• Upon successful completion of the Public Safety Officer in Training requirements, incumbents promote to Public Safety Officer I ($136,764 - $158,321).
• Upon successful completion of all phases of training, members of the Public Safety Officer I classification promote to Public Safety Officer II ($144,724 - $180,310).
• This position has an excellent benefit package, including 2.7% at 57 retirement plan.

Under immediate supervision of a Public Safety Lieutenant or Captain, either currently attends the California POST Basic Academy and is learning to perform a wide range of public safety work involving the protection of life and property including law enforcement, crime prevention, fire suppression, rescue, and basic life support activities; or has graduated from the California POST Basic Academy within the last 12 months; and performs related work as required.

DISTINGUISHING CHARACTERISTICS 

The position of Public Safety Officer Academy Attendee/Graduate is the training level classification for general police and fire work for those incumbents not affiliated with an agency and currently enrolled in a police academy. Incumbents are not sworn personnel and are generally in this classification until successful completion of the police academy. Assignment to this classification is temporary. If incumbents do not successfully complete a police academy, they will be terminated.  Incumbents hired after the graduation from the California POST Basic Academy are not sworn personnel and are generally in this classification until they are promoted to Public Safety Officer I.

Public Safety Officer Academy Attendee/Graduate is distinguished from the higher-level Public Safety Officer I in that the latter is a sworn position where incumbents continue training for both police and fire duties. Incumbents must successfully complete the police academy prior to being promoted to the classification of Public Safety Officer I.

Patrol teams enjoy a rotating 4/12 plan or a fixed 4/10 schedule in specialty assignments.

The City realizes the diversity of the community and therefore upon approval, the City pays officers a bilingual stipend. Our officers continually strive to be the best and achieve high standards; they receive a 5% incentive for achieving their Intermediate POST certificate and 10% incentive for achieving their advanced certificate. The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. Additionally, we have placed laptops in all patrol cars in order to facilitate timely report writing and response to calls for service.

This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. Basic Police Academy.  Incumbent in this classification receives the same employee benefits as Police Officers, with the exception of being placed in the “Miscellaneous” retirement category until successful completion of a designated police academy, and as a civilian employee, will not be covered by government code sections 4850 and 3300 through 3311.  Upon successful completion of an academy, incumbent shall be sworn as a Police Officer, placed in the safety retirement category and begin an 18-month probationary period as a Police Officer on the date of swearing in. 

Education: 

• High school graduate or its equivalent. 
• Completion of 30 semester (or equivalent quarter) units from an accredited college or university preferred. 

Physical Capabilities/Vision:

• Must be capable of performing the full range of work assigned to a Police Officer free from physical, mental or emotional restrictions, which would adversely impact job performance. 
• All vision must be corrected to 20/20.
• Must be free from color blindness and have a normal field of vision.

Hearing:

• Normal hearing acuity.

Height/Weight: 

• Weight in proportion to height, age and frame.

Age: 

• Applicant must be 21 years of age minimum by completion of Police Academy.

Citizenship: 

• California Government Code Section 1031(a) requires that Police Officers be citizens of the United States.  California Government Code Section 1031.5 requires that permanent resident aliens who desire to be employed as Police Officers be eligible for and have applied for citizenship.

License:

• Possession of a valid California driver’s license issued by the Department of Motor Vehicles.

Hiring Bonus

Up to 10 Lateral Police Officers hired into the classification of Police Officer for the City of Fremont will qualify for a new hire bonus of up to $100,000. 

• $10,000: Paid on the first paycheck following the Police Officer’s hire with the City of Fremont.
• $10,000: Paid upon completion of the Field Training Officer (FTO) Program.
• $15,000: Paid upon successful completion of probation.
• $15,000: Paid upon one (1) full year following completion of probation.
• $15,000: Paid upon two (2) years following completion of probation.
• $15,000: Paid upon three (3) years following completion of probation.
• $20,000: Paid for completing the final six (6) months2 (months 55-60) for a total of five (5) years of service.

To qualify, new hires must meet the four requirements below. 

1. Must not have prior work history with the City of Fremont.
2. Meet the definition of Lateral Police Officer (please see Minimum Requirements below).

Minimum Qualifications

• Legally authorized to work in the United States under federal law.

• Possession of a Class C California driver’s license at the time of appointment with a satisfactory driving record.

THE POSITION:

Under general supervision, receives and transmits routine and emergency telephone and radio traffic; dispatches and coordinates police, fire, public works, and other municipal staff and equipment via multifrequency two-way radio; maintains and processes a variety of communications reports, records, and radio logs; and does related work as required.

*Effective the first full pay periods following 1/1/2025, a 3% Cost of Living increase and up to 4% equity adjustment will be applied to the hourly wage for the Police Officer Trainee position (totaling 14% in two years).

THE POSITION:

Under direct supervision, the Police Officer Trainee attends a Commission on Peace Officer Standards and Training (P.O.S.T) approved Police Basic Recruit Academy and successfully completes the academic and physical training required for appointment to the classification of Police Officer Recruit II. Police Officer Trainees are considered at-will employees. Police officer probationary status begins when the trainee is sworn in as a Police Officer Recruit II after completion of the police academy.

ESSENTIAL DUTIES:

Duties may include but are not limited to the following:

• Participate in a P.O.S.T certified police academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
