SENIOR PLANNER

SUMMARY DESCRIPTION

Under general supervision, performs a variety of professional planning responsibilities and tasks associated with the coordination and implementation of complex planning projects; performs a variety of duties relating to the collection, analysis, interpretation, and presentation of technical land use, environmental, zoning, and other City planning data.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level in the professional planning class series. The position is characterized by the level of technical expertise and skill and independent oversight of out of the ordinary, high profile, complex and atypical projects, while functioning as the project coordinator, working with and leading interdisciplinary teams. The Senior Planner is distinguished from the Associate Planner by the complexity and technical expertise required to work on assigned projects.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Coordinate, lead, and perform professional level work in the fields of current and advanced planning, zoning administration, design review, and economic development activities.
2. Prepare, edit, and review complex reports on a wide range of planning issues; make presentations to the City Council, Planning Commission, standing and ad hoc committees, developers, community groups, and outside agencies.
3. Review and approve or deny plan checks for building projects.
4. Supervise and participate in the review of complex development proposals for conformance to City standards; resolve disputes between the City and developers or property owners.
5. Review and edit letters sent by the Planning Division regarding various City actions.
6. Review and respond to referrals from other agencies regarding outside projects that may affect the City.
7. Conduct field visits and site assessments.
8. Take phone calls and inquiries from the public and other agencies; provide assistance to walk in customers at the counter.
9. Participate in the development and implementation of the City’s planning policies.
10. Assist in the training of assigned staff.
11. Undertake special projects as assigned.
12. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of municipal planning; incorporate new developments as appropriate into programs.
13. Attend a variety of meetings, including Planning Commission meetings and predevelopment meetings; provide support to advisory bodies.
14. Perform related duties as required.

THE POSITION

The City of Redwood City is looking for a dynamic, energetic, team-oriented full-time (38-hours per week) Librarian, to coordinate the library’s outreach and deliver innovative programs and services for children and families throughout the community. The position is flexibly staffed at the Librarian I/II or Lead Librarian level, depending on the candidate’s experience. Bilingual Spanish/English preferred.

The current opening is based at the Downtown Library and will provide services and programs for youth at all three library locations and in the community. The position will require work during the day, evenings and weekends. ABOUT THE POSITION

The Gilroy Police Department is seeking a motivated and community-minded undergraduate Police Administration Intern interested in gaining hands-on experience in a dynamic law enforcement environment. This internship offers the opportunity to work alongside sworn officers and professional staff while supporting public safety initiatives that benefit the Gilroy community.

The intern will assist multiple divisions within the department by providing clerical and administrative support related to crime analysis, youth task force and gang prevention initiatives, public safety communications, and community outreach programs. Responsibilities may also include assisting with special projects, handling confidential information, and supporting efforts that enhance departmental operations.

The intern will also participate in community outreach efforts and local events, helping strengthen connections between the department and the community.

The Police Administration Intern will work under the guidance of a Management Analyst, gaining valuable mentorship and professional experience while supporting the needs of various units within the department. This internship provides meaningful development for students interested in law enforcement, criminal justice, public administration, or public service careers.

Position Duties

The salary range for the Senior Power Resources Specialist Classification is:
$147,005.04 - $180,070.80 Annually
This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Energy Department is seeking to fill one (1) full-time Senior Regulatory Compliance & Policy Manager (Senior Power Resources Specialist) position for the Regulatory Compliance & Policy Division. This position reports directly to the Deputy Director of the Regulatory Compliance & Policy Division and will provide technical analysis, assess the potential business impacts to SJCE from proposed regulatory changes, and provide expert public representation.

Under general direction of the Deputy Director, the Senior Regulatory Compliance & Policy Manager will be responsible for engaging in the increasing number of complex electric regulatory proceedings and effectively advocating for the business interests of SJCE at the  California Public Utilities Commission (“CPUC”), the California Energy Commission (CEC), and California Independent System Operator (“CAISO”) to protect and advance San José business and community interests. Typical duties of this position may include, but are not limited to:

• Monitoring and advising internal staff about the progress of regulatory policy and rate-related proceedings
• Performing independent analysis of the possible operational impacts of rate cases and regulatory proceedings
• Representing SJCE before regulatory bodies and on external working groups
• Keeping abreast of key regulatory issues affecting CCAs, and assisting in prioritizing proceedings
• Developing formal written comments to regulatory agencies and advising on advocacy strategy
• Working with other internal teams to share and learn relevant information
• Other duties as assigned     

Minimum Qualifications

Education 
A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or related field to utility business.

Experience

Three (3) years of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.

Possession of a valid State of California driver’s license is required.

This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.

THIS IS A HYBRID POSITION, REQUIRING PART OF THE WORK WEEK TO BE ONSITE IN THE DOWNTOWN SAN JOSE OFFICE. The hybrid work schedule may change due to the department’s business needs in the future.

The Position

The Position

The Environmental Compliance Inspector performs inspections and sampling of industrial, commercial and residential sources of discharge to the City’s sanitary sewer and storm drain systems to ensure compliance with federal, state, and local regulations; inspects hazardous materials storage areas; responds to reports of illicit discharges; performs water quality testing; and conducts public outreach activities.  This classification is distinguished from all other technical and professional classifications in the City by its specialized assignments in support of a variety of environmental compliance programs.  The duties of the class involve courteous, effective and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.  Persons assigned to this class perform or assist in performing all functions associated with the City’s Source Control (Pretreatment and Pollution Prevention) and Stormwater programs.  This position reports to the Regulatory Compliance Manager or higher level department personnel.

Some additional duties may also include the following:

• Enforce wastewater and stormwater discharge ordinances.
• Conduct on-site inspections of industrial and commercial businesses for compliance with the City’s sanitary sewer and stormwater ordinances.
• Initiate enforcement actions (e.g., issue notices of violation, administrative citations) to persons or businesses in violation of the City’s sanitary sewer and stormwater ordinances.
• Perform field investigations relative to water pollution incidents and/or complaints.
• Collect water samples and perform water quality testing in accordance with established standards and protocols.
• Calibrate and utilize sampling and/or monitoring equipment at appropriate locations; maintain and repair samplers and monitoring equipment.
• Work cooperatively with representatives of other City and County departments to ensure industrial, commercial, and residential conformance with City ordinances.
• Conduct field surveys as necessary to identify the source of or characterize (1) industrial discharges or excessive infiltration and inflow to the City’s sanitary sewer system; and (2) illicit discharges to the City’s storm drain system.
• Keep detailed inspection and follow-up records; maintain organized inspection files and records, both in hard copy and electronic formats.
• Assist with fulfilling wastewater and stormwater regulatory requirements, such as public outreach and education, trash load reduction efforts, and other regulatory requirements, as assigned.
• Measure landfill monitoring well water levels.
• Attend and participate in various technical committees of the San Mateo Countywide Stormwater Pollution Prevention Program.
• Attend workshops and training sessions to maintain job skills that are current with existing, new and changing regulations.
• Organize and participate in litter cleanups as required for Stormwater Permit compliance.
• Purchase required equipment and supplies as needed.
• Present pollution prevention information to various audiences as assigned.
• Work irregular or extended hours as necessary to respond to reports of illicit discharges, collect samples and/or conduct inspections.
