improvements will be essential. The ideal candidate brings a proven track record in utilities maintenance and operations, along with strong project management skills and a proactive approach to problem-solving.

 

The Senior Environmental Engineer - Wastewater will lead high-profile wastewater treatment initiatives for the South County Regional Wastewater Authority (SCRWA). The Senior Environmental Engineer - Wastewater will oversee one direct report and, working alongside the third-party contractor for the treatment plan, will serve as the technical lead for complex CIP projects, regulatory reporting, consultant oversight, and cross-agency collaboration. The Engineer will play a pivotal role in ensuring long-term environmental sustainability while enhancing infrastructure critical to regional growth. The ideal candidate will have strong expertise in sanitary or environmental engineering and understanding of regional, state, and federal-level regulations. This is a highly visible position that calls for strong communication skills, confident project leadership, and a passion for public service.

EMPLOYMENT STANDARDS

Utilities Business Manager:

• Education: Bachelor’s degree with major coursework in business, public administration, accounting, or other similar field of study. Master’s degree is desirable.
• Experience: 4+ years professional finance or budget experience, including 1 year supervisory.

Utilities Operations Manager:

• Education: Bachelor’s degree in civil engineering, construction management, environmental sciences, public administration, or a related field of study.
• Experience: 3-7+ years of relevant utilities operations and supervisory experience.
• Alternative Minimum Qualifying Education/Experience:  Possess at least 60 semester college units from an accredited college or university (related coursework preferred); and possess and maintain a CA Drinking Water Distribution Grade D5 certification issued by the State of CA Water Resources Control Board.

Senior Environmental Engineer - Wastewater:

• Education: Bachelor’s degree in Civil, Sanitary or Environmental Engineering.
• Experience: 5+ years of professional sanitary, civil, or environmental engineering experience. Significant experience in wastewater engineering and project management is needed.

CERTIFICATION & LICENSING REQUIREMENTS

• Senior Environmental Engineer - Wastewater: Must possess a valid Certificate of Registration as a Professional Engineer (PE) in the State of California. If an applicant possesses all of the minimum qualifications, except registration as a Professional Engineer in the State of California, the applicant may (at city’s sole discretion) be allowed up to one (1) year to obtain registration as a condition of employment.
• Utilities Operations Manager: Must possess a California Drinking Water Distribution Grade D2 certification (or obtain within 12 months of hire), and obtain CWEA Collection System Maintenance Grade I and Water Treatment Grade T1 certifications within the same timeframe.

Initial placement in the salary range is typically within the first half of the range; however, in certain circumstances (i.e. an experienced lateral candidate) placement at or above the midpoint may be considered. The last 3% of the salary range requires five year of City of Gilroy service and strong work performance – see MOU for specific requirements.
 

PLUS, all positions will receive a benefits package that includes:

THE POSITION

Tri-City Mental Health Authority is currently hiring to fill two (2) full-time vacancies for the position of Peer Support Specialist I/II (PSS) within the Mobile Crisis Care Program (MCCP). This position requires individuals to work on-site 5 days a week from 9:00am to 5:30pm, until training is successfully completed. Tri-City is looking for individuals to serve as a Peer Support Specialist I/II on a full-time basis for the MCCP. The MCCP Peer Support Specialist will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Peer Support Specialist will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

ABOUT THE POSITION

The Senior Civil Engineer classification is an exempt, mid-management level position. 

The Engineer II will play a critical role in designing, managing and delivering Capital Improvement projects that improve essential city infrastructure. Pipeline public projects include completion of the Civic Center Master Plan, design and bid of the new Santa Teresa Fire Station, a $7 million pavement rehabilitation project, a $3 million San Ysidro Park remodel project, and completion of Traffic Impact Fee Study. The City is processing multiple large private projects including an almost one million square foot Amazon data center as well as multiple residential subdivisions and multi-family projects.

SUMMARY DESCRIPTION

To operate a computer aided dispatch (CAD) and radio system, receiving calls and dispatching public safety equipment and personnel, and maintaining public safety records and reports.

DISTINGUISHING CHARACTERISTICS

Serves as a relief Public Safety Dispatcher. The Reserve Dispatcher performs the routine tasks and duties assigned to Public Safety Dispatchers working on-call and subject to various shifts and workday assignments including nights, weekends and holidays.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from sworn or other supervisory personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

·         Receive emergency and non-emergency telephone calls from the public and other jurisdictions.

·         Dispatch police personnel and equipment in response to such calls; transfer fire and medical                communications to appropriate agencies.

·         Relay emergency and non-emergency information to public safety personnel in the field.

·         Relay information to other agencies as required; search and relay warrant information.

·         Monitor multiple radio frequencies; maintain status of public works units, as necessary.

·         Maintain accurate record of location and status of public safety units.

·         Monitor security cameras and monitors for the various city facilities.

Testing may be limited to the number of seats allowed in the testing center.  Those candidates who achieve a passing score on the multitasking test will be invited for a panel interview.  Successful candidates from the interview will be placed on an eligibility hiring list for hiring consideration.

SELECTION PROCESS

THE POSITION:

The Role:

The City of Redwood City is seeking Firefighter/Engineers who are licensed paramedics. Under direction of the Fire Captain, the Firefighter/Engineer will perform firefighting and fire prevention duties aimed at protecting life and property, operate and maintain firefighting equipment, and provide basic medical assistance.  Firefighter/Engineers also provide Advanced Life Support first responder pre-hospital emergency medical care and emergency medical assistance, perform minor station maintenance, and participate in training to maintain skills.  Please see the Firefighter/Engineer job description for more details.

Required Qualifications:

Experience and Training Guidelines:
A typical way to demonstrate the applicant possesses the required knowledge and ability may be obtained through the following ways:

1. Two years (2) of full-time firefighting service.
2. Possession of a California State Fire Training Firefighter I certificate is required.
3. Possession of, or ability to obtain, a valid California driver’s license.
4. Must have a valid Paramedic License from the National Registry of Emergency Medical Technicians and will need to obtain San Mateo County Paramedic accreditation prior to completing probationary period.

Required Certification and License:

1. Must possess a valid Emergency Medical Technician (EMT) certificate or valid Paramedic license.
2. Provide proof of a valid Candidate Physical Ability Test (CPAT) certificate.  CPAT must be valid and completed within the last 12 months.
3. Possession of, or ability to obtain, a valid California driver’s license.  Driving record will be reviewed and any infractions will be evaluated on a case-by-case basis.

Knowledge of:

• Basic life support

Ability To:

• Act in accordance with departmental policies, rules, and instructions in the field of firefighting.
• Apply principles practices and procedures of modern firefighting.
• Safely operate fire apparatus, equipment, tools, devices, facilities and use properly.
• Perform tasks relating to firefighting, medical aid and other calls for assistance.

Special Requirements - Essential duties require the following physical abilities and work environment:

• Must be eighteen (18) years of age;
• Vision Standards: Must pass a pre-employment medical exam according to the standards set by The National Fire Protection Agency (NFPA) and freedom from color blindness;
• Hearing Standards: Must pass a pre-employment medical exam according to NFPA;
• Ability to sit, stand, walk, kneel, crouch, squat, stoop, reach, crawl, twist, climb, lift and carry in excess of 100 lbs.; pull and/or drag 175 lbs.; work in the following environments: cold, extreme heat, extreme noise, outdoors, confining work spaces, elevated areas; work with electrical hazards, vibration, chemicals, dust, toxic waste, mechanical hazards, and explosive materials; availability for shift work.
• This position shall serve a probationary period of eighteen (18) months.

As a condition of employment, employees shall comply with mandated medical monitoring.
