Overview:

The Program Administrator (Contracts Supervisor) plans, organizes, supervises, and coordinates the procurement by contract of professional consultant services (architectural engineering "A/E" and non-A/E consultants) and specialized Valley Water activities, and coordinates and oversees contract administration activities.  The Program Administrator works on contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems. This is a management and leadership position with oversight of a team of contract professionals. This position reports to the Manager of the Purchasing and Consultant Contracts Unit, within the General Services Division.

Key Responsibilities include, but are not limited to:

• Review and approve procurement request documents, cost estimates, scope, and other relevant information to initiate and implement a procurement strategy.
• Provides advice to personnel on procurement and contracting issues.

Ideal Experience:

• 6+ years of experience in public procurement and contract management, or a closely related field in the public-sector environment, including high value contract administration activities for professional services including either one year in experience planning, organizing, coordinating, and directing various project or programs, or serving as the Valley Water recognized subject matter expert or advisor in the assigned program area.

• 3+ years of increasingly responsible supervisory experience of staff is preferred.

Under general supervision, to perform cleaning duties to maintain city buildings and facilities and perform related work as required.

The City of East Palo Alto is seeking an adaptable problem solver with exceptional integrity and communication skills for the Police Officer Lateral/Academy Graduate position. The Police Officer performs a wide variety of patrol and related duties involving the prevention of crime, the protection of life and property, traffic control, and the enforcement of Federal, State, and local laws and ordinances. The incumbent employs community policing strategies to prevent juvenile crime and delinquency; assists in the preparation of cases and testifies in court. The Police Officer provides information and assistance to the public; depending on assignment, performs specialized administrative or investigative work; and performs related duties, as assigned.

Definition: Under supervision, to provide leadership to recreation programs, activities or service; organizes and implements program elements and oversees participants; and performs related work as required.  This temporary part-time non-benefited position works an average of 8 -15 hours per week during each sports season.  This position requires afternoon and evening shifts.

Essential Duties:  Depending upon assignment, the duties of an After School Coach - Recreation Leader I , II or III may include, but are not limited to, the following:

 Assists in planning, organizing, scheduling and provides direct leadership to classes in a specialized phase of the recreation program, class or activities.

Recreation Leader II:  Current enrollment in high school, with minimum age of 16 at time of appointment.  Equivalent to three (3) months of full-time experience (approximately 500 hours) of volunteer or paid work experience in recreation programs or equivalent. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable. 

Recreation Leader III:  Equivalent to completion of the twelfth (12) grade.  Equivalent to six (6) months full-time experience (approximately 1,000 hours) of volunteer or paid work experience equivalent to a Recreation Leader II with the City of Millbrae. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable.

License:  Must possess and maintain a valid CALIFORNIA Class C Operator's license issued by the Department of Motor Vehicles and a satisfactory driving record.

Certificates:  Must possess a first aid/CPR certification or be willing to obtain one

Service Standards:

DISTINGUISHING CHARACTERISTICS

Position Summary

 

Under supervision, performs inspection, maintenance, troubleshooting, diagnosis, repair, removal, replacement and testing necessary to maintain all District vehicles, including record keeping and written verification of work accomplished as directed. 

 

Essential Responsibilities

 

• Responsible for major rebuilding, repair and/or removal and replacement of engines, transmissions, clutches, differentials, turbochargers, pumps, motors, injectors, cylinder heads, compressors and hydraulic systems, air brake, air systems, steering, air conditioning, and electrical systems and associated vehicle parts.
• Provides minor and incidental repairs to vehicles in general, including manufacture and/or repair of components to maintain equipment.
• Performs ongoing preventive maintenance, inspections and procedures, as directed, to provide the safest, cleanest, most economical and dependable transportation possible for District utilization.
• Provides normal and reasonable care of all District-owned property and tools provided
• Directly responsible for written communication concerning ongoing status of repairs completed, repairs in progress and outstanding repairs necessary to safely and economically provide vehicles for District transportation needs.
• Participates in general repairs necessary to all mechanical equipment supplementary to vehicle repairs and maintenance as directed.
• Generates and completes work orders in a Computerized Asset Management System (IBM Maximo).
• Assists apprentice mechanics, new employees and current employees in pursuing a high level of production, reliability and safety.
• Adheres to the safety and health rules and safe working practices applicable to his or her job
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.

Minimum Qualifications

 

Education and/or Experience: 1) Completion of four (4) year apprenticeship program or approved equivalent; OR four years’ full-time experience in the repair of heavy duty diesel engines, air brakes, transmissions, differentials, and D.C. electrical; 2) Experience in the operation of machine tools common to repair shops, such as grinders, drill press, valve facers, lathes, boring bars, presses, etc.

 

Required License:  Must possess and maintain a current, valid California driver's license and satisfactory driving record. No more than two moving violations within the last 3 years. No DUI’s or Reckless Driving violations within the last 7 years. Must be able to obtain a Class A or B license with “P” endorsement within the six-month introductory/probationary period. Operates District vehicles on a regular basis.

 

REQUIRED TOOLS:

• Must have a full set of journey level hand tools to accomplish assigned work.

  

HOURS:

• Shifts are scheduled based on seniority in classification.
• Maintenance Department operates 7 days per week, 24 hours per day.
• Must be available to work all shifts.

