The Position

The Quality Assurance Senior Program Coordinator oversees quality assurance activities of the behavioral health programs (Mental Health and Substance Use Treatment) for the Youth and Family Services Division and other divisions providing behavioral health services. The incumbent will perform routine audits of clinical client records, tabulation and reporting of audit results to individual programs, to ensure the programs comply with State Medi-Cal standards. This position is a core member driving the Human Services Department’s quality assurance and improvement processes in partnership with the department’s clinical and billing management team.

Examples of Job Duties

• Oversee clinical quality improvement processes and behavioral health record review.
• Develop internal audit processes to ensure compliance with state mental health and drug Medi-Cal documentation and timeliness requirements are met.
• Represent department at all county-based QA meetings/events and state conferences for larger system changes such as California Advancing and Innovating Medi-Cal (CalAIM) and Substance Use Disorder (SUD) services.
• Develop working relationships with county QA to provide continual improvements to City of Fremont work-flow and compliance issues.
• Review, gather and synthesize county policies, contract and documentation requirements to ensure compliance including Site Certification requirements.
• Develop training manuals/materials and evaluation processes to align with employee performance standards.
• May be required to supervise clinical program staff.

Class Characteristics
Deputy Director of Public Works – City Engineer is a Deputy Director level engineering classification responsible for overseeing the City’s engineering functions and performing a wide variety of engineering duties requiring independent judgement and initiative in prioritizing, scheduling, assigning and coordinating work. This class requires registration as a professional engineer. This class is distinguished from all other engineering classes by its supervisory and administrative responsibilities over a wide range of duties as well as the requirement to perform the more complex engineering and project management assignments. Assignments and projects may be long-term or may constitute a major portion of a continuous or comprehensive engineering or construction program. Typically assigned functional areas include private development review and plan checking, oversight of regulatory compliance (e.g., Municipal Regional Permit [NPDES], Cal-OSHA, SWRCB/RWQCB non-utility related orders), waste franchise, Sierra Point Lighting & Landscape District, and Capital Improvement Program.

Supervision Received and Exercised:

Receives general direction from the Public Works Department Head.

Provides general supervision to engineering, maintenance, and administrative support staff.

• Recommends and assists in development and implementation of departmental policies, goals, and objectives.  
• Plans, directs, and coordinates engineering work programs and activities within the Public Works Department, directly and through subordinate levels of supervision.

• Oversees consultants and professionals hired by the City for the purposes of designing and completing public works construction projects and studies.  
• Establishes criteria for design, construction, and inspection of public works projects.  
• Oversees the inspection of public works construction by contractors for established plans and specifications.  
• Supervises and participates in the development and administration of the department’s capital and operating budgets; directs the forecast of additional funds needed for construction, staffing, equipment, materials, and supplies; monitors and approves expenditures.  
• Prepares work programs and special engineering studies.  
• Reviews and prepares specifications and obtains bids for construction and maintenance projects; accepts or rejects such specifications and bids; verifies computations, plans, specifications, and estimates for public works facility’s projects; reviews and signs engineering drawings and land record maps.  
• Evaluates and applies for grants; provides for administration and oversight of reporting requirements.
• Conducts negotiations on engineering matters and accepts or rejects change order requests related to contracts; addresses contractor claims.
• Manages administrative matters; prepares and oversees budgets and monitors monthly expenditures; manages requests for additional funding.
• Prepares fee assessments and agenda reports.
• Develops record maintenance systems, procedures, and training necessary for maintaining effective liaison with other City departments.  
• Serves as department head in the absence of the director, including attending and participating in City Council, community and board and commission meetings.
• Responds to questions and requests from the general public, including conducting correspondence and attending meetings.

This position performs a variety of work in the monitoring of county, state and federal detainees and maintains the security and safety of inmates and staff.

EXAMPLES OF DUTIES

• Performs booking procedures, including receiving, booking and assigning prisoners to cells; performing body searches; fingerprinting, and photographing prisoners, etc.
• Maintains custody of prisoners’ private property.
• Maintains the safe and orderly operation of the County jail facility; monitors security cameras and door warning lights; screens and monitors visitors. Inspects all of inmates’ incoming and outgoing mail and telegrams.

