Under immediate supervision, learns and performs inspection of public works street, highway, bridge and tract right of way construction projects; performs related duties as required.

Class Characteristics

This entry-level classification in the Construction Inspector series reports to a Senior Civil Engineer through a Construction Coordinator in the Construction Inspection Section of the Public Works Engineering Division. It is characterized by the responsibility to learn and to inspect public works construction projects for compliance with codes and specifications. Incumbents' assignments, objectives and work methods are specified; issues of fact are referred to the supervisor; review of work is ongoing and responsibility for achieving work objectives rests with a supervisor. Incumbents' work will gradually be done on a more independent basis subject to occasional review in progress through questions/problems and consultation with the supervisor and the section head. It is distinguished from the next higher classification of Senior Construction Inspector by the latter's technical expertise, performance of fully qualified journey level work with a minimum of supervision, and responsibility to provide training and technical expertise to Construction Inspector incumbents.

 

Essential Functions

• Reviews construction plans, specifications, encroachment permits, and other plans affecting assigned projects.
• Participates in meetings to discuss construction details and resolves issues with contractors and other agencies.
• Conducts on-site inspections of construction materials, grade elevations, underground facilities, construction safety precautions, minor concrete structures, street light installations, traffic signal installations, traffic control devices, and erosion and siltation control installations to determine compliance with contract plans and specifications, and with city and other governmental regulations.
• Makes field measurements.
• Ensures conformance with applicable safety standards and regulations.
• Assists in coordinating materials testing.
• Identifies problems.
• Monitors the correction of project deficiencies.
• Identifies and recommends approval of necessary contract and/or plan adjustments to accommodate field conditions.
• Maintains daily diary and field records of material and quantities used.
• Calculates and recommends formal approval of appropriate progress payments to contractors for work completed.
• Investigates citizen complaints related to encroachment and/or grading violations.

Minimum Qualifications

Knowledge, Skills and Abilities

Knowledge of: Surveying and construction staking (grade-setting) practices; standard construction practices including specifications, methods, materials and equipment; mathematics through plane geometry and trigonometry; methods and techniques of materials testing; soil types and characteristics; standard specifications and construction details book (both City and State); construction safety standards; OSHA and CalTrans Traffic Control Devices Manual; traffic safety.

Skill in: Driving an automobile on paved and unpaved surfaces; operating surveying equipment; and preparing field sketches.

Ability to: Evaluate quality of construction and construction materials; determine safety implications of construction techniques; perform mathematical calculations through plane geometry and trigonometry; read blueprints; read public works construction and topography maps and grading plans; determine and verify elevations using hand level and calculator; communicate effectively with individuals from a variety of cultural and socio-economic backgrounds both orally and in writing; resolve inter-personal conflicts; identify problems, evaluate alternatives and arrive at logical decisions; read and interpret complex regulations and technical documents, including plans and specifications; understand and use standard engineering and hand held tools used in Public Works Construction Inspection; learn city encroachment and underground ordinances.

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

Education/Experience

Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be: Graduation from high school and four years experience in a field related to street/highway construction; 60 semester units of college education in engineering, construction techniques and methodologies or building inspection may be substituted for two years experience in construction.

About the Adult Protective Services (APS) Program

APS is a state-mandated program responsible for investigating allegations of abuse, neglect, or exploitation involving older adults and dependent adults. Abuse may include physical, financial, emotional, sexual abuse, neglect, isolation, or abandonment.

APS Social Worker IIIs conduct face-to-face home visits, complete comprehensive psychosocial assessments, develop service plans, and coordinate interventions across multiple systems. Investigations may be conducted in collaboration with law enforcement, the District Attorney’s Office, health care providers, and community partners.

The program is built on a foundation of client rights, empowerment, and person-centered practice, aiming to strengthen safety, reduce risk, and support clients’ ability to remain in the community whenever appropriate.

Key Responsibilities

This Social Worker III will:

San Juan Water District Seeks an Electrical Instrumentation Technician

The Electrical Instrumentation Technician is part of the Operations team, performing specialized and technical duties associated with the troubleshooting, maintenance, installation and repair of electrical gear, breakers, electronic equipment, and instrumentation controls associated with surface water treatment plant, pump stations, distributions system facilities, wholesale meters, and medium voltage solar site component. 

Duties Include: 

• Performing corrective and preventative maintenance on electrical switchgear, breakers, transformers, process control systems, flowmeters, transmitters, gauges and other instrumentation and control equipment.
• Performing skilled duties related to the troubleshooting, maintenance, repair, installation, and testing of instrumentation, Programmable Logic Controller’s (PLC’s), telemetry, electrical and electronic components and instruments used in treatment plants, distribution systems and solar fields. 
• Recognizing, identifying and correcting problems with control and instrumentation equipment.
• Planning, installing and maintaining sophisticated electrical, instrumentation, and control systems; developing and using diagnostic problem solving techniques.
• Inspecting, adjusting, installing, calibrating, and repairing electrical and electronic equipment such as Variable Frequency Drives (VFD’s), breakers, transformers, motors, transducers, motor control centers, switches, wiring, electronic circuits, meter transmitters, (Cl2) sensors, and related devices.
• Installing, maintaining, calibrating, and troubleshooting control systems and water quality instruments, analyzers and electrical systems as they relate to water treatment, distribution, and solar systems.
• Working collaboratively with engineering to maintain and modify drawings of District’s Electrical Systems, PLC’s and SCADA systems.
• Assisting in new project design, inspection, installation, and troubleshooting of electrical 
• Systems, including but not limited to, submittals, RFIs, change orders, site layout and planning of specific drawings.

To be considered, candidates should be knowledgeable of principles and practices of electrical theory and electrical circuits, practices and techniques used in the design, installation, testing, calibration, maintenance and repair of radio telemetry, cellular communication, 4160V solar field, electrical and electronic equipment, instrumentation and controls as they relate to water treatment and distribution systems. 

The qualifications include:

• Graduation from high school or equivalent with additional supplementary course work in electrical, electronics, instrumentation, control systems, or equivalent material pertaining to the field of electronics AND
• Three years of journey level experience in the design, construction, installation, modification, maintenance, and repair of electrical/electronic equipment, instrument systems, and control devices common to an industrial facility, water treatment plant, and distribution systems. 
• Possession of a valid California motor vehicle operator's class C license.

The salary range is $55.81 - $66.97, depending on qualifications. In addition, the District offers competitive benefits which include District contribution to CalPERS retirement, medical (100% of premium for most offered plans), dental and vision for employee and dependents; District paid life insurance; 12 paid days of sick leave; 12 paid holidays; and paid vacation depending on length of service. The City of Berkeley invites applications for the position of Housing Inspector II (Certified)! In this role, you will perform skilled inspection work with City residential housing inspection programs. Must possess:

• An International Code Council (ICC) OR California (CA) certification in Residential Building or Housing Inspection or in Code Enforcement; and
• ICC or CA Residential or Commercial Electrical Inspector certification and ICC or CA Residential or Commercial Plumbing Inspector certification, or equivalent ICC or CA Legacy Certification for either Combination Inspector or Combination Dwelling Inspector.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

Minimum Qualifications

Experience: Two (2) years in engineering related to transportation engineering or closely related field.

Education: A Bachelor of Science Degree in Civil or Traffic Engineering from a recognized college or university.

License: A Bachelor of Science Degree in Civil or Traffic Engineering from a recognized college or university.

Ability to obtain an Engineer-In-Training (E.I.T.) Certificate issued by the California Board of Registration for Civil and Professional Engineers within one year of hire.

  • After submitting your application (or within one year prior), complete the National Testing Network (NTN) FrontLine National Written Examination.

• Alternative Option – POST Examination

  • If you have already taken the Peace Officer Standards and Training (POST) entry‑level examination (PELLET B) within the last twelve months and achieved a passing T‑Score of 45.0 or higher, you may bypass the NTN exam.

                                         TESTING PROCESS:

• Written Examination Upon passing the written exam, candidates will be contacted via email to complete a Personal History Questionnaire (PHQ).

• Oral Interview & Eligibility List Candidates who submit their PHQ in a timely and appropriate manner will be invited to an oral interview with Background Detectives. Successful candidates will be placed on an eligibility list based on interview ranking.

• Background Investigation Top candidates will undergo a comprehensive background investigation, which includes:

  • Medical evaluation

  • Psychological assessment

  • Polygraph examination

  • Drug and alcohol screening

• Physical Agility Testing Candidates must successfully complete the following physical agility components:

  • One Mile Run – 10 minutes

  • Solid Fence Climb – 13.5 seconds

  • Chain Link Fence Climb – 10 seconds

  • Body Drag (165 lbs.) – 14 seconds

  • 99‑Yard Obstacle Course – 25 seconds

• Final Interview Candidates who pass all prior stages will participate in the Chief’s Final Oral Interview.

                              DISQUALIFYING FACTORS

The following factors are disqualifying:

• False statement or omission of information on the employment application, personal history statement, verbally to the oral panel, or the background investigator is disqualifying and grounds for termination of employment.
• Felony conviction.
• Applicants on criminal probation at time of intended hire.
• Unlawful use of any drug (including marijuana) while employed as a full-time or limited peace officer.
• Involvement in the sales of illegal drugs (including marijuana).
• Lack of a California driver’s license at time of intended hire.
• A sex act perpetrated against the will of the other party.
• Suicide attempts.

The following factors may be disqualifying:

• Prior drug usage will be evaluated for what was used, the extent of the use, and how recent the usage has been (including marijuana).
• Misdemeanor conviction.
• An arrest which could have led to one year in County Jail or State Prison.
• Theft.
• Unlawful carrying of a concealed weapon.
• A sex act in which the other party was under eighteen years of age.
• Demonstrated history of irresponsible motor vehicle operation.
• A “Failure to Appear” on your driving record.
• D.U.I. conviction.
• Applicants under psychological/psychiatric care.
• Military discipline or less than honorable discharge.
• Demonstrated history of financial irresponsibility.
• Failure to keep appointments or submit documentation in a complete, neat and timely fashion during the hiring process.
