CHILD SUPPORT SPECIALIST I

Performs a wide variety of child support duties consisting of maintaining a caseload, locating and interviewing custodial and non-custodial parents and others to elicit factual information for the purpose of establishing child support obligations and enforcing child support laws; arranges for support payments when possible; prepares cases for court hearings as necessary; and performs related work as required.

Working under close supervision, Child Support Specialist I is the entry/trainee level in the Child Support Specialist series. Employees in this class receive in-service training, and are given detailed instructions in the performance of duties related to child support laws, regulations, and a broad range of child support casework activities. As requisite skills and knowledge are developed, greater independence and the full scope of responsibility are exercised. Employees are expected to promote to Child Support Specialist II after one year of satisfactory performance at the entry/trainee level.

CHILD SUPPORT SPECIALIST II

Performs a wide variety of child support duties consisting of maintaining a caseload, locating and interviewing custodial and non-custodial parents and others to elicit factual information for the purpose of establishing child support obligations and enforcing child support laws; arranges for support payments when possible; prepares cases for court hearings as necessary; and performs related work as required.

Working under general supervision, Child Support Specialist II is the journey level in the Child Support Specialist series. Employees at this level are expected to perform a broad range of child support casework from intake to establishment, enforcement, and case closure. Within legal requirements and departmental policies and procedures, incumbents operate with considerable independence and must exercise discretion and judgment in evaluating cases and determining the level of support and the methods of enforcement. Positions in this class are flexibly staffed and are normally filled by advancement from the lower level of Child Support Specialist I, or if filled from the outside, require prior related experience.

Child Support Specialist II differs from the higher class of Child Support Specialist III in that the latter is the advanced journey level, and incumbents act as lead worker or exercise detailed subject knowledge of a specific program area or specialized department system.

CHILD SUPPORT SPECIALIST III

Under limited supervision, the Child Support Specialist III performs a wide variety of child support duties involving the more difficult and/or sensitive cases; performs special assignments; maintains a caseload; and performs related work as required.

The Child Support Specialist III is the advanced journey level in the Child Support Specialist series. Incumbents act as the lead-worker to a group of child support staff, and/or exercise detailed subject matter knowledge of a specific program area or specialized system inherent to the operations of the department.

Positions in this class differ from those in the class of Child Support Specialist II by the assignment of complex, sensitive or confidential cases requiring advanced technical skills. Incumbents may act in a lead capacity, may provide training to lower-level Child Support Specialists and may participate in special projects such as audits and/or quality control reviews.

Reviews lower level cases for quality control, audit, and/or training purposes.

Researches, develops, and conducts group and/or one-on-one training for new and existing staff.

Acts as the supervisor for administrative purposes in the supervisor's absence.

Uses a variety of methods, systems and procedures for locating absent parents, including contacting other agencies, utilizing databases and web-based searches.

THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 188 FTE) with a proposed FY 2023/24 general fund budget of $40.1M. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Planning; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). THE PUBLIC WORKS DEPARTMENT
The Public Works Department is organized into two Divisions: Field Services/Engineering and Wastewater.  The City has two Deputy Director positions, one that is responsible for Field Services/Engineering and the other that is responsible for Wastewater.  This position would be responsible for the Field Services/Engineering Division of Public Works, with a key emphasis on delivery of the Capital Improvement Program (CIP).  The Field Services section maintains parks, buildings, playing field and medians and keeps streets and trails clean and well-maintained.  Additionally, Field Services coordinates the tree program, cleans beaches and maintains the city’s storm drain system. The Engineering section implements the city’s CIP related to streets, roads, storm drains, facilities and coastal projects.  Additionally, the Engineering section pursues grants, manages consultants, reviews development projects and oversees the construction of the CIP and development within the City’s right of way. 

The Principal Civil Engineer will work under general direction, to direct, manage, supervise the Engineering Division; to perform highly complex professional engineering work; to plan, director, and supervise a variety of engineering projects and programs; and to conceptualize, develop, design, and implement all phases of difficult design and engineering research projects, to supervise and review the work professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects; coordinate the work of Engineering Division with the rest of Public Works.  

The Public Works Department is supported by 56 Full-Time staff and an operating budget of $21 million, along with FY2023-24 CIP appropriation of $26 million. The Engineering Division has an annual operating budget of $5 million, along with a FY2023-24 CIP appropriation of $18.5 million and is supported by 28 full-time staff. The Principal Civil Engineer reports to the Deputy Director of Public Works.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
• Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.
• Participate in the development and administration of the Capital Improvement Program projects. Forecast annual funding needed for construction, staffing, equipment, materials, and supplies to complete the Capital Improvement Program. Monitor and approve capital improvement expenditures and implement mid-year budget adjustments.
• Determine scope of engineering projects, review plans of private developers and contractors, make technical engineering decisions and establish technical criteria and standards.
• Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.

San Mateo Medical Center (SMMC) is seeking an experienced Patient Services Specialist (PSS) - Extra-Help.
 
The successful hire will support the clinical team with all registration, eligibility, enrollment, authorization, other administrative tasks, and Admission, Discharge, and Transfer (ADT) activities for SMMC. The PSS serves as the ambassador for SMMC to validate information and educate our patients and guests with the financial process upon arrival to the facility. The PSS verifies all demographic information, validates eligibility, obtain authorizations, collects co-payments, assist with all payor notifications and communication, and enroll patients if needed. The hire will be expected to work holidays and rotating weekends, if needed, to support department needs.
 
