Under supervision, performs sub-professional engineering office work related to Public Works improvements; elementary field surveying; computer-aided drafting and design work; and related work as required.

Performs a wide variety of responsible sub-professional engineering work; computes and posts simple engineering data; computer-aided drafting, design, and mapping; revises, reviews, files, and updates engineering plans and maps; assists field survey and traffic survey crews as needed.

The City of Berkeley invites you to apply for the position of Assistant Civil Engineer! In this role, you will have the opportunity to work on capital improvement projects in the Parks, Recreation & Waterfront Department or the Public Works Department. You will perform professional office and field civil engineering work related to the planning, design, construction and maintenance of these projects. This position requires a California PE license.

The Parks, Recreation & Waterfront Department maintains more than 50 parks and operates the largest public marina on the Bay. Engineers in this department work on projects at parks, community centers, recreation centers, the waterfront, pools, camps, and related facilities and infrastructure.

The Public Works Department supports the City’s extensive network of public infrastructure. Engineers in this department work on projects across the city that advance City initiatives such as the Climate Action Plan, Pedestrian Plan, and Vision Zero. Program areas within Public Works include Facilities, Sanitary Sewers, Sidewalks, Streets, and Storm Drains.

 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college or university with major coursework in civil engineering and two (2) years of professional civil engineering experience in design and construction work at a level equivalent to the City of Berkeley Junior Public Works Engineer classification.

Program Assistant - Receptionist

Salary Range: $18.52 - $30.68/hour, depending on experience.

DEFINITION

Perform a wide variety of general clerical and/ or operational support duties at the Danville Community Center and/ or Senior Center. Incumbent serves as the facility receptionist, assisting with customer service-related questions and issues, and directing callers and visitors according to established procedures.
 

• This is a part-time temporary, non-benefitted position.
• 0-20 hours per week; not-to-exceed 950 hours per calendar year.

SUPERVISION

Direct supervision is received from the Administrative Assistant with indirect supervision from the Recreation Superintendent. May exercise supervision of part-time personnel and volunteers as assigned.

ESSENTIAL JOB DUTIES

Essential duties are inclusive of, but not limited to the following:

• Serve as first point of contact with the public; responds to information requests regarding services, classes, and events offered by the Town by email, in person or over the phone.

DEFINITION: Under general supervision, assists instructor in swim classes, enforces all rules and regulations pertaining to the safety and well-being of visitors and patrons. Perform related work as required. NOTE: This program provides on the job training to prepare a swim aide to become a Swim Instructor. This entry-level aquatics position is designed to give valuable training and orientation to the American Red Cross Learn-to-Swim Program, and the Mill Valley Aquatics Program for Individuals who desire to work in aquatics but don’t have required experience. Minimum age required to apply, 14 years old.

There is one (1) full-time, regular hire Senior Civil Engineer vacancy in the Engineering Division. 

Under direction, the Senior Civil Engineer, plans, manages, and coordinates the engineering program. Using broad parameters of departmental policy guidelines, this position exercises substantial initiative, judgment, and expertise to meet program and project outcomes. The Senior Civil Engineer creates the scope on large civil engineering projects with complex budgets and timelines, integrating numerous elements that significant stakeholder involvement and sensitivity. This position provides direction and mentorship to more junior staff and oversees both technical and administrative work performed by their staff and ensures that projects are completed efficiently and effectively for the public good. Informing the public and Board of Supervisors, selecting consultants, preparing contract documents, reviewing project plans and specifications prepared by consultants, and administering contracts during construction are performed by the Senior Civil Engineer. 

Signing bonus:
In addition to a competitive compensations package, new, full-time, regular hire Senior Civil Engineers are eligible to receive a $10,000 signing bonus which will be split into two equal payments: 50% at time of hire (i.e. first paycheck) and the remaining 50% after successful completion of their probationary period.

Hybrid schedule:
The Department of Public Works has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.

THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.
