Under general supervision of the Economic and Housing Development Manager, assists in organizing and implementing an Economic Development Workplan that promotes the growth and development of the City’s economic base, including the facilitation of housing production and new building permits, the retention and expansion of existing businesses, and, sourcing new businesses for the City. This position will also support the Economic and Housing Development Manager’s staffing of the City’s Economic and Community Development Committee.

Distinguishing Characteristics

This is the journey level class within the Housing and Economic and Housing Development Specialist series. Employees perform the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Because of the cooperative, facilitative and marketing nature of this role, individuals must be able to work well with and have knowledge of other City departments, community stakeholders, small business owners and real estate developers.

Supervision Received and Exercised

• Receives general supervision from the Economic and Housing Development Manager.

WOODLAND COMMUNITY COLLEGE HOST SITE
Woodland Community College is partnering with the City of Woodland to host two fellows as part of this year’s Civic Fellowship Program. The fellows will work on-site at WCC and receive day-to-day guidance and supervision from WCC staff while remaining part of the fellowship cohort and participating in program-wide activities.

PROJECT DESCRIPTION
The Community College Strategic Initiatives Fellow will play a key role in advancing and operationalizing Woodland Community College’s newly adopted Strategic Plan, with a deliberate emphasis on institutional capacity building, student success, and long-term socioeconomic mobility.

Housed within the Office of the President, this position will operate at a cross-divisional level, partnering with academic affairs, student services, workforce development, and administrative leadership to drive strategic initiatives from concept through implementation. This fellow will provide research, policy analysis, project management, and performance tracking support to ensure strategic priorities are translated into measurable outcomes.

Core areas of responsibility include advancing enrollment growth strategies, strengthening retention and completion pathways, aligning academic programs with regional workforce needs, expanding equity-centered student supports, and cultivating high-impact community and industry partnerships. This role will contribute to data-informed decision-making, continuous improvement efforts, and the overall enhancement of institutional effectiveness.

ABOUT THE POSITION

The City of Gilroy is recruiting an undergraduate or graduate-level City Emergency Management College Summer Intern for the summer of 2026. This internship will provide a significant opportunity to gain experience and exposure and accumulate skills that are used daily in city government emergency management programs that make substantial impacts to the community. The Emergency Management Team works year-round to ensure that community is prepared for disasters through planning, training, outreach, and coordination with local and regional partners. DUTIES:

Overview:

The Assistant Engineer I/II in the Construction Management Services Unit performs essential execution-level civil engineering and construction management support functions for Valley Water capital construction projects. This position performs professional engineering tasks related to managing construction contracts, including reviewing and processing contractor submittals and requests for information (RFIs), interpreting contract documents, evaluating design changes, and supporting change orders and construction claims. The Assistant Engineer I/II provides continuity during the transition from pre-construction into construction by supporting constructability review, contract administration setup, early contractor coordination, and issue resolution as work progresses. The role supports project delivery by providing timely technical analysis and coordination support under the direction of Associate and Senior Engineering staff to manage construction risks related to cost, schedule, and compliance.

Key Responsibilities include, but are not limited to:

• Perform professional civil engineering duties in support of construction contract management for various capital projects, including technical review of construction activities, evaluation of construction issues, and coordination with construction management, inspection staff, and contractors to support issue resolution.
• Review, track, and respond to contractor RFIs, submittals, shop drawings, and design clarifications; interpret contract documents and coordinate with design engineers and construction management staff to support timely resolution of construction issues.
• Support evaluation and documentation of construction contract changes, including change orders, force account work, and claims; assist with technical analysis and preparation of supporting documentation.
• Review plans, specifications, and contractor-submitted work products for conformance with professional codes, standards, and Valley Water requirements as part of quality control and constructability support efforts.
• Review and apply statutes, regulations, and contract requirements related to construction activities; support documentation and coordination to ensure compliance during construction and project closeout.

Ideal Experience:

Assistant Engineer I: None-One (0-1) year of professional civil and/or internship or public agency engineering experience.

Assistant Engineer II: Two+ (2) years of professional civil engineering experience.

Assistant Engineer I & II: Work or internship experience related to construction projects and managing construction contracts preferred.

Ideal Knowledge:

• Principles, practices, concepts, and standards of engineering as applied to the assigned field/specialty of engineering.

Ideal Training and Education:

Graduation from an accredited four-year college or university with major coursework in civil engineering or a related field.

OR

Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.

Required License or Certificate

Construction Management Services Unit (Position Code 519)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