The ideal candidate for this position will possess excellent communication skills, including the ability to explain complex medical terminology and medical insurance requirements to individuals with varying levels of medical knowledge. Additionally, they should have strong skills in conflict resolution and problem-solving.

The ideal candidate will also be able to collaborate effectively with the clinical team, work with challenging patients, and assist those who may have language or communication barriers. This position requires keen attention to detail, strong organizational skills, and the ability to multi-task. Furthermore, the ideal candidate must be flexible and available for various shifts throughout the week.

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. The Position 
As a Public Safety Dispatcher II, this non-sworn classification dispatches public safety, fire, and emergency medical services out into the community. The successful incumbent will be responsible for receiving incoming calls for police, fire, or medical assistance and dispatch necessary units. This classification is distinguished from the Public Safety Dispatcher I by a broader range of responsibility due to a higher level of experience and training.

DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the non-sworn flexibility staffed Public Safety Dispatcher I/II series. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the class of Public Safety Dispatcher I in that the latter is the entry level class where incumbents are trained on full range of dispatch functions under immediate supervision. This class is distinguished from the Senior Public Safety Dispatcher in that the latter has full responsibility for supervising a shift of Public Safety Dispatchers I/II.

 

 

Typical Duties

• Operates base radio console equipment, transmitting and receiving routine and emergency messages

Minimum Qualifications

 

EDUCATION AND EXPERIENCE

ACCEPTABLE SUBSTITUTIONS

• Possession of a valid California POST Public Safety Dispatcher Basic certificate, which may be substituted for six (6) months of the solo status experience.

DESIRABLE QUALIFICATIONS

• Classroom education involving fire science or law enforcement related studies.

LICENSES/CERTIFICATES

• Possession of a valid California POST Public Safety Dispatcher Basic Certificate and a valid Medical Priorities Dispatching System (MPDS) Certificate are required prior to the completion of the probationary period.

OTHER REQUIREMENTS

Must be able to perform all the essential functions of the job assignment. All candidates will be required to pass a City background investigation, which will include fingerprinting and may include polygraph and/or psychological testing.

DEFINITON
Oversee the construction phase of public works projects by conducting field inspections and performing highly responsible and technical liaison work among contractors and staff involved in public works construction. Maintain written and photographic records of construction progress. ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Read and interpret project plans and specifications for public works construction and industry standards, such as the Caltrans Standard Plans and Specifications as they apply to assigned projects.
• Provide quality assurance inspections of assigned construction projects to verify contractor adherence to applicable plans, specifications, conditions of approval, and/or permit requirements.
• Ensure that contactors meet designated construction schedules and project delivery commitments.

• Assist in the preparation of progress payments and change orders by measuring and verifying installed quantities and negotiating the equitable cost of changes in work and time; collect and track certified payroll reports.
• Serve as an emergency service worker during times when the Town’s Emergency Operations Center has been activated due to a natural disaster or emergency affecting the Town.

The Environmental Health Services Division of San Mateo County Health is seeking a well-qualified candidate for the position of Environmental Health Program Supervisor – Hazardous Materials Program.

The Position

Working under general supervision, the successful candidate will supervise, direct, organize, manage, evaluate, audit, and provide accountability for one or more Environmental Health programs in areas encompassing hazardous materials/hazardous waste and environmental health program outreach for pollution prevention, public health protection, and environmental health operations.

The current vacancy supervises staff in the Environmental Health Services Division's hazardous materials/hazardous waste areas and Pollution Prevention programs. This position is located in San Mateo, but will require some travel/driving throughout the county to perform the duties of the job.

The Hazardous Materials Program Supervisor will work in the Certified Unified Program Agencies (CUPA) program and additionally oversee the Pollution Prevention Program. In addition to supervising Pollution Prevention Program work, this position will supervise CUPA regulatory programs, including the Hazardous Materials Business Plan Program, Hazardous Waste Generator (HWG) Program, California Accidental Release Prevention Program, Hazardous Materials Program Fees, Underground Storage Tanks (UST) Program, and Above Ground Petroleum Storage Tank Program.

Key responsibilities include providing subject matter expertise on the Hazardous Waste Generator program and supervising a team of nine specialists across multiple programs. Additionally, the supervisor will also serve in a leadership capacity with the District Attorney's office, political leaders, and county management, and will ensure compliance with all inspection and reporting requirements. Additionally, the incumbent will provide programmatic supervision around website management, messaging, and outreach services for grant work and to other programs within the Division, and ensure messaging and branding alignment with County Health.

• Possess of a four- year degree from an accredited university and any combination of graduate-level education and experience that would provide the required knowledge, skills and abilities, demonstrating an increasing level of responsibility is desirable.
• Possession of a California certificate as a Registered Environmental Health Specialist (REHS) is preferred, but not required.

In addition, the ideal candidate will have four years of progressively responsible experience in an environmental health field, such as hazardous materials management, infectious waste, or food sanitation, including at least two years of experience with a regulatory agency.

IMPORTANT INFORMATION

This position requires a valid International Code Council (ICC) certification as an underground tank inspector. If you do not have the ICC certification, you will be required to acquire it within six months of being hired. The California Code of Regulations (CCR) requires local agency inspectors conducting underground storage tank (UST) inspections to have a current inspector certificate from the International Code Council (ICC).
