THE POSITION: 

The City of San Rafael is recruiting for a Police Officer. This position performs a wide variety of peace officer duties involving the protection of life and property, enforcement of laws and ordinances, criminal investigation, crime prevention and suppression.  Police officers prepare cases and provide courtroom testimony, provide information and assistance to the public and perform special assignments in areas such as patrol, traffic, investigations and gang enforcement.  General supervision is provided by the Police Sergeant.  Responsibilities may include the direct supervision of officers in training and/or the indirect supervision of other officers and/or support staff.   

This position performs the following essential job duties:

• Patrols an assigned area in a radio car, on motorcycle or on foot to observe and report suspicious activities or hazardous conditions for the prevention and detection of crime; arrests law violators in accordance with applicable statutory and case laws.
• Answers routine and emergency calls for protection of life and property and the enforcement of City, County, State and Federal laws, codes and ordinances.
• Investigates crimes, accidents, deaths and disturbances; collects, preserves and presents evidence using scientific identification techniques; interviews, questions and/or takes statements from victims, witnesses and suspects and completes investigative reports.
• Directs traffic, including regulation of vehicle flow at emergency or congested places, stops drivers who are operating vehicles in violation of laws and issues citations or warnings as appropriate.
• Appears in court to present evidence and testimony in connection with criminal prosecution and/or civil cases; serves writs, warrants, subpoenas and other legal documents.
• Provides information and direction to the public; assists in developing community policing strategies; maintains effective public relations and makes public service appearances.
• Provides emergency first aid and/or assistance to injured or incapacitated persons and requests additional emergency medical services as necessary.
• Searches, guards, transports and assists in the booking and custodial care of prisoners.
• Handles missing person cases; takes custody of runaway or delinquent juveniles; investigates child welfare cases involving potential mental, physical or sexual abuse.
• Assists with emergency or planned events, including natural disasters, fires, parades, and crowd control; participates in special details and assignments.
• Directs, instructs, and supervises officers in training; conducts in-service and/or briefing training.  

To be eligible for this position you must have knowledge of:

EDUCATION AND EXPERIENCE:

Must possess a California P.O.S.T. Certified Basic Law Enforcement Academy Certificate. Candidates must have completed the P.O.S.T. Basic Academy.  Note:  In conformance with P.O.S.T. regulations, applicants separated from active law enforcement in excess of three years must repeat the State Basic Training Standards and would not be considered for appointment on a lateral entry basis.   

Candidate must be high school graduate or its equivalent.  Completion of 45 semester (or equivalent quarter) units from an accredited college or university is preferred.  Prefer candidates with bilingual skills.

DEFINITION

Under general supervision, subject to exercise of individual judgment and initiative, to perform law enforcement and crime prevention work; to control traffic flow and enforce state and local traffic regulations; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

An incumbent in this position performs a variety of law enforcement activities during an assigned shift, which may include crime response, patrol, investigation, traffic enforcement, crime prevention and public safety, case presentation and variable shifts. They wear uniforms, carry weapons, drive patrol cars or ride motorcycles and must comply with departmental grooming standards. In addition, they work under potentially adverse and hazardous conditions and are on call.

EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS

To qualify for competition in this entry-level examination, you must:

1.         Be 21 years of age.

2.         Possess a United States high school diploma, or G.E.D. with qualifying scores, or have passed the California High School Proficiency Examination, or attained a two-year or four-year degree from a college or university accredited by the Western Association of Colleges and Universities.

4.         Possess a valid Class CCalifornia Driver's License by date of appointment.

The Senior Educational Facilities Planner (Sr. Planner) provides professional planning services that guide the physical development of the campus and assists in strategic development and improvement of buildings and space to support UCSC's mission of research, teaching, and public service. As a senior member of the unit, the Sr. Planner is the resident expert on campus and UC policy regarding capital matters, and provides assistance and support in all areas of planning for CPSM staff, campus leadership. They also act as liaison to the Office of Capital Planning at the UC Office of the President.

The Sr. Planner uses skills as a seasoned, experienced planning professional with a full understanding of industry practices and procedures to resolve a wide range of planning issues; uses advanced planning concepts and objectives to resolve highly complex issues; develops short and long range capital plans, demonstrates good judgment in selecting methods and techniques for analyzing alternatives and recommending solutions; exhibits high levels of organization; recommends revisions to proceedures and policies to improve efficiency, and is able to operate with considerable independence.

The Sr. Planner provides high-level reports and analysis of campus space needs in an effort to ensure the efficient use of campus space; works with campus leadership and clients to provide in-depth programming, utilization and visioning studies for all types of campus space using a variety of planning tools: metrics, conceptual space plans, and test fit diagrams; coordinates with campus technical experts on the re-use of space; generates and manipulates large data sets, manages databases to comprehensively manage campus capital expenditures, leads and coordinates the annual updates to the multi-year Capital and Seismic Financial Plans, and generates analytics for capital planning, space management and capital outlay.

