The Town of Colma Recreation Services Department is currently accepting applications for Recreation Leaders for Summer 2026.  The Recreation Department provides programs and activities for Colma residents of all ages ranging from infants to seniors. Program elements include fitness, enrichment, cultural events, special events, sporting events, trips, and community events. It is the goal of the Recreation Department to offer a balanced program ensuring all elements are offered to all age groups throughout the year. This is a part-time position. Hours will range from 20-37 hours per week.

This position is under direct supervision of the Recreation Coordinator. Leaders will be responsible for planning, coordinating, and implementing the Summer Day Camp at Sterling Park.

The Town Clerk is a key member of the Town’s Executive Team, responsible for a wide range of essential duties and responsibilities.  Responsibilities include preparation of agendas, noticing, posting, and recordation of public meetings and outcomes; preparation and coordination of meeting materials; and planning and managing elections consistent with the California Elections Code.

This classification oversees, directs, and participates in all activities of the Town Clerk Office, including short and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the Town Council and Town Manager in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, municipal functions and activities, including the role of an elected Town Council, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives, and for furthering Town goals and objectives within general policy guidelines.

ESSENTIAL FUNCTIONS:

• Assumes full management responsibility for all Town Clerk’s Office programs, services, and activities including records management, elections administration, Town Council support, licensing, and management/support services.  Manage the Council rules of procedure policy, as well as provide Council orientation and on-boarding process for incoming Councilmembers.

• Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the department; establishes, within agency policy, appropriate budget, service, and staffing levels.

• Manages and participates in the development and administration of the department’s budget; directs the forecast of additional funds needed for staffing, equipment, and supplies.

• Selects, trains, motivates, and directs department personnel; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations.

• Works with employees to correct deficiencies; implements discipline and termination procedures; responds to staff questions and concerns.

• Coordinates and assists in the facilitation of the Town’s Ethics and Sexual Harassment Prevention training.

• Serves as the Clerk of the Town Council and Geological Hazard Abatement District; attends meetings and oversees the recording of all official proceedings; supervises the preparation of public notifications, agendas, minutes, and other documents; directs the publication, filing, indexing, and safekeeping of all proceedings of the Town Council. 

• Supports Town’s boards, commissions, and committees including development of enabling legislation, policies and procedures; recruitment, interview and appointment of members; management of member disclosure and training requirements; monitoring of term expirations, attendance and compliance with all applicable rules and regulations; processing resignations, removals, vacancies, and reappointments; and oversight department staff liaisons including providing resources, guidance, and training. 

• Administers the public hearing process for the Town Council; supervises the coordination of public hearing packets and public notices of hearings in accordance with various government code requirements and legal deadlines. 

• Oversees the operations of the Town-wide records management program, and records preservation and destruction; sets and ensures legal compliance retention schedules for Town records; develops and updates records retention policies and procedures; serves as the Town’s Public Records Act (PRA) administrator, including intake, tracking, coordination with departments, and timely response to public records requests, researches Town documents, historical information, and other information as needed; attests, indexes, and files all legislative actions. 

• Plans, manages, and conducts municipal elections and special elections; ensures compliance with the California Elections Code, Political Reform Act, and other government codes; provides candidate filing services, nomination assistance, and informational materials; maintains election documents for public inspection; oversees printing of sample ballot material; declares election results; administers and files oaths of office. 

• Serves as Filing Officer and Filing Official for the Political Reform Act; manages the Town’s disclosure requirements for designated employees, distributes forms and notifications; conducts required audits; advises and trains candidates, committees, and treasurers on filing requirements; determines and collects fines for late filing; ensures campaign contribution limits and other requirements are met; corresponds with the Fair Political Practices Commission (FPPC) as appropriate.  Coordinate and conduct training on FPPC regulations.  Manages the codification and maintenance of revisions to the Municipal Code; tracks ordinance adoption, effective dates, posting and publication requirements, and maintains historical ordinance records.

• Provides contracts and agreements administration to ensure documents are signed and recorded in a timely manner, including the receipt and filing of bid documents; supervises contract bid openings and performance bonds.

