Description 

We are seeking an innovative and proactive Sustainability Manager who will be responsible for leading and managing important environmental programs and projects for the City of Thousand Oaks! As a key Division Head and member of the Public Works Senior leadership team, the Sustainability Division Manager will lead and guide professional staff and will be instrumental in integrating the City’s vision, goals, and people strategy. This is an essential senior management position reporting to the Deputy Public Works Director. 

Primary Responsibilities: 

Oversee, coordinate, and manage key programs and projects in solid waste, organic/food and hazardous waste, water conservation, drought contingency planning and implementation, energy conservation and efficiency, distributed energy resources including solar, battery energy storage and microgrids, clean energy procurement, and electric vehicle charging infrastructure citywide. 

• Plan, develop, implement, and manage strategies to reduce resource use and waste, and minimize the City’s environmental footprint.  

• Promote innovative practices which are economically, socially, and environmentally sustainable. 

• Plan, develop and manage activities for electric vehicle support within the City.  

• Lead implementation of City’s climate action plan including tracking, monitoring and reporting of performance metrics and greenhouse gas inventory. 

• Develop and implement methods and procedures to monitor projects, research strategies, analyze findings, create progress reports, and inform leadership and partners of status to ensure effective collaboration.  

• Promote, gather and communicate sustainability resources and the City’s sustainability efforts within the community. 

• Facilitate community engagement, education, and partnerships, and foster productive relationships to advance sustainability goals.  

• Plan, develop and manage programs for energy conservation and efficiency, clean/renewable energy, and distributed energy resources. 

• Plan, develop and manage activities for a variety of water conservation and efficiency projects, and drought contingency.  

• Plan, develop and manage programs for waste management and waste reduction including organic waste, food recovery and distribution, recycling, and household hazardous waste. 

• Manage the preparation of plans, studies and reports relating to current and long-range City sustainability and resource conservation.  

• Develop, review, analyze and evaluate proposals to determine best value. 

• Select, mentor and supervise staff to deliver optimum services. Provide regular and supportive feedback to staff to assist in their development.  

• Coordinate and drive working relationships with key internal and external partners to achieve collaboration and results. 

• Develop and implement key performance indicators and metrics to measure operational effectiveness, identify areas of success and areas for improvement.  

• Evaluate external sustainability developments, advancements and opportunities to improve customer/user satisfaction, and enhance City’s sustainability program.

Experience:

Deputy Probation Officer I ($43.07/hr-$53.84/hr) - One year of experience in a human services capacity involving communicating and interacting with a diverse population either on an individual or group basis for the purpose of interviewing, counseling or rehabilitating, such as in the role of an institutional counselor, peace officer, or mental health or social services professional.

Deputy Probation Officer II ($48.09/hr-$60.07/hr) - Two years of experience performing duties comparable to those of an entry level Deputy Probation Officer I in San Mateo County.

There are currently various vacancies in the Probation department. Depending on qualifications, the vacancy may be filled at the Deputy Probation Officer I or Deputy Probation Officer II level.

Selected candidates must be available to work flexible shifts, including graveyards, day shift, swing shift, weekends and holidays at any of the Probation Department locations. Selected candidates must also successfully pass a background investigation, including fingerprints, medical examination, psychological evaluation, a truth verification test and be free from any physical, emotional or mental condition which might adversely affect the exercise of the powers of a Peace Officer. Felony and misdemeanors convictions may be disqualifying depending on type, number, severity, and recency. The Engineering Group Manager – Facilities will oversee a diverse and talented team responsible for managing the planning, design, and construction of capital projects at the Santa Clara Valley Transportation Authority (VTA). This individual will lead the delivery of high-impact projects ranging from transit infrastructure upgrades to the improvement and rehabilitation of maintenance yards and other critical facilities. San Mateo County Health is seeking an experienced individual for the position of Public Health Clinics Strategic Projects Manager. This management position will report to the Public Health Clinics Manager, overseeing Edison Clinics and Mobile Clinics and will have broad project management responsibility for key strategic efforts affecting the Public Health clinics.

The Department:

The Parks and Recreation Department provides planning, development, operation, maintenance, and rehabilitation of the City's neighborhood parks, open space, water sites, recreation buildings, and trails.

The Position:

Under supervision, to perform a variety of unskilled and semi-skilled tasks in connection with the development and maintenance of City parks and recreational facilities.

As an As-needed Laborer, the successful incumbent will work in the department, performing routine maintenance on various parks and facilities including the city-owned cemetery. This position will assist in maintenance and repair using a variety of tools and specialized equipment. 

