The Santa Clara County Housing Authority (SCCHA) is seeking an Asset Management Coordinator to support the agency's affordable housing initiatives and asset management goals. The Coordinator handles a mix of technical and administrative tasks, including responding to inquiries, researching and compiling information, and managing specialized reporting projects. Additionally, the role involves tracking and reconciling financial, operational, and statistical records. The Coordinator also provides confidential support to management, staff, and various boards. This position assists with onboarding new hires and manages office arrangements for team members. It's a dynamic position requiring a mix of organizational skills and attention to detail.

 

This position requires knowledge of asset management, property maintenance, construction project management, capital planning and systems management, budget preparation, and financial modeling to analyze portfolio performance.

A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, civil engineering, architecture, or a related field; and

Certification as a California Notary public is desirable.

GENERAL INFO

Under general supervision, the Recreation Specialist provides essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties at various facilities, including parks and community centers. This temporary, parttime position requires working up to 20 hours per week. The role involves ensuring the facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned. 

 

UNIVERSAL POSITION DUTIES (Illustrative purposes only)

· Organize, inventory, and maintain facility materials and equipment.

Special Requirements

· Ability to obtain a current First Aid and Cardiopulmonary Resuscitation (CPR) certification.

· Ability to obtain a current California Food Handler Card.

· Ability to obtain a current Driver’s License and clean driving record is preferred.

Tools and Equipment Used

· Various hand tools and cleaning equipment used in the operation and maintenance of a recreation or community center facility.

THE POSITION

Performs a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, traffic control, curbs, gutters, signs and markings.  The purpose of this recruitment is to fill a vacancy in the Street Maintenance Division of the Public Works Department, as well as establish an eligibility list for future vacancies.  Initial position/assignment and salary of the selected candidate will be based on previous work experience and valid licenses/certificates. 

 

IDEAL CANDIDATE

The Ideal Candidate for this position will have prior experience in road maintenance, including work on sidewalks, driveways, roads, curbs, and gutters. While this experience is preferred, it is not required. The candidate must be able to follow directions accurately and demonstrate strong communication skills, both verbally and in writing. They should be punctual, maintain good attendance, and have a positive attitude. The ability to work independently with minimal supervision is essential, along with a willingness to learn new skills and take on additional responsibilities as needed. This position requires flexibility, including availability for overtime, weekend shifts, and holiday work when necessary. While a Class B Commercial Driver’s License (CDL) is preferred, it is not mandatory at the time of hire.

 

Maintenance Worker I:

This is the entry level class in the Maintenance Worker series. The Maintenance Worker I may often perform many of the duties required of Maintenance Worker II but is not expected to have the depth of experience, skill level and certifications of the Maintenance Worker II. As a result, the Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods. This position is required to work any shift, weekends and holidays as needed.

Maintenance Worker II:

This is the journey level in the Maintenance Worker series. This class differs from Maintenance Worker I in that incumbents perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment. The Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the Maintenance Worker I level, or by candidates with prior work experience elsewhere. This position is required to meet all Standby Program requirements, take standby duty, and to work any shift, weekends and holidays as needed.

 

ESSENTIAL JOB FUNCTIONS

• Assist other departments in addressing Right of Way (ROW) issues within the city, this may include homeless camps, illegal dumping and blight related issues
• Ensure that safe traffic control measures are deployed, and that proper safety precautions and safe work methods are followed
• Design, fabricate, and install traffic signs and markings, set up barricades, direct traffic, and remove traffic control devices as needed
• Assist the Signs and Markings Group with the installation of signs and road markings
• Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, steel rollers, zipper, mastic machine, crack seal machine and rubber-tired tractor with all attachments to perform a variety of routine construction and maintenance operations. Operate forklift as assigned and trained.
• Ability to set, form, pour, and finish concrete is required to repair curbs, gutters, driveways, and sidewalks
• Keep and record accurate and up to date records on all assignments using city maintenance management software
• Promote and maintain safe working conditions and correct unsafe working conditions
• Inspect, maintain, troubleshoot, repair, and upgrade a wide variety of streets and sidewalk equipment
• Prepare plans and specifications for the procurement of parts and supplies on assigned projects
• Perform other duties as assigned

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. MINIMUM QUALIFICATIONS:

 

EDUCATION AND EXPERIENCE

Minimum Education and Experience Requirements:

Graduation from an accredited college or university with:

a) Bachelor's Degree in Electrical Engineering and two (2) years experience doing electric utility engineering work, or

 

b)  Bachelor's Degree in Engineering and three (3) years experience doing electric utility engineering work and experience using AutoCAD and Microsoft office (i.e. Microsoft Word, Excel, PowerPoint and Mathlab)

 

Acceptable Substitution:

• A Master's Degree in Electrical Engineering from an accredited college or university may be substituted for one (1) year of experience

 

• An Engineer-in-Training Certification with ten (10) years of experience in electric utility engineering work can be substituted for the degree in engineering and the required experience indicated above

 

License/Certifications:

Possession of an appropriate, valid Class C California driver's license is required at time of appointment and for the duration of employment.

 

Desirable Qualifications:

• Registration as an Electrical, Mechanical or Civil Engineer in the State of California
• Experience using ESRI based Geographic Information System (GIS)
• Experience using system modeling and load flow software; Aspen one-liner software, GE PSLF, and DEW ISM

 

Special Conditions:

May work unusual hours in emergency situations, or while acting as supervisor, or at other than the regular job site.