Capital Planning and Space Management (CPSM) is a unit within the Division of Business Administration (BAS.) The Division includes a broad and diverse set of operational units that provides and maintains administrative, student development and physical infrastructure that supports the mission of the campus. As a member of BAS, CPSM supports the Office of the Chancellor and Campus Provost/Executive Vice Chancellor in the areas of capital financial planning and policy analysis. In this capacity, CPSM develops and maintains relevant databases, provides analyses of policies and programs, assists in the determination of campus priorities, and in the development of strategies designed to achieve these priorities. Required Qualifications

• Education: Bachelor's degree or equivalent combination of education and experience in education, business administration, project construction administration, architecture, accounting, city planning, or facilities planning.

• Make home visits to truants; counsel students on minor law infractions.

• Investigations:

• Investigate aggravated, serial, or major crimes; follow up on cases initiated by Patrol.
• Develop leads through informants, police sources, citizens, and/or evidence.
• Interview witnesses; interrogate suspects.
• Collect, preserve, and arrange for proper identification of evidence.
• Prepare and serve search and arrest warrants; conduct search and seizure assignments.

The City of Campbell's Police Department is seeking qualified candidates for Public Safety Dispatcher!

Under general supervision, to receive and transmit routine and emergency telephone, radio and computer messages; to keep a variety of police records; and to do related work as required.

Typical Duties may include, but are not limited to the following:

• Answers all telephone calls promptly and courteously;
• Makes rapid and accurate determination of the nature of each call and the degree, severity, and location of any emergency;
• Refers non-emergency callers to the appropriate agency or other resource;
• Questions emergency callers to elicit complete and accurate information necessary for emergency response and enters information in the computer-aided dispatch system;
• Gather information using multiple audio and visual resources;
• Selects emergency response units in exact accordance with established user agency policies and procedures;
• Promptly and properly alerts response units in exact accordance with user agency policies and procedures;
• Maintains current status on all field units;
• Closely monitors any situation presenting a potential danger to the life or safety of field personnel and takes immediate action to dispatch assistance as required;
• Maintains radio contact with field units and enforces proper channel control, discipline, and courtesy;
• Maintains records and logs reflecting the outcome and details of emergency incidents;
• Participates in training and evaluation activities to establish and maintain a high level of proficiency;
• Accesses automated law enforcement systems, inputs data and information, and makes accurate entries into automated record files in accordance with applicable laws, statutes and Department of Justice requirements; and 
• Builds and maintains positive working relationships with coworkers, other City employees, and the public using principles of good customer service.

Knowledge of:

• Standard communications principles and methods for public service dispatch activities;
• Standard office procedures and methods, including filing and the operation of common office equipment;
• Correct English usage, spelling, punctuation and grammar.

Ability to:

• Communicate clearly and concisely with persons under extreme emotional stress;
• Operate a computer aided-dispatch system;
• Establish and maintain effective working relationships with those contacted in their course of work including the general public;
• Type into a computer terminal at a net rate of 40 words per minute;
• Quickly learn the policies, procedures and performance standards pertaining to the work; hear accurately and distinctly;
• Speak clearly and precisely; write legibly; work in a team-based environment and achieve common goals;
• Work in a confined area, wearing a headset which restricts physical movement about the work area;
• Work in a highly structured environment where all communications are recorded or documented and reviewed as public record;
• View multiple video display terminals for extended periods of time in low variable light conditions;
• Distinguish and interpret the meaning of colors on video display terminals;
• Distinguish and comprehend simultaneous communications from several sources;
• Work continuously or uninterrupted as required, standing or sitting for extended periods of time;
• Perform a high standard of customer service, professional conduct and civic responsibility.

Hours of Work: Public Safety Dispatchers typically work 12 hours shifts, with 4 work days one week and 3 work days the following week.  Shifts available area a day and night shift, or variation, that can rotate every six months.  Dispatchers may have to work weekends, holidays and overtime. 

Special Conditions: Incumbents must have the ability to work, as assigned, on schedules that may include Saturdays, Sundays, holidays, and non-traditional work hours; and a willingness to work overtime as required.

Other Requirements: Must be able to perform all the essential functions of the job assignment.  All candidates will be required to pass a City background investigation, which will include fingerprinting and may include polygraph and/or psychological testing.

MINIMUM QUALIFICATIONS
Education & Experience:

• Graduation from an accredited high school (GED may be substituted for a high school diploma); plus
• One year of successful full-time responsible experience performing work where the essential functions of the job involved public contact, computer usage or heavy telephone traffic.

REQUIRED DOCUMENTS FOR APPLICATION:
Applicants must submit proof of successful completion of the following: 

• Typing Certificate certifying a minimum of 40 wpm dated within one year of the application date; AND
• Criticall Dispatcher test with a passing score dated within one year of the application date; OR
• P.O.S.T. Entry-level Dispatcher Test with a T-score of 50 or above.

The P.O.S.T Entry-level Dispatcher Test and the Criticall Dispatcher will be held at the South Bay Regional Public Safety Training at Coyote Valley. Applicants are responsible for calling each location to check dates and make an appointment.  Please make arrangements to sign up for one of these tests in advance.

LATERAL APPLICANTS:
Lateral applicants that are currently employed as a Public Safety Dispatcher (non-probationary) do not need to submit proof of test scores, however a California POST Dispatcher Academy Certificate is required.
