The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.
 

Additional responsibilities and duties of these Principal Appraisers will include (but are not limited to):

• Planning, organizing, training, supervising, reviewing, and evaluating the work of appraisal staff
• Providing advanced support in the most difficult, specialized, or high-value or high-risk appraisals
• Fostering professional growth and effective working relationships
• Managing, analyzing, and evaluating special projects
• Providing subject matter expert (SME) advice to IT analysts/team in the development of the new Assessor Property Assessment System

The ideal candidates will possess:

• Knowledge of supervisory principles and practices including work planning, scheduling, assignment, and review, and employee training, evaluation, and corrective action
• Technical and professional knowledge of appraisal procedures for real, personal, and intangible property
• Understanding of California Property Tax laws, State Board of Equalization guidelines, and Uniform Standards of Professional Appraisal Practice; and the ability to read, interpret, and apply these rules, policies, and procedures

THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.

The Ranger is a sworn peace officer who provides visitor services and resource protection on MRCA owned and/or managed parkland.

This position performs a wide variety of duties including park maintenance, law enforcement, first aid, wildland firefighting, and public safety patrol. The Ranger assists the public in natural resource interpretation and performs other duties as needed.  

This is a professional position that requires a highly motivated, responsible, and organized individual. Candidate must be a self-starter who can handle an array of tasks, has good judgement, and can work independently or as part of a team.

This is a full-time, non-exempt, at-will position.

This position reports to a Supervising Ranger. Assorted tasks may be supervised directly by Division Chief or other Executive Staff. The position may provide technical and/or functional direction to volunteers and other groups.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Provide a wide range of law enforcement and public safety services including, but not limited to wildland firefighting, search and rescue, and first aid.
• Respond to emergency situations on parkland to protect life and property.
• Make physical arrests, issue citations, and write reports.
• Conduct criminal and administrative investigations.
• Perform traffic control.
• Use, wear, and maintain protective equipment which includes various types of firearms, batons, chemical agents, body armor, and handcuffs.
• Perform routine maintenance and repairs on agency vehicles and various equipment.
• Perform a variety of maintenance, restoration, and repair duties.
• Remove graffiti as necessary, empty trash cans, clean restrooms, clean up litter, and remove illegal dumping.
• Conduct interpretive programs, such as leading hikes, kayak trips or campfire programs.

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to hike, run, bend, lift, stoop, kneel, reach, and climb, lift and carry items weighing up to 60 pounds for a distance up to 50 feet both indoors and outdoors, constantly work in outdoor weather conditions, and frequently move about work sites.

Incumbents should have physical strength, endurance, and agility; be mentally alert and physically sound; and have hearing and vision sufficient to perform the essential functions of the job.

40 hours per week or in an alternative schedule (9/80 or 4/10 program), must be available to work nights, weekends, holidays and overtime. Must be available to work at various locations.

As public parklands, the majority of MRCA properties are open to the general public during operating hours. This position is likely to have physical contact with members of the public in public areas such as parking lots and shared public/office restrooms and during in-person public meetings. The starting hourly rate for Ranger Trainee is $22.58 – $27.45 per hour.  At the completion of all training requirements and upon appointment as a Ranger by the Executive Officer, the wage increases to a range of $33.47 - $40.69 per hour.

Existing MRCA employees may be compensated at a higher rate if they can demonstrate, to the satisfaction of the Chief Deputy Executive Officer, that appropriate additional duties will be performed in addition to the position’s essential duties. The City of San Jose, Animal Care and Services Division is seeking Veterinarians to work at the Animal Care Center with part-time, and/or relief in either/or, shelter medicine and/or the shelter’s public high quality, high volume spay/neuter clinic. The Animal Shelter Veterinarian may perform all aspects of shelter medicine in a large animal shelter. Duties may include routine spay/neuter surgeries on cats, dogs, and other animals as indicated. This position provides direct care and treatment of homeless animals entering the City of San Jose’s Animal Care Center.

Position Duties

 
The Department of Transportation (DOT) is looking to potentially fill three (3) vacancies for Parking/Ground Transportation Administrator. Each role has a distinct focus: one  leads the on-street vehicle abatement efforts, another oversees on-street enforcement programs, and the third manages the daily operations of off-street parking lots and garages.
 
On-Street Vehicle Abatement Parking/Ground Transportation Administrator 
The On-Street Vehicle Abatement Parking/Ground Transportation Administrator is a newly created position within the Division, reporting to the Vehicle Abatement Parking Manager. This role will oversee the launch and management of the City’s initiative to address vehicle blight and maintain street cleanliness across the City.

New Program Services Include:

• Oversee the citywide enforcement of oversized and lived-in vehicles.
• Lead efforts to inventory oversized and lived-in vehicles parked on streets citywide.
• Analyze data to develop and implement a site/location prioritization strategy.
• Manage internal and external outreach, including delivering presentations to community stakeholders.

The PCU oversees citywide enforcement of parking regulations and provides various services, including proactive patrols, school safety, residential permit enforcement, and street sweeping. The Meter Shop handles the installation, maintenance, and revenue collection for approximately 2,500 on-street parking meters.
This position has two (2) direct reports: a Parking and Traffic Control Supervisor and a Senior Maintenance Worker, and oversees forty-seven (47) indirect reports, including four (4) Senior Parking and Traffic Control Officers (Sr. PTCOs), thirty-six (36) PTCOs, one (1) Staff Specialist, and six (6) Maintenance Workers.

The successful candidate will plan, coordinate, assign, and supervise the work of employees engaged in parking enforcement and meter operations through subordinate supervisors.

The successful candidate will lead a team that works closely with Downtown businesses and residents, community groups, associations, Council Offices, the Downtown Parking Board, the Convention Center and Cultural Facilities operator, and other City departments to deliver off-street parking services. They will ensure that the off-street parking program consistently provides the highest level of customer service, minimizes costs, and maximizes cash flow to the City.

Physical Requirements:
This classification requires oral and written communication, ability to analyze data, logical and sequential thinking, good memory, tact, patience, creativity and the ability to work closely in team settings with others, possession of a valid California Driver’s License and the ability to drive a motor vehicle to off-site locations in order to perform the essential functions, flexibility and adaptability to change, use of keyboard for extended periods of time, pushing, pulling, reaching, and moving objects of moderate weight.

Benefits:
