ABOUT THE POSITION

The City of Redwood City Parks, Recreation & Community Services Department invites you to apply for the casual position of Building Attendant. This position requires daytime availability for four-to-six-hour shifts between the hours of 8am and 5pm. A person in this classification will work flexibly, up to 20 hours per week. Locations could vary across multiple community centers, and Building Attendants will be required to open the facility as needed.

Responsibilities

• Perform initial diagnostic evaluation noting behavioral symptoms which may indicate organic and/or mental disorders in children and in interpersonal/ family dysfunctions related to child and adult patients/clients.
• Determine and develop appropriate treatment plans for all clients in the caseload.
• Conduct individual, group and family counseling/therapy sessions for clients toward the goal of achieving more adequate, satisfying and productive adjustments in the community and provide case management services as appropriate.
• Participate in developing individual and group treatment plans utilizing a variety of psychotherapeutic, psychosocial and psycho educational modalities.
• Perform suicide/risk assessments.
• Conduct home visits and/or field-based services.
• Crisis Intervention. Make client referrals and plan discharge procedures.
• Assess progress of clients on a selected basis and propose modifications to rehabilitation plans in order to meet goals agreed upon by the clients/patients.
• Prepare and maintain psychosocial case histories for use in diagnostic evaluations and of patient progress.
• Supervise graduate interns.
• Provide outreach counseling and refer clients to appropriate mental health program service resources.
• Collect and evaluate medical or psychosocial data such as case histories, behavior patterns and family relationships of patients/clients.
• Analyze factors which exert an adverse effect upon health problems, treatment, or recovery, or which may contribute to or are responsible for mental illness or affect the potential for rehabilitation.
• Conduct treatment groups in schools and other community settings with emotionally and behaviorally disturbed children toward the goal of achieving higher functioning in interpersonal relationships and learning.
• Work as a psychiatric team member with other treatment disciplines.
• Utilize Trauma Informed Care and other Evidence-based practices.
• Provide consultation and education services.
• Ability to participate in an on-call rotation and responding to after-hours calls (Youth Services Center).
• Ability to participate in an on-call rotation and responding to after-hours calls from Psychiatric Emergency Services (Youth Case Management).
• Perform related duties as assigned.

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Supervising Mental Health Clinicians supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration, and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth in the field. The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team including the Psychiatric Emergency Response Team (PERT), the Crisis Response Team (CRT), Healthcare for the Homeless (HCH), and Homeless Engagement Assessment Linkage (HEAL) team.

Supervising Mental Health Clinicians are members of the Behavioral Health and Recovery Services Leadership Team and work with collaborative partners on system wide initiatives focused on improving services and service delivery. This position reports directly to a Clinical Services Manager.

Services provided include supervising mental health clinicians working in tandem with city law enforcement for behavioral health crises and/or homeless outreach mental health programs throughout the county, supervising the program specialist for the Crisis and Outreach Team, and conducting trainings and presentations for various partner agencies and the community.

The teams include psychiatrist, social workers, marriage and family therapists, SUD case manager, mental health counselor, and community workers who are consumers or family members. The clinical teams may also work with clinical interns.

The ideal candidate will possess:

• Knowledge of system of care principles.
• Knowledge of program management techniques and practices.
• Knowledge of crisis de-escalation, crisis evaluation, 5150-hold application, and community crisis response.
• Knowledge of crisis continuum of care.
• Strong supervisory/leadership skills, which demonstrate an ability to direct and motivate a multi-disciplinary team some of whom will be mobile and in disparate parts of the County.
• The ability to establish and maintain productive working relationships with consumers, families, professionals, law enforcement, Psychiatric Emergency Services (PES), homeless services providers, and the public; including close collaboration with and engagement of community partners to plan for, implement and coordinate needed services.
• Ability to make sound decisions based on the exercise of judgment and the consideration of all available information often with very little time during active crises.
• Demonstrated expertise and skill in clinical work with adults and youth with serious mental illnesses who may also have had contact with law enforcement and psychiatric emergency services.
• Knowledge of evidence based clinical practice modalities, e.g. motivational interviewing, solution focused brief treatment, cognitive behavioral therapy, wellness and recovery principles, and trauma informed care, for examples.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong knowledge of Avatar, EPIC and other tools or databases used by BHRS for information and charting.
• Strong clinical assessment, diagnostic and evaluation skills.
• Experience working with clients of diverse cultures and backgrounds.
• Inpatient and outpatient clinical experience.
• Experience working with clients on the streets and in shelters.
• Collaborative experience or knowledge of the Criminal Justice system.

As the Supervising Mental Health Clinician, your responsibilities will include, but are not limited to, the following:

• Consulting with clinicians in the field to determine appropriate courses of action during active crises that may involve law enforcement.
• Tracking data for established and pilot programs and reporting these statistics to leadership.
• Facilitating regular meetings with clinicians and system partners collaborating with the Crisis and Outreach Team.
• Providing ongoing clinical training for field clinicians and law enforcement, including the Quarterly Crisis Intervention Training (CIT).
• Responding to active crisis scenes when required.
• Addressing and supporting requests for the deployment of the BHRS Crisis Response Team (CRT).
• Overseeing the daily operations of programs under the Crisis and Outreach umbrella.
• Performing all other duties or projects as assigned.