• Accepts and logs claims filed against the Town to record necessary information and forward for processing.

• Represents the Town Clerk Office to other Town departments, elected officials, and outside agencies; explains and interprets departmental programs, policies, and activities; negotiates and resolves significant and controversial issues. 

• Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of municipal government. 

• Monitors changes in laws, regulations, and technology that may affect Town or departmental operations; implements policy and procedural changes as required. 

• Responds to difficult and sensitive public inquiries and concerns and assists with resolutions and alternative recommendations. 

• Ensures staff observe and comply with all Town and mandated safety rules, regulations, and protocols.

• May serve as a staff liaison to a designated committee, board, or commission within the Town. 

• Performs related duties as required.

The Integrated Marketing Program Manager reports to the Deputy Chief, Communications and is responsible for developing the campaign timeline, project scope, and messaging strategy for a multitude of communications projects for the San Mateo County Transit District (SamTrans), Peninsula Joint Powers Board (Caltrain), the San Mateo County Transportation Authority (TA), and the 101 Express Lanes Project (SMCEL).

Essential Functions & Duties

Examples of Essential Functions:

• Develop and implement the District’s long-term and short-term campaign strategy for marketing and ridership campaigns for SamTrans, Caltrain, TA, and SMCEL in coordination with Communications, Government & Community Affairs, Marketing, Creative Services, Social Media, Digital Marketing, Customer Experience & Service.

• Assist the Deputy Chief with developing industry standard rubrics utilizing market research to define campaign objectives, create compelling and creative programming, execute on campaigns, and report on results.

• Provide strategic recommendations and change management leadership cross-departmentally, optimizing the Communications division’s effectiveness.

• Implement the District’s voice and brand through messaging, talking points, presentations, memos, and position statements for use by externally facing departments.

• Supervises staff. Hire, mentor, and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection of marketing staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

• Develop project objectives, scope, delivery schedules, and services agreements with internal staff and stakeholders to drive long-term and short-term projects to success.

• Use analytics and Key Performance Indicators (KPIs) to guide project direction, prioritize tasks, and shape marketing strategy.

• Lead copywriting efforts for strategic marketing campaigns on public-facing websites and blogs for SamTrans, Caltrain, TA, and SMCEL, as needed.

• Responsible for the accurate and contextual translation of marketing campaign content into English and other languages primarily used by agency customers.

• Hold stakeholders in other departments and divisions accountable to deadlines.

• Collaborate with the Creative Services in development of multimedia content creation in support of marketing campaigns for use across digital, web, radio, TV, and other mediums.

• Perform ongoing project management, oversight, and budget monitoring for communications and marketing projects.

• Prepare marketing campaign reports. Track campaign metrics (CTR, conversions, ROI), evaluate outcomes against targets, and recommend optimizations.

• Act as primary point of contact for marketing and communications projects with external stakeholders about regional marketing campaigns as necessary.

• Manage shared data and documentation using SharePoint and District Hub as necessary.

• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in communications or a closely related field.
• Five (5) years of full-time progressive experience in integrated marketing or program management of communications projects.

• Experience leading and managing complex communications or marketing projects. 
• Professional working experience leading marketing campaigns for public transit agencies.
• Experience with stakeholder management, ability to build rapport with stakeholders as needed.
• Excellent oral and written communication skills.
• Proficiency with Microsoft Office Suite.
• Experience using project management software (Trello, Monday.com, etc.)

To perform responsible clerical work and administrative duties involved with billing and collection of business registrations; the maintenance and review of licensing and permitting records; the entry of data processing; and/or assisting in the review and input of building permit applications, cannabis permits, and mobile food vendor permits.  The purpose of this recruitment is to fill a current vacancy in the Community Development Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate is customer focused, able to communicate well both orally and in writing, and can prioritize multiple tasks with little direction. The Ideal Candidate must have basic Microsoft Office Suite proficiency, as well as the ability to quickly learn public sector software platforms that encompass multiple modules including cashiering, business licensing, and permitting. Fluency in the Spanish language is highly desirable.