Qualifications:

THE DEPARTMENT

The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well-being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space. THE POSITION

Under direction of the Recreation and Community Services Supervisor, performs responsible administrative, coordinating, and technical duties in one of the Parks and Recreation programs; and does related work as required. This classification is responsible for the day-to-day operation of the program and for the coordinating, supervisory, and administrative duties for the assigned program area.

The current recruitment is for the following program area:  Youth Enrichment Services (YES) Program.  This is a grant-funded position and is subject to grant funding.

The YES Coordinator is responsible for the operation of one of the City’s Licensed Before and After School programs or the REAL After School Programs, seasonal and summer camps.

The Town of Truckee is seeking an experienced, highly-motivated, collaborative team member to play a vital role in the Town’s Engineering Division. The primary focus of this position advertisement is to find a key team member to join the Division in either the Assistant or Associate Engineer role, depending on the experience and qualifications of the selected candidate.
The Engineering Division works on the implementation of a variety of Capital Improvement Projects (CIPs) including new trails, roundabouts, streetscape improvements, roadway infrastructure, and miscellaneous Council priorities, such as new parks or new Town facility improvements. This position will be involved in the planning, design, permitting, and construction management of a variety of these types of CIPs. On the private development side, the Division oversees the design and construction of site and right-of-way improvements associated with private development, such as the Soaring Ranch Development (Raley’s shopping center), Truckee Railyard projects, subdivisions, commercial projects, and affordable housing projects. The distinction between the Assistant/Associate levels is the ability to perform up to the full range of duties assigned, including differing levels of independent use of judgement, under the general supervision of the Senior Engineer or Engineering Manager. The Assistant Engineer does not require registration as a licensed professional engineer, although education in an engineering or related field is desired.

THE POSITION

This position receives general supervision from the assigned Director and will be considered a position that carries dual responsibilities. The selected candidate will exercise direct supervision over park maintenance workers, janitorial staff, and support service personnel.  He/she will be a working supervisor who provides leadership and direction to assigned staff while also functioning as a skilled tradesperson who is able to take the lead and fill in as needed, in any section of Parks and Facilities.

As Parks Supervisor, the incumbent directs and coordinates park maintenance employees and supports service crews.  

• He/she will oversee, coordinate and/or lead park and facilities personnel, support service crews, and park maintenance crews.
• Schedules and directs the work of assigned parks maintenance personnel, including ensuring parks and facilities are properly prepared for rentals and reservations.
• Works with crews to assure accuracy and compliance with City standards.
• Submits weekly logs of work in progress and jobs completed by crews.
• Responds to public complaints regarding parks projects through proper channels and informs appropriate staff of City standards and policies.
• Coordinates with the Recreation Division on all events to ensure parks and facilities are properly prepared; assigns staff to assist with events as needed.
• Performs employee evaluations for assigned staff.

As Facility Supervisor, the incumbent directs and coordinates maintenance, repair, and upkeep of City buildings and facilities, and supervises janitorial staff responsible for the cleaning and sanitizing of City buildings and facilities.

• Performs a variety of work in the maintenance, construction, alteration, and repair of City buildings and facilities; identifies and corrects building and equipment problems to maintain facilities in a safe condition, prevent degradation of City property, and prevent failures that would cause reduction in service.
• Performs skilled work across multiple building trades including carpentry, plumbing, painting, electrical, HVAC, welding, and related crafts to maintain and repair City buildings, structures, and equipment.
• Inspects City buildings and structures to identify repair needs; evaluates conditions and recommends appropriate corrective action or modifications to meet City standards and building codes.
• Obtains estimates and quotes for materials and equipment needed for repairs and completion of job tasks; prepares reports of inspections and labor and material estimates for the Director.
• Supervises janitorial staff responsible for cleaning and sanitizing City buildings, facilities, and park restrooms; ensures facilities are properly prepared for rentals and reservations; monitors service standards and schedules.
• Performs general maintenance and janitorial duties as needed.
• Installs, programs, and maintains security camera systems at City buildings, parks, and facilities to ensure proper coverage and functionality.
• Performs and schedules preventative maintenance on City buildings, facilities, and equipment to minimize deterioration and reduce the need for costly repairs.
• Remains current on job-specific expertise through trade publications, vendor communication, and other sources to keep abreast of the latest technological developments and products.
• Performs related work as required.