Qualifications

Licensure/Certification : Possession of a California license in at least one of the following: Clinical Psychology, Clinical Social Worker, or Marriage and Family Therapist.

Education and Experience: 

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.

• A typical way to qualify is a Master's degree in a mental health specialty, such as social work or clinical counseling and two years of professional post-graduate experience in a mental health setting.

Job Description

Under general supervision, the 8562 Counselor, Juvenile Hall, is responsible for the care, custody, safety and welfare of juveniles detained at Juvenile Hall.

Essential duties include, but are not limited to: 

1. Observes behavior of detainees in an assigned living unit; directs detainees in the upkeep of personal hygiene, during mealtimes, and while cleaning the unit; maintains appropriate close supervision over detainees to prevent negative incidents; provides appropriate discipline; consults with supervisors regarding disciplinary problems; conducts regular state mandated security checks of rooms; monitors visiting sessions to ensure the safety and security of detainees and counselors.

2. Inspects windows, locks doors when not in use, and keeps count of all detainees assigned to the unit; administers emergency first aid pending the arrival of medical staff; responds to emergency conditions which may require physically subduing and restraining hostile detainees to ensure the safety and security of the unit and the facilities.

3. Completes incident reports, behavior reports, individual case reports, and other departmental forms and reports; maintains the unit log book to ensure adherence to legal requirements. Maintains and updates electronic databases and case management systems.

4. Conducts ongoing individual and group counseling sessions with detainees by communicating rules, policies, expectations, and consequences; listens and responds to questions, concerns, complaints, and requests; provides assistance in working out problems to assist detainees.

5. Directs leisure time activities; teaches and encourages good sportsmanship.

6. Transports residents to and from various locations; directs and controls residents’ movement to ensure the safety and security of the residents.

7. Facilitates the admittance and release process of residents.

8. Confers with departmental personnel and representatives of outside agencies.

Qualifications

Education:
Possession of a baccalaureate degree from an accredited college or university.

License and Certification:
Possession of a valid California driver license.
Possession of a valid Cardiopulmonary Resuscitation (CPR) certificate.

Substitution:
Experience as a counselor in a juvenile detention facility or experience involving the organization, detention, or suspension of youth groups in a recreational or correctional program may substitute for up to two (2) years of the education requirement on a year-for-year basis. One (1) year equals thirty (30) semester units or forty-five (45) quarter units.

This position will report directly to the Recreation Program Coordinator or Recreation Program Supervisor and will work various hours throughout the week, including evenings and weekends

DEFINITION

Under general supervision, a Recreator III independently performs assigned tasks which serve the public use of municipal recreation facilities and other duties as required.

EXAMPLES OF DUTIES

Open and close facilities following established guidelines, set up equipment needed for facility programs, perform routine maintenance and cleanup for assigned facilities, collect fees for facility use, maintain order and discipline in assigned facilities and programs by enforcing City and Departmental policies, may facilitate in assigned program areas, may supervise other part-time staff, volunteers, or court workers as assigned, and maintain accurate records and reports. May include specific assignments such as senior swim instructor, senior lifeguard, facility attendant and assisting with after school or summer programs. Other duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of: General facility operations, intermediate lesson instruction techniques for assigned area, and safety practices for assigned programs.

Ability to: Follow written and oral instructions, meet and communicate effectively with members of the public, carry out assignments requiring average physical strength such as setting up tables and chairs, learn and progress in this position, direct others, understand and enforce written and oral rules, regulations and policies, solve minor disciplinary problems, interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience: A minimum of two years working or volunteering with people in a customer service position.

Education: Graduation from high school or equivalent.

License: Possession of a valid Class C California Driver’s License is desirable.

Certification:  Possession of an American Red Cross Lifeguard Certification is required to work in the Aquatics area as a lifeguard.  Possession of an American Red Cross Water Safety Instructor Certification is desirable to work in the Aquatics area as swim instructor.

Responsible for overseeing facilities and parks during reservations, programs, and activities. Supervise facility events; ensure facility is set-up according to event requirements including all official city supported meetings/special events. Monitor youth sports programs within the facilities; address participant and parent concerns; provide lead direction to sports officials. Routinely adhere to and maintain a positive attitude toward City and Department goals.

Knowledge Of:

Basic office/customer service skills (answering phone calls, talking to patrons etc.)

Emphasis Two: LIFEGUARD:

Example of Duties:

Educate patrons in water safety, provide patrons with a safe aquatic environment, perform lifeguard secondary duties, and instruct swim lessons. Promote aquatic programs, assisting senior guard, and aquatics assistant. Conduct rescue operations and administer CPR and First Aid. Direct communication and contact with swimmers and the public.

Knowledge of:

Basic child guidance principles and practices. General techniques of various swim strokes.