ESSENTIAL JOB FUNCTIONS

Prepare and process business registrations.  Collect payments over the counter and through the mail.  Balance cash drawers and reconcile end of day receipts.  Set-up and maintain customers on a computer system.  Prepare or assist in the preparation of a variety of statistical reports as assigned.  Input purchase requisitions into computer system.  Enter and verify invoices for payment. Respond to routine permitting inquiries and provide customer service to the public at the permit counter, and/or via telephone, email, or fax.  Research and communicate the status of permits for applicants. Work with Building Inspectors and/or Code Compliance Officers to schedule inspections and pull related permits.  Process various transactions involving business registrations, cashiering and permitting.  Assist customers over the counter with respect to new business registrations and renewals, general building permit issues, and over the counter plan submittals.  Generate reports as needed utilizing the computerized program related to permitting and/or licensing.  Provide information and directions to the public related to community development, planning, building, engineering, code enforcement and permit processes via phone, e-mail and counter work.  Respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate.  Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations.  Update forms and informational materials as needed.  Maintain files, both paper and computerized.  Regular, predictable, consistent and timely attendance is an essential function of the position.  Other duties as assigned.

Community Development (CD) Clerk I: 

This is the entry level position in Community Development Department (CDD) for clerical employees.  Employees in this class normally work under close and continuous supervision performing a group of repetitive or closely related duties according to established procedures. A CD Clerk I is normally considered to be on training status and, as assigned responsibility and breadth of knowledge increase with increased experience, may reasonably expect their position to be reassigned to the next higher class of CD Clerk II.

Community Development (CD) Clerk II: 

Positions in this class are normally filled by advancement from the lower grade of CD Clerk I, or, when filled from the outside require prior responsible clerical and/or financial record keeping experience, and cash handling including balancing funds received.  A CD Clerk II works under general supervision and, within a framework of established procedures, is expected to perform a variety of clerical duties, customer service and assistance with issuing permits with only occasional instruction or assistance.

QUALIFICATIONS

Any combination equivalent to the experience and training that would likely provide the required knowledge and abilities would be qualifying.  A typical manner to achieve the knowledge and abilities would be:

Community Development Clerk I

Education: Equivalent to a High School diploma.

Experience: One (1) year of experience performing clerical or financial record keeping support work.

Community Development Clerk II

Education: In addition to a High School diploma, at least 24 units of college or technical training is desired. 

Experience: One (1) year of experience performing duties comparable to those of a Community Development Clerk I in the City of Woodland.

The City of Newark is seeking a knowledgeable Equipment Mechanic I/II with hands-on automotive experience to join our Public Works Maintenance Division. This position is responsible for maintaining and repairing City vehicles and equipment; ability to repair gasoline, diesel powered, or alternative fuel powered automotives; organization and log of tasks done and perform a variety of technical tasks relative to assigned areas of responsibility.

EXAMPLE OF DUTIES

• Perform routine maintenance on vehicles and equipment, including oil changes, lubrication, tune-ups, minor repairs, and limited fabrication or welding.
• Inspect, diagnose, and repair mechanical and electrical components, including tires, batteries, cooling systems, and related parts.
• Clean and detail vehicles; transport vehicles and supplies; maintain an organized shop and accurate service records using computer systems.
• Provide quality customer service and maintain positive working relationships with staff and the public.

In addition to the duties above, the Equipment Mechanic II:

• Perform repairs and adjustments to vehicles including fleet automobiles and police patrol vehicles, light and heavy trucks including emergency vehicles, heavy construction equipment and various related gasoline, diesel and alternate fuel engines, electrical components, braking systems, transmissions, and steering systems and other mechanisms.
• Make repairs to a variety of power tools and equipment, including compressors, blowers, chain saws and mowers.
• Work with contractors on repair assignments; may inspect contracted work to ensure that specifications and contract requirements are met.

EXPERIENCE AND TRAINING

Any combination of experience and training that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Equipment Mechanic I
  • Possession of a high school diploma or equivalent, and six (6) months of general automotive or equipment maintenance and repair experience. 
  • Six (6) months of of general automotive or equipment maintenance and repair experience.
     
