The Position 

Under general supervision, protects life and property; performs law enforcement and crime prevention duties; controls traffic flow and regulations; enforces State, Federal and Local laws and performs related duties as required.  An incumbent in the position is a role model of impeccable character, trustworthy, and the will to help serve the community.   Looking for Police Officer I and Police Officer II to join our team.   

Prerequisites

Police Office I:  

Education and Experience:   Any combination equivalent to graduation from high school and completion of P.O.S.T. Basic Academy or Module D Training for Police Officers. 

Licenses, Registrations, Accreditations, etc:   Possession of a valid Class C California Motor Vehicle Operator License; certificate of completion of the P.O.S.T. Basic Academy; standard CPR and First Aid Certificates issued by the American Red Cross.

Police Officer II:

Education and Experience:  Any combination equivalent to graduation from high school and completion of P.O.S.T. Basic Academy or Module D Training for police officers.   At least 2-years' experience as a sworn public safety officer.  

License, Registration, Accreditations, etc: Possession of a valid Class C California Motor Vehicle Operator License; certificate of completion of the P.O.S.T. Basic Academy Certificate; standard CPR and First Aid Certificates issued by the American Red Cross.

DEFINITION

Under direct supervision, performs a variety of manual, semi-skilled and skilled tasks in the construction, maintenance, repair and operation of the City’s streets, sidewalks, signs, sewers, storm drains, pump stations, parks, tot lots, medians, gardens, irrigation systems or municipal buildings. Tasks often require considerable physical strength and stamina and may be performed in inclement weather and/or potentially hazardous conditions. Worker may be called back to work during emergencies. Performs related work as required.

CLASSIFICATION CHARACTERISTICS

Utility Maintenance Worker is the entry level to the following classification series: Building Maintenance Worker I/II, Collection System Maintenance Worker I/II, Groundskeeper/Gardener I/II, Street Maintenance Worker I/II, and Water Maintenance Worker I/II. Candidates from the Utility Maintenance Worker Employment List may be appointed in any one of several City departments. They will initially be under close supervision, performing the least skilled and most repetitive tasks while learning to use and apply the methods, materials, tools and equipment involved. Incumbents normally advance to Level II after at least two years of successful experience and demonstrating proficiency for the Level II work. 

EXAMPLES OF DUTIES

Work assignments may be in any one of the maintenance area programs: building/facility operation and maintenance, water/wastewater system delivery and maintenance, parks, median and grounds maintenance, and streets and sewer maintenance. Sweeps rubbish and leaves from gutters; loads and unloads trucks in a variety of situations; excavates and fills trenches and ditches; does manual work in preparing surfaces for paving, mixing cement, and breaking up paved surfaces using such tools as shovel, rake, jackhammer, tampers, and tar kettle; does manual or the more routine work of laying pipe, backfilling, and installing water meters; acts as a helper to skilled craftsworkers assisting in the more routine aspects of carpentry, plumbing, heating, minor electrical and mechanical repair, and painting including street painting; does manual park work not requiring prior knowledge or skill in gardening.

MINIMUM QUALIFICATIONS

Knowledge of: The purpose, safe use and maintenance of hand tools and small power equipment. General construction and maintenance methods, materials, and terminology. Safe working techniques and requirements.

Ability to: Safely and skillfully use hand tools, operate light mechanical equipment, and perform heavy manual labor. Comprehend and follow oral and written instructions and safety warnings and information. Learn to perform more skilled tasks, such as producing manual and computer-generated reports and schedules and installation and maintenance of current job-related equipment or devices. Work independently. Maintain an appropriate public service demeanor and positive customer service interactions. I: Perform sustained, strenuous manual labor; climb, lift, crawl, stoop and bend to reach work; and work outdoors in temperature extremes and inclement weather

Experience: One year, full-time, paid experience in construction, maintenance or other semi-skilled, physical work.

Education: Completion of the tenth grade. Graduation from high school or the equivalent is desirable and required to advance to Level II in the flexible classification series.

License: Possession of a valid Class C California Driver's License.

The Challenge

As a Police Officer your duties will typically include patrolling assigned areas; interacting with the public; conducting criminal investigations; enforcing laws; investigating collisions; preserving the peace and writing reports. You will be assigned to one of three shifts spanning the 24-hour day and these shifts will periodically change. In the Patrol Section you will work three 12 hour and 20-minute workdays and have four days off. If you are assigned to any other Section, you will work four 10-hour workdays with three days off. As your skills develop you may be assigned to investigations; community policing,; traffic; canine; bicycle patrol; Special Weapons and Tactics Team; narcotics; or school resource officer.

THE POSITION:

Under immediate, then as proficiency increases, general supervision of a Field Training Officer, Police Sergeant or higher ranking official, incumbents in this classification perform and document varied law enforcement assignments through working assigned shifts in patrol or on specialty assignments and participating in training; perform related work as required.