The Laborer position performs varied, unskilled and skilled manual tasks related to landscape maintenance and sanitization. Typical tasks include cleaning and sanitizing restrooms and buildings, loading trash and leaves in truck, litter abatement, mowing, edging, cleaning park sites, graffiti abatement, and operating a variety of hand/power tools and heavy equipment as needed. This position may require working weekends, holidays, and after hours. Must be able to read, speak, and write English at a basic level, follow written and oral instruction, and perform heavy lifting.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

The clinic managers plan, coordinate, direct, manage, supervise and evaluate the full range of programs and services offered at the community-based health clinics; recommend, develop, implement and evaluate goals, objectives, policies and procedures related to clinics; provide leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing clinic services; and provide highly complex staff support to senior-level management. The clinic managers also lead and participate in complex performance improvement activities; develop systems to track the progress of strategic initiatives, departmental operational goals, and communicate progress in key forums; develop productive relationships with labor partners while navigating operational needs and developing and sustaining effective employee engagement processes. The clinic managers exercise direct and indirect supervision over a diversified clinical and support staff team.

The ideal candidates will have working knowledge of clinic operations, particularly in outpatient clinics that offer primary care, adolescent care, and pediatrics, as well as in budgeting and scheduling. The ideal candidates will also be experienced in change management, improving patient satisfaction scores, and continuous process improvement (Lean). Experience in a public/safety net clinic is highly desirable. The ideal candidates will also have the ability to lead complex performance activities.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Plan, direct, monitor, coordinate and evaluate the operations and service delivery programs of a regional health clinic or clinics, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.

• Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures, and priorities that balance both mandated services and community health care needs.

• Assess the quality of patient care; develop and generate community support for changes or enhancements to service delivery methods; advocate for patients with medical staff to ensure appropriate care is provided.

• Monitor census/patient flow and project future patient care demands; develop staffing schedules and assignments to provide the necessary level and type of care.

• Develop, present, and advocate for clinic funding; administer and monitor the approved budget to ensure the accomplishment of clinic care objectives within budget restrictions.

• Act as liaison between senior-level management, advisory boards and commissions, regulatory bodies, and program staff to ensure that all appropriate policies and guidelines are followed, and that programs are funded with adequate resources to maintain mandated and expected levels of service.

• Maintain an effective working relationship with a variety of public and private organizations, including other Health Services Agency staff, County departments, and agencies.

• Consult with other program managers on relevant program issues; develop alternative strategies for dealing with community health needs and assist in the implementation of solutions as necessary.

• Act as advocate and spokesperson in the community in support of programs and services; interpret, explain, and direct the enforcement of community health-related standards, codes, and regulations.

• Provide highly complex staff assistance to senior-level management and related commissions and advisory boards on program issues.

• Prepare a wide variety of detailed written reports, policies, procedures, and contracts.

• Perform related duties as assigned.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Three years of administrative or managerial experience in a healthcare delivery, social, or community services organization, including significant responsibility for one or more of the following: program and budget development, program service delivery, funding, utilization, coordination of community resources, or program evaluation.

Wastewater Treatment Plant Operator III

($29.43- $37.66 per hour)

PURPOSE: Under general supervision, assists in the operation and maintenance of a Wastewater Treatment Plant on an assigned shift.  Performs related responsibilities as required.

DISTINGUISHING CHARACTERISTICS:

In addition to being a full, advanced journey-level position, incumbents are expected to provide lead supervision over wastewater treatment plant maintenance staff.  Employees assigned to this class coordinate and perform the full range of skilled duties to operate, maintain, repair and modify the Wastewater Treatment Plant and the wastewater collection system.  

This position reports to the Utility Systems Supervisor and assists in determining equipment, personnel and material needs.  This position may act as the WWTP Supervisor (or as the Utility Systems Supervisor, if qualified) during periods when the appointed Utility Systems Supervisor is on vacation or absent from work for other reasons.

ESSENTIAL RESPONSIBILITIES:

1. Assists in the operation of valves and other related controls to distribute flow through unit process and application of chlorine and chemicals to the wastewater.

2. Monitors control equipment such as pumps, motors, valves, blowers, sludge collectors, heat exchangers, sludge thickeners and other related process equipment.

3. Reads meters, gauges and other instrumentation.

4. Maintains a daily record of facility operation, samples collected and corrections to unit processes.

5. Adjusts or alters chemical treatment of the plant as necessary.

6. Collects samples for observation and analysis from unit processes.

7. Performs daily and weekly laboratory analysis as needed for process adjustments and performance indicators.

8. Performs preventative maintenance to equipment, such as routine service, lubrication and cleaning of process equipment and machinery.

9. Operated a wide variety of tools and equipment used in minor mechanical repair and operation of process equipment.

10. Assists in minor repairs to all process equipment as needed.

11. Performs building and ground maintenance, which may involve weed control, gardening and janitorial services.

12. Performs related duties as required.
