The Environmental Health Services Division of San Mateo County Health is seeking a well-qualified candidate for the position of Environmental Health Program Supervisor – Hazardous Materials Program.

The Position

Working under general supervision, the successful candidate will supervise, direct, organize, manage, evaluate, audit, and provide accountability for one or more Environmental Health programs in areas encompassing hazardous materials/hazardous waste and environmental health program outreach for pollution prevention, public health protection, and environmental health operations.

The current vacancy supervises staff in the Environmental Health Services Division's hazardous materials/hazardous waste areas and Pollution Prevention programs. This position is located in San Mateo, but will require some travel/driving throughout the county to perform the duties of the job.

The Hazardous Materials Program Supervisor will work in the Certified Unified Program Agencies (CUPA) program and additionally oversee the Pollution Prevention Program. In addition to supervising Pollution Prevention Program work, this position will supervise CUPA regulatory programs, including the Hazardous Materials Business Plan Program, Hazardous Waste Generator (HWG) Program, California Accidental Release Prevention Program, Hazardous Materials Program Fees, Underground Storage Tanks (UST) Program, and Above Ground Petroleum Storage Tank Program.

Key responsibilities include providing subject matter expertise on the Hazardous Waste Generator program and supervising a team of nine specialists across multiple programs. Additionally, the supervisor will also serve in a leadership capacity with the District Attorney's office, political leaders, and county management, and will ensure compliance with all inspection and reporting requirements. Additionally, the incumbent will provide programmatic supervision around website management, messaging, and outreach services for grant work and to other programs within the Division, and ensure messaging and branding alignment with County Health.

Ideal Candidate

The successful candidate will bring enthusiasm and a strong commitment to public service. More specifically, the ideal candidate will demonstrate:

• Proficient in all CUPA regulatory program areas and possess a valid ICC (International Code Council) certification as an underground tank inspector.
• Knowledgeable of the division's enforcement options, such as the Hazardous Materials Administrative Enforcement Orders (AEO) and the District Attorney referral processes.
• Experienced with at least four years of journey level experience in hazardous materials management in the areas of storage, transportation, handling and disposal of hazardous materials and/or hazardous waste; underground tank construction, monitoring and removal; or underground tank site remediation.
• Knowledgeable of hazardous materials management, including its scientific background, technology, principles, methods, investigative techniques and problems; laws, regulations and codes governing hazardous materials; emergency response procedures and protocols; government agencies, community organizations and business establishments as they relate to environmental health and hazardous materials management; basic practices in the transportation and disposal of hazardous wastes.
• Knowledgeable of contract and grant monitoring and expenditures, grant applications, RFP processes.
• Approachable and politically astute with a supervisory style that quickly fosters trust, loyalty, respect and commitment from employees.
• An experienced hazardous materials management professional with a thorough understanding of the full range of issues, practices and regulations related to the CUPA programs.

• Technologically savvy and knowledgeable of electronic field inspection systems and other computer-based technologies utilized by regulatory agencies.

• Possession of a California certificate as a Registered Environmental Health Specialist (REHS) is preferred, but not required.

In addition, the ideal candidate will have four years of progressively responsible experience in an environmental health field, such as hazardous materials management, infectious waste, or food sanitation, including at least two years of experience with a regulatory agency.

IMPORTANT INFORMATION

This position requires a valid International Code Council (ICC) certification as an underground tank inspector. If you do not have the ICC certification, you will be required to acquire it within six months of being hired. The California Code of Regulations (CCR) requires local agency inspectors conducting underground storage tank (UST) inspections to have a current inspector certificate from the International Code Council (ICC).

DISTINGUISHING CHARACTERISTICS:

The position is a supervisory class that performs and oversees work that is difficult and complex. The position exercises direct supervision to workers in the maintenance workerseries.  The incumbent is responsible for assisting with the development, recommendation, and implementation of the Town’s goals, objectives, policies, and procedures, and works extensively with Public Works and Parks and Recreation staff, other Town employees, various public/private organizations, and the general public. The person in this position performs maintenance work in addition to supervision. Cross departmental collaboration between the Public Works and Parks maintenance function is required, to ensure service continuity, emergency response, and project completion.

SUPERVISION RECEIVED/EXERCISED:

Attends meetings at various sites within and away from the Town.