Position Duties

The Council District Offices 2, 6, and 10 are up for election this year. The incoming elected officials will be recruiting for positions. The Council Community Relations Coordinator position will serve as a community relations representative in direct support of an elected official. The position will coordinate media communication and public information efforts for the Council District offices. Education and/or experience in the fields of public relations, communications, journalism, public information, web design, or marketing is highly desirable. Strong writing skills, communication skills, and computer proficiency with a firm grasp of social media tools and platforms are essential in this position. As well as the ability to develop and maintain effective relations with constituents and organizations with a positive and professional demeanor when working in public. Bilingual language skills (Vietnamese, Spanish, and/or Chinese), both oral and written, are desirable, but not required.
 
Responsibilities for this position may include, but are not limited to, the following:

• Planning, writing, and managing monthly external communications.
• Designing flyers, graphics, and material for community and public information.
• Updating and designing web and social media content. 
• Collaborating with staff on ideas for media and communication outreach to disseminate the Councilmember’s message to various audiences.

DEFINITION

DISTINGUISHING CHARACTERISTICS

The Senior Human Resources Analyst is a professional level class in which the incumbent is expected to perform a wide range of the most complex human resources activities.  As the advanced journey level classification within the Human Resources Analyst series, positions at this level are distinguished from other classes within the series by the greater level of responsibility assumed, complexity of duties assigned, independence of action taken and by the nature, scope and impact of the work performed.  Employees perform the most difficult, confidential and advanced level type of duties assigned to classes within the series, which may include providing direct supervision over assigned personnel and performing complex professional analytical work in support of internal and external customers with sound judgement and minimal supervision.

 

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from the Human Resources Director.  Incumbents may supervise technical or support staff.

 

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Administers the City’s selection process; plans and coordinates recruitments; conducts labor market analyses and determines length of recruitments; prepares job bulletins and recruitment information; determines and places advertising in appropriate media; coordinates participation in career and job fairs; and reviews and evaluates applications; determines appropriate written, oral and/or performance examination programs; develops, evaluates and validates selection instruments; supervises the administration and scoring of examinations and the establishment of eligible lists; receives, researches and responds to candidate appeals; manages the employee onboarding and separation processes and develops and implements recruitment processes and procedures.
• Prepares or oversees the preparation of all personnel action forms, including new hires and separations, and submission of payroll for processing.
• Administers the City’s employee benefit program including retirement, health, dental, life insurance and voluntary employee benefits; evaluates program and vendor effectiveness; assists in resolving difficult or sensitive problems; serves as intermediary for employees and vendors/providers and administers the City’s open enrollment process.
• Conducts position classification studies; performs job audits and analyses of individual positions, classes and series of classes; participates in organizational and staffing studies of City departments; prepares and revises class specifications and proposes appropriate salary ranges for newly established and revised classifications.
• Conducts salary and employee fringe benefit surveys, analyzes data and recommends adjustments and internal relationships.
• Develops, implements and manages the use of the City’s HRIS system; analyze and develop forms and procedures associated with human resources processes and HRIS applications; maintain the department internet and intranet pages.
• Provides professional and technical advice regarding memorandum of understanding (MOU), language, Personnel Rules and Regulations, policies, procedures, laws, rules and regulations to City departments, employees, employee organizations, job applicants and the general public and responds to complaints and requests for information from employees, management, outside agencies and the public.
• Designs and conducts employee training and orientation programs and assesses training effectiveness and modifies training programs as needed.
• Supports the Human Resources Director with employee and labor relations matters to include handling investigations, disciplinary matters and labor relations duties; assists in the collection and preparation of data used in negotiations.
• Supports the Human Resources Director with conducting formal and informal inquiries into discrimination, harassment and equal opportunity related complaints.
• Coordinates leave management programs; advises employees on their rights under the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), State Disability Insurance (SDI), Paid Family Care Leave (PFL), long-term disability and disability retirement; receives and processes requests for FMLA, CFRA and other leaves; determines eligibility and sends initial notices; requests additional information and prepares other leave-related correspondence; recommends approval or denial of leaves.
• Supports the Human Resources Director with monitoring compliance of the Department’s various programs with applicable laws, guidelines and regulations; tracks and analyzes proposed legislation to determine impact on human resources operations and programs; researches, develops and proposes updates to, and/or establishment of new, City policies, administrative regulations and personnel rules.
• Establishes highly effective working relationships with clients, employees and union representatives, representatives of community organizations, state/local agencies and associations, City management and staff and the public.
• Performs related duties as required.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

 

KNOWLEDGE, SKILLS AND ABILITIES

Skill in:  Operate an office computer and variety of word processing, spreadsheet, presentation, financial and other software applications. Develop, analyze, proofread and maintain Excel spreadsheets.

Ability to:  Interpret the City's personnel programs and policies to employees and department managers; interpret and analyze information; coordinate a variety of tasks and assignments; elicit the cooperation of others; use a variety of computer software programs, including Microsoft Word, Excel, PowerPoint, and Visio; work in an office environment, which may require sitting for extended periods of time; maintain physical and mental condition appropriate to the performance of assigned duties. Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.
