Description 

We are seeking an innovative and proactive Sustainability Manager who will be responsible for leading and managing important environmental programs and projects for the City of Thousand Oaks! As a key Division Head and member of the Public Works Senior leadership team, the Sustainability Division Manager will lead and guide professional staff and will be instrumental in integrating the City’s vision, goals, and people strategy. This is an essential senior management position reporting to the Deputy Public Works Director. 

 

Primary Responsibilities: 

Oversee, coordinate, and manage key programs and projects in solid waste, organic/food and hazardous waste, water conservation, drought contingency planning and implementation, energy conservation and efficiency, distributed energy resources including solar, battery energy storage and microgrids, clean energy procurement, and electric vehicle charging infrastructure citywide. 

• Plan, develop, implement, and manage strategies to reduce resource use and waste, and minimize the City’s environmental footprint.  

• Promote innovative practices which are economically, socially, and environmentally sustainable. 

• Plan, develop and manage activities for electric vehicle support within the City.  

• Lead implementation of City’s climate action plan including tracking, monitoring and reporting of performance metrics and greenhouse gas inventory. 

• Develop and implement methods and procedures to monitor projects, research strategies, analyze findings, create progress reports, and inform leadership and partners of status to ensure effective collaboration.  

• Promote, gather and communicate sustainability resources and the City’s sustainability efforts within the community. 

• Facilitate community engagement, education, and partnerships, and foster productive relationships to advance sustainability goals.  

• Plan, develop and manage programs for energy conservation and efficiency, clean/renewable energy, and distributed energy resources. 

• Plan, develop and manage activities for a variety of water conservation and efficiency projects, and drought contingency.  

• Plan, develop and manage programs for waste management and waste reduction including organic waste, food recovery and distribution, recycling, and household hazardous waste. 

• Manage the preparation of plans, studies and reports relating to current and long-range City sustainability and resource conservation.  

• Develop, review, analyze and evaluate proposals to determine best value. 

• Select, mentor and supervise staff to deliver optimum services. Provide regular and supportive feedback to staff to assist in their development.  

• Coordinate and drive working relationships with key internal and external partners to achieve collaboration and results. 

• Develop and implement key performance indicators and metrics to measure operational effectiveness, identify areas of success and areas for improvement.  

• Evaluate external sustainability developments, advancements and opportunities to improve customer/user satisfaction, and enhance City’s sustainability program. 

• Perform other duties as required.  

 

COMMUNITY DEVELOPMENT DIRECTOR

Under the direction of the Town Manager, the Community Development
Director plans, organizes, directs, and manages all activities and operations of the Community Development Department, including planning, building, code enforcement, economic development, and related functions.
This executive-level management position is responsible for the overall administration and strategic direction
of the department and requires broad knowledge of community development principles, urban planning,
land use law, and local government operations, as well as strong leadership, communication, and
interpersonal skills. In a small town like Loomis, the Director is expected to be both a strategic leader and an active, hands-on manager who engages directly with community members, staff, and elected officials. 

This is a full-time, exempt position.  The Town of Loomis offers an attractive compensation and benefits program.  The Salary range $155,905—$189,504 annually; placement within this range is dependent on qualifications and experience.

Substitution
Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

Labor Relations & Equal Employment Unit (Position Code 16)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).  

The position, under administrative direction, oversees the activities of the Health and Human Services Health and Wellness Division which includes Behavioral health, Substance Use Disorder and Public Health. Assures compliance of department activities with department goals and objectives, state and federal laws, and county policies and procedures; and performs related duties as assigned.

 

EXAMPLES OF DUTIES

• Monitors operations and procedures; evaluates division and program issues, and recommends and implements solutions; develops and approves recommendations for improving the division’s operations and processes.
• Conducts research and strategic planning functions; analyzes trends and makes recommendations for staffing adjustments and personnel assignments; directs division projects including grants and capitol projects.

PUBLIC WORKS MAINTENANCE WORKER

Under general supervision, to perform a variety of assignments in the maintenance, repair, and construction of streets, landscaped areas, and drainage systems; and to do related work as required.   This is a full-time, non-exempt position.  The Town of Loomis offers an attractive compensation and benefits program. The current salary range for this position is $55,879.00– $67,921.00 annually; placement within this range is dependent on qualifications and  experience.

We are seeking a hands-on, mechanics and electronics savvy Instrumentation Technician to join our Public Works Sanitation division. This position maintains, repairs, inspects, plans, modifies, designs, installs and calibrates instrumentation, electrical, and SCADA control systems for wastewater treatment facilities; maintains a spare parts inventory; and trains operations staff in the understanding of instrumentation and control systems related to the process operation.

Details:

• Full-time regular position, 9/80 schedule with every other Monday or Friday off.
• Salary range $35.80 to $45.70 hourly with Excellent Benefits.

Our Minimum Qualifications for consideration are:

Education: Equivalent to the completion of the twelfth grade supplemented by college level course work in electronics or a related field.

Experience: Two years of increasingly responsible experience in the maintenance, repair, fabrication and installation of instrumentation systems in a wastewater treatment system, water distribution, water processing, or other industrial process control environment.