 

PHYSICAL REQUIREMENTS: Occasionally lift up to 100 lbs. maximum with assistance.  Frequently lift, carry and manipulate up to 50 pounds. Working inside and outside in all weather conditions. Key Responsibilities include, but are not limited to:

• Oversee the end-to-end procurement process for IT goods, services, and consultants, ensuring compliance with Valley Water policies, organizational requirements, and industry best practices. This includes leading, planning, and overseeing complex procurements for accuracy and compliance.
• Negotiate, prepare, and administer contracts for IT-related procurements to ensure organizational needs are met and compliance by vendors is maintained. 
• Provide training and support in procurement methods and procedures.
• Evaluate and analyze bids, making recommendations for vendor selection in accordance with Valley Water standards. Develop specifications for goods and services and ensure fair and open competition among vendors.
• Develop and implement strategic procurement plans for IT acquisitions that align with Valley Water’s technological goals and future needs. Provide technical guidance on requisitioning procedures, vendor qualifications, and the availability of goods and services.
• Analyze, identify and make recommendations to purchasing standards and procedures for requisitioning, solicitation of bids, and contract administration to ensure best pricing and value.
• Respond to questions and inquiries from Valley Water staff and other agencies, investigating complaints and recommending corrective actions as necessary. Ensure effective communication with stakeholders throughout the procurement process.
• Prepare reports and maintain required purchasing records, preparing documentation as needed for Valley Water.
• Execute related duties and responsibilities as required to support the Procurement and Consultant Contracts Unit and Valley Water’s objectives.

• Certified Public Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO), Universal Public Procurement Certification Council (UPPCC).

The Newark Recreation and Community Services Department is looking for Senior Lifeguards for our fantastic swim lesson and aquatic programs and the upcoming to work at the year-round Silliman Activity & Family Aquatic Center. We are looking for positive, patient, motivated, self-driven individuals that have a passion for working in aquatics and with children, who wish to make a difference in a child's life by teaching them lifelong water skills! Swimming experience is required. Additional program training will be provided once hired. The City of Lincoln is creating an applicant pool for the position of Public Safety Dispatcher I/II within the Police Department.  Interested applicants may submit their application to be part of the applicant pool.  As new vacancies occur, the recruitment team will review applications for consideration.

The Lincoln Police Department is authorized for 23 sworn officers, six dispatchers, and various other civilian and volunteer positions.  The dispatch center provides public safety dispatch services for the Lincoln Police Department and three Lincoln Fire stations. The communications center is staffed 24/7 and dispatchers work in pairs or solo. Public safety dispatchers answer emergency and non-emergency calls for police, fire and other city services.  Dispatchers prioritize calls and dispatch public safety units as needed.  Heavy phone and radio use is a primary duty of the position.  Other duties include clerical and specialized record keeping functions.

Under immediate supervision, this position performs a wide variety of technical and clerical law enforcement support duties related to taking police, fire and medical emergency requests for service from the public and tracks and dispatches field units as appropriate; gathers, records, maintains, retrieves and distributes law enforcement data and information; enters reports and data into a variety of automated law enforcement records systems; ensures that records and information are accurate, clear and comprehensive for law enforcement personnel and the general public; learns applicable policies, procedures and work methods associated with assigned duties; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS
The Public Safety Dispatcher I is the entry level class in which incumbents learn to perform and perform Police Dispatcher duties under immediate supervision. This classification is alternatively staffed with Public Safety Officer II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher class.

The Public Safety Dispatcher II is the working level class in which incumbents are expected to perform the full range of Police Dispatcher duties with minimum supervision and apply sound judgment regarding their scope of authority in dispatching personnel. This classification is distinguished from the Community Service Officer series in that the latter performs duties involving work in taking reports in the field and performing face-to-face public service activities.

SUPERVISION RECEIVED/EXERCISED
The Public Safety Dispatcher I receives immediate supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision. The Public Safety Dispatcher II receives supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision.

ESSENTIAL FUNCTIONS
Include but are not limited to the following:

• Receives and enters calls for police, fire and medical service in CAD; dispatches and tracks field units; interprets level of service needed through information obtained from field officers or citizens; coordinates multi-agency responses when necessary; transfers calls to appropriate agencies if warranted.
• Responds to questions and concerns from the general public, department staff and other agencies; takes and records telephone and counter reports; provides information as appropriate and resolves service issues and complaints.
• Enters and maintains accurate data and information into the California Law Enforcement Telecommunications System (CLETS) including stolen vehicles, and missing and unidentified persons; enters and retrieves information from a variety of state and local automated systems; validates selected records from the Department of Justice files including vehicles, boats and missing persons; releases impounded vehicles; processes reports and citations; collects and maintains statistical information.
• Learns and develops an understanding of applicable policies, procedures, and work methods associated with assigned duties.
• Photocopies and distributes crime, incident, arrest and accident reports to the general public and various agencies such as the Department of Justice (DOJ), California Highway Patrol, District Attorney, Department of Motor Vehicles (DMV) and insurance companies; prepares reports for court; applies federal, state and local laws when releasing information.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS
This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports and retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone, dispatch and face to face service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required.

KNOWLEDGE/ABILITIES/SKILLS

Skill to: Operate an office computer and a variety of word processing and software applications; effectively operate specialized law enforcement automated information and communication systems; type accurately from clear copy at a rate of 35 words per minute.

THE SELECTION PROCESS

• POST Entry-Level Dispatcher Exam with a T-score of 48 or higher
• A valid POST-certified Public Safety Dispatcher Basic Course Certificate