• Equipment Mechanic II
  • Possession of a high school diploma or equivalent, supplemented with specialized training in automotive and heavy construction equipment maintenance and repair, or a related field. 
  • Two (2) years of increasingly responsible experience performing automotive and general equipment maintenance work similar to that of an Equipment Mechanic I with the City of Newark. 

License and Certification

• Equipment Mechanic I
  • Possession of a valid driver license and a satisfactory driving record throughout employment.
     
• Equipment Mechanic II
  • Possession of a valid California Class A driver's license (with tank endorsement when applicable) within one year of appointment.  Positions performing safety sensitive functions are subject to the Federal Highway Administration Department of Transportation (D.O.T.) regulations and the City's Administrative Regulation concerning drug and alcohol testing as a continuing condition of employment with the City.
  • Possession of a valid California M1 (motorcycle operator’s license) within one year of appointment.

The final three steps (Step F, Step G, and Step H) included in the salary range listed above are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), and 15 years of service (Step H), one year at the prior step, and a good performance evaluation. Initial salary placement is typically at the entry point of the range unless the candidate has prior lateral work experience which may warrant initial placement at a higher step.

ABOUT THE POSITION

Under direct supervision, the Assistant Electric Utility Engineer performs a variety of entry-level professional electric utility engineering field and office work in Electric system planning, electric system design, construction and/or maintenance programs.  SVP invites applications from dynamic and innovative qualified candidates for an entry level engineering position. Assistant Electric utility engineer will be part engineering team to conduct design, establish standards and implement construction projects. The salary range for this position is $145,678.08 – $185,797.44.   This position may be filled at or near the minimum of the salary range. 

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education/Experience Requirements: 

• Graduation from an accredited college or university with: 
  • A Bachelor's Degree in Electrical, Mechanical or Civil Engineering from a college or university that is accredited by the Accreditation Board of Engineering and Technology (ABET).

               OR

• • Possession of a State of California Engineer-In-Training (E.I.T.) Certificate and at least 1 year of experience in electrical or mechanical engineering office and/or field work, and Experience using AutoCAD and Microsoft Office (i.e., Microsoft Word, Excel, PowerPoint, Mathlab).

License/Certifications: 

Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

Desirable Qualifications: 

• Registration as an Electrical, Mechanical or Civil Engineer in the State of California.
• Experience using ESRI based Geographic Information System (GIS).

• Must be able to perform all of the essential functions of the job assignment.
• May be required to work shifts, weekends, and odd and unusual hours in the performance of duties and emergency situations.

The City of Pacifica is recruiting for a Wastewater Treatment Plant Operator I/II/III at the Calera Creek Water Recycling Plant. Under direct or general supervision of the Plant Manager or Assistant Superintendent - Operations, operates and controls wastewater treatment plant and reclamation and recycled water facilities; performs preventative and routine corrective maintenance on a variety of equipment, facilities and related appurtenances; and performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the full journey-level classification in the wastewater treatment plant operator series. Incumbents independently perform the full range of wastewater treatment and reclamation and recycled water facilities and equipment operations and maintenance duties. Responsibilities include inspecting and attending to assigned areas in a timely manner to ensure the proper operation and maintenance of the City’s wastewater treatment plant systems and equipment. Positions at this level work independently, exercise judgment and initiative and receive occasional instruction or assistance as new or unusual situations arise. This class is distinguished from the Lead Plant Operator in that the latter is responsible for providing technical and functional direction to operations staff and is capable of performing the most complex operations and maintenance duties assigned to the division.

SUPERVISION RECEIVED/EXERCISED

Receives supervision and direction from the Wastewater Treatment Plant Manager or designee. Exercises lead oversight, including provision of technical supervision, assignment of work and/or the training of less experienced staff.

The Assistant or Associate Planner administers mid-level to complex current and advanced planning activities, including serving as project manager for complex development applications and special projects. The incumbent administers specified activities in such areas as zoning, advance planning, and environmental impact studies, protection, and compliance, as well as the Capital Improvement Program (CIP). The Associate Planner provides information and assistance to property owners, developers, contractors, and the public, in addition to providing complex professional assistance to the Community Development Director, City Council, Planning Commission, and others in areas of expertise.
