Per Diem Management Analyst I - City Manager's Office

The City Manager’s Office is seeking a Management Analyst I for a per diem opportunity beginning as soon as possible. The position offers a flexible schedule. The expectation is this position will work 20-25 hours per week, but may go up to 30 hours per week on occasion, and will not exceed 960 hours total. The hourly rate is $48.91.

Duties may include but are not limited to:

• Oversee and promote the City’s volunteer program with an eye toward continuous improvement and program evolution.
• Provide direct support on special projects led by the Senior Management Analyst and/or Assistant City Manager.  
• Coordinate ongoing management of select City public art installations.
• Represent the City Manager’s Office on cross-departmental committees and teams, such as the Safety Committee and Diversity, Equity, and Inclusion Committee and act as a conduit for critical information.
• Assist with the organization and implementation of community engagement events.
• Conduct research and analysis and make recommendations on the formulation of policies, procedures, and best practices.
• May draft staff reports or slide decks for presentation to city commissions and/or City Council on various policy and program topics.
• Develop requests for proposals and assist in negotiation and execution of contracts with consultants and service providers.
• Participate in the development and installation of new or revised programs, systems, procedures, and methods of operation.
• Assist in the coordination of intradepartmental and departmental activities with other City departments and divisions, and outside agencies.

Minimum Qualifications:

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.

• One year of general administrative experience, preferably in local government.
• Equivalent to a Bachelor’s Degree from an accredited college or university with major work in public or business administration or a closely related field.

San Mateo County Health is seeking a well-qualified individuals for the position of Environmental Health Specialist IV - Consumer Protection Programs. Environmental Health Specialist will receive general supervision and provide lead direction in performing various countywide environmental health inspection and enforcement activities in one of the several specialized technical areas such as consumer protection, food sanitation, recreational water, water, sewage, land use, and cross connection control; vector control; solid waste; medical waste; and housing and institutions.

There is currently one regular vacancy that will function as a Food Plan Check Specialist within the Environmental Health Division Food and Pool Programs, located in San Mateo, but the position will include travel/driving throughout the county to perform duties of the job.

Duties within the Consumer Protection Programs include:

San Mateo County Health is seeking a well-qualified individual for the position of Community Program Analyst II - Aging & Disability Services.

The Community Program Analyst II position within the In-Home Supportive Services (IHSS) Unit, a community-based service for older adults and people living with disabilities, within the Aging and Disability Services (ADS) Division. The position performs a variety of technical tasks related to monitoring, policy interpretation, policy development, and development of training materials for the IHSS program. Much of the work includes compiling and analyzing data, collaborating with staff and clients/families to ensure a service delivery system that is responsive to the needs of older adults and people with disabilities. Individuals should have knowledge of issues regarding aging, disabilities, functional/cognitive/mental limitations and experience in QA within a large, regulation driven service delivery system.

The Community Program Analyst will conduct QA case documentation reviews, home visits, and consultation as detailed by the California Department of Social Services (State). The analyst will provide technical guidance and education on program regulations and county operations and produce monthly, quarterly and year-end reports for Aging and Disability Services management/executives and State QA/Program Integrity. In addition, the analyst will serve as liaison among social workers, Public Authority and IHSS clients/providers to resolve disputes. The role also includes leading investigations and collaboration with the California Department of Health Care Services on suspected program misuse and oversight of all required QA monitoring work of the unit.

Community Program Analysts provide technical assistance and evaluate program functions to support effective community and client service delivery. They serve as County liaisons with contract service providers, and community-based organizations, ensure compliance with program regulations and procedures and monitor contracts related to assigned programs. Analysts may also perform other work-related duties as required.

The current vacancy is in the ADS Division located in San Mateo, CA, but may move to the South San Francisco office if needed. The position will travel throughout the County to perform the duties of this position. Travel to meetings and training courses located in Sacramento and other counties is also required.

The ideal candidate will demonstrate:

• Fluency in Spanish, Russian, Tagalog, Mandarin, or Cantonese (preferred but not required).

• The ability to analyze, interpret, and implement new and existing federal, state, and county regulations and laws related to IHSS and the continuum of care for older adults and people with disabilities

This is a limited term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. The Public Authority for In-Home Supportive Services (IHSS) is seeking well-qualified individuals for the position of Public Authority Registry Social Worker II/III with fluency in Mandarin or Cantonese. There is one vacancy in the Public Authority. The current vacancy would be responsible for supporting IHSS consumers who do not have caregiver resources, in hiring a homecare provider from the Public Authority Registry and helping the client and provider establish a successful working relationship. The position is located in San Mateo, CA, but will require travel throughout the County to perform duties of the positions.