Ability to:

Be active, lift and/or carry equipment and supplies. Work in a leadership role with children and adults

Emphasis Three: YOUTH PROGRAM LEADER:

Assists in preparing instructional, craft, and other materials; participates in, and encourages, play activities with the children; may assist in providing tutorial and/or remedial activities in small groups. The City of Redwood City Parks, Recreation & Community Services Department invites you to apply for the casual position of Building Attendant. This position requires weekday and weekend shifts and may include both daytime and evening hours. A person in this classification will work flexibly, up to 20 hours per week. Hours and locations will vary across multiple community centers, and Building Attendants will be required to open and/or close the facility as needed.

Typical duties include, but are not limited to: provide excellent customer service to youth, teens, adults, and seniors; oversee the use of the facility insuring that patrons conform to established City and building rental policies and procedures; perform classroom and multi- purpose room set-up and breakdowns for classes, meetings, and building rentals; perform front desk customer service functions; perform minor clean-up as needed including, cleaning bathrooms, floors, windows, counter tops, and emptying garbage; lock and unlock doors; secure building; set up supplies and equipment as dictated by program needs; and perform related duties as assigned.

ABOUT THE POLICE DEPARTMENT

The Woodland Police Department is staffed with 71 sworn officers, 18 professional employees, and 8 part-time temporary professional employees. Our staffing is expected to expand in size as the City grows. The Department is managed by a Chief of Police, a Deputy Chief, 4 Lieutenants, 10 Sergeants, and a Police Records Supervisor. The Department has three Bureaus; Patrol, Investigations, and Community Relations. Police Officers are assigned to all Bureaus where they work in various capacities and teams.   Within the Bureaus are many specialty units including K-9, Traffic/Motors, School Resource Officers, Gang Task Force, Detectives, and Homeless Outreach Street Team.  There are a number of collateral duties available to officers including SWAT, Crisis Negotiations Team, Field Training Officer, Honor Guard, Arrest & Control Instructors, Firearms Instructors, Gang Resistance Education, and Training (G.R.E.A.T) instructors, Social Media Team, Recruitment, and Bicycle Patrol. The Woodland Police Department prides itself on being a service-orientated agency using a Community Oriented Policing model and Intelligence-Led Policing (ILP) strategy. The Woodland Police Department welcomes and practices constant community engagement, outreach, and activism. The City's Police Activities League (PAL) was formed and is led by Woodland Police personnel who place an emphasis on providing accessible and healthy activities for the city's youth.

ABOUT THE CITY

Woodland is a city of approximately 60,000 residents. Incorporated in 1871, Woodland is conveniently located on I-5 just 12 miles northwest of Sacramento and 9 miles north of U.C. Davis. Woodland’s primary business is agriculture and light industrial, including distribution centers for Target, True Value, Payless, and Walgreens. Woodland has a community college, 2 senior high schools, 2 junior high schools, and 12 elementary schools in the public school district, supplemented by 5 private schools, grades K through 12. The area offers various recreation possibilities: water skiing and boating on the Sacramento River, Lake Berryessa, and Lake Folsom; skiing in the Sierras, hunting, and fishing; five golf courses; and many other youth and adult-oriented recreations.

Energetic and responsible leaders are needed to work with youth ages 4-17 (primarily 5-12) in a variety of camp and community service programs. The Camp Specialist is required to plan and implement sports, games, arts-n-crafts, dance and outdoor work projects.

SUPERVISION EXERCISED AND RECEIVED

General supervision is provided by the Camp Director and the Recreation Supervisor

MINIMUM QUALIFICATIONS (This is a general description of duties and is not all-inclusive)

• Must be at least 18 years of age
• Must enjoy working with youth between the ages of 4 and 17 years old
• Must be able to meet the following physical requirements:
  • Must be able to work in changing climates (indoors and outdoors)
  • Ability to lift and carry 25 lbs
  • Ability to be in the sun up to seven hours per day
  • Ability to do physical labor for three to four hours per day
• Must have basic knowledge of sports, games and crafts, etc.
• Must have ability to establish and maintain positive and productive working relationships

REQUIREMENTS FOR EMPLOYMENT

• Must be able to handle sensitive and/or stressful situations or information with tact, discretion and significant awareness of confidentiality
• Must effectively communicate with adults and children from a variety of cultural backgrounds
• Willingness to comply with suspected child abuse reporting (11166.5 PC)
• Employees are required to be certified in Adult/Child CPR, First Aid, AED from American Red Cross, American Heart Association or supervisor approved equivalent. Employees must be certified within 30 days of hire date or prior to the first day of work, whichever occurs earlier.
• Fingerprinting and TB test are required
• Must submit verification of legal right to work in the United States as a condition of employment

SELECTION PROCESS

Qualified application will be evaluated on the basis of related experience and quality of presentation.

The most highly qualified applicants will be invited to an oral interview. Applicant evaluations may include a written and physical test. Satisfactory candidates will be placed on an eligibility list. Placements are anticipated immediately after the list is established. Some placements may be assigned to emphasize public education as the City's needs require.

Some positions may require a health evaluation.