ESSENTIAL DUTIES:

Duties may include but are not limited to the following:

• Patrol:

• Respond to emergency calls; administer first aide.
• Investigate reported crimes, suspicious activity, and traffic accidents.
• Investigate unattended deaths.
• Conduct the collection and preservation of evidence at crime scenes.
• Patrol assigned sectors in a marked vehicle to provide preventive and enforcement action.
• Assist citizens in distress and provide information regarding police function/operations.

• Perform selective enforcement of traffic violations at identified problem areas; use LIDAR, or other designated equipment.

• Author collision reports.
• Conduct investigations for hit and run, injury, and fatal accidents including accident reconstruction.
• Plan, coordinate, and supervise special event traffic control.
• Advise and consult with City personnel on traffic issues.
• Present lectures and discussions to high school students.
• Conduct training for officers on changes in traffic law and reporting techniques.
• Conduct inspections of commercial vehicles for safety, weight, size, and load violations.

• School Resource:

• Investigate and apprehend persons who commit crimes on campus.
• Monitor gang activity as it related to criminal activity both on and off campus.
• Monitor bus stop and other campus areas where potential or ongoing problems exist.
• Act as the liaison between school staff and police department.
• Conduct formal presentations for students and staff; engage in informal discussions of law enforcement with students and staff.
• Coordinate and supervise security at school activities. Refer students to appropriate agencies for assistance.
• Coordinate and implement school fingerprinting program.
• Make home visits to truants; counsel students on minor law infractions.

• Investigations:

• Investigate aggravated, serial, or major crimes; follow up on cases initiated by Patrol.
• Develop leads through informants, police sources, citizens, and/or evidence.
• Interview witnesses; interrogate suspects.
• Collect, preserve, and arrange for proper identification of evidence.
• Prepare and serve search and arrest warrants; conduct search and seizure assignments.
• Review reports for trends; identify suspects and crime patterns.
• Work with the District Attorney in reviewing and preparing cases for court.
   

The Facility Attendant provides operational supervision of community centers during the absence of full-time staff. Work hours may vary but will often be evenings, weekends and occasionally weekdays. The location of the facility will be discussed during the interview and may be for multiple locations depending on availability.

The Swim Lesson Instructor is responsible for instructing, supervising, and testing all swim lesson participants to the best of his/her ability. The Swim Lesson Instructor is expected to work mornings, evenings and weekends on a regular basis. Instructors are not required to have any teaching certifications, but are expected to teach the standard set in place by the City of Fremont.

The Position:
The Accountant performs professional work involved in first line supervision of accounting functions, complex account development, maintenance, modification, and reporting. Under direction, the position is responsible for applying generally accepted accounting principles to analyze, maintain, reconcile and verify a variety of budgetary, accounting and other fiscal records. The position supervises daily operations in a variety of functional accounting areas and maintains adequate oversight and internal controls over such operations. Public contact is extensive and involves staff at various levels within the organization, local government agencies and other outside entities for the purpose of exchanging technical accounting procedural and policy information. A high degree of independent judgment and creativity are required to analyze data and develop resolutions to a variety of minor and major problems that occur. • Maintains chart of accounts
• Sets up and maintains database and other online resources of data
• Plans and reviews report data and conclusions with management staff
• Monitors and evaluates performance of internal and external computerized financial record systems and develops recommendations, in conjunction with information technology staff, to implement system improvements and upgrades and to maintain effective integration of systems
• Plans, coordinates and supervises daily operations in functional accounting areas, including the training, staff development, direction and evaluation of accounting and support staff
• Compiles financial data for internal and external audits as needed
• Coordinates required changes in district fiscal records, policies, and procedures, in conjunction with senior management and other staff
• Updates and drafts procedures as necessary
• Monitors and interprets federal and state regulations and guidelines and assures compliance with requirements
• Exchanges information with college and district staff at all levels regarding policies and procedures related to the assigned functional accounting area; provides technical information as a resource to various offices within the district
• Implements financial requirements of contractual agreements made by the district
• Assists staff in fiscal year-end closing of district records and preparation of year-end reports
• Assists internal and external auditors in preparation of final reports as needed
• Attends, meetings, workshops, and other gatherings to obtain most current information
• Drives a motor vehicle to visit off-site locations for meetings, conferences, workshops and other activities
• Performs other related duties as assigned

Minimum Qualifications:

• Bachelor’s degree in accounting, business administration, finance or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility that has included government fund accounting, financial analysis and reporting; project budgeting, planning, and design
• Experience in the coordination of workloads with people at various levels within an organization
• Skill in complex data research, analysis and reporting
• Skill in the use of spreadsheets and a variety of computer software to compose and prepare data analysis, reports, summaries, correspondence and other materials
• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
• Demonstrated skills in written and oral communication, including public speaking and persuasive communication
• Skill in directing the work of others
• Possession of a California Driver’s License (or the ability to obtain one) and the ability to drive a motor vehicle to off-campus locations

Physical Requirements:
This classification requires multi-level tasking and strategic planning, attention to detail and organization of financial data, active listening; individual to large-group communication, persuasion, good memory, tact, patience, flexibility and the ability to drive a motor vehicle to off-site locations in order to perform the essential functions.