Work on evenings, weekends, and holidays may be required. Incumbents must be willing to work extended hours and be called back in emergencies.

• Plan, direct, coordinate, and review the work plan for assigned areas; assign work activities and projects; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
• Select, train, and evaluate assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; investigate problems and recommend and implement discipline. 
• Order and maintain supplies, tools, and equipment.
• Provide recommendations on staffing, equipment, materials, and supplies needed for public works and parks maintenance activities.
• Serve as liaison for the operations and maintenance function with other Town departments and outside agencies; negotiate and resolve sensitive and controversial issues.
• Establish, ensure compliance, and enforce safety requirements; coordinate and participate in safety training for staff.
• Respond to and resolve difficult and sensitive inquiries and complaints.

About the Opportunity

More About You

Education: Graduation from a four-year college or university with major coursework in urban planning, architecture, public administration, housing, or a closely related field. A Master’s degree in a related field may be substituted for one year of required experience.

Experience: At least 5 years of professional experience in urban planning or housing, including 1 year in a supervisory or project lead role.

Licenses: Possession of a valid California Class C Driver’s License and a satisfactory driving record is required. Certification through the American Institute of Certified Planners (AICP) is highly desirable.

All of these positions are temporary/part time. Temporary employees work no more than 130 hours per month AND 960 hours in a Fiscal Year.

The pay cycle is bi-weekly.  Except for worker's compensation coverage and sick leave accrual, no other benefits are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

The Department has a staff of approximately 300 employees and includes four divisions:

The Division provides support to the Planning Commission and the Historic Landmarks Commission. The Deputy Director (Planning Official) manages this Division. 

• The Building Division conducts plan review and field inspection of construction projects to ensure conformance with health and safety requirements. The Division operates the City’s Permit Center. The Building Official manages this Division.

The Deputy Director for Planning is a direct report to the Director of PBCE and provides leadership of all Planning functions within the Department. The position also contributes to the overall management of the Department through overseeing various interdivisional project teams. 
  

The Deputy Director for Planning is responsible for the stewardship and implementation of the City's General Plan and zoning policies, the review of applications for planning permits for consistency with the City’s ordinances and polices including California Environmental Quality Act (CEQA), and for engagement with customers, stakeholders and the community on proposed developments.  

The position is supported by three Division Managers and four Principal Planners who take responsibility for day-to-day operations and decision-making and are split between Development Review, CEQA, and Citywide Planning (longer term policy and plan development). The position manages an interdisciplinary team of planners and provides executive direction for specialized professional planning functions, including development review, land use, zoning, urban design, environmental review, historic preservation, housing, transportation, economic development, and data analytics. The position develops and oversees the organizational structure, the annual work program, and the budget and staffing of the Planning Division and assists in the preparation of the Department’s work program and budget.  
 

The Deputy Director of Planning frequently represents the Department and the Director at City Council, officiates public hearings on the Director’s behalf, and represents the Department and the Director at meetings with the public, elected officials, other departments/agencies and various stakeholders. The position includes attendance at evening meetings.  

Essential areas of responsibility include: 

• Oversee the department's planning budgets, ensuring proper allocation of resources, cost recovery, as well as the development and oversight of the divisions fees and charges  

• Ensure all planning activities comply with local, state, and federal regulations. 

• Develop and implement long-term city planning initiatives. 

• Facilitate public meetings and community outreach to gather input and inform the public about planning projects. 

• Provide leadership and guidance for critical housing related issues/proposals ranging from zoning, permitting, infrastructure improvements, community engagement and sustainability 

• Oversee the review of development proposals, zoning changes, and other land use applications for compliance with city codes and policies.  

• Manage complex planning projects and initiatives, including comprehensive plan updates, area plans, and zoning code revisions.  

• Collaborate with the internal development-services partners, elected officials, developers, community groups, and the general public on planning matters.  

• Prepare reports, presentations, and recommendations for the Planning Commission and City Council  

• Assist in the day-to-day operations of the Division. 

• Advise the Director about important and/or sensitive issues; take appropriate action to address them. 

• Represent the Department and City before other government agencies, community groups, citizens, businesses and professional organizations. 

• Provide positive and constructive leadership and management; mentor and motivate staff. 

• Lead organizational review and strategic planning efforts.

Summary:
Under general supervision, plan, conduct, and participate in recreational program activities according to established programs, schedules, and standards, in accordance with District policies and procedures.