RESPONSIBILITIES:

May include, but are not limited to, the following:

Knowledge of the methods, procedures, equipment, tools, practices, and techniques used in facilities building maintenance and parks, including carpentry, plumbing, woodworking, painting, electrical, heating, welding, and/or ventilation work; methods, materials, practices, and tools of the building and construction trades; principles and practices of effective supervision, training, and performance evaluation; cost estimating and design; basic principles of mathematics; occupational hazards and standard safety procedures; pest control; and irrigation systems. Ability to oversee, coordinate, and direct the work of others in a supervisor capacity; plan, organize, and implement a comprehensive maintenance program for the City's parks and facilities; inspect buildings and equipment to locate conditions needing repair; estimate time and materials needed to complete work projects; program computerized energy control systems; interpret and work from blueprints, diagrams, and sketches; safely operate necessary equipment efficiently and skillfully; maintain records and logs; observe safety principles; follow written and oral directions; prepare accurate written reports; establish and maintain effective working relationships; and communicate clearly and concisely, both orally and in writing. Skill to safely and effectively operate a variety of power and hand tools used in the construction, maintenance, and repair of facilities.

Solving Problems and Performance of Others: Troubleshoots and resolves non-routine maintenance and repair issues across parks and building systems and independently determines appropriate corrective action. Supervises parks maintenance workers, janitorial staff, and support service personnel and performs building and facilities repair and maintenance work independently.
 

Relations: Internally works with supervisors, other construction and maintenance personnel, and all City departments. Externally represents the city and communicates with various outside agencies.
 

Communications: Communicates effectively in oral and written form; prepares accurate written reports; recognizes unusual, inefficient, or dangerous operating conditions and takes appropriate action.

Safety: Daily exposure to hazardous conditions associated with tool and equipment usage and exposure to the elements while performing duties. Consequences range from minor injury such as scrapes, contusions, burns, and abrasions up to and including permanent disability or death.

DEFINITION

Performs a variety of advanced technical and specialized accounting duties in the preparation, maintenance, and processing of accounting records and financial transactions. Analyzes accounting records to assess accuracy, completeness, and conformance to standards defined by federal, local, and state regulations as well as the Finance department. Trains and provides technical advice to lower-level accounting personnel, and performs related work as required. Works with a high degree of independence in performing accounting and financial activities.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Finance Director/Treasurer. May exercise supervision over additional professional, technical and/or support staff as assigned.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Prepare and maintain payroll function for the Town; manage records for employee deductions; create reports and arrange payments to various taxing and financial organizations; and interpret and implement guidelines provided by other agencies related to payroll and deductions.
• Prepare quarterly and yearly payroll reports for federal and state agencies; responsible for capital asset accounting and reporting.
• Prepare journal entries and reconciles general ledger and subsidiary accounts.
• Makes wire transfers and journal funding transfers and reconciles monthly bank statements.
• Respond to inquiries from Town employees and vendors (if necessary) and explain processes and systems; compose correspondence as necessary.
• Review entries made to various financial records for proper coding and maintenance of appropriate accounting procedures; review cash receipts, business license, and accounts payable entries; prepare monthly health benefit and retirement benefit payments.
• Monitor and maintain Capital Improvement Program projects and grant activities; ensure compliance with stipulations and reporting requirements, and confirm data is recorded in the Town’s financial accounting system.
• Assists with the fiscal year-end close and fixed asset accounting, including prepare audit schedule.
• Assist with the preparation of the annual budget.
• Perform other duties as assigned.

QUALIFICATIONS

Knowledge of:

• Accepted principles, techniques, and practices of governmental accounting, fund, accounting, auditing, and fiscal management.

• Accounting systems and data processing interrelationships.
• Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to municipal financial operations.
• Modern office practices, methods, and computer equipment and applications related to work, including word processing and spreadsheet software.

EXPERIENCE AND EDUCATION

Experience:

Four (4) years of experience performing standard accounting duties.

Education:

Education equivalent to a high school diploma and two (2) years of college coursework or training in accounting, business administration, public administration. A Bachelor’s degree in a related field is desirable.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire.
