What You'll Do

Key Responsibilities

• Inspect public works and capital projects – including streets, storm drains, sidewalks, grading, and related infrastructure – for compliance with plans, specifications, codes, and safety standards
• Review construction plans, specifications, and permit applications
• Administer encroachment and transportation permits from issuance through closeout
• Prepare daily inspection reports and maintain project documentation, including support for payments and change orders
• Guide contractors on proper construction methods, materials, and standards
• Oversee field testing for soils, asphalt, and concrete
• Perform survey work and assist with traffic engineering studies
• Investigate resident concerns and coordinate solutions with contractors and City staff

 As a Park Services Officer Aide, you will:  

• Drive to different park locations and assist in the daily operations and maintenance of park facilities and grounds. 
• Report unsafe conditions, incidents of vandalism, and other related conditions.

The Ideal Candidate

Work Schedule: This is a 20-24-hour per week position. The regular work schedule is Wednesday, Thursday and Friday; weekend work may be occasionally required. This position is limited to up to 1000 hours per year. However, employment might end sooner, depending on the needs of the hiring department. Extra-help positions are paid hourly and are not guaranteed permanent status at the end of the extra-help assignment. 

The Position

The Fremont Police Department is recruiting for the position of Animal Services Supervisor. Under direction, the Animal Services Supervisor supervises and participates in the work of the field and/or animal shelter section of Animal Services Administration of the Police Department. The Animal Services Supervisor may supervise operations in the absence of the Administrator; and performs related duties as required.

Education/Experience: College level course work in Administration of Justice and/or Veterinary Technology (formerly known as Animal Health Technology) and four years of progressively responsible animal control experience with a city, county, or humane society. Experience as a lead worker and/or supervisor and/or a two-year college degree in Veterinary Technology or Administration of Justice is highly desirable.

Acceptable Substitution: Possession of a valid Registered Veterinary Technician (RVT) certificate (formerly known as Animal Health Technician certificate) issued by the State of California may be substituted for one year of the above stated experience requirement.

Licenses/Certificates/Special Requirements:

• Possession of a Class C Driver License.
• Possession of valid certificates in Standard First Aid, Cardiopulmonary Resuscitation and successful completion of a Penal Code 832 course within first year of employment.
• State certification to perform euthanasia is required prior to employment.

Position Duties

Under the direction of the Assistant Director of Transportation, the Information Technology (IT) Manager will plan, lead, manage, and execute the technology and innovation efforts of DOT.

This position is open until filled with a first review date scheduled for November 21, 2025.

The DOT Information Technology (IT) Manager will refine and manage the DOT information technology roadmap, which fuses departmental priorities and opportunities with technology and resource needs. The business plan includes coordination with the IT Department to assess centralized capabilities and opportunities for partnership and advancement of key strategies and systems. Some of the top priorities include:

Implementing innovative field technology improvements and integrated data systems – With the transportation and utility infrastructure spread across 178 square miles of the City, most of the Department’s work, particularly maintenance of the infrastructure, occurs in the field. With
the growth of advanced technologies like the Internet of Things (IoT) and Artificial Intelligence (AI) the City has an opportunity to strategically deploy innovations that could save time and resources, as well as improve response times. The IT Manager will work with the IT Department, the City Manager’s Office, and other City Departments to lead the assessment of existing processes and systems to identify, develop, and implement automated workflows to improve efficiency and productivity.

Automating, updating, and supporting multiple IT Systems – DOT has a number of important IT needs and coordination efforts that are identified and prioritized in the DOT IT Business Plan. These projects include the maintenance and development of feature request applications in our Salesforce Work Order platform, updates to the Geographic Information System (GIS), and upgrades of various administrative and engineering databases.

Coordinating Civic Innovation – The DOT IT Manager will also play a lead role in planning and implementing DOT’s Civic Innovation Projects. The transportation industry is dramatically changing around us with the emergence of Automated Vehicles, highly advanced traffic signal management systems, and complex data reporting and analytics capabilities. In alignment with the San Jose’s technology vision and in coordination with the Mayor’s and City Manager’s Office, the DOT IT Manager will build upon current momentum to make San Jose one of the most innovative cities. The IT Manager supervises and/or coordinates staff in the Information Systems Analyst, Senior Geographic Systems Specialist, Systems Applications Programmer, Network Engineer, Innovation Program Manager, and Network Technician classifications.

Key General Responsibilities:

• Develops, coordinates, guides, and maintains IT system strategic and tactical plans in support of the department’s overall direction and within the framework of Citywide IT protocols and standards.
• Plans, implements, and manages the department’s information technology operations ensuring efficient utilization of resources.
• Collaborates and coordinates with IT and other departmental stakeholders to assess centralized capabilities, opportunities for partnership, and advancement of key strategies in a way that maximizes the interoperability of systems between DOT and other departments.
• Utilizes in-depth technical knowledge and business requirements to design and implement technology solutions.
• Analyzes complex business needs and recommends technical solutions.
• Ensures technology projects and systems are adequately resourced with the appropriate levels of technology staff and line staff.
• Serves as a liaison with other departmental divisions and operations to identify and address technology needs.
• Negotiates and administers contracts and agreements with vendors and agencies.
• Supervises staff by hiring, selecting, training, evaluating, and making work assignments. May also coordinate and supervise the work of teams comprised of individuals in a variety of organizations.
• Leads and manages a staff of 12, and assists with budget management, personnel, and training matters.

 

Minimum Qualifications

Education
A Bachelor’s degree from an accredited college or university with coursework in computer science, information systems, business administration, or closely related field

Experience
Five (5) years of experience managing, maintaining, and implementing technology programs, computer system infrastructure and design, network operations, security design, application development and configurations, and system/server administration, including three (3) years of supervisory experience over a technical team.