NOTE: The Public Authority Registry Social Worker II/III is not a County position; the Public Authority unit reports to the San Mateo County Director of Aging and Adult Services.

PUBLIC AUTHORITY

The Public Authority serves as the employer of record for IHSS homecare workers, with the IHSS consumer retaining the right to hire, fire and train their worker. The Public Authority's responsibilities include operating a Registry that recruits, screens and refers potential homecare providers to IHSS consumers needing personal assistance in their home; screening the backgrounds of IHSS providers in accordance with IHSS policies and regulations; providing training opportunities to IHSS providers to enhance their skills in serving IHSS consumers; and offering support and assistance to Registry consumers and providers to ensure the employer-employee relationship between the Registry consumer and provider are functioning well. The IHSS consumer is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive. Consumers who do not have caregiver resources, may choose to hire a caregiver from the Public Authority Registry. The Public Authority Social Worker will assist those recipients with the hiring of a Public Authority Registry worker and help them to manage their role as the employer.

THE POSITION:

The Newark Police Department is a modern, progressive law enforcement agency with 59 sworn and 27 professional staff employees.  The Newark Police Department values and rewards prior police experience.  Well qualified lateral officers have enjoyed specialty assignments and promotions based upon total law enforcement experience. State of the art safety equipment, including, individually issued patrol rifles with sighting systems, Ballistic Helmets, Smart Phones and an Armored Rescue Vehicle.

For well qualified officers, the Newark Police Department offers accelerated hiring and training programs, as well as numerous lateral entry incentives.  Our program is designed to recognize and reward your skills and experience, to include: $2500 academy reimbursement and $2500 for moving expenses. Well qualified laterals may be appointed to top salary range, and may transfer 120 hours of vacation and 100 hours of sick leave to Newark upon hire.

Numerous specialty assignments, most with premium pay incentives, to include: Detectives, Field Training Officer (FTO), Crisis Negotiation Team (CNT), Traffic Division, School Resource Officers (SRO), Major Crimes Task Force, K-9, S.W.A.T. Team, Crowd Management Team (CMT), Unmanned Aircraft System (UAS) Team, Honor Guard, Firearms Instructor, Use of Force Instructor, and Taser Instructor.

Officers enjoy either a 3/12 or 4/10 work week, depending on assignment.

San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

• In family practice addressing chronic disease management

• In the diagnosis and treatment of sexually transmitted infections

• Collaborating with interdisciplinary teams

• With the underserved population, including those who are homeless

• In a flexible, dynamic work environment

• With electronic medical records

• Using Spanish in a medical context

Examples of Duties

Duties may include, but are not limited to, the following:

• Provide low-threshold, comprehensive care for San Mateo County’s most marginalized and vulnerable populations, including people experiencing homelessness, those in shelters, migrant and immigrant farmworkers, the recently incarcerated, the uninsured, and those with financial challenges.

• Provide comprehensive and urgent care in a variety of non-traditional settings, including homeless encampments, outdoor locations, shelters, and a mobile RV clinic.

• Demonstrate the ability to work closely and collaboratively with a small team in often challenging environments (e.g., homeless encampments, shelters, extreme weather, individuals under the influence, or those with mental health challenges).

• Take stewardship of medical care for assigned geographic populations and/or shelters.

• Outreach to and build long-term, trust-based relationships with vulnerable populations.

• Assess patients’ physical, emotional, and social status through medical history, physical examinations, and diagnostic screenings; evaluate clinical findings and lab results.

• Identify and manage common illnesses and other health problems.

• Refer urgent issues beyond scope to appropriate specialists.

• Deliver longitudinal care in assigned areas.

• Collaborate with other health professionals following protocols for diagnosis and treatment.

• Build relationships with community partners to improve health outcomes and expand services.

• Counsel families regarding health maintenance and care.

• Coordinate referrals to other health or social agencies.

• Maintain accurate records of assessments, follow-ups, and evaluations.

• Supervise subordinate health workers and participate in meetings.

• Actively participate in quality improvement efforts.

• Perform related duties as assigned.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

Licensure

• California Registered Nurse license

• California Board of Registered Nursing (BRN) Nurse Practitioner license

• California BRN Furnishing Number

• DEA Number

For OB-GYN assignments, a Nurse Practitioner license may be substituted with a Nurse Midwife License and at least one certification in women’s health.

Special Certification (depending on assignment)

• Family: Primary health care for patients of all ages

• Geriatric: Primary health care for older patients