Essential Duties and Responsibilities: 

• Develop, conduct, and participate in various athletic, craft, social, cultural, and instructional activities
• Prepare facilities for programming, special events, or rental group usage
• Greet visitors, direct participants to the appropriate location, and respond to general inquiries
• Ensure safety of environment and equipment for staff, volunteers, participants, and visitors
• May open or close and secure facilities in compliance with District policies and procedures
• Issue and collect recreation equipment and supplies used by instructors, participants, or visitors
• Supervise special events, field trips, and other group activities

• Coordinate and participate in promotional activities and community events
• Modify and adapt activities specific to specialized programs or populations, as appropriate
• May assist with transportation in specialized programs

Minimum Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty* satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or ability required:

Education and Experience:
Minimum age of 18 years old with a High School Diploma (or GED). At least 500 hours of experience in recreation with 15 units completed in recreation or a related field preferred, or an equivalent combination of education and experience. 

Certificates and Licenses:

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Valid California driver’s license with a good driving record and current automobile insurance.
• Department of Justice fingerprint clearance.
• Proof of a negative TB skin test.

Ability to communicate effectively in English in both written and oral form. Ability to write routine correspondence using correct spelling and grammar. The City of Dixon is currently hiring for one (1) full-time position of Senior Maintenance Worker in the Parks Division of the Public Works Department. This recruitment process will also be used to create an eligibility list for future vacancies in other divisions, including streets, buildings, or streetscapes.  Candidates who apply will be considered for the current opening in Parks, and may also be contacted for future openings in other divisions as they arise.  

This position organizes, assigns and reviews the work of assigned personnel engaged in semi-skilled and skilled tasks related to the maintenance and repair of City’s parks, buildings, streets, storm drain ponds and related facilities; performs duties requiring specialized knowledge; and provides support to assigned supervisor.

PARKS
Performs semi-skilled and skilled repair, maintenance and landscaping tasks involving City parks including irrigation system installation and maintenance; conducts playground equipment inspection, maintenance and installation; performs graffiti removal; maintains swimming pools; performs pesticide, herbicide and fungicide spraying; tree and bush trimming to avoid pedestrian traffic, obstruction of traffic signs and line-of-sight; cleans and maintains park facilities, buildings and associated facilities; oversees and coordinates the work of contractors as it relates to park and streetscapes maintenance and construction. Positions operate equipment which include, but are not limited to, mowers, spray rigs, electric, air and hydraulic powered hand tools, hedge-shears, blowers, weed eaters, backhoes, trenchers, lift buckets, scrapers, chain saws, chippers and other heavy equipment.

Exam Process: A limited number of candidates whose applications indicate that they, among those competing, are better qualified in terms of related education, training and experience may be invited to participate in the subsequent phase of the evaluation process which may include interviews, written exercises, or simulated work problems. Note: Meeting the minimum qualifications does not guarantee advancement in the selection process.

About the Position:  The Farm Maintenance Worker performs general maintenance and construction tasks at Deer Hollow Farm in the Rancho San Antonio Open Space Preserve and reports to the Maintenance Supervisor. Deer Hollow Farm is an educational, working farm with cows, pigs, goats, sheep, chickens, and other livestock.  Duties include performing maintenance and construction tasks using hand and power tools, operating and maintaining Farm vehicles, and assisting with daily Farm operations. The Farm Maintenance Worker will also assist with basic support and care of animals; greet visitors and provide information to the public; and work with volunteers on farm-related projects. Working Conditions:

This full-time position is part of the Land Stewardship & Trails Department and assigned to Deer Hollow Farm.  In addition, this position may be required to work evenings, weekends, holidays, and special events. There may be an option to be on a 9/80 schedule after an initial training period.

Must wear prescribed District uniform and adhere to strict safety procedures and work habits. Depending on the exposure, employee is required to wear head, hearing, eye, foot, face, hand, and full protection equipment. Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, and poison oak.

Education & Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade supplemented by college-level coursework in facilities management, construction project management, or a related field, and three (3) years of experience in construction, maintenance, and/or repair of farm properties and related facilities.

Licenses & Certifications Required:  

• Possession of a valid California Driver’s License.
• Possession of, or ability to obtain, Basic First Aid and Cardiopulmonary Resuscitation (CPR) certification within six (6) months of employment.