Certifications/Licenses
One or more credentials in Salesforce is desired, preferably certification as a Salesforce Administrator and/or Developer.

Possession of a valid license authorizing operation of a motor vehicle in California. The selected candidate will be enrolled in the Employer Pull Notice (EPN) program; an authorization for release of driver record information form must be signed as a condition of employment.

THE IDEAL CANDIDATE
The ideal candidate is a results-driven professional with previous experience as an IS/IT Manager. The successful candidate will be a highly effective communicator who is able to build solid working relationships with management, peers, and staff. Candidates should possess superior long-term planning and project implementation experience and a commitment to high quality, effective customer service. Experience in the rollout and maintenance of major new initiatives is expected, as well as the ability to translate complicated IT issues into understandable terms. The ideal candidate will have an appreciation for the complexities of DOT operations and will strategically assess the competing priorities of the Department’s IT projects, determine what is reasonable to implement, and clearly articulate the merits of keeping abreast of new technology improvements and efficiencies to Department leaders.

COMPENSATION AND BENEFITS
The approved salary range for this position goes up to $183,248. Employees in the Department Information Technology (IT) Manager classification will also receive an approximate five percent (5%) ongoing non-pensionable pay.

The actual salary will depend on the qualifications and experience of the individual selected. The City provides an array of benefits.

• Retirement – Competitive retirement system with full reciprocity with CalPERS.

• Health Insurance – The City contributes 100% towards the premium for the lowest cost plan. There are several plan options.

• Dental Insurance – The City contributes 100% of the premium of the
  lowest priced plan for dental coverage.

• Personal Time – Vacation is accrued initially at the rate of three weeks per year with amounts increasing up to five weeks after 15 years of service. Executive Leave of 48 hours is granted annually with the ability to earn up to 40 extra hours annually based on performance. Sick Leave is accrued at the rate of 8 hours per month.

• Holidays – The City observes 15 paid holidays annually.

• Deferred Compensation – The City offers an optional 457 Plan.

The Equity and Belonging Manager will work with the Chief Equity Officer in the development and management of innovative and effective strategies to advance the ORSJ’s vision and day-to-day operations. The work requires considerable initiative and judgment and the ability to make sound recommendations to the Chief Equity Officer and departmental leadership.
 
The Equity and Belonging Manager may provide direct and indirect supervision over lower level supervisory, professional, technical, and clerical employees and contractors.
 
The Equity and Belonging Manager will optimize and support the functions of the ORSJ, which include but are not limited to the following:

• Collaborate with the County’s Chief Equity Officer and other equity-focused staff to normalize and institutionalize the implementation of an equity lens to improve relationships, decision-making, structures, and systems of County operation and delivery of services.
• Consult with and advise management, multi-disciplinary staff, community organizations, providers, external agencies, and other stakeholders on complex matters concerning efforts to advance just and fair governance and improving life outcomes for all populations.

Education and Experience:

• Education: Bachelor’s degree from an accredited college or university with major coursework in public policy, sociology, education, ethnic studies, public relations, social work, public health, public administration, or a related field, includes trainings and education specific to issues related to racial and social equity. 
• Experience: Five years of experience in the administration of community, public policy, educational, or social and racial justice programs, including at least three years in a supervisory level AND life experience related to interacting with inequitable systems that can provide an integral perspective to the position.

Demonstrated track record of success engaging with underserved and marginalized communities, and experience in making transformational changes to advance equity is required.

About the Position: The Planning Department is seeking TWO interns who are interested in learning about open space and planning for ecologically sensitive public recreation. Basic Requirements: Current enrollment in an associate’s, bachelor’s, or master’s degree program, or trade school in a relevant field or a recent graduate (within the last 12 months). Successful candidates will have a background in park/open space management, regional/land use/environmental planning, environmental studies, GIS/geography, or another related field and experience with field data collection techniques. This internship requires strong organizational and analytical skills, attention to detail, and the ability to work independently and with a team. Experience with Microsoft Outlook, Word and Excel, ArcGIS software, GPS equipment, Microsoft Excel, and Apple iPads is desired, and familiarity with Midpen preserves/trails as well as local flora, fauna, and natural history are a plus. Possession of a valid California driver’s license is required before time of appointment. Must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.

Working Conditions:  This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  The selected individuals will be required to work a minimum of three days on-site per week, and assignments may vary between field and office work. Field work is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. This is a temporary position working 20 – 40 hours per week (within regular business days/hours). Regular business is conducted Monday through Friday between the hours of 8:00am to 5:00pm. Interns may work up to a total of 950 hours over a 6-to-9-month period. This is a non-benefited position.

SENIOR PLANNER

SUMMARY DESCRIPTION

Under general supervision, performs a variety of professional planning responsibilities and tasks associated with the coordination and implementation of complex planning projects; performs a variety of duties relating to the collection, analysis, interpretation, and presentation of technical land use, environmental, zoning, and other City planning data.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level in the professional planning class series. The position is characterized by the level of technical expertise and skill and independent oversight of out of the ordinary, high profile, complex and atypical projects, while functioning as the project coordinator, working with and leading interdisciplinary teams. The Senior Planner is distinguished from the Associate Planner by the complexity and technical expertise required to work on assigned projects.

REPRESENTATIVE DUTIES

1. Coordinate, lead, and perform professional level work in the fields of current and advanced planning, zoning administration, design review, and economic development activities.

Class Characteristics

This is the advanced-level classification in the Accounting Technician series responsible for performing the most complex work assigned to the series.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties in accordance with federal, state, and local laws, rules, and regulations.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This class is distinguished from the Assistant Finance Director in that the latter has full management and supervisory authority in planning, organizing, and directing the full scope of accounting and finance operations within the department.
